Perhaps the best way to look at demotism is to see it as the Protestant version of rule by divine right — based on the theory of vox populi, vox dei. It is of more than historical interest to reflect that Henry Ford modeled his assembly line car production after visiting a Chicago slaughterhouse in the early 1900s. He watched the suspended animals, legs shackled and heads downward, on a moving conveyor as they traveled from worker to worker, each of whom performed a step in the slaughtering process. Ford immediately saw that it was a perfect model for the automobile industry, creating an assembly method of building cars.
More than efficient, the slaughtering assembly line offered workers a newly found detachment in the whole messy business of killing animals. Animals were reduced to factory products and the emotionally deadened workers could see themselves as line workers rather than animal killers. Later, the Nazis used the same slaughterhouse model for their mass murders in the concentration camps. The factory-style assembly line became a way for Nazi soldiers to detach from the killing--seeing the victims as "animals," and themselves as workers. Henry Ford, a rampant anti-Semite, not only developed the assembly line method later used in the Holocaust, he openly admired the Nazis' efficiency. Hitler returned the admiration. The German leader considered "Heinrich Ford" a comrade-in-arms and kept a life-sized portrait of the automobile mogul in his office at the Nazi Party headquarters.

Later, tragedy itself succumbs to the pressure of 'demythologizing'; the End itself, in modern literary plotting loses its downbeat, tonic-and-dominant finality, and we think of it, as the theologians think of Apocalypse, as immanent rather than imminent. Thus, as we shall see, we think in terms of crisis rather than temporal ends; and make much of subtle disconfirmation and elaborate peripeteia. And we concern ourselves with the conflict between the deterministic pattern any plot suggests, and the freedom of persons within that plot to choose and so to alter the structure, the relation of beginning, middle, and end.
Naïvely predictive apocalypses implied a strict concordance between beginning, middle, and end. Thus the opening of the seals had to correspond to recorded historical events. Such a concordance remains a deeply desired object, but it is hard to achieve when the beginning is lost in the dark backward and abysm of time, and the end is known to be unpredictable. This changes our views of the patterns of time, and in so far as our plots honour the increased complexity of these ways of making sense, it complicates them also. If we ask for comfort from our plots it will be a more difficult comfort than that which the archangel offered Adam:
How soon hath thy prediction, Seer blest, Measur'd this transient World, the race of Time, Till time stands fix'd.
But it will be a related comfort. In our world the material for an eschatology is more elusive, harder to handle. It may not be true, as the modern poet argues, that we must build it out of 'our loneliness and regret'; the past has left us stronger materials than these for our artifice of eternity. But the artifice of eternity exists only for the dying generations; and since they choose, alter the shape of time, and die, the eternal artifice must change. The golden bird will not always sing the same song, though a primeval pattern underlies its notes.
In my next talk I shall be trying to explain some of the ways in which that song changes, and talking about the relationship between apocalypse and the changing fictions of men born and dead in the middest. It is a large subject, because the instrument of change is the human imagination. It changes not only the consoling plot, but the structure of time and the world. One of the most striking things about it was said by Stevens in one of his adages; and it is with this suggestive saying that I shall mark the transition from the first to the second part of my own pattern. 'The imagination,' said this student of changing fictions, 'the imagination is always at the end of an era.' Next time we shall try to see what this means in relation to our problem of making sense of the ways we make sense of the world.

Apparently any fool could build a dirty bomb and explode it in Manhattan. How likely was this? Nobody knew. Very little about anything seemed intelligible or certain, and New York itself - that ideal source of the metropolitan diversion that serves as a response to the largest futilities - took on a fearsome, monstrous nature whose reality might have befuddled Plato himself. We were trying, as I irreverently analysed it, to avoid what might be termed a historic mistake. We were trying to understand, that is, whether we were in a pre-apocalyptic situation, like the European Jews in the thirties or the last citizens of Pompeii, or whether our situation was merely near-apocalyptic, like that of the Cold War inhabitants of New York, London, Washington and, for that matter, Moscow. In my anxiety I phoned Rachel's father, Charles Bolton, and asked him how he'd dealt with the threat of nuclear annihilation. I wanted to believe that this episode of history, like those old cataclysms that deposit a geologically telling layer of dust on the floors of seas, had sooted its survivors with special information.

