Officials nevertheless reported great successes to themselves and to President Nyerere. In fact, within less than ten years Tanzania was transformed from Africa’s biggest food exporter into a net food importer that could not feed itself without external assistance. In 1979, 90 per cent of Tanzanian farmers lived on collective farms, but they generated only 5 per cent of the country’s agricultural output.4

On one end of the spectrum we have farmers like James, interested in producing the finest foodstuffs that they can, given the soil, the climate, the water, the budget, and their talent. They observe how efficacious or not their efforts are proving, and they adapt accordingly. Variety is one of the keys to this technique, eschewing the corporate monocultures for a revolving set of plants and animals, again, to mimic what was already happening on the land before we showed up with our earth-shaving machinery. It’s tough as hell, and in many cases impossible, to farm this way and earn enough profit to keep your bills paid and your family fed, but these farmers do exist. On the other end of the spectrum is full-speed-ahead robo-farming, in which the farmer is following the instructions of the corporation to produce not food but commodities in such a way that the corporation sits poised to make the maximum financial profit. Now, this is the part that has always fascinated me about us as a population: This kind of farmer is doing all they can to make their factory quota for the company, of grain, or meat, or what have you, despite their soil, climate, water, budget, or talent. It only stands to reason that this methodology is the very definition of unsustainable. Clearly, this is an oversimplification of an issue that requires as much of my refrain (nuance!) as any other human endeavor, but the broad strokes are hard to refute. The first farmer is doing their best to work with nature. The second farmer is doing their best despite nature. In order for the second farmer to prosper, they must defeat nature. A great example of this is the factory farming of beef/pork/chicken/eggs/turkey/salmon/etc. The manufacturers of these products have done everything they can to take the process out of nature entirely and hide it in a shed, where every step of the production has been engineered to make a profit; to excel at quantity. I know you’re a little bit ahead of me here, but I’ll go ahead and ask the obvious question: What of quality? If you’re willing to degrade these many lives with impunity—the lives of the animals themselves, the workers “growing” them, the neighbors having to suffer the voluminous poisons being pumped into the ecosystem/watershed, and the humans consuming your products—then what are you about? Can that even be considered farming? Again, I’m asking this of us. Of you and me, because what I have just described is the way a lot of our food is produced right now, in the system that we all support with our dollars. How did we get here, in both the US and the UK? How can we change our national stance toward agriculture to accommodate more middle-size farmers and less factory farms? How would Aldo Leopold feel about it?

It took roughly four acres of good farmland to supply a working city horse that year’s worth of feed.9 At the beginning of the nineteenth century, when cities in America were limited largely to the East Coast, farmers seldom transported bulky loose hay more than twenty to thirty miles to city markets.10 The commercialization of the hay press in the 1850s, operated by hand or by horse-powered sweep, reduced the bulk and thus lowered the cost of shipping hay, while the opening of the Midwest’s tallgrass prairies to settlement and farming in the intervening years met the increasing demand for horse feed. By 1879, national hay production totaled 35 million tons, a figure that had nearly tripled to 97 million tons by 1909. More than half the land in New England was devoted to hay by 1909 as well, and at least twenty-two states harvested more than a million acres a year of hay and forage.11 The mechanization of American agriculture with horse-drawn or horse-powered machinery supported this vast expansion.

It’s a well-known statistic that there are 800 burial sites around Chernobyl. He was expecting some sort of amazing engineering structures, but they were just ordinary pits. They were filled with trees from the ‘red forest’ that was cut down in a 150 hectare area around the reactor. In the first two days after the accident, pine trees turned red and then russet. There were thousands of tonnes of iron and steel, pipes, work clothes, concrete structures. He showed me an illustration from an English magazine, panoramic, from the air. Thousands of tractors, aircraft, fire engines and ambulances. The largest burial site was said to be next to the reactor. He wanted to photograph it now, ten years on, and had been promised a lot of money for the image. So there we were, being sent from one senior official to another. One said they needed a location from us, another that we needed a permit. We were just getting the run-around, until it dawned on me that this burial site did not exist. There no longer was a site in reality, only in reports. The machinery had long ago been looted and taken off to markets, to collective farms or people’s homes for spare parts. It was all gone. The Englishman could not understand that. He could not believe it. When I told him the truth, he simply could not believe it!

Between 1978 and 1983, the entire basis of the agricultural economy was changed by the adoption of the “household responsibility system.” The origins of this shift lay in a village in Anhui province, where a group of farmers got together in secret and signed an agreement to dissolve their collective and divide up their farmland into individual plots. This innovation rapidly spread, and the province’s party secretary, Wan Li, realized he was facing a powerful popular revolt against an immiserating system. Rather than crush it, he decided to promote this land-to-the-tiller reform. The party secretary of Sichuan province, Zhao Ziyang, made a similar decision. At the national level, the December 1978 party plenum that launched the reform era raised agricultural prices and gave a blessing to rural collectives experimenting with different ways of management, but it still condemned private farming. By 1980, however, Zhao Ziyang had become premier and Wan Li was vice premier in charge of agriculture policy. Together they rammed through a national policy to disband the communes and return to family farming. By the end of 1982 virtually all agricultural collectives were gone, and family farmers had been assigned rights to cultivate individual plots of land. The effect on agricultural output and farm incomes was spectacular. By 1984 grain output was over 400 million tons, a third higher than it had been just six years before; production of oilseeds and cotton sustained annual growth rates of 15 percent; and meat production was growing by 10 percent a year. Rural per capita income more than doubled between 1979 and 1984. Per capita cash savings by rural families rose from essentially zero in 1979 to 300 renminbi (Rmb) by 1989. Rapid gains in agricultural output and incomes continued throughout the 1980s, as farmers continued to diversify their crops and apply new technologies that increased yields. Use of chemical fertilizer, which had risen gradually in the 1970s, tripled between 1978 and 1990. So did the use of farm machinery, notably pumps, small tractors, and food processing equipment.3

There were new and unsettling developments in farming techniques, the introduction of machinery and of four-crop rotation methods, which we in retrospect now recognize as the Agricultural Revolution. There were hints of the coming of the Industrial Revolution too, a revolution that would soon sweep like a gale through all of English society and would massively enhance the rise and role of cities, which would lure workers in vast numbers away from the countryside. The unease of the times parallels to a degree the same kind of bewilderment at the rate of change in society that so clearly afflicts twenty-first-century humankind.

The frictional generator with its Leyden jar and the chemical battery continued to be the primary sources of electricity until late in the nineteenth century. Both were feeble, limited, and expensive compared with the products of the development of steam, the broad-shouldered steam engines that powered factories, raised water, propelled ships, and hauled trainloads of passengers and freight. On a smaller but complementary scale, horses moved goods and passengers within the city and generated power directly or by turning sweeps on the farm. The fuels most in demand for heating and to power machinery were wood and coal. United States energy consumption reached 70 percent wood in 1870, shifting to 70 percent coal by 1900.7 Kerosene was a cheap lighting fuel where coal-derived town gas wasn’t available, and petroleum increased its share as its use for lighting and lubrication grew.

But there is hope. The United Nations did a study showing that small farms can feed the world. Small farms are more adaptable. They are less costly, because they don't need extremely expensive machinery, and less environmentally damaging, because they don't need to spray chemicals. And they provide greater local economic opportunities than large industrial farms do. Small farms have been proven to produce higher yields per acre and more nutrient-dense foods.
