Long before it was known to me as a place where my ancestry was even remotely involved, the idea of a state for Jews (or a Jewish state; not quite the same thing, as I failed at first to see) had been 'sold' to me as an essentially secular and democratic one. The idea was a haven for the persecuted and the survivors, a democracy in a region where the idea was poorly understood, and a place where—as Philip Roth had put it in a one-handed novel that I read when I was about nineteen—even the traffic cops and soldiers were Jews. This, like the other emphases of that novel, I could grasp. Indeed, my first visit was sponsored by a group in London called the Friends of Israel. They offered to pay my expenses, that is, if on my return I would come and speak to one of their meetings. I still haven't submitted that expenses claim. The misgivings I had were of two types, both of them ineradicable. The first and the simplest was the encounter with everyday injustice: by all means the traffic cops were Jews but so, it turned out, were the colonists and ethnic cleansers and even the torturers. It was Jewish leftist friends who insisted that I go and see towns and villages under occupation, and sit down with Palestinian Arabs who were living under house arrest—if they were lucky—or who were squatting in the ruins of their demolished homes if they were less fortunate. In Ramallah I spent the day with the beguiling Raimonda Tawil, confined to her home for committing no known crime save that of expressing her opinions. (For some reason, what I most remember is a sudden exclamation from her very restrained and respectable husband, a manager of the local bank: 'I would prefer living under a Bedouin muktar to another day of Israeli rule!' He had obviously spent some time thinking about the most revolting possible Arab alternative.) In Jerusalem I visited the Tutungi family, who could produce title deeds going back generations but who were being evicted from their apartment in the old city to make way for an expansion of the Jewish quarter. Jerusalem: that place of blood since remote antiquity. Jerusalem, over which the British and French and Russians had fought a foul war in the Crimea, and in the mid-nineteenth century, on the matter of which Christian Church could command the keys to some 'holy sepulcher.' Jerusalem, where the anti-Semite Balfour had tried to bribe the Jews with the territory of another people in order to seduce them from Bolshevism and continue the diplomacy of the Great War. Jerusalem: that pest-house in whose environs all zealots hope that an even greater and final war can be provoked. It certainly made a warped appeal to my sense of history.

First you tell people to leave their homes and villages because you are going to come in and kick out the Jews the day after the UN grants Israel its nationhood. So you and the UN build refugee camps that are designed to last only five years and crowd the people in, instead of integrating them into your society and giving them citizenship. After a few years of overcrowding and deteriorating living conditions, you get the media to visit and publish a lot of pictures of these poor people living in the hopeless, wretched squalor you have left them in. In 1967 you get all your cronies together with their guns and tanks and planes and start beating the war drums. Again the same old story: you really are going to kill all the Jews this time or drive them into the sea, and everyone will be able to go back home, take over what the Jews have developed, and live in a Jew-free Middle East. Again you fail and now there are even more refugees living in your countries, and Israel is even larger, with Jerusalem as its capital. Time for more pictures of more camps and suffering children. What is to be done about these poor refugees (that not even the Arabs want)? Then start Middle Eastern student organizations on U.S. college campuses and find some young, idealistic American college kids who have no idea of what has been described here so far, and have them take up the cause. Now enter some power-hungry type like Yasser Arafat who begins to blackmail you and your Arab friends, who created the mess, for guns and bombs and money to fight the Israelis. Then Arafat creates hell for the world starting in the 1970s with his terrorism, and the “Palestinian refugee problem” becomes a worldwide issue and galvanizes all your citizens and the world against Israel. Along come the suicide bombers, so to keep the pot boiling you finance the show by paying every bomber’s family twenty-five thousand dollars. This encourages more crazies to go blow themselves up, killing civilians and children riding buses to school. Saudi Arabia held telethons to raise thousands of dollars to the families of suicide bombers. What a perfect way to turn years of military failure into a public-opinion-campaign success. The perpetuation of lies and uncritical thinking, combined with repetitious anti-Jewish and anti-American diatribes, has produced a generation of Arab youth incapable of thinking in a civilized manner. This government-nurtured rage toward the West and the infidels continues today, perpetuating their economic failure and deflecting frustration away from the dictators and regimes that oppress them. This refusal by the Arab regimes to take an honest look at themselves has created a culture of scapegoating that blames western civilization for misery and failure in every aspect of Arab life. So far it seems that Arab leaders don’t mind their people lagging behind, save for King Abdullah’s recent evidence of concern. (The depth of his sincerity remains to be seen.)