I quickly learned that the congressional delegation from Alaska was deeply committed to the oil industry and other commercial interests, and senatorial courtesy prevented other members from disputing with Senators Ted Stevens (Republican) and Mike Gravel (Democrat) over a matter involving their home state. Former Idaho governor Cecil Andrus, my secretary of interior, and I began to study the history of the controversy and maps of the disputed areas, and I flew over some of them a few times. Environmental groups and most indigenous natives were my allies, but professional hunters, loggers, fishers, and the Chambers of Commerce were aligned with the oil companies. All the odds were against us until Cecil discovered an ancient law, the Antiquities Act of 1906, which permitted a president to set aside an area for “the protection of objects of historic and scientific interest,” such as Indian burial grounds, artifacts, or perhaps an ancient church building or the site of a famous battle. We decided to use this authority to set aside for preservation large areas of Alaska as national monuments, and eventually we had included more than 56 million acres (larger than the state of Minnesota). This gave me the bargaining chip I needed, and I was able to prevail in the subsequent debates. My efforts were extremely unpopular in Alaska, and I had to have extra security on my visits. I remember that there was a state fair where people threw baseballs at two targets to plunge a clown into a tank of water. My face was on one target and Iran’s Ayatollah Khomeini’s on the other, and few people threw at the Ayatollah’s.

A few muddied documents were scattered on the ground, stamped with the official Nazi Party eagle, its head turned to the left, and an emblem he failed to recognize, but which looked to him like a decorative wheel, with a geometrical design of squares at its centre. Even a blackened flag had survived the bomb damage. Hanging beneath a crumbling windowsill, the swastika flapped against the bullet-ridden façade, the movement both panicky and defiant, Pavel thought.
His men were conscripts. A few still wore their padded khaki jackets and mustard-yellow blouses. Most, their green field tunics and forage caps. All the clothing was lice-ridden and smeared with soft ash. Months of exposure to frozen winds had darkened their skins and narrowed their eyes. They’d been engaged in hazardous reconnaissance missions. They’d slept rough and had existed on a diet of raw husks and dried horsemeat. Haggard and weary now, he reckoned they’d aged well beyond their years.

I do not know the substance of the considerations and recommendations which Dr. Szilárd proposes to submit to you,” Einstein wrote. “The terms of secrecy under which Dr. Szilárd is working at present do not permit him to give me information about his work; however, I understand that he now is greatly concerned about the lack of adequate contact between scientists who are doing this work and those members of your Cabinet who are responsible for formulating policy.”34 Roosevelt never read the letter. It was found in his office after he died on April 12 and was passed on to Harry Truman, who in turn gave it to his designated secretary of state, James Byrnes. The result was a meeting between Szilárd and Byrnes in South Carolina, but Byrnes was neither moved nor impressed. The atom bomb was dropped, with little high-level debate, on August 6, 1945, on the city of Hiroshima. Einstein was at the cottage he rented that summer on Saranac Lake in the Adirondacks, taking an afternoon nap. Helen Dukas informed him when he came down for tea. “Oh, my God,” is all he said.35 Three days later, the bomb was used again, this time on Nagasaki. The following day, officials in Washington released a long history, compiled by Princeton physics professor Henry DeWolf Smyth, of the secret endeavor to build the weapon. The Smyth report, much to Einstein’s lasting discomfort, assigned great historic weight for the launch of the project to the 1939 letter he had written to Roosevelt. Between the influence imputed to that letter and the underlying relationship between energy and mass that he had formulated forty years earlier, Einstein became associated in the popular imagination with the making of the atom bomb, even though his involvement was marginal. Time put him on its cover, with a portrait showing a mushroom cloud erupting behind him with E=mc2 emblazoned on it. In a story that was overseen by an editor named Whittaker Chambers, the magazine noted with its typical prose flair from the period: Through the incomparable blast and flame that will follow, there will be dimly discernible, to those who are interested in cause & effect in history, the features of a shy, almost saintly, childlike little man with the soft brown eyes, the drooping facial lines of a world-weary hound, and hair like an aurora borealis… Albert Einstein did not work directly on the atom bomb. But Einstein was the father of the bomb in two important ways: 1) it was his initiative which started U.S. bomb research; 2) it was his equation (E = mc2) which made the atomic bomb theoretically possible.36 It was a perception that plagued him. When Newsweek did a cover on him, with the headline “The Man Who Started It All,” Einstein offered a memorable lament. “Had I known that the Germans would not succeed in producing an atomic bomb,” he said, “I never would have lifted a finger.”37 Of course, neither he nor Szilárd nor any of their friends involved with the bomb-building effort, many of them refugees from Hitler’s horrors, could know that the brilliant scientists they had left behind in Berlin, such as Heisenberg, would fail to unlock the secrets. “Perhaps I can be forgiven,” Einstein said a few months before his death in a conversation with Linus Pauling, “because we all felt that there was a high probability that the Germans were working on this problem and they might succeed and use the atomic bomb and become the master race.”38

