Parallel to the idea of the US Constitution as covenant, politicians, journalists, teachers, and even professional historians chant like a mantra that the United States is a “nation of immigrants.” From its beginning, the United States has welcomed—indeed, often solicited, even bribed—immigrants to repopulate conquered territories “cleansed” of their Indigenous inhabitants. From the mid-nineteenth century, immigrants were recruited to work mines, raze forests, construct canals and railroads, and labor in sweatshops, factories, and commercial farm fields. In the late twentieth century, technical and medical workers were recruited. The requirements for their formal citizenship were simple: adhere to the sacred covenant through taking the Citizenship Oath, pledging loyalty to the flag, and regarding those outside the covenant as enemies or potential enemies of the exceptional country that has adopted them, often after they escaped hunger, war, or repression, which in turn were often caused by US militarism or economic sanctions. Yet no matter how much immigrants might strive to prove themselves to be as hardworking and patriotic as descendants of the original settlers, and despite the rhetoric of E pluribus unum, they are suspect. The old stock against which they are judged inferior includes not only those who fought in the fifteen-year war for independence from Britain but also, and perhaps more important, those who fought and shed (Indian) blood, before and after independence, in order to acquire the land. These are the descendants of English Pilgrims, Scots, Scots-Irish, and Huguenot French—Calvinists all—who took the land bequeathed to them in the sacred covenant that predated the creation of the independent United States. These were the settlers who fought their way over the Appalachians into the fertile Ohio Valley region, and it is they who claimed blood sacrifice for their country. Immigrants, to be accepted, must prove their fidelity to the covenant and what it stands for.

The British government in 1807 had issued the “Orders in Council,” which enforced a naval blockade against France, and with a shortage of seamen to man the Royal Navy, Britain also felt justified in stopping and sometimes firing  on ships flying the American flag in the name of apprehending escaped British sailors. The other main cause of war was distress on the Northwestern frontier, where the British in Canada were supporting Indian resistance to American settlement.  So-called “War Hawks” from that region in Congress pushed for a declaration of war.  Some hoped that a war would not only stop Indian depredations but evict the British from Canada and lead to completion of some unfinished business from the American Revolution, namely Canada

What did not happen in Florida, in either the Second or Third Seminole War, was the provision of enough forces and transportation to affect the object of these wars, the final removal of all Native Americans from the peninsula. Prior to the war’s end, rewards were offered by the United States government for the capture of Seminoles. This policy failed to bring in any significant number of Native Americans; however, by early 1858, the war was winding down. White flags and other signs were hung out on known paths used by the Seminoles, and military operations were ordered stopped by Colonel Loomis. Elias Rector, the superintendent for Indian Affairs in the southern superintendency, came to Florida in January 1858 to assist in the negotiations for peace. After a conference was held 35 miles from Fort Myers with Assinwah’s band and others, the terms were offered and monetary inducements guaranteed. On May 4, 1858, Billy Bowlegs and most of his band boarded the Grey Cloud and sailed to Egmont Key, at the mouth of Tampa Bay. Here this group was joined by 41 prisoners and made ready for the trip west. By May 8, the war was declared officially over. The army believed that there were only about 100 Seminoles and Miccosukees left in Florida. This number included the aged leader Sam Jones. There is a debate on just when this ancient and respected leader died; however, it is known that he was gone before the end of Civil War. Where his remains were deposited is a secret to this day. It is from this small number of Seminoles and Miccosukees that today’s recognized tribes have descended as a continuing tribute to the tenacity of their ancestors’ will to survive. went by back roads, past pines, swamps, shacks, the small towns of Lorman and Fayette, a school flying a Confederate flag, and down one road on which for some miles there were large lettered signs with intimidating Bible quotations nailed to roadside trees: “Prepare to Meet Thy God—Amos 4:12” and “He who endures to the end shall be saved—Mark 13:13” and “REPENT”—Mark 6:12.” Finally I arrived at the lovely town of Natchez. Natchez is dramatically sited on the bluffs above the wide brown Mississippi, facing the cotton fields in flatter Louisiana and the transpontine town of Vidalia. It was my first glimpse of the river on this trip. Though the Mississippi is not the busy thoroughfare it once was, it is impossible for an American to see this great, muddy, slow-moving stream and not be moved, as an Indian is by the Ganges, a Chinese by the Yangtze, an Egyptian by the Nile, an African by the Zambezi, a New Guinean by the Sepik, a Brazilian by the Amazon, an English person by the Thames, a Quebecois by the St. Lawrence, or any citizen by a stream flowing past his feet. I mention these rivers because I’ve seen them myself, and written about them, but as an alien, a romantic voyeur. A river is history made visible, the lifeblood of a nation.

