However it might rule on such a plan, it seems clear that the Court would accept a plan that excluded church-connected schools but applied to all other private and public schools. Such a restricted plan would be far superior to the present system, and might not be much inferior to a wholly unrestricted plan. Schools now connected with churches could qualify by subdividing themselves into two parts: a secular part reorganized as an independent school eligible for vouchers, and a religious part reorganized as an after-school or Sunday activity paid for directly by parents or church funds. The constitutional issue will have to be settled by the courts. But it is worth emphasizing that vouchers would go to parents, not to schools. Under the GI bills, veterans have been free to attend Catholic or other colleges and, so far as we know, no First Amendment issue has ever been raised. Recipients of Social Security and welfare payments are free to buy food at church bazaars and even to contribute to the collection plate from their government subsidies, with no First Amendment question being asked. Indeed, we believe that the penalty that is now imposed on parents who do not send their children to public schools violates the spirit of the First Amendment, whatever lawyers and judges may decide about the letter. Public schools teach religion, too—not a formal, theistic religion, but a set of values and beliefs that constitute a religion in all but name. The present arrangements abridge the religious freedom of parents who do not accept the religion taught by the public schools yet are forced to pay to have their children indoctrinated with it, and to pay still more to have their children escape indoctrination.

Not long before the sirens signaled the end, Alex Steiner—the man with the immovable, wooden face—coaxed the kids from his wife’s legs. He was able to reach out and grapple for his son’s free hand. Kurt, still stoic and full of stare, took it up and tightened his grip gently on the hand of his sister. Soon, everyone in the cellar was holding the hand of another, and the group of Germans stood in a lumpy circle. The cold hands melted into the warm ones, and in some cases, the feeling of another human pulse was transported. It came through the layers of pale, stiffened skin. Some of them closed their eyes, waiting for their final demise, or hoping for a sign that the raid was finally over. Did they deserve any better, these people? How many had actively persecuted others, high on the scent of Hitler’s gaze, repeating his sentences, his paragraphs, his opus? Was Rosa Hubermann responsible? The hider of a Jew? Or Hans? Did they all deserve to die? The children? The answer to each of these questions interests me very much, though I cannot allow them to seduce me. I only know that all of those people would have sensed me that night, excluding the youngest of the children. I was the suggestion. I was the advice, my imagined feet walking into the kitchen and down the corridor. As is often the case with humans, when I read about them in the book thief’s words, I pitied them, though not as much as I felt for the ones I scooped up from various camps in that time. The Germans in basements were pitiable, surely, but at least they had a chance. That basement was not a washroom. They were not sent there for a shower. For those people, life was still achievable.

Microassaults involve misusing power and privilege in subtle ways to marginalize students and create different outcomes based on race or class. In the classroom, a microassault might look like giving a more severe punishment to a student of color than his White classmate who was engaged in the same behavior. Or it might look like overemphasizing military-like behavior management strategies for students of color. With younger children, it looks like excluding them from fun activities as punishment for minor infractions. Microinsults involve being insensitive to culturally and linguistically diverse students and trivializing their racial and cultural identity such as not learning to pronounce a student’s name or giving the student an anglicized name to make it easier on the teacher. Continually confusing two students of the same race and casually brushing it off as “they all look alike.” Microinvalidations involve actions that negate or nullify a person of color’s experiences or realities such as ignoring each student’s rich funds of knowledge. They are also expressed when we don’t want to acknowledge the realities of structural racialization or implicit bias. It takes the form of trivializing and dismissing students’ experiences, telling them they are being too sensitive or accusing them of “playing the race card.”