The situation gets still more concerning. As Chapter Six argues, two important factors that are frequently assumed to be constants in the traditional security dilemma models are in fact variables in cybersecurity. In most other security dilemma discussions, each actor sees the moves of its potential adversaries and must determine the intentions behind those moves. In cybersecurity, the distribution of information is vastly more asymmetric, which increases risk and uncertainty for decision-makers. With proper tradecraft, many actions, including the development of powerful capabilities and the launching of significant intrusions, often remain out of view to others. Thus, unlike in many historical and theoretical textbook cases, in cyber operations not only must states potentially fear what they see, but they must potentially fear what they do not see as well. Defensive-minded intrusions that resolve this uncertainty thus seem still more appealing. Similarly, in the traditional security dilemma model there is almost always some status quo of shared expectations. This implicit or formal consensus of behavior provides significant guidance about which activities the involved parties consider normal and non-threatening. The potential for escalation in this model occurs only when this shared vision of normalcy breaks. In cybersecurity, however, there is only a nascent status quo. Without a common conception of appropriate national behavior, the probability of dangerous misinterpretation increases. Building on these five steps to the argument, the final two chapters of the book are somewhat different in kind. Chapter Seven pauses to consider three objections to the cybersecurity dilemma logic and how they might constrain the argument.

Rather, the issue is whether it is right to have a mosque and Islamic center in virtually the exact spot where so many Americans were killed in the name of Islamic holy war. I don’t think it is right, any more than I would support the idea of a neo-Nazi recruiting center at Auschwitz. My sympathies in this case are not with religiously deprived Muslims, but rather with Debra Burlingame, a spokesperson for a 9/11 victims group. “Barack Obama has abandoned America at the place where America’s heart was broken nine years ago,” she said.5 Some supporters of the mosque, such as New York mayor Michael Bloomberg, clearly missed the distinction being made here between the right to worship and how and where that right is exercised. Fareed Zakaria, writer and CNN host, recognizes the distinction; even so, he argues in favor of the mosque on the grounds that the folks building it are traditional Muslims who have condemned terrorism.6 Still, it’s not clear why these moderate Muslims disregarded the sentiments of the 9/11 victims’ families and decided on a site so close to Ground Zero. Undoubtedly radical Muslims around the world will view the mosque as a kind of triumphal monument. There is historical precedent for this. Muslims have a long tradition of building monuments to commemorate triumphs over adversaries, as when they built the Dome of the Rock on the site of Solomon’s Temple, or when Mehmet the Conqueror rode his horse into the Byzantine church Hagia Sophia and declared that it would be turned into a mosque. Many Americans may not know this history, but the radical Muslims do, and Obama does as well. The radical Muslims would like the Ground Zero mosque built so it can stand as an enduring symbol of resistance to American power, and President Obama evidently agrees with them.

Thank God, the child was safe. Snot hung from his nose and he was pale. Hallam put a finger to his lips, but the boy, not even four, did not understand, and just gaped innocently back.
Movement near the window. A man wearing a blue jacket took up a stone bottle and wiped his long flowing moustache afterwards. His hair was shoulder-length, falling unruly over the red collar of his jacket. Tied around his neck was a filthy red neckerchief. A woman moaned and the man grinned with tobacco stained teeth at the sound. Laughter and French voices. The woman whimpered and Little Jim turned to watch unseen figures. His eyes glistened and his bottom lip dropped. The woman began to plead and Hallam instinctively growled.
The Frenchman, hearing the noise, pushed the shutter open and the pistol’s cold muzzle pressed against his forehead.
Hallam watched the man’s eyes narrow and then widen, before his mouth opened. Whatever he intended to shout was never heard, because the ball smashed through his skull to erupt in a bloody spray as it exited the back of the Frenchman’s head.

