Seen backwards by Billy, the story went like this: American planes, full of holes and wounded men and corpses took off backwards from an airfield in England. Over France, a few German fighter planes flew at them backwards, sucked bullets and shell fragments from some of the planes and crewmen. They did the same for wrecked American bombers on the ground, and those planes flew up backwards to join the formation. The formation flew backwards over a German city that was in flames. The bombers opened their bomb bay doors, exerted a miraculous magnetism which shrunk the fires, gathered them into cylindrical steel containers , and lifted the containers into the bellies of the planes. The containers were stored neatly in racks. The Germans below had miraculous devices of their own, which were long steel tubes. They used them to suck more fragments from the crewmen and planes. But there were still a few wounded Americans though and some of the bombers were in bad repair. Over France though, German fighters came up again, made everything and everybody as good as new. When the bombers got back to their base, the steel cylinders were taken from the racks and shipped back to the United States of America, where factories were operating night and day, dismantling the cylinders, separating the dangerous contents into minerals. Touchingly, it was mainly women who did this work. The minerals were then shipped to specialists in remote areas. It was their business to put them into the ground, to hide them cleverly, so they would never hurt anybody ever again.

Long before it was known to me as a place where my ancestry was even remotely involved, the idea of a state for Jews (or a Jewish state; not quite the same thing, as I failed at first to see) had been 'sold' to me as an essentially secular and democratic one. The idea was a haven for the persecuted and the survivors, a democracy in a region where the idea was poorly understood, and a place where—as Philip Roth had put it in a one-handed novel that I read when I was about nineteen—even the traffic cops and soldiers were Jews. This, like the other emphases of that novel, I could grasp. Indeed, my first visit was sponsored by a group in London called the Friends of Israel. They offered to pay my expenses, that is, if on my return I would come and speak to one of their meetings. I still haven't submitted that expenses claim. The misgivings I had were of two types, both of them ineradicable. The first and the simplest was the encounter with everyday injustice: by all means the traffic cops were Jews but so, it turned out, were the colonists and ethnic cleansers and even the torturers. It was Jewish leftist friends who insisted that I go and see towns and villages under occupation, and sit down with Palestinian Arabs who were living under house arrest—if they were lucky—or who were squatting in the ruins of their demolished homes if they were less fortunate. In Ramallah I spent the day with the beguiling Raimonda Tawil, confined to her home for committing no known crime save that of expressing her opinions. (For some reason, what I most remember is a sudden exclamation from her very restrained and respectable husband, a manager of the local bank: 'I would prefer living under a Bedouin muktar to another day of Israeli rule!' He had obviously spent some time thinking about the most revolting possible Arab alternative.) In Jerusalem I visited the Tutungi family, who could produce title deeds going back generations but who were being evicted from their apartment in the old city to make way for an expansion of the Jewish quarter. Jerusalem: that place of blood since remote antiquity. Jerusalem, over which the British and French and Russians had fought a foul war in the Crimea, and in the mid-nineteenth century, on the matter of which Christian Church could command the keys to some 'holy sepulcher.' Jerusalem, where the anti-Semite Balfour had tried to bribe the Jews with the territory of another people in order to seduce them from Bolshevism and continue the diplomacy of the Great War. Jerusalem: that pest-house in whose environs all zealots hope that an even greater and final war can be provoked. It certainly made a warped appeal to my sense of history.