So when Jesus directs us to pray, “Thy kingdom come,” he does not mean we should pray for it to come into existence. Rather, we pray for it to take over at all points in the personal, social, and political order where it is now excluded: “On earth as it is in heaven.” With this prayer we are invoking it, as in faith we are acting it, into the real world of our daily existence. Within his overarching dominion God has created us and has given each of us, like him, a range of will—beginning from our minds and bodies and extending outward, ultimately to a point not wholly predetermined but open to the measure of our faith. His intent is for us to learn to mesh our kingdom with the kingdoms of others. Love of neighbor, rightly understood, will make this happen. But we can only love adequately by taking as our primary aim the integration of our rule with God’s. That is why love of neighbor is the second, not the first, commandment and why we are told to seek first the kingdom, or rule, of God. Only as we find that kingdom and settle into it can we human beings all reign, or rule, together with God. We will then enjoy individualized “reigns” with neither isolation nor conflict. This is the ideal of human existence for which secular idealism vainly strives. Small wonder that, as Paul says, “Creation eagerly awaits the revealing of God’s children” (Rom. 8:19).

Creating “Correct” Children in the Classroom One of the most popular discipline programs in American schools is called Assertive Discipline. It teaches teachers to inflict the old “obey or suffer” method of control on students. Here you disguise the threat of punishment by calling it a choice the child is making. As in, “You have a choice, you can either finish your homework or miss the outing this weekend.” Then when the child chooses to try to protect his dignity against this form of terrorism, by refusing to do his homework, you tell him he has chosen his logical, natural consequence of being excluded from the outing. Putting it this way helps the parent or teacher mitigate against the bad feelings and guilt that would otherwise arise to tell the adult that they are operating outside the principles of compassionate relating. This insidious method is even worse than outand-out punishing, where you can at least rebel against your punisher. The use of this mind game teaches the child the false, crazy-making belief that they wanted something bad or painful to happen to them. These programs also have the stated intention of getting the child to be angry with himself for making a poor choice. In this smoke and mirrors game, the children are “causing” everything to happen and the teachers are the puppets of the children’s choices. The only ones who are not taking responsibility for their actions are the adults. Another popular coercive strategy is to use “peer pressure” to create compliance. For instance, a teacher tells her class that if anyone misbehaves then they all won’t get their pizza party. What a great way to turn children against each other. All this is done to help (translation: compel) children to behave themselves. But of course they are not behaving themselves: they are being “behaved” by the adults. Well-meaning teachers and parents try to teach children to be motivated (translation: do boring or aversive stuff without questioning why), responsible (translation: thoughtless conformity to the house rules) people. When surveys are conducted in which fourth-graders are asked what being good means, over 90% answer “being quiet.” And when teachers are asked what happens in a successful classroom, the answer is, “the teacher is able to keep the students on task” (translation: in line, doing what they are told). Consulting firms measuring teacher competence consider this a major criterion of teacher effectiveness. In other words if the students are quietly doing what they were told the teacher is evaluated as good. However my understanding of ‘real learning’ with twenty to forty children is that it is quite naturally a bit noisy and messy. Otherwise children are just playing a nice game of school, based on indoctrination and little integrated retained education. Both punishments and rewards foster a preoccupation with a narrow egocentric self-interest that undermines good values. All little Johnny is thinking about is “How much will you give me if I do X? How can I avoid getting punished if I do Y? What do they want me to do and what happens to me if I don’t do it?” Instead we could teach him to ask, “What kind of person do I want to be and what kind of community do I want to help make?” And Mom is thinking “You didn’t do what I wanted, so now I’m going to make something unpleasant happen to you, for your own good to help you fit into our (dominance/submission based) society.” This contributes to a culture of coercion and prevents a community of compassion. And as we are learning on the global level with our war on terrorism, as you use your energy and resources to punish people you run out of energy and resources to protect people. And even if children look well-behaved, they are not behaving themselves They are being behaved by controlling parents and teachers.