HISTORICAL NOTE There are no nuclear power stations in Belarus. Of the functioning stations in the territory of the former USSR, the ones closest to Belarus are of the old Soviet-designed RBMK type. To the north, the Ignalinsk station, to the east, the Smolensk station, and to the south, Chernobyl. On April 26, 1986, at 1:23:58, a series of explosions destroyed the reactor in the building that housed Energy Block #4 of the Chernobyl Nuclear Power Station. The catastrophe at Chernobyl became the largest technological disaster of the twentieth century. For tiny Belarus (population: 10 million), it was a national disaster. During the Second World War, the Nazis destroyed 619 Belarussian villages along with their inhabitants. As a result of Chernobyl, the country lost 485 villages and settlements. Of these, 70 have been forever buried underground. During the war, one out of every four Belarussians was killed; today, one out of every five Belarussians lives on contaminated land. This amounts to 2.1 million people, of whom 700,000 are children. Among the demographic factors responsible for the depopulation of Belarus, radiation is number one. In the Gomel and Mogilev regions, which suffered the most from Chernobyl, mortality rates exceed birth rates by 20%. As a result of the accident, 50 million Ci of radionuclides were released into the atmosphere. Seventy percent of these descended on Belarus; fully 23% of its territory is contaminated by cesium-137 radionuclides with a density of over 1 Ci/km2. Ukraine on the other hand has 4.8% of its territory contaminated, and Russia, 0.5%. The area of arable land with a density of more than 1 Ci/km2 is over 18 million hectares; 2.4 thousand hectares have been taken out of the agricultural economy. Belarus is a land of forests. But 26% of all forests and a large part of all marshes near the rivers Pripyat, Dniepr, and Sozh are considered part of the radioactive zone. As a result of the perpetual presence of small doses of radiation, the number of people with cancer, mental retardation, neurological disorders, and genetic mutations increases with each year. —“Chernobyl.” Belaruskaya entsiklopedia On April 29, 1986, instruments recorded high levels of radiation in Poland, Germany, Austria, and Romania. THE THING THAT ENTRANCED ME about Chicago in the Gilded Age was the city’s willingness to take on the impossible in the name of civic honor, a concept so removed from the modern psyche that two wise readers of early drafts of this book wondered why Chicago was so avid to win the world’s fair in the first place. The juxtaposition of pride and unfathomed evil struck me as offering powerful insights into the nature of men and their ambitions. The more I read about the fair, the more entranced I became. That George Ferris would attempt to build something so big and novel—and that he would succeed on his first try—seems, in this day of liability lawsuits, almost beyond comprehension. A rich seam of information exists about the fair and about Daniel Burnham in the beautifully run archives of the Chicago Historical Society and the Ryerson and Burnham libraries of the Art Institute of Chicago. I acquired a nice base of information from the University of Washington’s Suzallo Library, one of the finest and most efficient libraries I have encountered. I also visited the Library of Congress in Washington, where I spent a good many happy hours immersed in the papers of Frederick Law Olmsted, though my happiness was at times strained by trying to decipher Olmsted’s execrable handwriting. I read—and mined—dozens of books about Burnham, Chicago, the exposition, and the late Victorian era. Several proved consistently valuable: Thomas Hines’s Burnham of Chicago (1974); Laura Wood Roper’s FLO: A Biography of Frederick Law Olmsted (1973); and Witold Rybczynski’s A Clearing in the Distance (1999). One book in particular, City of the Century by Donald L. Miller (1996), became an invaluable companion in my journey through old Chicago. I found four guidebooks to be especially useful: Alice Sinkevitch’s AIA Guide to Chicago (1993); Matt Hucke and Ursula Bielski’s Graveyards of Chicago (1999); John Flinn’s Official Guide to the World’s Columbian Exposition (1893); and Rand, McNally & Co.’ s Handbook to the World’s Columbian Exposition (1893). Hucke and Bielski’s guide led me to pay a visit to Graceland Cemetery, an utterly charming haven where, paradoxically, history comes alive.

