(Democratic People's Republic of Korea) for 'lenience.' Kim Il Sung ('Fat Man') was eventually lenient about the men, but not about the ship. Madeleine Albright didn't ask to see the vessel on her visit last October, during which she described the gruesome, depopulated vistas of Pyongyang as 'beautiful.' As I got back onto the wharf, I noticed a refreshment cart, staffed by two women under a frayed umbrella. It didn't look like much—one of its three wheels was missing and a piece of brick was propping it up—but it was the only such cart I'd see. What toothsome local snacks might the ladies be offering? The choices turned out to be slices of dry bread and cups of warm water.
Nor did Madeleine Albright visit the absurdly misnamed 'Demilitarized Zone,' one of the most heavily militarized strips of land on earth. Across the waist of the Korean peninsula lies a wasteland, roughly following the 38th parallel, and packed with a titanic concentration of potential violence. It is four kilometers wide (I have now looked apprehensively at it from both sides) and very near to the capital cities of both North and South. On the day I spent on the northern side, I met a group of aging Chinese veterans, all from Szechuan, touring the old battlefields and reliving a war they helped North Korea nearly win (China sacrificed perhaps a million soldiers in that campaign, including Mao Anying, son of Mao himself). Across the frontier are 37,000 United States soldiers. Their arsenal, which has included undeclared nuclear weapons, is the reason given by Washington for its refusal to sign the land-mines treaty. In August 1976, U.S. officers entered the neutral zone to trim a tree that was obscuring the view of an observation post. A posse of North Koreans came after them, and one, seizing the ax with which the trimming was to be done, hacked two U.S. servicemen to death with it. I visited the ax also; it's proudly displayed in a glass case on the North Korean side.

The settler authorities had hit upon a way to encourage settlers to take off on their own or with a few others to gather scalps, at random, for the reward money. “In the process,” John Grenier points out, “they established the large-scale privatization of war within American frontier communities.”25 Although the colonial government in time raised the bounty for adult male scalps, lowered that for adult females, and eliminated that for Indigenous children under ten, the age and gender of victims were not easily distinguished by their scalps nor checked carefully. What is more, the scalp hunter could take the children captive and sell them into slavery. These practices erased any remaining distinction between Indigenous combatants and noncombatants and introduced a market for Indigenous slaves. Bounties for Indigenous scalps were honored even in absence of war. Scalps and Indigenous children became means of exchange, currency, and this development may even have created a black market. Scalp hunting was not only a profitable privatized enterprise but also a means to eradicate or subjugate the Indigenous population of the Anglo-American Atlantic seaboard.26 The settlers gave a name to the mutilated and bloody corpses they left in the wake of scalp-hunts: redskins.

The other school-better imbued with the idea of economy of force, but only in the limited sense of first costs-has contended that the offensive should be aimed at the enemy's weakest point. But where a point is obviously weak this is usually because it is remote from any vital artery or nerve centre, or because it is deliberately weak to draw the assailant into a trap.
Here, again illumination comes from the actual campaign in which Bonaparte put this maxim into execution. It clearly suggests that what he really meant was not 'point', but 'joint'-and that at this stage of his career he was too firmly imbued with the idea of economy of force to waste his limited strength in battering at the enemy's strong point. A joint, however, is both vital and vulnerable.
It was at this time too, that Bonaparte used another phrase that has subsequently been quoted to justify the most foolhardy concentrations of effort against the main armed forces of the enemy. 'Austria is our most determined enemy....Austria overthrown, Spain and Italy fall of themselves. We must not disperse our attacks but concentrate them.' We walked through halls where famous lawmen-and maybe an outlaw or two-had trod a hundred years before. In the evening, we relaxed with coffee out on the balcony of our room-something we’d never managed to do when we actually owned one. It was one of those perfect days you dream of, completely unplanned.
I have a great picture of Chris sitting out there in his cowboy boots, feet propped up, a big smile on his face. It’s still one of my favorites.
People ask about Chris’s love of the Old West. It was something he was born with, really. It had to be in his genes. He grew up watching old westerns with his family, and for a time became a bronco-bustin’ cowboy and ranch hand.
More than that, I think the clear sense of right and wrong, of frontier justice and strong values, appealed to him.

