Dog Talk … I have seen Ben place his nose meticulously into the shallow dampness of a deer’s hoofprint and shut his eyes as if listening. But it is smell he is listening to. The wild, high music of smell, that we know so little about. Tonight Ben charges up the yard; Bear follows. They run into the field and are gone. A soft wind, like a belt of silk, wraps the house. I follow them to the end of the field where I hear the long-eared owl, at wood’s edge, in one of the tall pines. All night the owl will sit there inventing his catty racket, except when he opens pale wings and drifts moth-like over the grass. I have seen both dogs look up as the bird floats by, and I suppose the field mouse hears it too, in the pebble of his tiny heart. Though I hear nothing. Bear is small and white with a curly tail. He was meant to be idle and pretty but learned instead to love the world, and to romp roughly with the big dogs. The brotherliness of the two, Ben and Bear, increases with each year. They have their separate habits, their own favorite sleeping places, for example, yet each worries without letup if the other is missing. They both bark rapturously and in support of each other. They both sneeze to express plea- sure, and yawn in humorous admittance of embarrassment. In the car, when we are getting close to home and the smell of the ocean begins to surround them, they both sit bolt upright and hum. With what vigor and intention to please himself the little white dog flings himself into every puddle on the muddy road. Somethings are unchangeably wild, others are stolid tame. The tiger is wild, the coyote, and the owl. I am tame, you are tame. The wild things that have been altered, but only into a semblance of tameness, it is no real change. But the dog lives in both worlds. Ben is devoted, he hates the door between us, is afraid of separation. But he had, for a number of years, a dog friend to whom he was also loyal. If anything, the LAPD had long and famously been guilty of overreaction, as they had shown, for example, during the infamous 1988 raid on two small, adjacent apartment buildings on South Central’s Dalton Avenue. There, eighty LAPD officers had stormed the buildings looking for drugs on a bullshit tip. After handcuffing the terrorized residents—including small children and their grandparents—they then spent the next several hours tearing all the toilets from the floors; smashing in walls, stairwells, bedroom sets, and televisions with sledgehammers; slashing open furniture; and then sending it all crashing through windows into the front yard and arresting anyone who happened by to watch. As they were leaving, the officers spray-painted a large board located down the street with some graffiti. “LAPD Rules,” read one message; “Rolling 30s Die” read another. So completely uninhabitable were the apartments rendered that the Red Cross had to provide the occupants with temporary shelter, as if some kind of natural disaster had occurred. No gang members lived there, no charges were ever filed. In the end, the city paid $3.8 million to the victims of the destruction. A report later written by LAPD assistant chief Robert Vernon called it “a poorly planned and executed field operation [that] involved . . . an improperly focused and supervised aggressive attitude of police officers, supervisors and managers toward being ‘at war’ with gang members.” The

One of the first episodes was based on the murders of the Osage. At Hoover’s request, Agent Burger had even written up fictional scenes, which were shared with the program’s producers. In one of these scenes, Ramsey shows Ernest Burkhart the gun he plans to use to kill Roan, saying, “Look at her, ain’t she a dandy?” The broadcasted radio program concluded, “So another story ends and the moral is identical with that set forth in all the others of this series….[ The criminal] was no match for the Federal Agent of Washington in a battle of wits.” Though Hoover privately commended White and his men for capturing Hale and his gang and gave the agents a slight pay increase—“ a small way at least to recognize their efficiency and application to duty”—he never mentioned them by name as he promoted the case. They did not quite fit the profile of college-educated recruits that became part of Hoover’s mythology. Plus, Hoover never wanted his men to overshadow him.