I COULD HAVE reminded the Arab Knesset member of other historical facts once known to many schoolchildren but which have since been forgotten—or distorted by anti-Israel propaganda. The history of the Jewish people spans almost four millennia. The first thousand years or so are covered in the Bible, and are attested to by archaeology and the historical records of other, contemporaneous peoples. As the centuries progress, the mists of time and the myths gradually evaporate and the unfolding events come into sharp historical focus. Reading the Bible from second grade on, I could easily imagine Abraham and Sarah on their long trek from Ur of the Chaldeans to the land of Canaan almost four thousand years ago. Abraham envisions one God, unseen but present everywhere. He buys a burial cave in Hebron and bequeaths the new land to his progeny. The descendants of Abraham’s grandson Jacob are enslaved in Egypt for centuries, until Moses takes them out of bondage. He leads them for forty years in the wilderness to the Promised Land, giving the Children of Israel the Ten Commandments and a moral code that would change the world. The indomitable Joshua conquers the land, wily David establishes his kingdom in Jerusalem, and wise Solomon builds his Temple there, only to have his sons split the realm into two. The northern kingdom, Israel, is destroyed, its ten tribes lost to history. The southern kingdom, Judea, is conquered and Solomon’s Temple is destroyed by the Babylonians, by whose rivers the exiled Judeans weep as they remember Zion. They rejoice when in 537 BCE they are reinstated in their homeland by Cyrus of Persia, who lets them rebuild their destroyed Temple. The Persian rulers are replaced by Alexander the Great, one of whose heirs seeks to eradicate the Jewish religion. This sparks a rebellion led by the brave Maccabees, and the independent Jewish state they establish lasts for eighty years. It is overtaken by the rising power Rome which initially rules through proxies, the most notable of whom is Herod the Great. Herod refurbishes the Jerusalem Temple as one of the great wonders of the ancient world. In its bustling courtyard a Jewish rabbi from the Galilee, Jesus of Nazareth, overturns the tables of the money changers, setting off a chain of events culminating in his eventual crucifixion and the beginning of the Judeo-Christian tradition. When the Jews rebel against Roman rule, Rome destroys Jerusalem and Herod’s Temple in 70 CE. Masada, the last rebel stronghold, falls three years later. Despite the devastation, sixty-two years later the Jews rebel again under the fearless Bar Kokhba, only to be crushed even more brutally. The Roman emperor Hadrian bars the Jews from Jerusalem and renames the country Palestina, after the Grecian Philistines, who have long disappeared.

Wearing her Brünnhilda costume, complete with padding, breastplate, helm, and false blond braids, and holding a spear as if it were a staff, Sophia Maxwell waited in the wings of the Canfield-Pendegast theatre. The bright stage lighting made it difficult to see the audience filling the seats for opening night of Die Walküre, but she could feel their anticipation build as the time drew near for the appearance of the Songbird of Chicago.
She took slow deep breaths, inhaling the smell of the greasepaint she wore on her face. Part of her listened to the music for her cue, and the other part immersed herself in the role of the god Wotan’s favorite daughter. From long practice, Sophia tried to ignore quivers of nervousness. Never before had stage fright made her feel ill. Usually she couldn’t wait to make her appearance. Now, however, nausea churned in her stomach, timpani banged pain-throbs through her head, her muscles ached, and heat made beads of persperation break out on her brow. I feel more like a plucked chicken than a songbird, but I will not let my audience down.
Annoyed with herself, Sophia reached for a towel held by her dresser, Nan, standing at her side. She lifted the helm and blotted her forehead, careful not to streak the greasepaint.
Nan tisked and pulled out a small brush and a tin of powder from one of the caprious pockets of her apron. She dipped the brush into the powder and wisked it across Sophia’s forehead. “You’re too pale. You need more rouge.”

A rhythmic sword motif sounded the prelude to Act ll. Sophia pivoted away from Nan and moved to the edge of the wing, looking out to the scene of a rocky mountain pass. Soon the warrior-maiden Brünnhilda would make an appearance with her famous battle cry.
She allowed the anticpaptory energy of the audience to fill her body. The trills of the high strings and upward rushing passes in the woodwinds introduced Brünnhilda. Right on cue, Sophia made her entrance and struck a pose. She took a deep breath, preparing to hit the opening notes of her battle call.
But as she opened her mouth to sing, nothing came out. Caught off guard, Sophia cleared her throat and tried again. Nothing. Horrified, she glanced around, as if seeking help, her body hot and shaky with shame.
Across the stage in the wings, Sophia could see Judith Deal, her understudy and rival, watching.
The other singer was clad in a similar costume to Sophia’s for her role as the valkerie Gerhilde. A triumphant expression crossed her face.
Warwick Canfield-Pendegast, owner of the theatre, stood next to Judith, his face contorted in fury. He clenched his chubby hands.
A wave of dizziness swept through Sophia. The stage lights dimmed. Her knees buckled. As she crumpled to the ground, one final thought followed her into the darkness. I’ve just lost my position as prima dona of the Canfield-Pendegast Opera Company.