Indeed, we may find that some of our ambitions for personal glory fade when the public spaces and facilities to which we enjoy access are themselves glorious to behold; in such a context, ordinary citizenship may come to seem an adequate goal. In Switzerland's largest city, for instance, the need to own a car in order to avoid sharing a bus or train with strangers loses some of the urgency it has in Los Angeles or London, thanks to Zurich's superlative train network, which is clean, safe, warm and edifying in its punctuality and technical prowess. There is little reason to travel in an automotive cocoon when, for a fare of only a few francs, an efficient, stately tramway will provide transport from point A to point B at a level of comfort an emperor might have envied. When the aircraft began to descend, this prevailing sense of exactitude and order made the visitor long for an aerial view of the capital city and its famous wonders, hoping they could see as many landmarks as they could before they touched ground, as was the usual case with other major international airports, but from this point of entry, one was denied a glimpse of the city below. Green fields, villages, more fields, the ground grew closer and closer, a runway appeared, a slight bump or two was felt as the craft landed, and they were surrounded by the steel and glass buildings of the airport. Slightly disappointed with this mysterious game of hide-and-seek, the voyager must continue on and collect their baggage, consoled by the reflection that they will see the metropolis as they make their way into town. For those travelling by road, the concrete motorway with its blue road signs, the underpasses and the typical traffic-logged hubbub of industrial areas were the first landmarks to greet the eye, without a doubt, it was a disheartening first impression. Then, the real introduction began. Quietly, and almost imperceptibly, the modern confusion of steel and asphalt was effaced little by little as the exquisite timelessness of Parisian heritage architecture was gradually unveiled. Popping up like mushrooms were cream sandstone edifices filigreed with curled, swirling carvings, gently sloping mansard roofs, elegant ironwork lanterns and wood doors that charmed the eye, until finally, the traveller was completely submerged in the glory of the Second Empire ala Baron Haussmann’s master plan of city design, the iconic grand mansions, tree-lined boulevards and avenues, the quaint gardens, the majestic churches with their towers and spires, the shops and cafés with their colourful awnings, all crowded and nestled together like jewels encrusted on a gold setting.

At first, on that first journey out of the city into India, I found such sudden politeness infuriating after the violent scramble to board the train. It seemed hypocritical for them to show such deferential concern over a nudge with a foot when, minutes before, they'd all but pushed one another out of the windows. Now, long years and many journeys after that first ride on a crowded rural train, I know that the scrambled fighting and courteous deference were both expressions of the one philosophy: the doctrine of necessity. The amount of force and violence necessary to board the train, for example, was no less and no more than the amount of politeness and consideration necessary to ensure that the cramped journey was as pleasant as possible afterwards. What is necessary! That was the unspoken but implied and unavoidable question everywhere in India. When I understood that, a great many of the characteristically perplexing aspects of public life became comprehensible: from the acceptance of sprawling slums by city authorities, to the freedom that cows had to roam at random in the midst of traffic; from the toleration of beggars on the streets, to the concatenate complexity of the bureaucracies; and from the gorgeous, unashamed escapism of Bollywood movies, to the accommodation of hundreds of thousands of refugees from Tibet, Iran, Afghanistan, Africa, and Bangladesh, in a country that was already too crowded with sorrows and needs of its own. American planes full of holes and wounded men and corpses took off backwards from an airfield in England. Over France a few German fighter planes flew at them backwards sucked bullets and shell fragments from some of the planes and crewmen. They did the same for wrecked American bombers on the ground and those planes flew up backwards to join the formation. The formation flew backwards over a German city that was in flames. The bombers opened their bomb bay doors exerted a miraculous magnetism which shrunk the fires gathered them into cylindrical steel containers and lifted the containers into the bellies of the planes. The containers were stored neatly in racks. The Germans below had miraculous devices of their own which were long steel tubes. They used them to suck more fragments from the crewmen and planes. But there were still a few wounded Americans though and some of the bombers were in bad repair. Over France though German fighters came up again made everything and everybody as good as new. When the bombers got back to their base the steel cylinders were taken from the racks and shipped back to the United States of America where factories were operating night and day dismantling the cylinders separating the dangerous contents into minerals. Touchingly it was mainly women who did this work. The minerals were then shipped to specialists in remote areas. It was their business to put them into the ground to hide them cleverly so they would never hurt anybody ever again.

France is much more colonized than it ever colonized itself, France has not really colonized the world, it conquered, it was an imperial power, but accept in Canada in the 17th and 18th century, and in Algeria, it didn't have a very strong transfer of population, it was more like conquest, an imperial conquest, for instance in black Africa there where very few French people, there where no French cities or things like that, there was no large transfer of population, and of course transfer of population, is the very essence, since the Greeks of what colonization really was, the word colonization when it first appeared in western civilization, means the transfer of Greek people to Sicily for instance, and so France is much more deeply colonized because it's a demographic colonization.