INTERNATIONAL LAW WAS CREATED DURING THE BUSH ADMINISTRATION BECAUSE a group of Mexicans—and one African American—gang-raped and murdered two teenaged girls in Houston, Texas.1 The crime made history in another way: It led to the most death sentences handed out for a single crime in Texas since 1949.2 Do you even know about this case? The only reason the media eventually admitted that the lead rapist, Jose Ernesto Medellin, was an illegal alien from Mexico was to try to overturn his conviction on the grounds that he had not been informed of his right, as a Mexican citizen, to confer with the Mexican consulate. Journalists have an irritating tendency to skimp on detail when reporting crimes by immigrants, a practice that will not be followed here. One summer night in June 1993, fourteen-year-old Jennifer Ertman and Elizabeth Peña, who had just turned sixteen, were returning from a pool party, and decided to take a shortcut through a park to make their 11:30 p.m. curfew. They encountered a group of Hispanic men, who were in the process of discussing “gang etiquette,” such as not complaining if other members talked about having sex with your mother.3 The girls ran away, but Medellin grabbed Jennifer and began ripping her clothes off. Hearing her screams, Elizabeth came back to help her friend. For more than an hour, the five Hispanics and one black man raped the teens, vaginally, anally, and orally—“every way you can assault a human being,” as the prosecutor put it.4 The girls were beaten, kicked, and stomped, their teeth knocked out and their ribs broken. One of the Hispanic men told Medellin’s fourteen-year-old brother to “get some,” so he raped one of the girls, too. But when it was time to kill the girls, Medellin said his brother was “too small to watch” and dragged the girls into the woods.5 There, the girls were forced to kneel on the ground and a belt or shoelace was looped around their necks. Then a man on each side pulled on the cord as hard as he could. The men strangling Jennifer pulled so hard they broke the belt. Medellin later complained that “the bitch wouldn’t die.” When it was done, he repeatedly stomped on the girls’ necks, to make sure they were dead.6 At trial, Medellin’s sister-in-law testified that shortly after the gruesome murders, Medellin was laughing about it, saying they’d “had some fun with some girls” and boasting that he had “virgin blood” on his underpants.7 It’s difficult to understand a culture where such an orgy of cruelty is bragged about at all, but especially in front of women.

Not long after I learned about Frozen, I went to see a friend of mine who works in the music industry. We sat in his living room on the Upper East Side, facing each other in easy chairs, as he worked his way through a mountain of CDs. He played “Angel,” by the reggae singer Shaggy, and then “The Joker,” by the Steve Miller Band, and told me to listen very carefully to the similarity in bass lines. He played Led Zeppelin’s “Whole Lotta Love” and then Muddy Waters’s “You Need Love,” to show the extent to which Led Zeppelin had mined the blues for inspiration. He played “Twice My Age,” by Shabba Ranks and Krystal, and then the saccharine ’70s pop standard “Seasons in the Sun,” until I could hear the echoes of the second song in the first. He played “Last Christmas,” by Wham! followed by Barry Manilow’s “Can’t Smile Without You” to explain why Manilow might have been startled when he first heard that song, and then “Joanna,” by Kool and the Gang, because, in a different way, “Last Christmas” was an homage to Kool and the Gang as well. “That sound you hear in Nirvana,” my friend said at one point, “that soft and then loud kind of exploding thing, a lot of that was inspired by the Pixies. Yet Kurt Cobain” — Nirvana’s lead singer and songwriter — “was such a genius that he managed to make it his own. And ‘Smells Like Teen Spirit’?” — here he was referring to perhaps the best-known Nirvana song. “That’s Boston’s ‘More Than a Feeling.’ ” He began to hum the riff of the Boston hit, and said, “The first time I heard ‘Teen Spirit,’ I said, ‘That guitar lick is from “More Than a Feeling.” ’ But it was different — it was urgent and brilliant and new.” He played another CD. It was Rod Stewart’s “Do Ya Think I’m Sexy,” a huge hit from the 1970s. The chorus has a distinctive, catchy hook — the kind of tune that millions of Americans probably hummed in the shower the year it came out. Then he put on “Taj Mahal,” by the Brazilian artist Jorge Ben Jor, which was recorded several years before the Rod Stewart song. In his twenties, my friend was a DJ at various downtown clubs, and at some point he’d become interested in world music. “I caught it back then,” he said. A small, sly smile spread across his face. The opening bars of “Taj Mahal” were very South American, a world away from what we had just listened to. And then I heard it. It was so obvious and unambiguous that I laughed out loud; virtually note for note, it was the hook from “Do Ya Think I’m Sexy.” It was possible that Rod Stewart had independently come up with that riff, because resemblance is not proof of influence. It was also possible that he’d been in Brazil, listened to some local music, and liked what he heard.