Before the twentieth century, ideology - as opposed to religion - did not kill people by the millions and tens of millions. The stakes were not thought to be worth it. Such enthusiasm for mass murder awaited the combination of aristocratic militarism, really-existing socialism, and fascism. Thus it was only in the twentieth century that utopian aspirations about how the economy should be organized led nations and global movements to build dystopias to try to bring the utopian future closer. And then they turned around and justified the dystopia: compromises must be made, and this is as good as it is going to get.
My view is that too much mental and historical energy has been spent parsing differences between movements that are justly classified as dystopian, and even totalitarian, in aspiration. Time spent on such a task is time wasted, given their commonalities - if not in formal doctrine, then at least in modes of operation. The guards of Auschwitz, Majdanek, Treblinka, Dachau, and the rest were very like the guards of the Gulag Archipelago.
Rather, mental and historical energy should be focused on where these movements got their energy. Why was the world unable to offer people a society in which they could live good lives? Why was a total reconfiguration necessary? Karl Polanyi saw fascism and socialism as reactions against the market society's inability or unwillingness to satisfy people's Polanyian rights. It could not guarantee them a comfortable community in which to live because the use to which land was put had to pass a profitability test. It could not offer them an income commensurate with what they deserved because the wage paid to their occupation had to pass a profitability test. And it could not offer them stable employment because the financing to support whatever value chain they were embedded in also had to pass a profitability test. These failures all gave energy to the thought that there needed to be a fundamental reconfiguration of economy and society that would respect people's Polanyian rights. And the hope of millions was that fascism and really-existing socialism would do so.
Instead, both turned out to erase, in brutal and absolute ways, people's rights, and people's lives, by the millions. So why were people so gullible? The German socialist Rosa Luxemburg in 1919 could see the path Lenin was embarked upon and called it 'a brutalization of public life: attempted assassinations, shooting of hostages, etc.' The German liberal Max Weber, writing in 1918, could also foresee what would become of Lenin's sociological experiment, saying it would end 'in a laboratory with heaps of human corpses.' Similarly, the British diplomat Eric Phipps wrote in 1935 that if Britain were to take Hitler's Mein Kampf seriously and literally, 'we should logically be bound to adopt the policy of a "preventive" war.'
The dangers of a fascist turn were clear. The unlikelihood of success at even slouching toward a good society of those who took that turn ought to have been obvious.

The English have never been an oppressed nationality; they are in consequence most healthily unaware of their history. They live wholly in the much more interesting worlds of the present — in the worlds of politics and science, of business and industry. So fully, indeed, do they live in the present, that they have compelled the Indians, like the Irish at the other end of the world, to turn to the past. In the course of the last thirty or forty years a huge pseudo-historical literature has sprung up in India, the melancholy product of a subject people’s inferiority complex. Industrious and intelligent men have wasted their time and their abilities in trying to prove that the ancient Hindus were superior to every other people in every activity of life. Thus, each time the West has announced a new scientific discovery, misguided scholars have ransacked Sanskrit literature to find a phrase that might be interpreted as a Hindu anticipation of it. A sentence of a dozen words, obscure even to the most accomplished Sanskrit scholars, is triumphantly quoted to prove that the ancient Hindus were familiar with the chemical constitution of water. Another, no less brief, is held up as the proof that they anticipated Pasteur in the discovery of the microbic origin of disease. A passage from the mythological poem of the Mahabharata proves that they had invented the Zeppelin. Remarkable people, these old Hindus. They knew everything that we know or, indeed, are likely to discover, at any rate until India is a free country; but they were unfortunately too modest to state the fact baldly and in so many words. A little more clarity on their part, a little less reticence, and India would now be centuries ahead of her Western rivals. But they preferred to be oracular and telegraphically brief. It is only after the upstart West has repeated their discoveries that the modern Indian commentator upon their works can interpret their dark sayings as anticipations. On contemporary Indian scholars the pastime of discovering and creating these anticipations never seems to pall. Such are the melancholy and futile occupations of intelligent men who have the misfortune to belong to a subject race. Free men would never dream of wasting their time and wit upon such vanities. Cut staffs, and members lose the bandwidth to craft wise legislation, the expertise to ask telling questions in hearings—the ability to hold oversight hearings at all. The Congressional Research Service, the Government Accountability Office, the Congressional Budget Office all suffered the cuts. The Office of Technology Assessment was abolished—because, in 1995, what new technology could possibly be poised on the horizon? Democrats, when they regained control of the House, did not repair the damage. Fungi are ideal guides. Fungi have always been recalcitrant to the iron cage of self- replication. Like bacteria, some are given to exchanging genes in nonreproductive encounters (“horizontal gene transfer”); many also seem averse to keeping their genetic material sorted out as “individ- uals” and “species,” not to speak of “populations.” When researchers studied the fruiting bodies of what they thought of as a species, the ex- pensive Tibetan “caterpillar fungus,” they found many species entan- gled together. When they looked into the filaments of Armillaria root rot, they found genetic mosaics that confused the identification of an individual. Meanwhile, fungi are famous for their symbiotic attach- ments. Lichen are fungi living together with algae and cyanobacteria. I have been discussing fungal collaborations with plants, but fungi live with animals as well. For example, Macrotermes termites digest their food only through the help of fungi. The termites chew up wood, but they cannot digest it. Instead, they build “fungus gardens” in which the chewed- up wood is digested by Termitomyces fungi, producing edible nutrients. Researcher Scott Turner points out that, while you might say that the termites farm the fungus, you could equally say that the fungus farms the termites. Termitomyces uses the environment of the termite mound to outcompete other fungi; meanwhile, the fungus regulates the mound, keeping it open, by throwing up mushrooms annually, cre- ating a colony- saving disturbance in termite mound- building.

