People are stacked upon one another here, crammed into any available space, spilling from the buildings.

In 1934, strongman Fulgencio Batista forced President Grau’s resignation. Then in 1940, Grau lost his bid for the Presidency to his adversary Batista. Four years later in 1944, he did win the election and took office for a four-year term starting on October 10th. After Grau won the election and was the President elect, Batista still in office, blatantly attacked the National Treasury, leaving the cupboards bare by the time Grau was actually sworn in as President. Since Grau and Batista were staunch adversaries, it is highly unlikely that any deal could have been made in 1946 to allow “Lucky” Luciano into Cuba, especially with Luciano having been exiled to Sicily by the United States government that preceding February. Still, Lansky had enough political pull within the Cuban government to prepare for a strong Mafia presence in Havana. In October of 1946, in an attempt to keep his whereabouts a secret, “Lucky” Luciano covertly boarded a freighter taking him from Naples, Italy, to Caracas, Venezuela. Then Luciano flew south to Rio de Janeiro and returned north to Mexico City. On October 29, 1946, he arranged for a private flight from Mexico City to Camagüey, Cuba, where Meyer Lansky met him. Having the right connections, Luciano passed through Cuban customs unimpeded and was whisked by car to the splendid Grand Hotel. Luciano, having just arrived in Cuba, was looking forward to setting up operations. Cuba would actually be a better place than the United States for what he had in mind.

The Directorio Revolucionario (“DR”) existed during the mid-1950’s and it was a Cuban University students’ group in opposition to the dictator President Fulgencio Batista. It was one of the most active terrorist organizations in Havana. Although they were given orders not to attack the rank and file police officers, semantics became important, as their targets were no longer “assassinated,” but rather were “executed.” To them the term sounded more legally acceptable. However, regardless of how it is phrased, murder is murder! At 3:20 on the afternoon of March 13, 1957, fifty attackers from the “DR”, led by Carlos Gutiérrez Menoyo, attacked the Presidential Palace. Menoyo had fought in the Sahara Desert against the German forces under General Rommel during World War II. By demonstrating great courage, Carlos had been decorated and given the rank of second lieutenant in the French army and was uniquely suited for this task. Mardi Gras in Cuba was one of the most uninhibited festivals I have ever witnessed. Although I do not condone the criminal elements that existed behind the festive atmosphere, I dove into the sweeping pleasures without guilt. At my age, life was to be lived, and live it I did! Most of the people surrounding me, on the packed streets of Havana, came from the United States. It also seemed that half of the Miami Police Force was there for these unrestrained festivities. Perhaps the excesses I witnessed are to be criticized, but it was all fun and well beyond my imagination. Everything was new and extremely exciting at the time. The many beautiful girls, who were said to have been exploited, certainly were as caught up in the euphoria as we were and enjoyed the moment every bit as much as we did. The decorated cars and beautiful floats with girls and guys waving, were followed by people dancing to the loud Latin beat. The jubilant parade wound its way along the coastal route to the Avenida Maceo, having started from the wide boulevard Calle G or Avenida de los Presidentes. Crowds of tourists and other revelers laughed and cheered. Smaller, but every bit as intense, were celebrations on other main streets such as Calle Neptuno. Everyone had a great time, and thanks to our officers, even our available time ashore was extended by an hour. I don’t think that it was abused by anyone, but the next day we were all tired and nursing hangovers.

Castro’s revolution, with all of its supposedly good intentions, put a stop to the growth of Havana. Of course it put an end to the Mafia controlling the casinos and entertainment, but for them it was a minor setback. They just packed their bags and went to Las Vegas where they expanded and developed “The Strip!” Batista and his followers fled Cuba for the Dominican Republic, Europe and South Florida. Many Cubans lost everything they had but others fled taking their wealth with them. The upheaval in 1959 marked the beginning of austerity for this former freewheeling city. The communistic de-privatization of all businesses, along with the embargo imposed by the United States, created a serious decline in Havana’s economy. The constant pressure to nationalize, as well as the severe crackdown by the régime to keep people in line, curtailed growth and placed an enormous hardship on the Cuban people. Since the Castro Revolution, the people of Havana have been severely affected, because of the absence of commerce with its former trading partner, the United States, located only 90 miles to the north. In all Havana has taken a severe toll economically, with its dilapidated houses, and the pre-1959 cars on the streets of the city being a testimony to the bygone era. It is only now that with the hope of normalization between the governments of Cuba and the United States that perhaps the people will benefit. For the greatest part, the Port of Havana has also been bypassed, chiefly due to the restrictions placed on them by the United States. However, the Cuban government is now attempting a comeback by attracting tourism from Canada, Mexico, the Bahamas, Latin America, Asia and Europe. The city of Havana has renovated the Sierra Maestra Cruise Port, but only very few cruise companies consider Havana a port of call. Slowly, German and British ships started to arrive, including the Fred Olsen Cruises and Carnival Cruise Line. Technically Real Estate Brokers and Automobile Dealers are illegal in Cuba, although real-estate offices and car dealerships are blatantly open for business. The buying and selling of real estate and cars, which was forbidden for many years, can now be done because of some changes brought about by Raúl Castro, but only by full-time residents of Cuba. However, gray market sales are thriving through the use of friends and family as proxies.

