Missouri had 18 heroin overdose deaths in 2001; ten years later, there were 245.26 Heroin deaths in Minnesota shot from 3 to 98 between 1999 and 2013.27 Michigan saw fatal heroin overdoses surge from a few dozen a year in 2002 to more than 100 a year starting in 2009.28 In just one year, heroin-related fatalities in Connecticut nearly doubled, to 257 in 2013.29 Between 2007 and 2012, heroin use in the United States is estimated to have increased by almost 80 percent.30 And that’s just heroin. More than 40,000 Americans were killed from all illegal drug use in 2010, surpassing car accidents and shootings as a cause of death.31 The addicts who die may be the lucky ones. In 2001, a seventeen-year-old boy in New Jersey who scored 700 on the math SAT took a heroin overdose that left him unable to stand, walk, or bathe himself. His mother, a globetrotting executive with Citibank, was forced to quit her job and become his full-time caretaker. After a year of hospitalization and more than a decade of therapy, he still needs his mother to carry him to the toilet. No state in America has taken more aggressive action to reduce the public’s exposure to chemicals, and to secondhand smoke, than California. California banned the sale of flavored tobacco, because it appeals to children, and the use of smokeless tobacco in the state’s five professional baseball stadiums. It prohibited the use of e-cigarettes in government and private workplaces, restaurants, bars, and casinos. San Francisco in late 2020 banned cigarette smoking in apartments.8 In the fall of 2020, California outlawed companies from using in cosmetics, shampoos, and other personal care products twenty-four chemicals it had deemed dangerous.9 And yet breathing secondhand smoke and being exposed to trace chemicals in your shampoo are hardly sufficient to kill. By contrast, hard drug use is both a necessary and sufficient cause to kill, as the 93,000 overdose and drug poisoning deaths of 2020 show. And yet, where the governments of San Francisco, California, and other progressive cities and states stress the remote dangers of cosmetics, pesticides, and secondhand smoke, they downplay the immediate dangers of hard drugs including fentanyl. In 2020, San Francisco even paid for two billboards promoting the safe use of heroin and fentanyl, which had been created by the Harm Reduction Coalition. The first had a picture of an older African American man smiling. The headline read, “Change it up. Injecting drugs has the highest risk of overdose, so consider snorting or smoking instead.” The second billboard’s photograph was of a racially diverse group of people at a party smiling and laughing. The headline read, “Try not to use alone. Do it with friends. Use with people and take turns.”10 When I asked Kristen Marshall of the Harm Reduction Coalition, which oversees San Francisco’s overdose prevention strategy, about the threat posed by fentanyl, she said, “People use it safely all the time. This narrative that gets it labeled as an insane poison where you touch it and die—that’s not how drugs work. It’s not cyanide. It’s not uranium. It’s just a synthetic opioid, but one that’s on an unregulated market.

Each and every day, we all are faced with potential risks and must make risk-to-benefit calculations repeatedly. This is a basic fact of life. Our right to make decisions based on the outcome of these calculations is not outlawed by the government, except when it comes to certain recreational drugs. As a scientist, I find this exception particularly frustrating, even hypocritical. The justification for restricting specific drugs is often related to the purported inherent dangers posed by these chemicals. Heroin use, for example, is said to be inherently more dangerous than other legal activities such as gun or car use are. Really? Guns, let’s not forget, are specifically designed to kill. This is not to say that every owner purchases a gun with this goal in mind. As a budding gun hobbyist, I know that’s not true. Still, each year there are about forty thousand gun-related deaths, and more than half are suicides.2 In 2017, heroin-involved deaths reached an all-time peak at just over fifteen thousand, a number well below that of gun deaths.3 (Again, it’s important to note that most of these heroin deaths occurred because the drug was contaminated with a far more potent fentanyl analog or because it was combined with another sedating drug, such as alcohol or sleeping pills.)

The first of Loretta’s murders was a comedy involving Pauline Campbell, R.N., of Ann Arbor, Michigan, circa 1951, whose skull had been smashed by three drunken teenagers. They had meant to knock her unconscious so they could screw her, which was 1951 in a nutshell. The eighteen-year-olds, Bill Morey and Max Pell, got life; Dave Royal (Loretta’s hero) was a year younger and got off with twenty-two years. When he received the news of what had happened, Guevara was stunned and refused to accept it, thinking it was just a propaganda stunt to demoralize him. In Havana Fidel Castro declared her a “Heroine of the Revolution.” There is always the possibility that Tamara was a double agent, whose mission it was to play up to “Che” when they met in Leipzig and then report back to the DDR (Democratic German Republic), who would in turn inform the USSR of “Che’s” activities. When heroin was doing the most damage to communities of color, the American response was aggressive criminalization. It is not exactly a cutting edge analysis to point out that the war on drugs disproportionately affected black men. And now heroin has, mediated by pharmaceutical opioids, made its way into every nook and cranny of the United States, indiscriminately, killing white and non-white folks like, we're screaming alarm. Our response is outrage at any perpetrator we can find (pharma, for instance) and sympathy, for those caught up in the grips of addiction. Whereas we jumped at the chance to throw black men in jail for possessing small amounts of drugs or drug paraphernalia, now we have books like this one, discussing the need to get people, clean needles, a safe space to inject, and treatment when they're ready. It would take serious, mental, gymnastics to make one believe that this has nothing to do with it, especially in a country riddled with a history of racism.

Parameswaran Pillay is made chamberlain and Ramayyer becomes an important officer of the State. The country is peaceful, contented and happy. Ananthapadmanabhan at last reveals his identity and is wedded to the ideal heroine. With the exception of the unfortunate Subhadra, everyone gets his due and the whole story is brought to a happy, though abrupt, termination. The author wields an admirable style and shows wide acquaintance with Malayalam literature. But from the point of view of the popular reader, the chief defect of the book is perhaps the lavish imagery which adorns its pages; and in the free use of Sanskrit words.
