John Quincy Adams was right when he told his diary that political war was to be the rule, not the exception, in American life. “The country is so totally given up to the spirit of party, that not to follow blindfold the one or the other is an inexpiable offense,” Adams wrote during Jefferson’s first term.12

The extended territory of the new national republic was actually its greatest source of strength, wrote Madison in The Federalist, No. 10, the most famous of the eighty-five essays that he, Alexander Hamilton, and John Jay wrote in defense of the Constitution in New York. In that case, the disorder they might worry about is the disorder of popular rebellion against those monopolizing the society’s wealth. This interpretation makes sense when one looks at the economic interests, the social backgrounds, of the makers of the Constitution.

This does not mean the government cannot intervene in the society or the economy. It means that, when it does so, it should be to protect liberty, which Madison defined in Federalist No. 10 as “the first object of government”.