Some of them worked surprisingly well, whereas others were little short of a death sentence. The only thing that united European, Chinese, African, and American medical practices was that everywhere at least a third of all children died before reaching adulthood, and average life expectancy was far below fifty.14 Today, if you happen to be sick, it makes much less difference where you live. In Toronto, Tokyo, Tehran, or Tel Aviv, you will be taken to similar-looking hospitals, where you will meet doctors in white coats who learned the same scientific theories in the same medical colleges. They will follow identical protocols and use identical tests to reach very similar diagnoses. They will then dispense the same medicines produced by the same international drug companies. There are still some minor cultural differences, but Canadian, Japanese, Iranian, and Israeli physicians hold much the same views about the human body and human diseases. After the Islamic State captured Raqqa and Mosul, it did not tear down the local hospitals. Rather, it launched an appeal to Muslim doctors and nurses throughout the world to volunteer their services there.15 Presumably even Islamist doctors and nurses believe that the body is made of cells, that diseases are caused by pathogens, and that antibiotics kill bacteria.

The answer is… nothing, except the force of deterrence. Peace with a dictatorship, or at least nonbelligerence with it, is achieved not by debilitating concessions but by powerful deterrence—not by weakness but by strength. The dictatorship that I was most concerned with was actually not Syria but Iran. On February 19, 1993, I published an article titled “The Great Danger.” “The greatest danger to Israel’s existence is not found in the Arab countries, but in Iran,”3 I wrote. I consistently argued that we must take action to prevent Iran from realizing its nuclear ambitions. All these arguments, based on history and common sense, were dismissed by the foreign policy elites in both Israel and Washington. The election of Rabin was seen as an opportunity to break the logjam and make a historic peace, beginning with Syria. But first one obstacle had to be removed. The Ford administration had given Israel a commitment that the Golan Heights would effectively remain in Israel’s hands. President Clinton’s secretary of state, Warren Christopher, was dispatched to Israel to change that. Christopher devised a new secret agreement by which the US would receive from Israel “a deposit”—an advanced promise to cede the Golan Heights in exchange for a future peace deal. This was required because Hafez Assad, the Syrian dictator, insisted on first receiving such an Israeli commitment before he would even consider moving forward with any political negotiations with Israel. As would later become evident, Assad actually had no intention of making a formal peace, but the Rabin government nonetheless agreed to a full withdrawal from the Heights in exchange for a peace agreement.

They showed the world that great things happen when an American president and an Israeli prime minister work in tandem, with no daylight between them. We proved conclusively that if you pursue peace through strength, you get both.

In 1947, the United Nations Special Committee on Palestine recommended the partition of Palestine, which was accepted by the General Assembly and by the Jewish Agency, but rejected by the Arabs. An Arab “Liberation Army” seized the Galilee and attacked the Jewish section of Jerusalem. Violence gripped Palestine. In 1948, Britain, at wit’s end, gave up its mandate and withdrew its Army and administration, plunging Palestine into anarchy. On May 14, 1948, the Jewish National Council proclaimed the state of Israel. It was recognized almost instantly by the Soviet Union, followed quickly by the United States. The Arab League launched a full-scale attack. The first Arab-Israeli war had begun. A few days after Israel’s proclamation of statehood, James Terry Duce of Aramco passed word to Secretary of State Marshall that Ibn Saud had indicated that “he may be compelled, in certain circumstances, to apply sanctions against the American oil concessions… not because of his desire to do so but because the pressure upon him of Arab public opinion was so great that he could no longer resist it.” A hurriedly done State Department study, however, found that, despite the large reserves, the Middle East, excluding Iran, provided only 6 percent of free world oil supplies and that such a cut in consumption of that oil “could be achieved without substantial hardship to any group of consumers.