Starting in the Clinton era and continuing through George W. Bush’s two terms, progressive activists mounted direct pressure—either in the form of public protest or lawsuits—against banks. This was aimed at intimidating banks to adopt new lending standards and also to engage the activist groups themselves in the lending process. In 1994, a young Barack Obama, recently graduated from Harvard Law School, joined two other attorneys in suing Citibank for “discriminatory lending” because it had denied home loans to several bank applicants. The case was called Selma S. Buycks-Roberson v. Citibank. Citibank denied wrongdoing, but as often happens in such situations, it settled the lawsuit to avoid litigation costs and the negative publicity. Selma Buycks-Roberson and two of her fellow plaintiffs altogether received $60,000, and Obama and his fellow lawyers received nearly a million dollars in legal fees. This was a small salvo in a massive fusillade of lawsuits filed against banks and financial institutions in the 1990s. ACORN, the most notorious of these groups, had its own ally in the Clinton administration: Hillary Clinton. (Around the same time, ACORN was also training an aspiring community activist named Barack Obama.) Hillary helped to raise money for ACORN and also for a closely allied group, the Industrial Areas Foundation. The IAF had been founded by Saul Alinsky and continued to operate as an aggressive leftist pressure group long after Alinsky’s death in 1972. Hillary lent her name to these groups’ projects and met several times with their organizers in the White House. ACORN’s efforts were also supported by progressive politicians like Nancy Pelosi, Barney Frank, Jon Corzine, Chuck Schumer, and Harry Reid. I mention these rivers because I’ve seen them myself, and written about them, but as an alien, a romantic voyeur. A river is history made visible, the lifeblood of a nation.

While in the United States, we are teargassing and rubber-bulleting and kenneling Natives trying to protect their water from pollution and contamination at Standing Rock in North Dakota. We have yet to discover what the effects of lead-contaminated water will be on the children of Flint, Michigan, who have been drinking it for years. America is a land of bad math and science. The Right believes Rapture will save them from the violence they are delivering upon the earth and water; the Left believes technology, the same technology wrecking the earth and water, will save them from the wreckage or help them build a new world on Mars. ---

Guzmán, known as El Chapo (Shorty) for his small stature, ran the largest airborne opera- tion in Mexico; he owned more aircraft than Aeromexico, the national air- line. Between 2006 and 2015, Mexican authorities seized 599 aircraft — 586 planes and 13 helicopters—from the Sinaloa cartel; by comparison, Aeromexico had a piddling fleet of 127 planes.... One Zeta atrocity I knew nothing about took place in 2010, in the small town of San Fernando, south of Reynosa. A roaming band of Zetas stopped two buses of migrants—men, women, and children from Central and South America, who were fleeing the violence in their countries. The Zetas demanded money. The migrants had no money. The Zetas demanded that the migrants work for them, as assassins or operatives or drug mules. The migrants refused. So they were taken to a building in the village of El Huizachal, blindfolded, their hands and legs bound, and each one was shot in the head. Seventy-two of them died. One man (from Ecuador) played dead, escaped, and raised the alarm... The gory details of this massacre became known when one of the perpetrators was arrested, Édgar Huerta Montiel, an army deserter known as El Wache, or Fat Ass. He admitted killing eleven of the migrants person- ally, in the belief (so he said) that they were working for a gang hostile to his own. A year later, near the same town, police found 47 mass graves containing 193 corpses — mostly migrants or passengers in buses hijacked and robbed while passing through this area of Tamaulipas state, about eighty miles south of the US border... But in the early 2000s headless bodies began to appear, tossed by the roadside, while human heads were displayed in public, at intersections, and randomly on the roofs of cars. This butchery was believed to be inspired by a tactic of the Guatemalan military’s elite commandos, known as Kaibiles. A man I was to meet in Matamoros, on my traverse of the border, explained how the Kaibiles were toughened by their officers. The officers encouraged recruits to raise a dog from a puppy, then, at a certain point in their training, the recruit was ordered to kill the dog and eat it.... When the Kaibiles became mercenaries in the Mexican cartels, the first beheadings occurred, the earliest known taking place in 2006: a gang in Michoacán kicked open the doors of a bar and tossed five human heads on the dance floor. Alexis de Tocqueville – a man absolutely smitten by democracy in America – reminds us that one of the beauties of living in a democracy is that policies aren’t decreed from on high by “church and state” but from the bottom up, by “village and congregation.” And anthropologist Margaret Mead expounds, “never doubt that a small group of thoughtful, committed citizens can change the world; indeed, it’s the only thing that ever has.