Cuban Aircraft are Seized During the early 1960’s, Erwin Harris sought to collect $429,000 in unpaid bills from the Cuban government, for an advertising campaign promoting Cuban tourism. Holding a court order from a judge in Florida and accompanied by local sheriff’s deputies, he searched the East Coast of the United States for Cuban property. In September 1960, while Fidel was at the United Nations on an official visit, Harris found the Britannia that Castro had flown in to New York. That same day the front page of The Daily News headlined, “Cuban Airliner Seized Here.” Erwin Harris continued by seizing a C-46, which was originally owned by Cuba Aeropostal and was now owned by Cubana, as well as other cargo airplanes. He seized a Cuban Naval vessel, plus 1.2 million Cuban cigars that were brought into Tampa, Florida, by ship. In Key West, Harris also confiscated railroad cars carrying 3.5 million pounds of cooking lard destined for Havana. All of these things, excepting the Britannia, were sold at auction. Nikita S. Khrushchev, the Soviet premier, replaced the airplane that had been confiscated. On September 28th, Castro boarded the Soviet aircraft at Idlewild Airport smiling, most likely because he knew that his Britannia airplane would be returned to Cuba due to diplomatic immunity.

For the most part, four-car self-propelled Budd railcars presently connect Santiago de Cuba with Havana on the Central line. The flagship of the system is a 12-coach train originally used between Paris and Amsterdam. Although buses competed with the railroad, they all became nationalized after the revolution. Attempting to prevent the decay of the Cuban system, British Rail helped during the 1960’s by supplying new locomotives. However, this slowed and eventually came to a halt after the Bay of Pigs Invasion and the Cuban Missile Crisis. Eastern Bloc and countries that continued to be friendly with Cuba, such as Canada, Spain and Mexico, took over. During the past decade China, Iran and Venezuela became Cuba’s primary benefactors and suppliers. Cuba has had long-range plans to update and modernize its railroad system. These plans are presently being realized and the upgrading and modernizing of the country’s 26,000 miles of track and replacing older locomotives, including some steam engines, with powerful and modern diesel-fueled locomotives are becoming a reality. On August 12, 1933, President Machado fled Cuba with ABC terrorists shooting at his laden airplane as it prepared to take off from the long hot runway. He left Cuba without any continuity of leadership and a smooth transfer of authority to the next administration became impossible in Havana. American envoy, Sumner Welles stepped into the vacuum and encouraged Carlos Manuel de Céspedes y Quesada to accept the office of Provisional President of Cuba. Céspedes was a Cuban writer and politician, born in New York City, son of Carlos Manual de Céspedes del Castillo who was a hero of the Cuban War of Independence. Wearing a spotlessly clean, crisp white suit, Céspedes was installed as the Provisional President of Cuba, on what was his 62nd birthday. This expedient political move failed to prevent the violence that broke out in the streets. Mobs looted and behaved with viciousness that lasted for six long hours and created a mayhem not witnessed since Cuba’s Independence from Spain. Students from the university ransacked the previously pro-Machado newspaper “Heraldo de Cuba.” The Presidential Palace was stormed and severely damaged, with the culprits leaving a “For Rent” sign hanging on the front gate. The temperament of the mob that rallied against the Machado supporters, including the hated Porristas who had been left behind, was ferocious. They wounded over 200 hapless souls and cost 21 people their lives. Five members of the Porristas as well as Colonel Antonio Jimenez, the head of Machado’s secret police, were summarily shot to death and trampled upon. The rioters then tied the mutilated body of Jimenez to the top of a car and paraded his bullet-riddled carcass through the streets of Havana, showing it off as a trophy. When the howling throng of incensed people finally dumped him in front of the hospital, it was determined that he had been shot 40 times. Students hammered away at an imposing bronze statue of Machado, until piece by piece it was totally destroyed. Shops owned by the dictator’s friends were looted and smashed, as were the homes of Cabinet members living in the affluent suburbs.