The most sophisticated new weapon used against the Palestinian protesters was the “Sea of Tears,” a drone that dropped tear gas canisters on a desired area. Despite Israeli claims of accuracy, a tent full of Palestinian women and children had tear gas dropped onto them, as did groups of reporters. Israeli police started using drones that dropped tear gas grenades on protestors in the West Bank in April 2021. One month later, Israel announced that a fleet of drones would be used to track riots and protests as well as areas damaged by rockets fired from Gaza. Israel announced in 2022 that it approved the use of armed drones for “targeted killings” in the West Bank. Reportedly tested over Gaza before the major protests began in 2018, a Chinese-made drone by Da Jiang Innovations was reconfigured by Israel’s Border Force, which was working with Israeli company Aeronautics to adapt the drone to on-the-ground service requirements. “Beyond the fact that it neutralizes all danger to our forces, it allows us to reach places that we had yet to reach,” Border Police Commander Kobi Shabtai told Israel’s Channel 2 news. The immediate effectiveness of the Sea of Tears led Maf’at, the Israeli Administration for the Development of Weapons and Technological Infrastructure, to purchase hundreds of the drones after the first night of demonstrations in Gaza. Another innovation was the “skunk water” drone, a form of liquid emitted from a water cannon that left a foul smell on clothes and body for a long time. Israeli firm Aeronautics was behind this innovation, a technique that had been already used in the West Bank and Jerusalem to deter protestors. Reports appeared in early 2020 by anti-occupation activists in the West Bank that Israeli-controlled talking drones were flying overhead and sending out a “Go Home” message to Palestinian protestors. In the United States, however, the response to Eichmann’s capture was not celebration but outrage. Joseph Proskauer, a former president of the American Jewish Committee (AJC), urged Prime Minister Ben-Gurion not to try Eichmann in Jerusalem but to turn him over to an international tribunal. Proskauer, who had been at the helm of the AJC’s anti-Zionist wing and had explicitly objected to the creation of a Jewish state, had said years earlier that he viewed Zionist efforts to establish a Jewish commonwealth in Palestine as nothing less than a “Jewish catastrophe.”* He might have softened in the interim, but Proskauer was still appalled by Israel’s move. To try Eichmann in Jerusalem would be to acknowledge that Israel spoke for and acted in the name of world Jewry, and the AJC had long been on record as taking the position that the small Jewish state was anything but the center of the Jewish world. Nor did Proskauer, a member of a generation of American Jews deeply conscious of how they were seen by “ordinary” Americans, seem comfortable having the spotlight on Jews alone. Eichmann, he reminded Ben-Gurion, had committed “unspeakable crimes against humanity, not only against Jews.” Proskauer actually clipped a Washington Post editorial that insisted, “Although there are a great many Jews in Israel, the Israeli government has no authority . . . to act in the name of some imaginary Jewish ethnic entity,” and sent it to Ben Gurion.