We pass the apartment we rented five years ago, when I swore off Florence. In summer, wads of tourists clog the city as if it's a Renaissance theme park. Everyone seems to be eating. That year, a garbage strike persisted for over a week and I began to have thoughts of plague when I passed heaps of rot spilling out of bins. I was amazed that long July when waiters and shopkeepers remained as nice as they did, given what they had to put up with. Everywhere I stepped I was in the way. Humanity seemed ugly—the international young in torn T-shirts and backpacks lounging on steps, bewildered bus tourists dropping ice cream napkins in the street and asking, “How much is that in dollars?” Germans in too-short shorts letting their children terrorize restaurants. The English mother and daughter ordering lasagne verdi and Coke, then complaining because the spinach pasta was green. My own reflection in the window, carrying home all my shoe purchases, the sundress not so flattering. Bad wonderland. Henry James in Florence referred to “one's detested fellow-pilgrim.” Yes, indeed, and it's definitely time to leave when one's own reflection is included. Sad that our century has added no glory to Florence—only mobs and lead hanging in the air.

I HAD TO GO to America for a while to give some talks. Going to America always does me good. It’s where I’m from, after all. There’s baseball on the TV, people are friendly and upbeat, they don’t obsess about the weather except when there is weather worth obsessing about, you can have all the ice cubes you want. Above all, visiting America gives me perspective. Consider two small experiences I had upon arriving at a hotel in downtown Austin, Texas. When I checked in, the clerk needed to record my details, naturally enough, and asked for my home address. Our house doesn’t have a street number, just a name, and I have found in the past that that is more deviance than an American computer can sometimes cope with, so I gave our London address. The girl typed in the building number and street name, then said: “City?” I replied: “London.” “Can you spell that please?” I looked at her and saw that she wasn’t joking. “L-O-N-D-O-N,” I said. “Country?” “England.” “Can you spell that?” I spelled England. She typed for a moment and said: “The computer won’t accept England. Is that a real country?” I assured her it was. “Try Britain,” I suggested. I spelled that, too—twice (we got the wrong number of T’s the first time)—and the computer wouldn’t take that either. So I suggested Great Britain, United Kingdom, UK, and GB, but those were all rejected, too. I couldn’t think of anything else to suggest. “It’ll take France,” the girl said after a minute. “I beg your pardon?” “You can have ‘London, France.’ ” “Seriously?” She nodded. “Well, why not?” So she typed “London, France,” and the system was happy. I finished the check-in process and went with my bag and plastic room key to a bank of elevators a few paces away. When the elevator arrived, a young woman was in it already, which I thought a little strange because the elevator had come from one of the upper floors and now we were going back up there again. About five seconds into the ascent, she said to me in a suddenly alert tone: “Excuse me, was that the lobby back there?” “That big room with a check-in desk and revolving doors to the street? Why, yes, it was.” “Shoot,” she said and looked chagrined. Now I am not for a moment suggesting that these incidents typify Austin, Texas, or America generally or anything like that. But it did get me to thinking that our problems are more serious than I had supposed. When functioning adults can’t identify London, England, or a hotel lobby, I think it is time to be concerned. This is clearly a global problem and it’s spreading. I am not at all sure how we should tackle such a crisis, but on the basis of what we know so far, I would suggest, as a start, quarantining Texas.

I was starting to remember the whole problem now: I hate these fucking people [people at Tea Party rallies, ed]. It's never been just political, it's personal. I'm not convinced anyone in this country except the kinds of weenies who thought student council was important really cares about large versus small government or strict constructionalism versus judicial activism. The ostensible issues are just code words in an ugly snarl of class resentment, anti-intellectualism, old-school snobbery, racism, and who knows what else - grudges left over from the Civil War, the sixties, gym class. The Tea Party likes to cite a poll showing that their members are wealthier and better educated than te general populace, but to me they mostly looked like the same people I'd had to listen to in countless dive bars railing against "edjumicated idiots" and explaining exactly how Nostradamus predicted 9/11, the very people I and everyone I know fled our hometowns to get away from. So far all my interactions at the rally were only reinforcing my private theory - I suppose you might call it a prejudice - that liberals are the ones who went to college, moved to the nearest city where no one would call them a fag, and now only go back for holidays; conservatives are the ones who married their high school girlfriends, bought houses in their hometowns, and kept going to church and giving a shit who won the homecoming game. It's the divide between the Got Out and the Stayed Put. This theory also account for the different reactions of these two camps when the opposition party takes power, raising the specter of either fascist or socialist tyranny: the Got Outs always fantasize about fleeing the country for someplace more civilized - Canada, France, New Zealand; the Stayed Put just di further in, hunkering down in compounds, buying up canned goods and ammo.