Gustavo Arcos, a loyal revolutionary who was with Castro in the second car when they attacked the Moncada Barracks in Santiago de Cuba, was shot in his back. The shot severely wounded him and disabled his right leg, thereby causing him a lifetime of pain. A few years later, Arcos went to Mexico with the intention of gathering support as well as money and munitions for the movement. After the revolution, for his loyalty, Gustavo Arcos was appointed the Cuban Ambassador to Belgium. However, as ambassador he became disillusioned with the Soviet form of communism and began to see Castro more as a dictator than a revolutionary leader. When he returned from his duties in Belgium, instead of being able to freely leave Cuba, Arcos was convicted and sentenced to ten years in prison on charges of being a counter-revolutionary. In 1981, after his release from his years of confinement, he attempted to escape from Cuba, for which he was sent back to prison. After his second release, Arcos decided that he could better serve the people of Cuba by staying and accepting the position of the Executive Secretary of the Cuban Committee for Human Rights. His committee rapidly grew from occupying a small office in Havana, to being a nationwide organization recognized by the United Nations. Gustavo Arcos died of natural causes on August 8, 2006, at 79 years of age.

In exchange for hard work the [Cuban] people have freedom. Not only freedom from want but freedom to develop themselves as individuals. They have shelter, no mortgages, sufficient food for survival and sufficient clothing. There are few cars, as this is really a luxury item, and what cars there are, are for the use of the people. There are many buses. These buses are all made in France or England. In Havana, transportation is only 5 cents. If you have it, you pay it consciously, if not you can ride anyway. I used to watch the people get on and everyone seemed to pay. Public telephones are free. Medical care is completely free to everyone. Even sports events are free. (1969)

Some of Batista’s followers intimidated jailed and even killed political opponents. One of the pro-Batista paramilitary thugs was Rolando Arcadio Masferrer Rojas, who was born in Holguín on July 12, 1918. He had been a member of the Abraham Lincoln Brigade, organized in 1936 by the Communist International during the Spanish Civil War. Returning to Cuba, Masferrer became a staunch supporter of Batista, who at that time had the backing of the Communist Party. Masferrer was by no means the average run of the mill thug and, in addition to being a lawyer, he ran for office and won a seat in the Cuban Senate. He was also a guerrilla leader, political activist, a member of the Cuban Communist Party, a newspaper publisher, and responsible for the founding of “Los Tigres de Masferrer,” a guerrilla organization he organized to support Batista militarily. He also published two newspapers, Tiempo in Havana and Libertad in Santiago de Cuba. Becoming a radical anti-communist, he was ousted from the Cuban Communist Party. Regardless, Masferrer was a dangerous man and people learned to keep their mouths shut and play it low key when he was around. As a pro-Batista political activist, he took credit for supposedly attacking Castro’s rebels in the Sierra Maestra Mountains. Actually, in most cases his group of not-so-fierce fighters stayed safely within the city limits of Santiago de Cuba, extorting money from the residents. In 1959, after Castro’s entry into Havana, Masferrer fled to the United States where he befriended American union bosses such as Jimmy Hoffa and got to know Mafia leaders such as Santo Trafficante in Tampa, Florida. Masferrer worked with Richard Bissell of the Central Intelligence Agency, planning another assassination attempt on Castro. He was seen at a ranch owned by multi-millionaire Howard Hughes, where he was training paid assassins, and he even met with President Kennedy in Washington. With money contributed by fellow Cubans living in Florida, he later planned to carry out the assassination of Fidel Castro by attacking him from a distant base in Haiti. It all ended when, on October 31, 1975, Masferrer was killed by a car bomb in Miami. Although his figures may be somewhat exaggerated, Castro claimed that Masferrer was responsible for the death of as many as 2,000 people during the Batista era.
