You don’t change rooms three times, you’ll take an overnight bus if you must, you can go without meat in India and without vegan soy gluten-free tempeh butter in Bolivia, and you can shut the hell up about it. 4. You are aware of your travel companions, and of not being contrary to their desires/​needs/​schedules more often than necessary. If you find that you want to do things differently than your companions, you happily tell them to go on without you in a way that does not sound like you’re saying, “This is a test.” 5. You can figure it out. How to read a map, how to order when you can’t read the menu, how to find a bathroom, or a train, or a castle. 6. You know what the trip is going to cost, and can afford it. If you can’t afford the trip, you don’t go. Conversely, if your travel companions can’t afford what you can afford, you are willing to slum it in the name of camaraderie. P.S.: Attractive single people almost exclusively stay at dumps. If you’re looking for them, don’t go posh. 7. You are aware of cultural differences, and go out of your way to blend. You don’t wear booty shorts to the Western Wall on Shabbat. You do hike your bathing suit up your booty on the beach in Brazil. Basically, just be aware to show the culturally correct amount of booty. 8. You behave yourself when dealing with local hotel clerks/​train operators/​tour guides etc. Whether it’s for selfish gain, helping the reputation of Americans traveling abroad, or simply the spreading of good vibes, you will make nice even when faced with cultural frustrations and repeated smug “not possible”s. This was an especially important trait for an American traveling during the George W. years, when the world collectively thought we were all either mentally disabled or bent on world destruction. (One anecdote from that dark time: in Greece, I came back to my table at a café to find that Emma had let a nearby [handsome] Greek stranger pick my camera up off our table. He had then stuck it down the front of his pants for a photo. After he snapped it, he handed the camera back to me and said, “Show that to George Bush.” Which was obviously extra funny because of the word bush.) 9. This last rule is the most important to me: you are able to go with the flow in a spontaneous, non-uptight way if you stumble into something amazing that will bump some plan off the day’s schedule. Singapore, however, could not refuse the Israeli request for its head of state to make a stopover visit in Singapore, the tail end of his three-week tour of Australia, New Zealand, Fiji and the Philippines, the first visit to this part of the world by an Israeli leader. Singapore could hardly forget the crucial assistance Israel had provided the Singapore Armed Forces in the early days of independence, when other friendly countries like Egypt and India had declined to help. What angered Lee Kuan Yew was our coverage of the Malaysian reactions to the visit. He felt it was grossly inadequate. . .Coverage in the Malaysian English press was restrained, but in their Malay press, Singapore was condemned in inflammatory language, and accused of being Israel's Trojan horse in Southeast Asia. Then Lala Hansraj of Jullundur suggested that the spinning wheel should find a place on the Swaraj Flag. Gandhi was struck by the suggestion, and asked Venkayya to give him a design containing a spinning wheel on a background of saffron (denoting Hindu) and green (denoting Muslim). The enthusiastic Venkayya produced a design in three hours. Gandhi looked at it, and realized that a colour was also needed for the other religions of India. He suggested white be added to the saffron and the green. For, ‘Hindu-Muslim unity is not an exclusive term; it is an inclusive term, symbolic of the unity of all faiths domiciled in India. If Hindus and Muslims can tolerate each other, they are bound to tolerate all other faiths.’ Gandhi further suggested the order in which the colours should be placed: white first, next green, finally saffron, in progressive order of numerical importance, ‘the idea being that the strongest should act as a shield to the weakest’. Eventually, the white was placed in the middle, between the saffron and the green, the two major religions symbolically surrounding and protecting the others.

But the decisive calculations were political, primarily the wish to outsmart the French in post-war arrangements in the Levant9 and the impulse to use Palestine’s strategic location – its ‘fatal geography’ – to protect Egypt, the Suez Canal and the route to India.10 Other judgements have placed greater emphasis on the need to mobilize Jewish public opinion behind the then flagging Allied war effort. As Balfour told the war cabinet at its final discussion of the issue on 31 October: ‘If we could make a declaration favourable to such an ideal [Zionism], we should be able to carry on extremely useful propaganda both in Russia and in America.’11 Historians have spent decades debating the connections and contradictions between Balfour’s public pledge to the Zionists, the secret 1916 Sykes–Picot agreement between Britain, France and Russia about post-war spheres of influence in the Middle East, and pledges about Arab independence made by the British in 1915 to encourage Sharif Hussein of Mecca to launch his ‘revolt in the desert’ against the Turks. The truth, buried in imprecise definitions, misunderstandings and duplicity, remains elusive.

Interestingly, the lion plays an important role in the Mahavamsa, a Pali epic, that is the foundation myth of the Sinhalese people of Sri Lanka. According to the Mahavamsa, the Sinhalese people are the descendants of Prince Vijaya and his followers who sailed down to Sri Lanka in the sixth century BC from what is now Orissa and West Bengal. The story tells us that Prince Vijaya was the son of a lion and a human princess, which is why the majority population of Sri Lanka call themselves the Sinhala—or the lion people—and the country’s national flag features a stylized lion holding a sword. Equally significant is the fact that the Tamil rebels of northern Sri Lanka chose to call themselves the ‘Tigers’. The ancient rivalry between the two big cats remains embedded in cultural memory even as the animals themselves face extinction. Ambedkar’s fears were shared even by British educationalist and member of the Council of India, who had served as the director of the University of London Institute in Paris, Theodore Morrison, whom he quotes as having said way back in 1899: The views held by the Mahomedans (certainly the most aggressive and truculent of the peoples of India) are alone sufficient to prevent the establishment of an independent Indian Government. Were the Afghan to descend from the North upon an autonomous India, the Mahomedans, instead of uniting with the Sikhs and the Hindus to repel him, would be drawn by all the ties of kinship and religion to join his flag.