Depending on which flavor of academic scholarship you prefer, that age had its roots in the Renaissance or Mannerist periods in Germany, England, and Italy. It first bloomed in France in the garden of Jean-Jacques Rousseau in the 1780s. Others point to François-René de Chateaubriand’s château circa 1800 or Victor Hugo’s Paris apartments in the 1820s and ’30s. The time frame depends on who you ask. All agree Romanticism reached its apogee in Paris in the 1820s to 1840s before fading, according to some circa 1850 to make way for the anti-Romantic Napoléon III and the Second Empire, according to others in the 1880s when the late Romantic Decadents took over. Yet others say the period stretched until 1914—conveniently enduring through the debauched Belle Époque before expiring in time for World War I and the arrival of that other perennial of the pigeonhole specialists, modernism. There are those, however, who look beyond dates and tags and believe the Romantic spirit never died, that it overflowed, spread, fractured, came back together again like the Seine around its islands, morphed into other isms, changed its name and address dozens of times as Nadar and Balzac did and, like a phantom or vampire or other supernatural invention of the Romantic Age, it thrives today in billions of brains and hearts. The mother ship, the source, the living shrine of Romanticism remains the city of Paris.

While the Austrian crown was dissolving like jelly in your fingers, everyone wanted Swiss francs and American dollars, and large numbers of foreigners exploited the economic situation to feed on the twitching corpse of the old Austrian currency. Austria was ‘discovered’, and became disastrously popular with foreign visitors in a parody of the society season. All the hotels in Vienna were crammed full with these vultures; they would buy anything, from toothbrushes to country estates; they cleared out private collections of antiquities and the antique dealers’ shops before the owners realised how badly they had been robbed and cheated in their time of need. Hotel receptionists from Switzerland and Dutch shorthand typists stayed in the princely apartments of the Ringstrasse hotels. Incredible as it may seem, I can vouch for it that for a long time the famous, de luxe Hotel de l’Europe in Salzburg was entirely booked by unemployed members of the English proletariat, who could live here more cheaply than in their slums at home, thanks to the generous unemployment benefit they received. Anything that was not nailed down disappeared. Word gradually spread of the cheap living and low prices in Austria. Greedy visitors came from further and further afield, from Sweden, from France, and you heard more Italian, French, Turkish and Romanian than German spoken in the streets of the city centre of Vienna.

But the very fact that we can seriously entertain such a notion, as if we were God on the first day of creation, instead of mortals constrained by the universe we find in place, shows the utter unreality of failing to understand that we can only make choices among alternatives actually available. [...] Trade-offs [as opposed to solutions] remain inescapable, whether they are made through a market or through politics. The difference is that price tags present all the trade-offs simultaneously, while political 'affordability' policies arbitrarily fix on whatever is hot at the moment. What the Polish writer Tadeusz Borowski called ‘the incredible, almost comical melting-pot of peoples and nationalities sizzling dangerously in the very heart of Europe’ was periodically rent with riots, massacres and pogroms—but it was real, and it survived into living memory. Between 1914 and 1945, however, that Europe was smashed into the dust. The tidier Europe that emerged, blinking, into the second half of the twentieth century had fewer loose ends. Thanks to war, occupation, boundary adjustments, expulsions and genocide, almost everybody now lived in their own country, among their own people. For forty years after World War Two Europeans in both halves of Europe lived in hermetic national enclaves where surviving religious or ethnic minorities the Jews in France, for example—represented a tiny percentage of the population at large and were thoroughly integrated into its cultural and political mainstream. Only Yugoslavia and the Soviet Union—an empire, not a country and anyway only part-European, as already noted—stood aside from this new, serially homogenous Europe. But since the 1980s, and above all since the fall of the Soviet Union and the enlargement of the EU, Europe is facing a multicultural future. Between them refugees; guest-workers; the denizens of Europe’s former colonies drawn back to the imperial metropole by the prospect of jobs and freedom; and the voluntary and involuntary migrants from failed or repressive states at Europe’s expanded margins have turned London, Paris, Antwerp, Amsterdam, Berlin, Milan and a dozen other places into cosmopolitan world cities whether they like it or not.