A Robert Kennedy presidency would have consolidated and extended the achievements of John Kennedy’s New Frontier and Lyndon Johnson’s Great Society. The liberal tide of the 1960s was still running strong enough in 1969 to affect Nixon’s domestic policies. The Environmental Protection Act, the Occupational Safety and Health Act, the Comprehensive Employment and Training Act with its CETA employment program were all enacted under Nixon. If that still fast-flowing tide so influenced a conservative administration, what signal opportunities it would have given a reform president! The confidence that both black and white working-class Americans had in Robert Kennedy would have created the possibility of progress toward racial reconciliation. His appeal to the young might have mitigated some of the under-thirty excesses of the time. And of course the election of Robert Kennedy would have delivered the republic from Watergate, with its attendant subversion of the Constitution and destruction of faith in government. RRK

Noting the number of Irish, French, and Polish immigrants in the American force, Ampudia had summoned them to assert a common Catholicism, come across the river, cease “to defend a robbery and usurpation which, be assured, the civilized nations of Europe look upon with the utmost indignation,” and settle down on a generous land bounty. Some of them did so, and the St. Patrick Battalion of American deserters was eventually formed, fought splendidly throughout the war, and was decimated in the campaign for Mexico City — after which its survivors were executed in daily batches.… This earliest shooting of deserters as they swam the Rio Grande, an unwelcome reminder that war has ugly aspects, at once produced an agitation. As soon as word of it reached Washington, the National Intelligencer led the Whig press into a sustained howl about tyranny. In the House J. Q. Adams rose to resolve the court-martial of every officer or soldier who should order the killing of a soldier without trial and an inquiry into the reasons for desertion. He was voted down but thereafter there were deserters in every Whig speech on the conduct of the war, and Calm Observer wrote to all party papers that such brutality would make discipline impossible. But a struggling magazine which had been founded the previous September in the interest of sports got on a sound financial footing at last. The National Police Gazette began to publish lists of deserters from the army, and the War Department bought up big editions to distribute among the troops. Taylor badly needed the Texas Rangers, a mobile force formed for frontier service in the Texas War of Independence and celebrated ever since. It was not yet available to him, however, and he was content to send out a few scouts now and then. So Colonel Truman Cross, the assistant quartermaster general, did not return from one of his daily rides. He was still absent twelve days later, and Lieutenant Porter, who went looking for him with ten men, ran into some Mexican foragers and got killed.

In Western Europe, which suffered much more from the two world wars, the variations are considerably greater: per capita output stagnated between 1913 and 1950 (with a growth rate of just over 0.5 percent) and then leapt ahead to more than 4 percent from 1950 to 1970, before falling sharply to just slightly above US levels (a little more than 2 percent) in the period 1970–1990 and to barely 1.5 percent between 1990 and 2012.
Western Europe experienced a golden age of growth between 1950 and 1970, only to see its growth rate diminish to one-half or even one-third of its peak level during the decades that followed.

If we looked only at continental Europe, we would find an average per capita output growth rate of 5 percent between 1950 and 1970—a level well beyond that achieved in other advanced countries over the past two centuries.
These very different collective experiences of growth in the twentieth century largely explain why public opinion in different countries varies so widely in regard to commercial and financial globalization and indeed to capitalism in general. In continental Europe and especially France, people quite naturally continue to look on the first three postwar decades—a period of strong state intervention in the economy—as a period blessed with rapid growth, and many regard the liberalization of the economy that began around 1980 as the cause of a slowdown.
In Great Britain and the United States, postwar history is interpreted quite differently. Between 1950 and 1980, the gap between the English-speaking countries and the countries that had lost the war closed rapidly. By the late 1970s, US magazine covers often denounced the decline of the United States and the success of German and Japanese industry. In Britain, GDP per capita fell below the level of Germany, France, Japan, and even Italy. It may even be the case that this sense of being rivaled (or even overtaken in the case of Britain) played an important part in the “conservative revolution.” Margaret Thatcher in Britain and Ronald Reagan in the United States promised to “roll back the welfare state” that had allegedly sapped the animal spirits of Anglo-Saxon entrepreneurs and thus to return to pure nineteenth-century capitalism, which would allow the United States and Britain to regain the upper hand. Even today, many people in both countries believe that the conservative revolution was remarkably successful, because their growth rates once again matched continental European and Japanese levels.
In fact, neither the economic liberalization that began around 1980 nor the state interventionism that began in 1945 deserves such praise or blame. France, Germany, and Japan would very likely have caught up with Britain and the United States following their collapse of 1914–1945 regardless of what policies they had adopted (I say this with only slight exaggeration). The most one can say is that state intervention did no harm. Similarly, once these countries had attained the global technological frontier, it is hardly surprising that they ceased to grow more rapidly than Britain and the United States or that growth rates in all of these wealthy countries more or less equalized [...] Broadly speaking, the US and British policies of economic liberalization appear to have had little effect on this simple reality, since they neither increased growth nor decreased it.

