Almost as an article of faith, some individuals believe that conspiracies are either kooky fantasies or unimportant aberrations. To be sure, wacko conspiracy theories do exist. There are people who believe that the United States has been invaded by a secret United Nations army equipped with black helicopters, or that the country is secretly controlled by Jews or gays or feminists or black nationalists or communists or extraterrestrial aliens. But it does not logically follow that all conspiracies are imaginary. Conspiracy is a legitimate concept in law: the collusion of two or more people pursuing illegal means to effect some illegal or immoral end. People go to jail for committing conspiratorial acts. Conspiracies are a matter of public record, and some are of real political significance. The Watergate break-in was a conspiracy, as was the Watergate cover-up, which led to Nixon’s downfall. Iran-contra was a conspiracy of immense scope, much of it still uncovered. The savings and loan scandal was described by the Justice Department as “a thousand conspiracies of fraud, theft, and bribery,” the greatest financial crime in history. Often the term “conspiracy” is applied dismissively whenever one suggests that people who occupy positions of political and economic power are consciously dedicated to advancing their elite interests. Even when they openly profess their designs, there are those who deny that intent is involved. In 1994, the officers of the Federal Reserve announced they would pursue monetary policies designed to maintain a high level of unemployment in order to safeguard against “overheating” the economy. Like any creditor class, they preferred a deflationary course. When an acquaintance of mine mentioned this to friends, he was greeted skeptically, “Do you think the Fed bankers are deliberately trying to keep people unemployed?” In fact, not only did he think it, it was announced on the financial pages of the press. Still, his friends assumed he was imagining a conspiracy because he ascribed self-interested collusion to powerful people. At a World Affairs Council meeting in San Francisco, I remarked to a participant that U.S. leaders were pushing hard for the reinstatement of capitalism in the former communist countries. He said, “Do you really think they carry it to that level of conscious intent?” I pointed out it was not a conjecture on my part. They have repeatedly announced their commitment to seeing that “free-market reforms” are introduced in Eastern Europe. Their economic aid is channeled almost exclusively into the private sector. The same policy holds for the monies intended for other countries. Thus, as of the end of 1995, “more than $4.5 million U.S. aid to Haiti has been put on hold because the Aristide government has failed to make progress on a program to privatize state-owned companies” (New York Times 11/25/95). Those who suffer from conspiracy phobia are fond of saying: “Do you actually think there’s a group of people sitting around in a room plotting things?” For some reason that image is assumed to be so patently absurd as to invite only disclaimers. But where else would people of power get together – on park benches or carousels? Indeed, they meet in rooms: corporate boardrooms, Pentagon command rooms, at the Bohemian Grove, in the choice dining rooms at the best restaurants, resorts, hotels, and estates, in the many conference rooms at the White House, the NSA, the CIA, or wherever. And, yes, they consciously plot – though they call it “planning” and “strategizing” – and they do so in great secrecy, often resisting all efforts at public disclosure. No one confabulates and plans more than political and corporate elites and their hired specialists. To make the world safe for those who own it, politically active elements of the owning class have created a national security state that expends billions of dollars and enlists the efforts of vast numbers of people.

Once again thanks to the ill-fated Oslo Accords, the West Bank is divided into three noncontiguous areas: A, B, and C. Area A, which today constitutes 18 percent of the West Bank, falls under the control of the Palestinian Authority. That means the PA is in charge of education, health, the economy, and policing there. In Area B, which constitutes 22 percent of the West Bank, the PA is similarly in charge of civil affairs, but its police presence exists only in coordination with the Israeli army. In both Areas A and B, the Israeli army can enter whenever it wants to carry out raids and arrests, and it does so frequently. Finally, there’s Area C, which makes up an overwhelming 60 percent of the West Bank and is fully under Israel’s civil and security control. This includes all matters related to land allocation, planning and construction, and infrastructure. Area C is where all of Israel’s illegal settlements are located, in addition to the accompanying bypass roads built exclusively for the settlers to use. Area C is also richly endowed with natural resources, like the main water aquifer for the entire country, which Israel controls.

Surely, if there was an honest and real negotiated settlement between Union Carbide and the Indian government it would require large and complex correspondence evidencing genuine bargaining prior to the settlement being finalized. Such huge claims are not settled by a telephonic talk of which no record exists. It is worth recalling here an interesting faux pas that occurred in connection with the financial settlement of the Bhopal gas tragedy. When N.D. Tewari became external affairs minister, he went to the United States to plead with potential investors to come to India. The consul general of India was present at the meeting addressed by the minister. The minister innocently referred to the Bhopal gas tragedy and the inadequate compensation received from Union Carbide. A Union Carbide representative present in the audience, stood up and caused consternation by declaring in public that Union Carbide had paid almost everything that India had asked for, but a large part of the amount was paid as out of court settlement, ostensibly for the purposes of the Congress party. If the Indian government denies the truth of the story that some people in or connected with the government swallowed a big fortune, they must produce the documents which were exchanged during the pre-settlement negotiations and until their final termination. The government must produce them even now. The people of this country are entitled to know how a claim of $3.3 billion came to be settled for a paltry amount of $475 million. However, neither has the government given any explanation, nor has the story been refuted till today.

The Instituto had plans to bring 400 Mexican-American officials on similar trips every year. The Instituto also sends representatives to the United States. Jacob Prado, counselor for Latino affairs at the Mexican Embassy, explained to the National Association of Latino Elected and Appointed Officials that it was in “Latino officials like yourselves that thousands of immigrants from Mexico find a political voice.” He went on to explain: “Mexico will be better able to achieve its full potential by calling on all members of the Mexican Nation, including those who live abroad, to contribute with their talents, skills and resources.” American citizens who hold elective office in the United States are still expected to be “members of the Mexican Nation.” One Instituto official is Juan Hernandez. Born in the United States, and therefore a US citizen, Mr. Hernandez was at one time a professor at the University of Texas at Dallas, but made no secret of his real loyalties. In 2002 he wrote that he had “been commissioned to bring a strong and clear message from the president to Mexicans abroad: Mexico is one nation of 123 million citizens—100 million who live in Mexico and 23 million who live in the United States.” On ABC’s Nightline on June 7, 2001, he explained, “I want the third generation, the seventh generation, I want them all to think ‘Mexico first.’ ” Adolfo Aguilar Zinser, who later became national security advisor to Vicente Fox, wrote in the Mexican newspaper El Siglo de Torreon that the Mexican government should work with the “20 million Mexicans” in the United States to advance Mexican “national interests.” Vicente Fox’s interior secretary Santiago Creel once complained, “It’s absurd that (the United States) is spending as much as it’s spending to stop immigration flows that can’t be stopped . . . .” When he took over in 2004 as the man in charge of border relations with the United States, Arturo Gonzalez Cruz explained that his ultimate goal was to see the border disappear entirely. Mr. Fox himself insisted that any measure the United States took to arrest or deport illegal immigrants was a violation of human rights.