THIS NOTION OF A “new Jew” would become one of Zionism’s most defining ideas. In 1942, some three decades after Bialik wrote “In the City of Slaughter,” a writer in the Yishuv named Hayim Hazaz wrote a short story—“The Sermon”—that has become an Israeli classic. The narrator of the “sermon” is Yudke, one of the founders of the kibbutz on which he lives. Yudke is trying to explain to his fellow kibbutzniks why he believes that they should not teach Jewish history to their children. His main reason is that “we really don’t have a history at all. . . . You see, we never made our own history, the gentiles always made it for us . . . it wasn’t ours, it wasn’t ours at all!” Yudke’s view of Jewish history is classic Zionist fare. “Persecutions, massacres, martyrdoms and pogroms. And more persecutions, massacres, martyrdoms and pogroms. And more, and more, and more of them without end.” The Jews have been so weak and pathetic (and here Hazaz is almost identical to Bialik) that Jewish children find nothing of interest in Jewish history. “Children love to read historical novels. Everywhere else, as you know, such books are full of heroes and conquerors and brave warriors and glorious adventures. In short, they’re exciting.” The problem is that these children “read novels, but ones about gentiles, not about Jews. Why? You can be sure it’s no accident. Jewish history is simply boring . . . it has no adventures, no conquering heroes, no great rulers or potentates.” Jews in history are not potentates. They are “a mob of beaten, groaning, weeping, begging Jews”—the opposite of inspiring. That is why, says Yudke, “if it were up to me, I wouldn’t allow our children to be taught Jewish history at all. Why on earth should we teach them about the shameful life led by their ancestors? I’d simply say to them ‘look boys and girls, we don’t have any history. We haven’t had one since the day we were driven into exile. Class dismissed, you can go outside and play.

Even in the moments during which the relationship is most strained, they need to remember one of the central lessons of Jewish history: the unpredictability of survival. Most national traditions celebrate great victories, and monuments are created to commemorate triumphs. They range from the glorious (Paris’s Arc de Triomphe, for example) to the grand (the Arch of Titus in Rome) to the foolish (such as Cairo’s October War Panorama, which portrays the Yom Kippur War as a great Egyptian victory). Jews have long had a different take on history. The Jewish calendar is replete with dates that mark near-catastrophe or actual destruction. The holiday of Purim marks the close call of the Jews’ narrow escape when Haman tried to convince the king to kill all the Jews in his kingdom. There is a fast day to commemorate the beginning of the Babylonian siege of Jerusalem. Another marks the breaching of the city’s walls. And a more major fast (the aforementioned Ninth of Av) mourns the destruction of both Temples. In a similar vein, Israel is dotted with thousands of monuments, almost all of them to fallen soldiers in one war or another. Tellingly, there is hardly a single monument to an Israeli victory, of which there have been many.

This is especially true in a place as overcrowded as the Gaza Strip, where people have nowhere to flee even if they are given prior notice that their homes are about to be destroyed. Beyond the horrific injuries they inflict on human flesh, air bombardment and artillery fire on this scale cause unimaginable destruction to property: in the 2014 assault, over 16,000 buildings were rendered uninhabitable, including entire neighborhoods. A total of 277 UN and government schools, seventeen hospitals and clinics, and all six of Gaza’s universities were damaged, as were over 40,000 other buildings. Perhaps 450,000 Gazans, about a quarter of the population, were forced to leave their homes, and many of them no longer had homes to go back to afterward. These were not random occurrences, nor was this the regrettable collateral damage often lamented during a war. The weapons chosen were lethal, meant for employment on an open battlefield, not in a heavily populated urban environment. Moreover, the scale of the onslaught was entirely in keeping with Israeli military doctrine. The killing and mangling in 2014 of some 13,000 people, most of them civilians, and the destruction of the homes and property of hundreds of thousands, was intentional, the fruit of an explicit strategy adopted by the Israeli military at least since 2006, when it used such tactics in Lebanon. The Dahiya doctrine, as it is called, is named for the southern suburb of Beirut—al-Dahiya—which was destroyed by Israel’s air force using 2,000-pound bombs and other ordnance. This strategy was explained in 2008 by Maj. Gen. Gadi Eizenkot, then head of Northern Command (and thereafter Israeli chief of staff): What happened in the Dahiya quarter … will happen in every village from which Israel is fired on.… We will apply disproportionate force on it and cause great damage and destruction there. From our standpoint, these are not civilian villages, they are military bases.… This is not a recommendation. This is a plan. And it has been approved.34