When the army has penetrated deep into hostile territory, leaving far behind many enemy cities and towns, it is in serious ground. When the army traverses mountains, forests, precipitous country, or marches through defiles, marshlands, or swamps, or any place where the going is hard, it is in difficult ground. Ground to which access is constricted, where the way out is tortuous, and where a small enemy force can strike my larger one is called 'encircled.' Ground in which the army survives only if it fights with the courage of desperation is called 'death.'
Therefore, do not fight in dispersive ground; do not stop in the frontier borderlands. Do not attack an enemy who occupies key ground; in communicating ground do not allow your formations to become separated. In focal ground, ally with neighboring states; in deep ground, plunder. In difficult ground, press on; in encircled ground, devise stratagems; in death ground, fight.
In dispersive ground I would unify the determination of the army. In frontier ground I would keep my forces closely linked. In key ground I would hasten up my rear elements. In communicating ground I would pay strict attention to my defenses. In focal ground I would strengthen my alliances. I reward my prospective allies with valuables and silks and bind them with solemn covenants. I abide firmly by the treaties and then my allies will certainly aid me. In serious ground I would ensure a continuous flow of provisions. In difficult ground I would press on over the roads. In encircled ground I would block the points of access and egress. It is military doctrine that an encircling force must leave a gap to show the surrounded troops there is a way out, so that they will not be determined to fight to the death. Then, taking advantage of this, strike. Now, if I am in encircled ground, and the enemy opens a road in order to tempt my troops to take it, I close this means of escape so that my officers and men will have a mind to fight to the death. The men in office are regarded as mortal men, not as superhuman beings or as paternal authorities who have the right and duty to hold the people in tutelage. Governments do not have the power to dictate to the citizens what language they must use in their daily speech or in what language they must bring up and educate their children. Administrative organs and tribunals are bound to use each man’s language in dealing with him, provided this language is spoken in the district by a reasonable number of residents. In such a world it makes no difference where the frontiers of a country are drawn. Nobody has a special material interest in enlarging the territory of the state in which he lives; nobody suffers loss if a part of this area is separated from the state. It is also immaterial whether all parts of the state’s territory are in direct geographical connection, or whether they are separated by a piece of land belonging to another state. It is of no economic importance whether the country has a frontage on the ocean or not. In such a world the people of every village or district could decide by plebiscite to which state they wanted to belong. There would be no more wars because there would be no incentive for aggression. War would not pay. Armies and navies would be superfluous. Policemen would suffice for the fight against crime. Most people know, at the very least, that he was a hero of the Old West, like Daniel Boone, Davy Crockett, and Kit Carson-one of those larger-than-life figures from which legends are made. Cody himself provided such a linkage to his heroic predecessors in 1888 when he published a book with biographies of Boone, Crockett, Carson-and one of his own autobiographies: Story of the Wild West and Campfire Chats, by Buffalo Bill (Hon. W.F. Cody), a Full and Complete History of the Renowned Pioneer Quartette, Boone, Crockett, Carson and Buffalo Bill. In this context, Cody was often called "the last of the great scouts."
Some are also aware that he was an enormously popular showman, creator and star of Buffalo Bill's Wild West, a spectacular entertainment of the late nineteenth and early twentieth centuries.
It has been estimated that more than a billion words were written by or about William Frederick Cody during his own lifetime, and biographies of him have appeared at irregular intervals ever since. A search of "Buffalo Bill Cody" on amazon.com reveals twenty-seven items. Most of these, however, are children's books, and it is likely that many of them play up the more melodramatic and questionable aspects of his life story; a notable exception is Ingri and Edgar Parin d'Aulaire's Buffalo Bill, which is solidly based on fact. Cody has also shown up in movies and television shows, though not in recent years, for whatever else he was, he was never cool or cynical. As his latest biographer, I believe his life has a valuable contribution to make in this new millennium-it provides a sense of who we once were and who we might be again. He was a commanding presence in our American history, a man who helped shape the way we look at that history. It was he, in fact, who created the Wild West, in all its adventure, violence, and romance.
Buffalo Bill is important to me as the symbol of the growth of our nation, for his life spanned the settlement of the Great Plains, the Indian

