This was six days before the President endorsed HCQ. Google apparently didn’t want users to think Todaro’s message was missing; rather, the Big Tech platform wanted the public to believe that Todaro’s memo never even existed. Google has a long history of suppressing information that challenges vaccine industry profits. In March, at HHS’s request, several large pharmaceutical companies—Novartis, Bayer, Sanofi, and others—donated their inventory, a total of 63 million doses of hydroxychloroquine and 2 million of chloroquine, to the Strategic National Stockpile, managed by BARDA, an agency under the DHHS Assistant Secretary for Preparedness and Response.56 BARDA’s Director, Dr. Rick Bright, later claimed the chloroquine drugs were deadly, and he needed to protect the American public from them.57 Bright colluded with FDA to restrict use of the donated pills to hospitalized patients. FDA publicized the authorization using language that led most physicians to believe that prescribing the drug for any purpose was off-limits. But at the beginning of June, based on clinical trials that intentionally gave unreasonably high doses to hospitalized patients and failed to start the drug until too late, FDA took the unprecedented step of revoking HCQ’s emergency authorization,58 rendering that enormous stockpile of valuable pills off limits to Americans while conveniently indemnifying the pharmaceutical companies for their inventory losses by allowing them a tax break for the donations. After widespread use of the drug for 65 years, without warning, FDA somehow felt the need to send out an alert on June 15, 2020 that HCQ is dangerous, and that it required a level of monitoring only available at hospitals.59 In a bit of twisted logic, Federal officials continued to encourage doctors to use the suddenly-dangerous drug without restriction for lupus, rheumatoid arthritis, Lyme and malaria. Just not for COVID. With the encouragement of Dr. Fauci and other HHS officials, many states simultaneously imposed restrictions on HCQ’s use.

It was not until 1986 that the Department of Health and Human Services (HHS) began to draft laws requiring immigrants to be tested for and found free of HIV. In the US, HHS turned to the CDC, and the CDC didn’t have the policy orientation, operational experience, or industrial expertise to pull off an effort on this scale. As a consequence, we never had enough testing to keep up with the initial spread, and we lost control of the pandemic at its very outset.

The death rate climbed precipitously after the commercial introduction of AZT. In 1987, “AIDS” deaths rose by 46 percent with 16,469 people dying. In 1988, as more and more people received AZT, the death toll rose to 21,176, and then to 27,879 in 1989. Death rates rose to 31,694 in 1990, and 37,040 in 1991.110 At the end of the 1980s, HHS’s standard prescription for AZT was 1,500 mg a day. In 1988, the average survival time for patients taking AZT was four months.111 Even mainstream medicine couldn’t overlook the fact that the administration of higher doses led to much higher death rates.112 At the beginning of the 1990s, health officials lowered the daily dose to 500 mg. The average lifespan of AZT patients rose to twenty-four months in 1997, as deaths attributed to AIDS plummeted. Afterwards. CDC changed its counting metrics to make it difficult to count annual AIDS deaths.113

Since 2005, the Defense Advanced Research Projects Agency (DARPA) has funneled an additional $1.7 billion3 into Dr. Fauci’s annual discretionary budget to launder sketchy funding for biological weapons research, often of dubious legality. This Pentagon funding brings the annual total of grants that Dr. Fauci dispenses to an astonishing $7.7 billion—almost twice the annual donations of the Bill & Melinda Gates Foundation. Working in close collaboration with pharmaceutical companies and other large grant makers, including Bill Gates—the biggest funder of vaccines in the world—Dr. Fauci has consistently used his awesome power to defund, bully, silence, de-license, and ruin scientists whose research threatens the pharmaceutical paradigm, and to reward those scientists who support him. Dr. Fauci rewards loyalty with prestigious sinecures on key HHS committees when they continue to advance his interests. When the so-called “independent” expert panels license and recommend new pharmaceuticals, Dr. Fauci’s control over these panels gives him the power to fast-track his pet drugs and vaccines through the regulatory hurdles, often skipping key milestones like animal testing or functional human safety studies. Dr. Fauci’s funding strategies evince a bias for developing and promoting patented medicines and vaccines, and for sabotaging and discrediting off-patent therapeutic drugs, nutrition, vitamins, and natural, functional, and integrative medicines. Under his watch, drug companies engineered the opioid crisis and made American citizens the globe’s most over-medicated population.