Almost immediately after jazz musicians arrived in Paris, they began to gather in two of the city’s most important creative neighborhoods: Montmartre and Montparnasse, respectively the Right and Left Bank haunts of artists, intellectuals, poets, and musicians since the late nineteenth century. Performing in these high-profile and popular entertainment districts could give an advantage to jazz musicians because Parisians and tourists already knew to go there when they wanted to spend a night out on the town. As hubs of artistic imagination and experimentation, Montmartre and Montparnasse therefore attracted the kinds of audiences that might appreciate the new and thrilling sounds of jazz. For many listeners, these locations leant the music something of their own exciting aura, and the early success of jazz in Paris probably had at least as much to do with musicians playing there as did other factors. In spite of their similarities, however, by the 1920s these neighborhoods were on two very different paths, each representing competing visions of what France could become after the war. And the reactions to jazz in each place became important markers of the difference between the two areas and visions. Montmartre was legendary as the late-nineteenth-century capital of “bohemian Paris,” where French artists had gathered and cabaret songs had filled the air. In its heyday, Montmartre was one of the centers of popular entertainment, and its artists prided themselves on flying in the face of respectable middle-class values. But by the 1920s, Montmartre represented an established artistic tradition, not the challenge to bourgeois life that it had been at the fin de siècle. Entertainment culture was rapidly changing both in substance and style in the postwar era, and a desire for new sounds, including foreign music and exotic art, was quickly replacing the love for the cabarets’ French chansons. Jazz was not entirely to blame for such changes, of course. Commercial pressures, especially the rapidly growing tourist trade, eroded the popularity of old Montmartre cabarets, which were not always able to compete with the newer music halls and dance halls. Yet jazz bore much of the criticism from those who saw the changes in Montmartre as the death of French popular entertainment. Montparnasse, on the other hand, was the face of a modern Paris. It was the international crossroads where an ever changing mixture of people celebrated, rather than lamented, cosmopolitanism and exoticism in all its forms, especially in jazz bands. These different attitudes within the entertainment districts and their institutions reflected the impact of the broader trends at work in Paris—the influx of foreign populations, for example, or the advent of cars and electricity on city streets as indicators of modern technology—and the possible consequences for French culture. Jazz was at the confluence of these trends, and it became a convenient symbol for the struggle they represented.

Roosevelt wouldn't interfere even when he found out that Moses was discouraging Negroes from using many of his state parks. Underlying Moses' strikingly strict policing for cleanliness in his parks was, Frances Perkins realized with "shock," deep distaste for the public that was using them. "He doesn't love the people," she was to say. "It used to shock me because he was doing all these things for the welfare of the people... He'd denounce the common people terribly. To him they were lousy, dirty people, throwing bottles all over Jones Beach. 'I'll get them! I'll teach them!' ... He loves the public, but not as people. The public is just The Public. It's a great amorphous mass to him; it needs to be bathed, it needs to be aired, it needs recreation, but not for personal reasons -- just to make it a better public." Now he began taking measures to limit use of his parks. He had restricted the use of state parks by poor and lower-middle-class families in the first place, by limiting access to the parks by rapid transit; he had vetoed the Long Island Rail Road's proposed construction of a branch spur to Jones Beach for this reason. Now he began to limit access by buses; he instructed Shapiro to build the bridges across his new parkways low -- too low for buses to pass. Bus trips therefore had to be made on local roads, making the trips discouragingly long and arduous. For Negroes, whom he considered inherently "dirty," there were further measures. Buses needed permits to enter state parks; buses chartered by Negro groups found it very difficult to obtain permits, particularly to Moses' beloved Jones Beach; most were shunted to parks many miles further out on Long Island. And even in these parks, buses carrying Negro groups were shunted to the furthest reaches of the parking areas. And Negroes were discouraged from using "white" beach areas -- the best beaches -- by a system Shapiro calls "flagging"; the handful of Negro lifeguards [...] were all stationed at distant, least developed beaches. Moses was convinced that Negroes did not like cold water; the temperature at the pool at Jones Beach was deliberately icy to keep Negroes out. When Negro civic groups from the hot New York City slums began to complain about this treatment, Roosevelt ordered an investigation and an aide confirmed that "Bob Moses is seeking to discourage large Negro parties from picnicking at Jones Beach, attempting to divert them to some other of the state parks." Roosevelt gingerly raised the matter with Moses, who denied the charge violently -- and the Governor never raised the matter again.
