It should be clear by now that whatever Americans say about diversity, it is not a strength. If it were a strength, Americans would practice it spontaneously. It would not require “diversity management” or anti-discrimination laws. Nor would it require constant reminders of how wonderful it is. It takes no exhortations for us to appreciate things that are truly desirable: indoor plumbing, vacations, modern medicine, friendship, or cheaper gasoline.
[W]hen they are free to do so, most people avoid diversity. The scientific evidence suggests why: Human beings appear to have deeply-rooted tribal instincts. They seem to prefer to live in homogeneous communities rather than endure the tension and conflict that arise from differences. If the goal of building a diverse society conflicts with some aspect of our nature, it will be very difficult to achieve. As Horace wrote in the Epistles, “Though you drive Nature out with a pitchfork, she will ever find her way back.” Some intellectuals and bohemians profess to enjoy diversity, but they appear to be a minority. Why do we insist that diversity is a strength when it is not?
In the 1950s and 1960s, when segregation was being dismantled, many people believed full integration would be achieved within a generation. At that time, there were few Hispanics or Asians but with a population of blacks and whites, the United States could be described as “diverse.” It seemed vastly more forward-looking to think of this as an advantage to be cultivated rather than a weakness to be endured. Our country also seemed to be embarking on a morally superior course. Human history is the history of warfare—between nations, tribes, and religions —and many Americans believed that reconciliation between blacks and whites would lead to a new era of inclusiveness for all peoples of the world.
After the immigration reforms of 1965 opened the United States to large numbers of non- Europeans, our country became more diverse than anyone in the 1950s would have imagined. Diversity often led to conflict, but it would have been a repudiation of the civil rights movement to conclude that diversity was a weakness. Americans are proud of their country and do not like to think it may have made a serious mistake. As examples of ethnic and racial tension continued to accumulate, and as the civil rights vision of effortless integration faded, there were strong ideological and even patriotic reasons to downplay or deny what was happening, or at least to hope that exhortations to “celebrate diversity” would turn what was proving to be a problem into an advantage.
To criticize diversity raises the intolerable possibility that the United States has been acting on mistaken assumptions for half a century. To talk glowingly about diversity therefore became a form of cheerleading for America. It even became common to say that diversity was our greatest strength—something that would have astonished any American from the colonial era through the 1950s.
There is so much emotional capital invested in the civil-rights-era goals of racial equality and harmony that virtually any critique of its assumptions is intolerable. To point out the obvious— that diversity brings conflict—is to question sacred assumptions about the ultimate insignificance of race. Nations are at their most sensitive and irrational where they are weakest. It is precisely because it is so easy to point out the weaknesses of diversity that any attempt to do so must be countered, not by specifying diversity’s strengths—which no one can do—but with accusations of racism.

For example, the urge to help the inner-city poor led to welfare programs in the 1960s that reduced the value of marriage, increased out-of-wedlock births, and weakened African American families.72 The urge to empower students by giving them the right to sue their teachers and schools in the 1970s has eroded authority and moral capital in schools, creating disorderly environments that harm the poor above all.73 The urge to help Hispanic immigrants in the 1980s led to multicultural education programs that emphasized the differences among Americans rather than their shared values and identity. Emphasizing differences makes many people more racist, not less.74 On issue after issue, it’s as though liberals are trying to help a subset of bees (which really does need help) even if doing so damages the hive. Such “reforms” may lower the overall welfare of a society, and sometimes they even hurt the very victims liberals were trying to help.

A Czech immigrant who arrived in 1914 perhaps exemplified the most common attitude toward the presence of all of these old-country luxuries on the table when he recalled that his family thought that in America 'we ate like kings, compared to what we had over there. Oh, it was really heaven.

He reminds his listeners that he has “always stood up for the colored race,” and tells them about the time he put a black man in the chair of the Chicago Convention. Apologizing for his tight schedule, he winds up rapidly, and dashes out of the hall to a standing ovation.45 A carriage is waiting outside; the driver plies his whip; by 8:30 Roosevelt is at Concordia Hall, on Twenty-eighth Street and Avenue A. Here he shouts at a thousand well-scrubbed immigrants, “Do you want a radical reformer?” “YES WE DO!” comes the reply.46