big cities nurture subcultures much more effectively than suburbs or small towns. Lifestyles or interests that deviate from the mainstream need critical mass to survive; they atrophy in smaller communities not because those communities are more repressive, but rather because the odds of finding like-minded people are much lower with a smaller pool of individuals. If one-tenth of one percent of the population are passionately interested in, say, beetle collecting or improv theater, there might only be a dozen such individuals in a midsized town. But in a big city there might be thousands. As Fischer noted, that clustering creates a positive feedback loop, as the more unconventional residents of the suburbs or rural areas migrate to the city in search of fellow travelers. “The theory . . . explains the ‘evil’ and ‘good’ of cities simultaneously,” Fischer wrote. “Criminal unconventionality and innovative (e.g., artistic) unconventionality are both nourished by vibrant subcultures.” Poetry collectives and street gangs might seem miles apart on the surface, but they each depend on the city’s capacity for nurturing subcultures.

Once, on the train from Washington to Philadelphia, I found myself seated next to an African-American man who had worked for the State Department in India but had quit to run a rehabilitation program for juvenile offenders in the District of Columbia. Most of the youths he worked with were gang members who had committed homicide. One fourteen-year-old boy in his program had shot and killed an innocent teenager to prove himself to his gang. At the trial, the victim’s mother sat impassively silent until the end, when the youth was convicted of the killing. After the verdict was announced, she stood up slowly and stared directly at him and stated, “I’m going to kill you.” Then the youth was taken away to serve several years in the juvenile facility. After the first half year the mother of the slain child went to visit his killer. He had been living on the streets before the killing, and she was the only visitor he’d had. For a time they talked, and when she left, she gave him some money for cigarettes. Then she started step-by-step to visit him more regularly, bringing food and small gifts. Near the end of his three-year sentence she asked him what he would be doing when he got out. He was confused and very uncertain, so she offered to set him up with a job at a friend’s company. Then she inquired about where he would live, and since he had no family to return to, she offered him temporary use of the spare room in her home. For eight months he lived there, ate her food, and worked at the job. Then one evening she called him into the living room to talk. She sat down opposite him and waited. Then she started, “Do you remember in the courtroom when I said I was going to kill you?” “I sure do, ma’am,” he replied. “Well, I did,” she went on. “I did not want the boy who could kill my son for no reason to remain alive on this earth. I wanted him to die. That’s why I started to visit you and bring you things. That’s why I got you the job and let you live here in my house. That’s how I set about changing you. And that old boy, he’s gone. So now I want to ask you, since my son is gone, and that killer is gone, if you’ll stay here. I’ve got room, and I’d like to adopt you if you let me.” And she became the mother of her son’s killer, the mother he never had. Our own story may not be so dramatic, yet we have all been betrayed. We must each start where we are. In large and small ways, in our own family and community, we will be offered the dignity and freedom that learns to patiently forgive over and over.