In the after-action critique, the Army protested that the Navy’s attack at daybreak on a Sunday morning, while technically permitted under the rules, was a dirty trick.8 A few weeks later, on March 2, Arizona entered Pearl Harbor for the first time. Pearl Harbor in the early 1930s was minuscule compared to the massive installation it would become just one decade later. Despite wide inner lochs—bays of water spreading out from the main channel—its entrance was historically shallow. Nineteenth-century visitors had anchored off Honolulu a few miles to the east instead. In 1887, Hawaii’s King Kalākaua granted the United States the exclusive right to establish a coaling and repair station in Pearl Harbor and improve the entrance as it saw fit. No facilities were built, but the United States annexed the Hawaiian Islands in 1898. When the American Navy built its first installations within months of annexation, they were at Honolulu, not Pearl Harbor, because of the difficult channel access. Finally, in 1908, Congress authorized dredging the channel entrance and constructing a dry dock, as well as adding accompanying shops and supply buildings. Naval Station Pearl Harbor was officially dedicated in August 1919. The Army and Navy jointly acquired Ford Island in the harbor’s center for shared airfield facilities that same year.9

Was it true that the United States was showing "dramatic concern" for "the Negro problem"? If so, what did the policy of concern entail, and what problem, precisely, was being addressed? Was the American example really unprecedented in the history of the world? And perhaps most interestingly—assuming for a moment that Buckley was right about these matters—it would be worth asking why and how this policy of concern was activated and sustained. Was it primarily because of the enlightened humanitarianism of those in power or because of the radicalism of freedom fighters?
As a conservative who had been dragging his feet on civil rights for more than a decade, serious attention to these questions would have put Buckley in an awkward position. To the extent that the United States was giving "the problems of a minority" exceptional concern, it was in spite of the intransigence of Buckley, writers he commissioned to write for The National Review, and political candidates he supported. He likely surmised that he had better not dwell too long on what was animating "dramatic concern" for the Negro problem or whether he was personally devoted to this "primary policy of concern." If the engines of concern had been working in the United States, it was no thanks to Buckley and his allies.

Hiba S. is one of the pioneer Iraqi women academics and authors in the field of media and journalism, currently exiled in Amman. During a visit to her office in summer 2014, Hiba shared that the early days of the occupation in 2003 were the most difficult she had ever experienced. She recollected:
‘I was sitting in my garden smoking when I suddenly saw a huge American tank driving through the street. I saw a Black soldier on the top of the tank. He looked at me and did the victory sign with his fingers. Had I had a pistol in my hand, I would have immediately shot myself in the head right then and there. The pain I felt upon seeing that image is indescribable. I felt as though all the years we had spent building our country, educating our students to make them better humans were gone with the wind.’
Hiba’s description carries strong feelings of loss, defeat, and humiliation. Also significant in her narrative is that the first American soldier she encountered in post-invasion Iraq was a Black soldier making the victory sign. This is perhaps one of the most ironic and paradoxical images of the occupation. A Black soldier from a historically and consistently oppressed group in American society, who, one might imagine had no choice but to join the military, coming to Iraq and making the victory sign to a humiliated Iraqi academic whose country was ravaged by war. In a way, this image is worthy of a long pause. It is an encounter of two oppressed and defeated groups of people—Iraqis and African Americans meeting as enemies in a warzone. But, if one digs deeper, are these people really 'enemies' or allies struggling against the same oppressors? Do the real enemies ever come to the battlefield? Or do they hide behind closed doors planning wars and invasions while sending other 'oppressed' and 'diverse' faces to the battlefield to fight wars on their behalf?
Hiba then recalled the early months of the occupation at the University of Baghdad where she taught. She noted that the first thing the Coalition Provisional Authority (CPA) tried to do was to change the curriculum Iraqi academics had designed, taught, and improved over the decades. While the Americans succeeded in doing this at the primary and high school levels, Hiba believed that they did not succeed as much at the university level. Iraqi professors knew better than to allow the 'Americanization of the curriculum' to take place. 'We knew the materials we were teaching were excellent even compared to international standards,' she said. 'They [the occupiers] tried to immediately inject subjects like "democracy" and "human rights" as if we Iraqis didn’t know what these concepts meant.' It is clear from Hiba’s testimony, also articulated by several other interviewees, that the Iraqi education system was one of the occupying forces’ earliest targets in their desire to reshape and restructure Iraqi society and peoples’ collective consciousness.

