Though the men who sat against the soft leather in back with their glasses of 12-year-old scotch might be incapable of anything more than looking important, of wearing the clothes and the hair cuts and the gestures that the world, whether it liked to or not, paid for, and always had paid for. Eddie would lie in bed sometimes at night and think these things in anger, knowing that beneath the anger envy lay like a swamp. A pool hustler had to do what he claimed to be able to do. Beggars abound, near the dealers and bootleggers in the shadows, selling fake heroin pills and bootleg samogon Russian vodka, distilled in alleyways, that just might leave you blind. Off the Avenue Haig, Nicky, making sure of his gun in its shoulder holster, ventures up the side streets and narrow laneways that buzz with the purveyors of cure-all tonics, hawkers of appetite suppressants, male pick-me-ups promising endless virility. Everything is for sale—back-street abortions and unwanted baby girls alongside corn and callus removers, street barbers, and earwax pickers. The stalls of the letter writers for the illiterate are next to the sellers of pills to cure opium addiction. He sees desperate refugees offered spurious Nansen passports, dubious visas for neutral Macao, well-forged letters of transit for Brazil. He could have his fortune told twenty times over (gypsy tarot cards or Chinese bone chuckers? Your choice). He could eat his fill—grilled meat and rice stalls—or he could start a whole new life: end-of-the-worlders and Korean propagandists offer cheap land in Mongolia and Manchukuo.

She found Haight Street and walked it all the way to the wall around Skywalker, with the Temple of Doom and everything sticking up in there, but she didn't try to go in. There was this long skinny park that led up to it, called the Panhandle, and that was still public. Way too public, she thought, with people, mostly old or anyway looking that way, stretched out side by side, wrapped in silvery plastic to keep the rays off, this crinkly stuff that glittered like those Elvis suits in a video they'd showed them sometimes, up in Beaverton. It kind of made her think of maggots, like if somebody rolled each one up in its own little piece of foil. They had a way of moving like that, just a little bit, and it creeped her out. The Haight sort of creeped her out, too, even though there were stretches that felt almost like you were on the bridge, nobody normal in sight and people doing things right out in public, like the cops were never going to come at all. But she wasn't ever scared, on the bridge, maybe because there were always people around she knew, people who lived there and knew Skinner. But she liked looking around the Haight because there were a lot of little shops, a lot of places that sold cheap food. She knew this bagel place where you could buy them a day old, and Skinner said they were better that way anyway. He said fresh bagels were the next thing to poison, like they'd plug you up or something. He had a lot of ideas like that. Most of the shops, she could actually go into, if she was quiet and smiled a little and kept her hands in her pockets.

Jackson mastered a simple strategy of converting race into a protection racket. He would offer to “protect” Chicago businesses from accusations of racism—accusations that the businesses knew were actually fomented by Jackson himself. The businesses would then pay Jackson to make the trouble go away, and also to chase away other potential troublemakers. In return for his efforts, Jackson would typically receive hundreds of thousands in annual donations from the company, plus jobs and minority contracts that would go through his network, and finally other goodies such as free flights on the corporate airplane, supposedly for his “charitable work.” Later Jackson would go national with this blackmail approach. In New York, for example, Jackson opened an office on Wall Street where he extracted millions of dollars in money and patronage from several leading investment houses including Goldman Sachs, Citigroup, Credit Suisse, First Boston, Morgan Stanley, Paine Webber, and Prudential Securities. On the national stage, another race hustler, Al Sharpton, joined Jackson. For two decades these shakedown men in clerical garb successfully prosecuted their hustles. Jackson was the leader at first, but eventually Sharpton proved more successful than Jackson. While Jackson’s star has faded, Sharpton became President Obama’s chief advisor on race issues.
