By the time the incident was over, Giffe had murdered two hostages—his estranged wife and the pilot—and killed himself to boot. But this time the blame didn’t fall on the hijacker; instead, it fell squarely on the FBI. Two hostages had managed to convince Giffe to let them go on the tarmac in Jacksonville, where they’d stopped to refuel. But the agents had gotten impatient and shot out the engine. And that had pushed Giffe to the nuclear option. Chasing tax cheats using normal procedures was not an option. It would take decades just to identify anything like the majority of them and centuries to prosecute them successfully; the more we caught, the more clogged up the judicial system would become. We needed a different approach. Once Danis was on board a couple of days later, together we thought of one: we would extract historical and real-time data from the banks on all transfers taking place within Greece as well as in and out of the country and commission software to compare the money flows associated with each tax file number with the tax returns of that same file number. The algorithm would be designed to flag up any instance where declared income seemed to be substantially lower than actual income. Having identified the most likely offenders in this way, we would make them an offer they could not refuse. The plan was to convene a press conference at which I would make it clear that anyone caught by the new system would be subject to 45 per cent tax, large penalties on 100 per cent of their undeclared income and criminal prosecution. But as our government sought to establish a new relationship of trust between state and citizenry, there would be an opportunity to make amends anonymously and at minimum cost. I would announce that for the next fortnight a new portal would be open on the ministry’s website on which anyone could register any previously undeclared income for the period 2000–14. Only 15 per cent of this sum would be required in tax arrears, payable via web banking or debit card. In return for payment, the taxpayer would receive an electronic receipt guaranteeing immunity from prosecution for previous non-disclosure.17 Alongside this I resolved to propose a simple deal to the finance minister of Switzerland, where so many of Greece’s tax cheats kept their untaxed money.18 In a rare example of the raw power of the European Union being used as a force for good, Switzerland had recently been forced to disclose all banking information pertaining to EU citizens by 2017. Naturally, the Swiss feared that large EU-domiciled depositors who did not want their bank balances to be reported to their country’s tax authorities might shift their money before the revelation deadline to some other jurisdiction, such as the Cayman Islands, Singapore or Panama. My proposals were thus very much in the Swiss finance minister’s interests: a 15 per cent tax rate was a relatively small price to pay for legalizing a stash and allowing it to remain in safe, conveniently located Switzerland. I would pass a law through Greece’s parliament that would allow for the taxation of money in Swiss bank accounts at this exceptionally low rate, and in return the Swiss finance minister would require all his country’s banks to send their Greek customers a friendly letter informing them that, unless they produced the electronic receipt and immunity certificate provided by my ministry’s web page, their bank account would be closed within weeks. The higher earner (given the gender pay gap this is usually the man) is designated the ‘primary earner’, and their income occupies the lower tax bracket. The lower earner (usually the woman) becomes the ‘secondary earner’, and their income occupies the higher tax bracket. To return to our couple earning $60,000 and $20,000, the person earning $20,000 will be taxed on that income as if it is the final $20,000 of an $80,000 salary, rather than all she earns. That is, she will pay a much higher rate of tax on that income than if she filed independently of her higher-earning husband.

Die-Face Analysis In the 1930s, J. B. Rhine and his colleagues recognized and took into account the possibility that some dice studies may have been flawed because the probabilities of die faces are not equal. With some dice, it is slightly more likely that one will roll a 6 face than a 1 face because the die faces are marked by scooping out bits of material. The 6 face, for example, has six scoops removed from the surface of that side of the die, so it has slightly less mass than the other die faces. On any random toss, that tiny difference in mass will make the 6 slightly more likely to land face up, followed in decreasing probability by the 5, 4, 3, 2, and 1 faces. Thus, an experiment that relied exclusively upon the 6 face as the target may have been flawed because, unless there were also control tosses with no mental intention applied, we could not tell whether above-chance results were due to a mind-matter interaction or to the slightly higher probability of rolling a 6. To see whether this bias was present in these dice studies, we sifted out all reports for which the published data allowed us to calculate the effective hit rate separately for each of the six die faces used under experimental and control conditions. In fact, the suspected biases were found, as shown in figure 8.3. The hit rates for both experimental and control tosses tended to increase from die faces 1 to 6. However, most of the experimental hit rates were also larger than the corresponding control hit rates, suggested some thing interesting beyond the artifacts caused by die-face biases. For example, for die face 6 the experimental condition was significantly larger than the control with odds against chance of five thousand to one. Figure 8.3. Because of the evidence that the die faces were slightly biased, we examined a subset of studies that controlled for these dice biases—studies using design protocols where die faces were equally distributed among the six targets. We referred to such studies as the “balanced-protocol subset.” Sixty-nine experiments met the balanced-protocol criteria. Our examination of those experiments resulted in three notable points: there was still highly significant evidence for mind-matter interaction, with odds against chance of greater than a trillion to one; the effects were constant across different measures of experimental quality; and the selective-reporting “file drawer” required a twenty-to-one ratio of unretrieved, nonsignificant studies for each observed study. Thus chance, quality, and selective reporting could not explain away the results. Dice Conclusions Our meta-analysis findings led us to conclude that a genuine mind-matter interaction did exist with experiments testing tossed dice. The effect had been successfully replicated in more than a hundred experiments by more than fifty investigators for more than a half-century.