But people disregard these inspired thoughts, these high-potential opportunities, as “just another stupid idea.” Why? Perhaps they are concerned about a lack of support (perceived or otherwise) from others, or maybe they are afraid of what others will think of them if they fail. Whatever the reason, they convince themselves: “This would be a great idea for someone who has more free time.” “This would be a great idea for someone with a higher level of education.” “This would be a great idea for someone who has more money.” “Everybody thinks this idea is crazy. They must be right.” No matter the justification, the response is the same. These inspired thoughts, these high-potential ideas, are stuffed deep into the drawer labeled “stupid,” and they’re never heard from again . . . or the waiting game begins. People wait. They wait for that elusive day when they’ll finally have enough time (guess what? — you never will), enough education (there is always more to know), enough money (no matter how much you make, someone will always have more). They wait until the children are grown (news flash: just because they’re grown, it doesn’t mean you’re rid of them) or until things settle down at work (they never will). People wait until . . . until . . . until . . . They wait, and they wait, and they wait, until that fateful day when they wake up and realize that while they were sitting around, paying dues, earning their keep, waiting for that elusive “perfect time,” their entire life has passed them by.

If doctrine elevates a woman’s married-with-children status as her highest calling, it isn’t true, because that omits single believers (whose status Paul considered preferable), widows, the childless by choice or fate or loss, the divorced, and the celibate gay. If these folks are second-class citizens in the kingdom because they aren’t married with children, then God just excluded millions of people from gospel work, and I guess they should just eat rocks and die. If it isn’t also true for a poor single Christian mom in Haiti, it isn’t true. Theology is either true everywhere or it isn’t true anywhere. This helps untangle us from the American God Narrative and sets God free to be God instead of the My-God-in-a-Pocket I carried for so long. It lends restraint when declaring what God does or does not think, because sometimes my portrayal of God’s ways sounds suspiciously like the American Dream and I had better check myself. Because of the Haitian single mom. Maybe I should speak less for God. This brings me to the question at hand, another popular subject I am asked to pontificate on: What is my calling? Our failure to keep our children attached to us and to the other adults responsible for them has not only taken away their shields but put a sword in the hands of their peers. When peers replace parents, children lose their vital protection against the thoughtlessness of others. The vulnerability of a child in such circumstances can easily be overwhelmed. The resulting pain is more than many children can bear. Studies have been unequivocal in their findings that the best protection for a child, even through adolescence, is a strong attachment with an adult. The most impressive of these studies involved ninety thousand adolescents from eighty different communities chosen to make the sample as representative of the United States as possible. The primary finding was that teenagers with strong emotional ties to their parents were much less likely to exhibit drug and alcohol problems, attempt suicide, or engage in violent behavior and early sexual activity. Such adolescents, in other words, were at greatly reduced risk for the problems that stem from being defended against vulnerability. Shielding them from stress and protecting their emotional health and functioning were strong attachments with their parents. This was also the conclusion of the noted American psychologist Julius Segal, a brilliant pioneer of research into what makes young people resilient. Summarizing studies from around the world, he concluded that the most important factor keeping children from being overwhelmed by stress was “the presence in their lives of a charismatic adult — a person with whom they identify and from whom they gather strength.” As Dr. Segal has also said, “Nothing will work in the absence of an indestructible link of caring between parent and child.” Peers should never have come to matter that much — certainly not more than parents or teachers or other adult attachment figures. Taunts and rejection by peers sting, of course, but they shouldn't cut to the quick, should not be so devastating. The profound dejection of an excluded child reveals a much more serious attachment problem than it does a peer-rejection problem.