While under the Spanish flag, the Crown rigorously controlled the number of slaves allowed into Cuba and charged the settlers a 20% royalty for each slave they imported. In 1537, Havana was invaded and briefly occupied by the French. On April 6, 1538, Hernando de Soto with about 950 men and horses on ten ships sailed from Sanlúcar de Barrameda, Spain to Santiago de Cuba where he took over as the Governor of Cuba. From Santiago, he sailed around Cuba to Havana with a nine-ship convoy and set up a base which was administered by his wife and used as a stepping-stone to Florida. Anticipating this expedition, he sent Juan de Añasco with two ships to find a suitable landing site along the west coast of Florida. Añasco, who was Hernando de Soto’s scout, returned with four Indians who told fabricated stories about gold in Florida, which De Soto accepted as true. After some months preparing for the expedition, De Soto left Cuba and arrived at Shaw’s Point near present-day Bradenton, Florida, where he started his long trek in search of gold and silver.

Late in November, he suddenly appeared at Fort Lyon with the 3rd Colorado and other units and announced his intention to attack Black Kettle. Several officers remonstrated, declaring that the Cheyennes had been led to understand that they were prisoners of war. Chivington responded, as one of the protesters recalled, that “he believed it to be right and honorable to use any means under God’s heaven to kill Indians that would kill women and children, and ‘damn any man that was in sympathy with Indians.’“ On November 29, 1864, Chivington methodically deployed his command, about 700 strong with four howitzers, around Black Kettle’s village. The chief, shouting reassurances to his alarmed people, ran up an American flag and a white flag over his tepee. Then the troops opened fire and charged. The Indians fled in panic in all directions. Only one pocket of resistance formed, and that was speedily eliminated. Chivington had made clear his wish that prisoners not be taken, and a massacre followed as the soldiers indiscriminately shot down men, women, and children. Interpreter John Smith later testified: “They were scalped, their brains knocked out; the men used their knives, ripped open women, clubbed little children, knocked them in the head with their guns, beat their brains out, mutilated their bodies in every sense of the word.” Two hundred Cheyennes, two-thirds of them women and children, perished. Were the Afghan to descend from the North upon an autonomous India, the Mahomedans, instead of uniting with the Sikhs and the Hindus to repel him, would be drawn by all the ties of kinship and religion to join his flag.

This strategy, together with the partial dismantling of measures to fight poverty, partly explains the continuous rise of inequalities in India. However, some of the rich have become richer for other reasons as well, including the close relationship between the Modi government and industrialists. FROM CRONY CAPITALISM TO COLLUSIVE CAPITALISM While the Modi government is not responsible for the enrichment of Indian tycoons, which began in most cases prior to the BJP victory in 2014, it continued to help them. In Gujarat, the Modi government had apparently granted unwarranted advantages to industrialists, including the sale of land below market prices, dispensations from environmental standards, unjustified tax rebates, interest-free loans, and so on.136 After forming the central government, the NDA government allegedly shielded Indian industrialists from banks to which these men owed billions. Such collusion has contributed to destabilizing a banking system undermined by dubious debts—particularly those held by these big investors, who do not pay back their loans.137 Even if the problem began under the previous government, it has persisted in part owing to collusion between businessmen and the ruling class. The government’s cronies continued to receive huge loans from public-sector banks (whose heads have trouble disobeying the government),138 which they proved unable to pay back. In May 2018, nonperforming assets (NPAs) vested in public banks—in other words, loans for which the borrower had not made payment on either the interest or the principal in at least ninety days—accounted for 12.65 billion dollars, or about 14 percent of their total loans (compared to 12.5 percent in March the previous year139 and only 3 percent in March 2012).140 A small number of borrowers were largely responsible for this evolution, among whom were prominent large industrialists.141 In 2015, in a fifty-seven-page document, Credit Suisse gave a detailed analysis of the astounding level of debt of ten Indian corporations that continued to borrow even though all the red flags had gone up.142 In 2018, 84 percent of the dubious loans were owed by major corporations, and twelve of them accounted for 25 percent of the outstanding NPAs.143 Among them is the group owned by Gautam Adani, a supporter of Prime Minister Narendra Modi since 2002.144 In 2015, the group increased its debt level by 16 percent to acquire a seaport and two power plants. Consequently, its debt soared to 840 billion rupees (11.2 billion USD), compared to only 331 billion rupees (4.41 billion dollars) in 2011.145

Shortly after the start of the Bear Flag rebellion, Frémont’s soldiers spied a small boat of Californians crossing San Pablo Bay. Frémont sent Kit Carson, the famous scout and Indian fighter who was Frémont’s frequent partner in exploration, and some other men to intercept the boat. According to an eyewitness, Carson asked Frémont, “Captain, shall I take those men prisoner?” According to this same witness, Frémont answered, with a wave of the hand, “I have no room for prisoners.” Carson and the others rode to where the boat had landed and shot three of the Californians dead.