Once again, the key to evangelism, sales, presentations, and now ecosystems is a great product. In fact, if you create a great product, you may not be able to stop an ecosystem from forming. By contrast, it’s hard to build an ecosystem around crap. DESIGNATE A CHAMPION. Many employees would like to help build an ecosystem, but who wakes up every day with this task at the top of her list of priorities? Another way to look at this is, “Who’s going to get fired if an ecosystem doesn’t happen?” Ecosystems need a champion—an identifiable hero—within the company to carry the flag for the community. DON’T COMPETE WITH THE ECOSYSTEM. If you want people or organizations to take part in your ecosystem, then you shouldn’t compete with them. For example, if you want people to create apps for your product, then don’t sell (or give away) apps that do the same thing. A healthy ecosystem is a long-term relationship, so an organization shouldn’t file for divorce at the first sign of discord. Indeed, the more an organization welcomes—or even celebrates—criticism, the stronger its bonds to its ecosystem become. CREATE A NONMONETARY REWARD SYSTEM. You already know how I feel about paying people off to help you, but this doesn’t mean you shouldn’t reward people in other ways. Larry Kudlow hosted a business talk show on CNBC and is a widely published pundit, but he got his start as an economist in the Reagan administration and later worked with Art Laffer, the economist whose theories were the cornerstone of Ronald Reagan’s economic policies. Kudlow’s one Big Idea is supply-side economics. When President George W. Bush followed the supply-side prescription by enacting substantial tax cuts, Kudlow was certain an economic boom of equal magnitude would follow. He dubbed it “the Bush boom.” Reality fell short: growth and job creation were positive but somewhat disappointing relative to the long-term average and particularly in comparison to that of the Clinton era, which began with a substantial tax hike. But Kudlow stuck to his guns and insisted, year after year, that the “Bush boom” was happening as forecast, even if commentators hadn’t noticed. He called it “the biggest story never told.” In December 2007, months after the first rumblings of the financial crisis had been felt, the economy looked shaky, and many observers worried a recession was coming, or had even arrived, Kudlow was optimistic. “There is no recession,” he wrote. “In fact, we are about to enter the seventh consecutive year of the Bush boom.”19 The National Bureau of Economic Research later designated December 2007 as the official start of the Great Recession of 2007–9. As the months passed, the economy weakened and worries grew, but Kudlow did not budge. There is no recession and there will be no recession, he insisted. When the White House said the same in April 2008, Kudlow wrote, “President George W. How could Kudlow be so consistently wrong? Like all of us, hedgehog forecasters first see things from the tip-of-your-nose perspective. That’s natural enough. But the hedgehog also “knows one big thing,” the Big Idea he uses over and over when trying to figure out what will happen next. Think of that Big Idea like a pair of glasses that the hedgehog never takes off. The hedgehog sees everything through those glasses. And they aren’t ordinary glasses. They’re green-tinted glasses—like the glasses that visitors to the Emerald City were required to wear in L. Frank Baum’s The Wonderful Wizard of Oz. Now, wearing green-tinted glasses may sometimes be helpful, in that they accentuate something real that might otherwise be overlooked. Maybe there is just a trace of green in a tablecloth that a naked eye might miss, or a subtle shade of green in running water. But far more often, green-tinted glasses distort reality. Everywhere you look, you see green, whether it’s there or not. And very often, it’s not. The Emerald City wasn’t even emerald in the fable. People only thought it was because they were forced to wear green-tinted glasses! So the hedgehog’s one Big Idea doesn’t improve his foresight. It distorts it. Warning messages are surprisingly ineffective against mistakes (even nice requests, such as the one shown in Chapter 4, Figure 4.6, page 143). Was this a mistake or a slip? Both. Issuing the “close” command while the wrong window was active is a memory-lapse slip. But deciding not to read the dialog box and accepting it without saving the contents is a mistake (two mistakes, actually). What can a designer do? Several things:        •  Make the item being acted upon more prominent. That is, change the appearance of the actual object being acted upon to be more visible: enlarge it, or perhaps change its color.        •  Make the operation reversible. If the person saves the content, no harm is done except the annoyance of having to reopen the file. If the person elects Don’t Save, the system could secretly save the contents, and the next time the person opened the file, it could ask whether it should restore it to the latest condition.

One important lesson to take away from this is that you should always take care of any administrative things the code must do during initialization. This may include allocating memory, or reading configuration from a file, or even precomputing some values that will be needed throughout the lifetime of the program. This is important for two reasons. First, you are reducing the total number of times these tasks must be done by doing them once up front, and you know that you will be able to use those resources without too much penalty in the future. Secondly, you are not disrupting the flow of the program; this allows it to pipeline more efficiently and keep the caches filled with more pertinent data. We also learned more about the importance of data locality and how important simply getting data to the CPU is. CPU caches can be quite complicated, and often it is best to allow the various mechanisms designed to optimize them take care of the issue. However, understanding what is happening and doing all that is possible to optimize how memory is handled can make all the difference. For example, by understanding how caches work we are able to understand that the decrease in performance that leads to a saturated speedup no matter the grid size in Figure 6-4 can probably be attributed to the L3 cache being filled up by our grid. When this happens, we stop benefiting from the tiered memory approach to solving the Von Neumann bottleneck.

Encapsulation is almost always a good thing to do, but sometimes information can be hidden in the wrong place. This makes the code difficult to understand, to integrate, or to build behavior from by composing objects. The best defense is to be clear about the difference between the two concepts when discussing a design. For example, we might say: • “Encapsulate the data structure for the cache in the CachingAuctionLoader class.” • “Encapsulate the name of the application’s log file in the PricingPolicy class.” These sound reasonable until we recast them in terms of information hiding: • “Hide the data structure used for the cache in the CachingAuctionLoader class.” • “Hide the name of the application’s log file in the PricingPolicy class.” Context independence tells us that we have no business hiding details of the log file in the PricingPolicy class—they’re concepts from different levels in the “Russian doll” structure of nested domains. If the log file name is necessary, it should be packaged up and passed in from a level that understands external configuration.
