To be eligible for such insurance, the FHA insisted on doing its own appraisal of the property to make certain that the loan had a low risk of default. Because the FHA's appraisal standards included a whites-only requirement, racial segregation now became an official requirement of the federal mortgage insurance program. The FHA judged that properties would probably be too risky for insurance if they were in racially mixed neighborhoods or even in white neighborhoods near black ones that might possibly integrate in the future. When a bank applied to the FHA for insurance on a prospective loan, the agency conducted a property appraisal, which was also likely performed by a local real estate agent hired by the agency. as the volume of applications increased, the agency hired its own appraisers, usually from the ranks of the private real estate agents who had previously been working as contractors for the FHA. To guide their work, the FHA provided them with an Underwriting Manual. The first, issued in 1935, gave this instruction: 'If a neighborhood is to retain stability it is necessary that properties shall continue to be occupied by the same social and racial classes. A change in social or racial occupancy generally leads to instability and a reduction in values.' The FHA favored mortgages in areas where boulevards or highways served to separate African American families from whites, stating that '[n]atural or artificially established barriers will prove effective in protecting a neighborhood and the locations within it from adverse influences, . . . includ[ing] prevention of the infiltration of . . . lower class occupancy, and inharmonious racial groups.

Illegal sand mining runs a wide gamut. At one end, it includes legitimate businesses overstepping the boundaries of their permits. In 2003, for instance, California filed a lawsuit41 against Hanson Aggregates, a global mining outfit, for unauthorized dredging of sand from the San Francisco Bay. “These sand pirates have enriched themselves by stealing from the state and ripping off taxpayers,” the state’s attorney general declared at the time. Hanson eventually settled, paying the state $42 million. At the other extreme are outright criminals, from petty thieves to well-organized gangs willing to kill to protect their sand business. In 2015, New York state authorities slapped a $700,000 fine on a Long Island contractor who had illegally gouged thousands of tons of sand from a 4.5-acre patch of land near the town of Holtsville and then refilled the pit with toxic waste. These “scoop and fill” operations have become common as the area’s legitimate sources of sand have been increasingly depleted, according to the New York State Department of Environmental Conservation.42 In other countries, the black market takes more dramatic forms. One of Israel’s most notorious gangsters, a man allegedly involved in a spate of recent car bombings, got his start stealing sand from public beaches. In Morocco, fully half the sand used for construction is estimated to be mined illegally; whole stretches of beach in that country are disappearing.

Over Europe as a whole, alterations in state control of capital and of coercion between AD 900 and the present have followed two parallel arcs. At first, during the age of patrimonialism, European monarchs generally extracted what capital they needed as tribute or rent from lands and populations that lay under their immediate control - often within stringent contractual limits on the amounts they could demand. In the time of brokerage (especially between 1400 and 1700 or so), they relied heavily on formally independent capitalists for loans, for management of revenue-producing enterprises, and for collection of taxes. By the eighteenth century, however, the time of nationalization had come; many sovereigns were incorporating the fiscal apparatus directly into the state structure, and drastically curtailing the involvement of independent contractors. The last century or so, the age of specialization, has brought a sharper separation of fiscal from military organization and an increasing involvement of states in the oversight of fixed capital. On the side of coercion, a similar evolution took place. During the period of patrimonialism, monarchs drew armed force from retainers, vassals, and militias who owed them personal service - but again within significant contractual limits. In the age of brokerage (again especially between 1400 and 1700) they turned increasingly to mercenary forces supplied to them by contractors who retained considerable freedom of action. Next, during nationalization, sovereigns absorbed armies and navies directly into the state's administrative structure, eventually turning away from foreign mercenaries and hiring or conscripting the bulk of their troops from their own citizenries. Since the mid-nineteenth century, in a phase of specialization, European states have consolidated the system of citizen militaries backed by large civilian bureaucracies, and split off police forces specialized in the use of coercion outside of war. By the nineteenth century, most European states had internalized both armed forces and fiscal mechanisms; they thus reduced the governmental roles of tax farmers, military contractors, and other independent middlemen. Their rulers then continued to bargain with capitalists and other classes for credit, revenues, manpower, and the necessities of war. Bargaining, in its turn, created numerous new claims on the state: pensions, payments to the poor, public education, city planning, and much more. In the process, states changed from magnified war machines into multiple-purpose organizations. Their efforts to control coercion and capital continued, but in the company of a wide variety of regulatory, compensatory, distributive, and protective activities.

Since 1884 Bath Iron Works was incorporated by General Thomas W. Hyde who had served in the Union Army during the Civil War. At first the shipyard made iron hardware and windlasses for the wooden ships of the day but soon built warships for the United States Navy although it also started builting commercial vessels. The USS Machias a schooner rigged, steam driven, gunboat was one of two 190-foot (58 m) gunboats, first built by the company. It has been said that Chester Nimitz commanded the Machias during World War I, although this has not been substantiated. In 1892 the yard built their first commercial vessel, the 2,500-ton steel passenger steamer the SS City of Lowell. From these humble beginnings BIW became a major United States shipyard and has designed and built almost every type of naval vessel that the US Navy had or has, including the new stealth destroyers of the Zumwalt class. I first saw Bath Iron Works when I crossed the Kennebec River in 1952. I wrote about this in “Seawater One” describing how our bus crossed on the Carlton Lift Bridge and how I saw the USS Dealey (DE-1006) being built. During World War II, ships built at BIW were considered by Navy officers and sailors to be the toughest afloat, giving rise to the slogan "Bath-built is best-built." In 1995, BIW became a subsidiary of General Dynamics and at that time was the fifth-largest defense contractor in the world.