Late in the nineteenth century came the first signs of a “Politics in a New Key”: the creation of the first popular movements dedicated to reasserting the priority of the nation against all forms of internationalism or cosmopolitanism. The decade of the 1880s—with its simultaneous economic depression and broadened democratic practice—was a crucial threshold.
That decade confronted Europe and the world with nothing less than the first globalization crisis. In the 1880s new steamships made it possible to bring cheap wheat and meat to Europe, bankrupting family farms and aristocratic estates and sending a flood of rural refugees into the cities. At the same time, railroads knocked the bottom out of what was left of skilled artisanal labor by delivering cheap manufactured goods to every city. At the same ill-chosen moment, unprecedented numbers of immigrants arrived in western Europe—not only the familiar workers from Spain and Italy, but also culturally exotic Jews fleeing oppression in eastern Europe. These shocks form the backdrop to some developments in the 1880s that we can now perceive as the first gropings toward fascism.
The conservative French and German experiments with a manipulated manhood suffrage that I alluded to earlier were extended in the 1880s. The third British Reform Bill of 1884 nearly doubled the electorate to include almost all adult males. In all these countries, political elites found themselves in the 1880s forced to adapt to a shift in political culture that weakened the social deference that had long produced the almost automatic election of upper-class representatives to parliament, thereby opening the way to the entry of more modest social strata into politics: shopkeepers, country doctors and pharmacists, small-town lawyers—the “new layers” (nouvelles couches) famously summoned forth in 1874 by Léon Gambetta, soon to be himself, the son of an immigrant Italian grocer, the first French prime minister of modest origins.
Lacking personal fortunes, this new type of elected representative lived on their parliamentarians’ salary and became the first professional politicians. Lacking the hereditary name recognition of the “notables” who had dominated European parliaments up to then, the new politicians had to invent new kinds of support networks and new kinds of appeal. Some of them built political machines based upon middle-class social clubs, such as Freemasonry (as Gambetta’s Radical Party did in France); others, in both Germany and France, discovered the drawing power of anti-Semitism and nationalism.
Rising nationalism penetrated at the end of the nineteenth century even into the ranks of organized labor. I referred earlier in this chapter to the hostility between German-speaking and Czech-speaking wage earners in Bohemia, in what was then the Habsburg empire. By 1914 it was going to be possible to use nationalist sentiment to mobilize parts of the working class against other parts of it, and even more so after World War I.
For all these reasons, the economic crisis of the 1880s, as the first major depression to occur in the era of mass politics, rewarded demagoguery. Henceforth a decline in the standard of living would translate quickly into electoral defeats for incumbents and victories for political outsiders ready to appeal with summary slogans to angry voters.

Antiracists merely have to have intelligent self-interest, and to stop consuming those racist ideas that have engendered so much unintelligent self-interest over the years. It is in the intelligent self-interest of middle and upper income Blacks to challenge the racism affecting the Black poor, knowing they will not be free of the racism that is slowing their socioeconomic rise until poor blacks are free of racism. It is in the intelligent self-interest of Asians, Native Americans, and Latinos to challenge anti-Black racism, knowing they will not be free of racism until Black people are of racism. It is in the intelligent self-interest of White Americans to challenge racism, knowing they will not be free of sexism, class bias, homophobia, and ethnocentrism until Black people are free from racism. Most migrants would also earn enough to send remittances to family members, thus helping many of those who do not migrate. An estimated six hundred million people worldwide would migrate if they were able to. Several economists have estimated that the total economic gains from free mobility of labor across borders would be greater than a 50 percent increase in world GDP. Even if these estimates were extremely optimistic, the economic gains from substantially increased immigration would be measured in trillions of dollars per year. (I discuss some objections to increased levels of immigration in the endnotes.) Neglectedness: Very neglected. Though a number of organizations work on immigration issues, very few focus on the benefits to future migrants of relaxing migration policy, instead focusing on migrants who are currently living in the United States. Tractability: Not very tractable. Increased levels of immigration are incredibly unpopular in developed countries, with the majority of people in Germany, Italy, the Netherlands, Norway, Sweden, and the United Kingdom favoring reduced immigration. Among developed countries, Canada is most sympathetic to increased levels of immigration; but even there only 20 percent of people favor increasing immigration, while 42 percent favor reducing it. This makes political change on this issue in the near term seem unlikely. What promising organizations are working on it? In a story in the New York Times, Roosevelt praised Harrison for his reform of the Immigration and Naturalization Service, “notwithstanding the wartime additions to the work of the service, such as the civilian internment program.” The Washington Post said in an editorial on July 24, “Hats off today to Harrison, who resigned that position in protest of our immigration laws, which he compares to the racial laws of Nazi Germany.” The “Jewish question” was now impossible for Roosevelt to ignore. At the beginning of the war, Roosevelt concluded that America could save the Jews of Europe by quickly defeating Hitler and his troops. But he worried about anti-Semitism in America and finally took on the issue directly. In speeches during 1943, Roosevelt said that any American who condoned anti-Semitism was “playing Hitler’s game.” However, immigration restrictions stayed in place.

But Pendergast’s Ten-Year Plan funds rarely made it to Black communities, and the occasional gifts from his patronage system masked the need for lasting racial reforms.