This strategy, together with the partial dismantling of measures to fight poverty, partly explains the continuous rise of inequalities in India. However, some of the rich have become richer for other reasons as well, including the close relationship between the Modi government and industrialists. FROM CRONY CAPITALISM TO COLLUSIVE CAPITALISM While the Modi government is not responsible for the enrichment of Indian tycoons, which began in most cases prior to the BJP victory in 2014, it continued to help them. In Gujarat, the Modi government had apparently granted unwarranted advantages to industrialists, including the sale of land below market prices, dispensations from environmental standards, unjustified tax rebates, interest-free loans, and so on.136 After forming the central government, the NDA government allegedly shielded Indian industrialists from banks to which these men owed billions. Such collusion has contributed to destabilizing a banking system undermined by dubious debts—particularly those held by these big investors, who do not pay back their loans.137 Even if the problem began under the previous government, it has persisted in part owing to collusion between businessmen and the ruling class. The government’s cronies continued to receive huge loans from public-sector banks (whose heads have trouble disobeying the government),138 which they proved unable to pay back. In May 2018, nonperforming assets (NPAs) vested in public banks—in other words, loans for which the borrower had not made payment on either the interest or the principal in at least ninety days—accounted for 12.65 billion dollars, or about 14 percent of their total loans (compared to 12.5 percent in March the previous year139 and only 3 percent in March 2012).140 A small number of borrowers were largely responsible for this evolution, among whom were prominent large industrialists.141 In 2015, in a fifty-seven-page document, Credit Suisse gave a detailed analysis of the astounding level of debt of ten Indian corporations that continued to borrow even though all the red flags had gone up.142 In 2018, 84 percent of the dubious loans were owed by major corporations, and twelve of them accounted for 25 percent of the outstanding NPAs.143 Among them is the group owned by Gautam Adani, a supporter of Prime Minister Narendra Modi since 2002.144 In 2015, the group increased its debt level by 16 percent to acquire a seaport and two power plants. Consequently, its debt soared to 840 billion rupees (11.2 billion USD), compared to only 331 billion rupees (4.41 billion dollars) in 2011.145

Anybody who criticizes the corporate takeover of Adivasi land is called an antinational “sympathizer” of the banned Maoists. Sympathy is a crime, too. In television studios, guests who try to bring a semblance of intelligence into the debate are shouted down and compelled to demonstrate their loyalty to the nation. This is a war against people who have barely enough to eat one square meal a day. What particular brand of nationalism does this come under? What exactly are we supposed to be proud of? Our lumpen nationalists don’t seem to understand that the more they insist on this hollow sloganeering, the more they force people to say “Bharat Mata ki Jai!” and to declare that “Kashmir is an integral part of India,” the less sure of themselves they sound. The nationalism that is being rammed down our throats is more about hating another country—Pakistan—than loving our own. It’s more about securing territory than loving the land and its people. Paradoxically, those who are branded antinational are the ones who speak about the deaths of rivers and the desecration of forests. They are the ones who worry about the poisoning of the land and the falling of water tables. The “nationalists,” on the other hand, go about speaking of mining, damming, clear-felling, blasting, and selling. In their rule book, hawking minerals to multinational companies is patriotic activity. They have privatized the flag and wrested the microphone.

Clearly, on the world’s highest battlefield, a protracted war over the glaciers and passes had begun. The commanders in khaki reported the shooting and called the shots. Headquartered on the distant plains, the governmental chiefs of Pakistan and India depended on what their commanders from the desolate ice-covered peaks would report. Isolated with their platoons, and weighed under by snowman’s gear, these were often daredevil commanders. They were tasked to fly their country’s flags on the sequestered Himalayan peaks. Programmed into their DNA were nationalist narratives framing the other as ‘the enemy.’ Without this mindset, their hardship at such incredible heights would make no sense. From the clash of narratives alone could flow their will to battle their adversary. Institutional training and Statist historiography had programmed these men with guns into being willing warriors. Yet, when they accidently drifted into close proximity, this ‘processing’ would give way to human connection. With their weather-battered bodies and lonely hearts, quarantined from civilization and set in the harsh and desolate heights, they would share a smoke or a smile with an ‘enemy.

Another distinct recollection that RNK has about his student days in Law College was of communal politics that was practiced even at the level of students’ union. He recalled, ‘While serving as a member of the Executive Committee, I got my first taste of the manner in which communal politics led to aberrations and endless discussions involving people, who otherwise seemed perfectly rational and normal. One of the questions being considered by the Executive Committee at that time was whether the National Flag should be hoisted over the union building or not. This was strongly opposed by a representative of the Muslim hostel, who said that either there should be no flag or that if the INC flag was hoisted, so should the Muslim League flag side by side. All of us argued vehemently that while the Congress flag was the National Flag, representing all communities in India, the Muslim League could not claim that its flag represented anyone else other than its Muslim supporters.