About the author.
While still a boy, Russell Evans sought the road to high adventure the classical way - by stowing himself aboard a ship. But it had steam up for moving only from one to another and didn't leave port! On finishing school he tried again, but this time by getting a job as cabin boy on a tramp shipping wheat from Russia's Black Sea ports. This was at the height of the muzhik famine when every bushel of grain exported could have saved a peasant's life. The experience left him hating dictatorships and admiring the astonishing fortitude of people who have to endure them.
After training as a newspaper reporter, he volunteered to fight for the Republicans in the Spanish Civil War, only to end up being grilled by a kangaroo court in Red Montmartre on suspicion of being a Franco spу. Disillusioned, he left for South America on a madcap scheme for starting a new republic in a remote corner of Amazonia. Two years later he emerged from the wilderness to find Hitler's war had started and hurried home. He fought in Wavell's Western Desert campaign, including the siege of Tobruk, was rescued from a sinking destroyer, took part in the Sicily landings, then served in Italy and finally in the Far East. He was a captain in the Intelligence Corps, and one of his earliest assignments was frontier control work in Egypt with the late Maurice Oldfield who was to become, as chief of MI6, Britain's top spymaster.
After the war Russell Evans returned to South America for a final adventure before marrying and settling down to the more predictable life of a newspaper reporter. For fifteen years he was editor of a county weekly in mid Wales and then taught journalism in Cardiff College of Commerce. Now he works from home, writing. His wife is a doctor and they have one son.

In histories and memories of the Old West, the Shawnees often featured as frontier terrorists. They burned cabins, killed and scalped settlers, routed American militia, and like the whites they fought, sometimes committed unspeakable atrocities. Thomas Ridout, an Englishman who was taken captive by the Shawnees in 1788, found that when he walked into Shawnee lodges, “The children would scream with terror, and cry out ‘Shemanthe,’ meaning Virginian, or the big knife.”8

His career started as a midshipman at the United States Naval Academy where he graduated with honors on January 30, 1905. Becoming a submarine officer, Nimitz was responsible of the construction of the USS Nautilus, the first nuclear powered submarine. During World War II he was appointed the Commander in Chief of the Unites States Pacific Fleet known as CinCPa. His promotions led to his becoming the Chief of Naval Operations, a post he held until 1947. The rank of Fleet Admiral in the U.S. Navy is a lifetime appointment, so he never retired and remained on active duty as the special assistant to the Secretary of the Navy for the Western Sea Frontier. He held this position for the rest of his life, with full pay and benefits. In January 1966 Nimitz suffered a severe stroke, complicated by pneumonia. On February 20, 1966, at 80 years of age, he died at his quarters on Yerba Buena Island in San Francisco Bay. Chester William Nimitz, Sr. was buried with full military honors and lies alongside his wife and some military friends at the Golden Gate National Cemetery in San Bruno, California.

With the United States leading the way, the rich world crossed a Great Divide—a divide separating centuries of slow growth, poor health, and anemic technical progress from one of hitherto undreamed-of material comfort and seemingly limitless economic potential. For the first time, rich countries experienced economic development that was both broad and deep, reaching all major segments of society and producing not just greater material comfort but also fundamental transformations in the health and life horizons of those it touched. As the French economist Thomas Piketty points out in his magisterial study of inequality, “It was not until the twentieth century that economic growth became a tangible, unmistakable reality for everyone.”15 The mixed economy was at the heart of this success—in the United States no less than in other Western nations. Capitalism played an essential role. But capitalism was not the new entrant on the economic stage. Effective governance was. Public health measures made cities engines of innovation rather than incubators of illness.16 The meteoric expansion of public education increased not only individual opportunity but also the economic potential of entire societies. Investments in science, higher education, and defense spearheaded breakthroughs in medicine, transportation, infrastructure, and technology. Overarching rules and institutions tamed and transformed unstable financial markets and turned boom-bust cycles into more manageable ups and downs. Protections against excessive insecurity and abject destitution encouraged the forward-looking investments and social integration that sustained growth required. At every level of society, the gains in health, education, income, and capacity were breathtaking. The mixed economy was a spectacularly positive-sum bargain: It redistributed power and resources, but as its impacts broadened and diffused, virtually everyone was made massively better off.