While all this was occurring, elsewhere about the Republic celebrators of the Fourth suffered shattered fingers, wounded heads, and blinded eyes from excessive use of fireworks. In New York City, eighty-eight conflagrations were started by fireworks. In Montgomery, Alabama, the first Confederate capital, thirteen guns were fired in salute to the reunited nation; in Richmond, Virginia, the second Confederate capital, flags of the United States and Virginia were hoisted together for the first time since 1860. In New Orleans, parades and rhetorical exercises honored the day, but in Charleston, South Carolina, only the Negroes celebrated. An attempt was made in Oronogo, Missouri, to raise the Confederate flag, but an opposing party gathered and threatened to shoot the perpetrators of the deed. In Lawrenceburg, Kentucky, the Confederate flag and a banner bearing the names of the Democratic party’s candidates for President and Vice-President, Tilden and Hendricks, were suspended from the dome of the county courthouse. In Wyoming, ranchers heard rumors from friendly Indians that General Custer had suffered a great defeat north of Powder River, but none believed the story. Late in the day, a Helena, Montana, newspaper received a brief dispatch dated July 2 from Stillwater: “Muggins Taylor, a scout from General Gibbon, arrived here last night from Little Horn River and reports that Gen. Custer found the Indian camp of 2,000 lodges on the Little Horn and immediately attacked it. He charged the thickest portion of the camp with five companies … The Indians poured a murderous fire from all directions, Gen. Custer, his two brothers, his nephew, and brother-in-law were all killed, and not one of the detachment escaped.

Our heads were on the penny first, of course, the Indian cent, and then on the buffalo nickel, both before we could even vote as a people--which, like the truth of what happened in history all over the world, and like all that spilled blood from slaughter, are now out of circulation.

On November 29, 1883, only two days after his ship arrived in New York and he had boarded the overnight train for Washington, Sanford was received by President Arthur at the White House. Leopold’s great work of civilization, he told the president and everyone else he met in Washington, was much like the generous work the United States itself had done in Liberia, where, starting in 1820, freed American slaves had moved to what soon became an independent African country. This was a shrewdly chosen example, since it had not been the United States government that had resettled ex-slaves in Liberia, but a private society like Leopold’s International Association of the Congo. Like all the actors in Leopold’s highly professional cast, Sanford relied on just the right props. He claimed, for example, that Leopold’s treaties with Congo chiefs were similar to those which the Puritan clergyman Roger Williams, famed for his belief in Indian rights, had made in Rhode Island in the 1600s—and Sanford just happened to have copies of those treaties with him. Furthermore, in his letter to President Arthur, Leopold promised that American citizens would be free to buy land in the Congo and that American goods would be free of customs duties there. In support of these promises, Sanford had with him a sample copy of one of Leopold’s treaties with a Congo chief. The copy, however, had been altered in Brussels to omit all mention of the monopoly on trade ceded to Leopold, an alteration that deceived not only Arthur but also Sanford, an ardent free-trader who wanted the Congo open to American businessmen like himself. In Washington, Sanford claimed that Leopold’s civilizing influence would counter the practices of the dreadful “Arab” slave-traders. And weren’t these “independent States” under the association’s generous protection really a sort of United States of the Congo? Not to mention that, as Sanford wrote to Secretary of State Frederick Frelinghuysen (Stanley was still vigorously passing himself off as born and bred in the United States), the Congo “was discovered by an American.” Only a week after Sanford arrived in Washington, the president cheerfully incorporated into his annual message to Congress, only slightly rewritten, text that Sanford had drafted for him about Leopold’s high-minded work in the Congo: The rich and populous valley of the Kongo is being opened by a society called the International African Association, of which the King of the Belgians is the president. . . . Large tracts of territory have been ceded to the Association by native chiefs, roads have been opened, steamboats have been placed on the river and the nuclei of states established . . . under one flag which offers freedom to commerce and prohibits the slave trade. The objects of the society are philanthropic. It does not aim at permanent political control, but seeks the neutrality of the valley.

The city put up American flags, to be sure, but vice mayor Steven Cho thought this was not inclusive enough, so the American flag shared honors with flags from 25 other countries, including Qatar and Mongolia. San Francisco celebrates diversity with cash. In 1999, the Cinco de Mayo Carnival and Parade got $162,500, the Japanese Cherry Blossom Parade got $40,000, the American Indian Festival got $27,000, Martin Luther King Day got $21,000, Juneteenth got $13,000, Samoan Flag Day got $12,000, and the Min Sok Korean Festival got $7,500. Veterans were angry to be fobbed off with only $1,000 for Veterans Day.

It is not that Pueblo Indians hate modern America, especially since they find our modest cultural wants much easier to live with than colonial Spanish ones. Indeed, they don’t hate us at all—many have volunteered and served with distinction in our armed forces, and a number of Pueblo homes fly the American flag daily. Others, such as the famed Jemez Eagle smoke jumpers, serve as first responders throughout the American West. As forest fire teams go, the Jemez men are among the world’s best, and they will hold a dangerous but critical fire line with stunning resolve. No, it’s not about hatred, it is just that our unchecked growth, lack of social cohesion, and flamboyant use of resources—especially water—worries them as being unsustainable. They expect to outlast us. A few years ago, a local tribal elder appeared in an educational film about the Anasazi and commented that his people had to hold on to traditional Pueblo land, culture, and values because some day his descendants would look out across the Rio Grande Valley and modern Albuquerque would be gone.50 He is in the mainstream of opinion among traditional Pueblo leaders. Given our wasteful ways, weak communities, reemerging regional cultural conflicts, and rapidly diverging economics-based class system, we may in fact not be a sure bet for long-term survival.