My big theory is that, if more women were involved in the leadership of the world, in every country, we might see less war and more action on some of the direst threats. There are studies that bear this theory out; the countries that have the most progressive policies toward women generally have more women in office and in business. These countries also have the highest gross domestic products, they have the highest happiness indices and they have the lowest incidences of war. The countries that have the most repressive policies towards women are in endless cycles of war and tend to be doing very, very poorly.

According to the brochure designed to help students prepare for this test, which Amit Shah released in Lucknow in August 2017, India was a Hindu Rashtra, and Swami Vivekananda had defended Hindutva in Chicago in 1893.82 In Karnataka, after canceling Tipu Sultan Jayanti, the festival that the state used to organize to celebrate the birth of this eighteenth-century Muslim ruler, the BJP government also dropped the chapter dealing with this historical figure from the class 7 textbook in 2019.83 This decision was made in the context of the COVID-19 pandemic that had led the government of India to ask all states to reduce syllabi for students in classes 1 through 10 by 30 percent, in light of the learning challenges brought about by the lockdown.84 The decision of the Karnataka government, in fact, fit in with a larger picture. Under cover of the pandemic, the Central Board of Secondary Education (CBSE), India’s largest education board, decided that all over India “government-run schools no longer have to teach chapters on democratic rights, secularism, federalism, and citizenship, among other topics.”85 To foster assimilation of knowledge that amounted to propaganda, final exams have increasingly focused on the heroic deeds of Hindu icons and reforms initiated by the Modi government, even on the person of the prime minister.

RIVER QUAY
In Kansas City, if one were to bring up the topic of River Quay (pronounced “River Key”), that conversation would no doubt evolve into a conversation about River Market.
Today, River Market is a hip-and-trendy neighborhood in Kansas City, Missouri. Located just south of the Missouri River. Adorning River Market’s quaint neighborhood feel, you’ll find chic eateries. Coupled to an urban lifestyle. Complete with a streetcar. A stone’s throw to the west of Christopher S. Bond Bridge. That’s today. Today’s River Market. Yesterday’s River Quay.
In 1971, Marion Trozzolo - then, a Rockhurst University professor - began renovating historic buildings alongside the “Big Muddy” in a section of Kansas City that we now know to be River Market. It was Professor Trozzolo who came up with the River Quay nickname.
Trozzolo’s idea for River Quay? For River Quay to undergo a thorough, artsy-remake. Into a Kansas City-styled French Quarter. A neighborhood comparable to Chicago’s Old Town. To San Francisco’s Ghirardelli Square. Trozzolo envisioned a family-friendly environ for River Quay. Unfortunately, the latter half of the ‘70’s was a rough time for this neighborhood next to the muddy Missouri.
The word Quay? It's a word of French origin. The translation for Quay? Loading platform. Or wharf.
Did River Quay ever become a Kansas City French Quarter? Did River Quay ever become a Kansas City Old Town? Did River Quay ever become a Kansas City Ghirardelli Square? Hardly.
By the late ‘70’s, revitalization efforts in River Quay had stalled. Leaving River Quay saddled with boarded up buildings. Deserted through-streets. A neighborhood, with no vibrancy. Streets, with no traffic. Sidewalks, with no passers-by.
By the late ‘70’s, developers were walking away from unfinished River Quay projects. Whereas River Quay had once - not long before - been primed for a grandiose new identity. One which bespoke of a rebirth for this neighborhood. A transition. From blight. To that of an entertainment district. Yet by the late ‘70’s, River Quay was not on its way to becoming Kansas City’s French Quarter.
By the late ‘70’s, you’d still find an X-rated theatre in River Quay. With mob ties. Homeless, sleeping next to decrepit River Quay buildings. Empty River Quay buildings which had once been fancied as prime renovation opportunities. Projects, sadly cast aside and forgotten. In River Quay.
In the late 1970’s? Well, at that time, River Quay was as an unfinished idea. Full of unrealized potential. Full of unrealized promise. Disappointing, no doubt. Yet today, on those same grounds, alongside the Missouri River, we have Kansas City’s stunning River Market. A great idea. Then a detour.