Across two administrations led by presidents who have championed very different worldviews, HHS COVIDcrisis policies have continued with little or no change; one administration seemingly flowing directly into the next with hardly a hiccup. If anything, under Biden the HHS arm of the US administrative state became more authoritarian, more unaccountable, and more decoupled from any need to consider the general social and economic consequences of their actions. the “nondelegation doctrine” is arguably the most significant Administrative State issue being actively considered within the current Supreme Court. The theory is predicated on the Constitution’s Article I, which provides that all legislative powers herein granted shall be vested in Congress. This grant of power, the argument goes, cannot be redelegated to the executive branch. If Congress grants an agency effectively unlimited discretion (as it has with PAHPRA), then it violates the constitutional “nondelegation” rule. If the PAHPRA is overturned, then the whole cascade of HHS Administrative State actions that have enabled bypassing of normal bioethical (see the “Common Rule” 48 CFR § 1352.235-70 - Protection of human subjects) and both normal drug and vaccine regulatory procedures would collapse.

On January 21, 2021, the day after inauguration, Biden reversed the order. It was one of his first actions as president. No wonder, because, as The Hill reported, this executive order would have been “the biggest change to federal workforce protections in a century, converting many federal workers to ‘at will’ employment.” How many federal workers in agencies would have been newly classified at Schedule F? We do not know because only one completed the review before their jobs were saved by the election result. The one that did was the Congressional Budget Office. Its conclusion: fully 88% of employees would have been newly classified as Schedule F, thus allowing the president to terminate their employment. This would have been a revolutionary change, a complete remake of Washington, DC, and all politics as usual. If the HHS Administrative State is to be dismantled, so that it will become possible to manage the various Executive Branch agencies once again, Schedule F provides an excellent strategy and template to achieve the objective. If this most important of all tasks is not achieved, then we will remain at risk that HHS will once again attempt to trade our national sovereignty for additional power by aligning with the WHO, as was recently attempted in the case of the surreptitious January 28, 2022, proposed modifications to the International Health Regulations [434]. These actions, which were not made public until April 12, 2022, clearly demonstrate that the HHS Administrative State represents a clear and present danger to the US Constitution and national sovereignty and must be dismantled as soon as possible.

Birx said that the government couldn’t ship scarce doses of the valuable medicine to treat estimated patients that were hypothetically hospitalized according to a mathematical formula. So she gave hospitals an ultimatum. If they wanted to get access to remdesivir, they would need to start reporting real data on the total number of COVID patients that they admitted each day. Hospitals quickly started to comply, reporting actual data on their total daily hospitalizations to a new portal that Birx had helped set up inside HHS. Rather than try to cajole the CDC into fixing its reporting system, Ambassador Birx and Secretary Azar decided to re-create that structure outside the agency. They had concluded that getting the CDC to change its own scheme, and abandon its historical approach to modeling these data, would have been too hard.

Or so the narrative went. While the CDC was certainly subject to some deeply unfortunate and ultimately damaging political intrusions into its work, this wasn’t one of those instances. Some of the frustrations with the CDC’s execution had merit, and the CDC’s method for reporting COVID hospitalizations was one of those moments.

The federal government had bought the entire available supply, and HHS needed to know where to ship its limited doses, to make sure that the scarce medicine would get to those hospitalized patients who might benefit most from the treatments. However, the CDC didn’t have actual data on who was currently hospitalized for COVID, just estimates built off a model. They couldn’t tell HHS where real patients were, only hypothetical patients that were being extrapolated from an algorithm.

Anonymous “officials” were quoted saying that the document was “published against scientists’ objections”—as if the scientists they always trusted, Fauci, Birx, the CDC, HHS, and the FDA, had not all approved and written it; as if the director of the CDC himself had not written, finalized, and then published the document himself. The blame was directed against HHS officials or me or the president—anyone except Fauci and Birx—because it simply had to be that way. An unending stream of wild accusations and smears filled the media, all from people who knew nothing about the truth. Pure speculation was published and repeated endlessly as fact.