Now we’re driven to ecstasies of delirium because we have a price tag, and our life’s labors are validated by the fact it does. That’s the smoldering ambition of every entrepreneur: to one day create an organization that society deems worthy of a price tag. These are the only real values we have left in the twilight of history, the tired dead end of liberal democratic capitalism, at least here in the California fringes of Western civilization. Clap at the clever people getting rich, and hope you’re among them. Is it a wonder that the inhabitants of such a world clamor for contrived rituals of artificial significance like Burning Man, given the utter bankruptcy of meaning in their corporatized culture? Should we be surprised that they cling to identities, clusters of consumption patterns, that seem lifted from the ads-targeting system at Facebook: “hipster millennials,” “urban mommies,” “affluent suburbanites”? Ortega y Gasset wrote: “Men play at tragedy because they do not believe in the reality of the tragedy which is actually being staged in the civilized world.” Tragedy plays like the IPO were bound to pale for those who felt the call of real tragedy, the tragedy that poets once captured in verse, and that fathers once passed on to sons. Would the inevitable descendants of that cheering courtyard crowd one day gather with their forebears, perhaps in front of a fireplace, and ask, “Hey, Grandpa, what was it like to be at the Facebook IPO?” the way previous generations asked about Normandy or the settling of the Western frontier? I doubt it. Even as a participant in this false Mass, the temporary thrill giving way quickly to fatigue and a budding hangover, I wondered what would happen to the culture when it couldn’t even produce spectacles like this anymore.

In 378, the emperor Valens confronted roving war bands of Germanic Goths at Adrianople near Constantinople. With a massive cavalry charge, the Goths shattered Valens’s army and killed the emperor. It was a disaster of the first order.28 The capital managed to shut its gates against the German invader. However, the price of the Eastern Empire’s survival was the loss of the West. One Germanic tribe after another—Goths, Vandals, Franks, Allemanni, Burgundians—shot westward through the Balkans, overrunning the Rhine frontier and the Roman provinces on the other side, including Italy. The basic framework of imperial government, like the Roman road system dating back to Caesar Augustus, collapsed under the strain. So did law and order. Only the Church held firm. In virtually every town, starting with Rome itself, its leaders became symbols of resistance. Like the young Genovefa (later canonized Saint Genevieve) in Paris, they rallied citizens to stand fast and defend their cities; like Pope Leo I with Attila the Hun, they struck deals with the invaders to spare their congregations. When negotiations failed they organized humanitarian relief for the devastated areas and offered words of comfort and hope when everything looked its bleakest. The Catholic bishop became the one upholder of a social and cultural order to which the people living in his diocese, including pagans, could still cling.

Imperial governance was programmatic in that it was guided by coherent ideals and goals. All kings and emperors – like modern governments – had to react to circumstances and improvise, but they were not simply at the mercy of events. The difference lies in what they were trying to achieve. ‘State’ and ‘nation’ were not yet clearly delineated concepts functioning as focused policy objectives. Kings and emperors were not state-or nation-builders, because no one felt either needed building. Medieval monarchs were expected to build churches and cathedrals. Otherwise, their role was primarily to uphold peace, justice and the honour of the Empire. Changing circumstances, like violence, rebellions, or invasions, were not seen as ‘problems’ to be ‘solved’ through new laws, better institutions, or more coherent frontiers. Most of the misunderstandings surrounding the Empire’s political history stem from attempts to impose anachronistic expectations on its rulers’ behaviour. For most of the Empire’s existence, imperial governance was guided by the prevailing ideals of good kingship.
Imperial and royal powers were never explicitly delineated. It was accepted by the twelfth century that the emperor possessed exclusive prerogatives (jura caesarea reservata ) largely relating to a clearer understanding of his position as feudal overlord. Subsidiary reserved powers (jura caesarea reservata limitata ) could be exercised with the advice of great lords. These were identified more precisely from the mid-fourteenth century and included declarations of war and the imperial ban.