But that was two decades ago. The pendulum has swung back again. For now. Most people don’t even list drugs in their top ten of America’s problems. The economy is most people’s priority, and terrorism, immigration, crime, religion, abortion, gay marriage, and the environment all spark more concern than narcotics. Meanwhile, drug-policy reformers have emerged strengthened with propositions to decriminalize, spread medical use, and finally fully legalize marijuana. Proposition 19 to legalize cannabis in California narrowly missed passing, getting 46.5 percent in the 2010 vote. Activists are determined it will pass in 2012. And if not, in 2014. Or 2016. They can just keep on going.

Secondly, the ethnic mix will not be upset. Contrary to charges in some quarters, it will not inundate America with immigrants from any one country or area.” The senator suggested that at most 62,000 people a year might immigrate. When President Lyndon Johnson signed the bill into law, he also downplayed its impact: “This bill that we sign today is not a revolutionary bill. It does not affect the lives of millions. It will not reshape the structure of our daily lives . . . .”
The backers were wrong. In 1996, for example, there were a record 1,300,000 naturalizations 70 and perhaps 90 percent of the new citizens were non-white. Large parts of the country are being transformed by immigration. But the larger point is that “diversity” of the kind that immigration is now said to provide was never proposed as one of the law’s benefits. No one dreamed that in just 20 years ten percent of the entire population of El Salvador would have moved to the United States or that millions of mostly Hispanic and Asian immigrants would reduce whites to a racial minority in California in little more than 20 years.
In 1965—before diversity had been decreed a strength—Americans would have been shocked by the prospect of demographic shifts of this kind. Whites were close to 90 percent of the American population, and immigration reform would have failed if its backers had accurately predicted its demographic consequences.

After all, they are providing what is claimed to be America’s “greatest strength.” There is more than a hint of arrogance in this view—that the United States was lifeless and incomplete before Hispanics or Asians came in large numbers—but it is now common even for immigrants to insist that diversity is central to our identity. Whites have been persuaded to support diversity—even if it restricts opportunities for them and reduces their numbers and influence—because they have been taught that not to support it would be racist. This is truly astonishing: Whites are supporting something that is not only against their own interests but that is manifestly untrue.

It aimed to provide ‘immigrant’ families and groups with only a minimum amount of capital, with plots of state land to start life anew in agricultural activity. Families who applied for land in Rumeli (the European side of the Ottoman Empire) were granted exemptions from taxation and conscription obligations for a period of six years. If, however, they chose to continue their migration into Anatolia and Greater Syria then their exemptions extended for twelve years. In both cases the new immigrants had to agree to cultivate the land and not to sell or leave it for twenty years. Ottoman reformers were eager to see the largely depopulated Syrian provinces revived by these new migrants after several centuries of misadministration, war, famine, and several pandemics of the plague (Shaw and Shaw 1977: 115). The twenty-year clause also meant that these newcomers were released from the pressure of nineteenth-century property developers, as there was a kind of lien on the property, prohibiting its onward sale for twenty years.

The SSRN poll for CNN in June 2019 had a striking finding. Of those who approve of Trump, a plurality of 26 percent said they do so because of the economy, more than twice the next most-frequent answer. In the same economic issue basket, 8 percent cited jobs as a reason for liking him. On immigration, 4 percent said that’s the reason they like him. When it comes to other aspects of Trump’s persona, support falls to the single digits. Just 1 percent said they approve of him because he’s draining the proverbial D.C. swamp. A whopping 1 percent said they like him because he’s honest, which proves you can fool 1 percent of the people all the time. All of this is a sign of trouble ahead for Donald Trump, because his economic record is a rickety construction prone to collapse from external forces at any moment. A BUBBLE, READY TO POP The long, sweet climb in economic prosperity we’ve enjoyed for a decade comes down to the decisions of two men and one institution: George W. Bush in taking the vastly unpopular step of bailing out Wall Street in the 2009 economic crisis, and Barack Obama for flooding the economy with economic stimulus in his first term. The Federal Reserve enabled both of these decisions by issuing an ocean of low- or zero-interest credit for ten years. Sure, the bill will come due someday, but the party is still going. While Trump took short-term political advantage of it, every bubble gets pricked by the old invisible hand. In the current economic case, the blizzard of Trumpian bullshit will inevitably hit the fan. We’re awash in trillion-dollar deficits, the national debt is asymptotically approaching infinity, and we have a president who’s never hesitated to borrow and spend well beyond his means, or to simply throw up his hands and declare bankruptcy when it suits him. We never did—and most likely never will—tackle entitlement reform. Nations don’t get to go bankrupt; they collapse. The GOP passed a tax bill that is performing exactly as expected and predicted: A handful of hedge funds, America’s top corporations, and a few dozen billionaires were given a trillion-dollar-plus tax benefit. Even the tax cut’s most fervent proponents know that its effects were short-lived, the bill is coming due, and in 2022 or thereabouts it’s going to lead to annual deficits of close to $2 trillion.