Dehumanization has fueled innumerable acts of violence, human rights violations, war crimes, and genocides. It makes slavery, torture, and human trafficking possible. Dehumanizing others is the process by which we become accepting of violations against human nature, the human spirit, and, for many of us, violations against the central tenets of our faith. How does this happen? Maiese explains that most of us believe that people’s basic human rights should not be violated—that crimes like murder, rape, and torture are wrong. Successful dehumanizing, however, creates moral exclusion. Groups targeted based on their identity—gender, ideology, skin color, ethnicity, religion, age—are depicted as “less than” or criminal or even evil. The targeted group eventually falls out of the scope of who is naturally protected by our moral code. This is moral exclusion, and dehumanization is at its core. Dehumanizing always starts with language, often followed by images. We see this throughout history. During the Holocaust, Nazis described Jews as Untermenschen—subhuman. They called Jews rats and depicted them as disease-carrying rodents in everything from military pamphlets to children’s books. Hutus involved in the Rwanda genocide called Tutsis cockroaches. Indigenous people are often referred to as savages. Serbs called Bosnians aliens. Slave owners throughout history considered slaves subhuman animals. I know it’s hard to believe that we ourselves could ever get to a place where we would exclude people from equal moral treatment, from our basic moral values, but we’re fighting biology here. We’re hardwired to believe what we see and to attach meaning to the words we hear. We can’t pretend that every citizen who participated in or was a bystander to human atrocities was a violent psychopath. That’s not possible, it’s not true, and it misses the point. The point is that we are all vulnerable to the slow and insidious practice of dehumanizing, therefore we are all responsible for recognizing it and stopping it. THE COURAGE TO EMBRACE OUR HUMANITY Because so many time-worn systems of power have placed certain people outside the realm of what we see as human, much of our work now is more a matter of “rehumanizing.” That starts in the same place dehumanizing starts—with words and images. The traditional hospital practice of excluding parents ignored the importance of attachment relationships as regulators of the child’s emotions, behaviour and physiology. The child’s biological status would be vastly different under the circumstances of parental presence or absence. Her neurochemical output, the electrical activity in her brain’s emotional centres, her heart rate, blood pressure and the serum levels of the various hormones related to stress would all vary significantly. Life is possible only within certain well-defined limits, internal or external. We can no more survive, say, high sugar levels in our bloodstream than we can withstand high levels of radiation emanating from a nuclear explosion. The role of self-regulation, whether emotional or physical, may be likened to that of a thermostat ensuring that the temperature in a home remains constant despite the extremes of weather conditions outside. When the environment becomes too cold, the heating system is switched on. If the air becomes overheated, the air conditioner begins to work. In the animal kingdom, self-regulation is illustrated by the capacity of the warm-blooded creature to exist in a broad range of environments. It can survive more extreme variations of hot and cold without either chilling or overheating than can a coldblooded species. The latter is restricted to a much narrower range of habitats because it does not have the capacity to self-regulate the internal environment. Children and infant animals have virtually no capacity for biological self-regulation; their internal biological states—heart rates, hormone levels, nervous system activity — depend completely on their relationships with caregiving grown-ups. Emotions such as love, fear or anger serve the needs of protecting the self while maintaining essential relationships with parents and other caregivers. Psychological stress is whatever threatens the young creature’s perception of a safe relationship with the adults, because any disruption in the relationship will cause turbulence in the internal milieu. Emotional and social relationships remain important biological influences beyond childhood. “Independent self-regulation may not exist even in adulthood,” Dr. Myron Hofer, then of the Departments of Psychiatry and Neuroscience at Albert Einstein College of Medicine in New York, wrote in 1984. “Social interactions may continue to play an important role in the everyday regulation of internal biologic systems throughout life.” Our biological response to environmental challenge is profoundly influenced by the context and by the set of relationships that connect us with other human beings. As one prominent researcher has expressed it most aptly, “Adaptation does not occur wholly within the individual.” Human beings as a species did not evolve as solitary creatures but as social animals whose survival was contingent on powerful emotional connections with family and tribe. Social and emotional connections are an integral part of our neurological and chemical makeup. We all know this from the daily experience of dramatic physiological shifts in our bodies as we interact with others. “You’ve burnt the toast again,” evokes markedly different bodily responses from us, depending on whether it is shouted in anger or said with a smile. When one considers our evolutionary history and the scientific evidence at hand, it is absurd even to imagine that health and disease could ever be understood in isolation from our psychoemotional networks. “The basic premise is that, like other social animals, human physiologic homeostasis and ultimate health status are influenced not only by the physical environment but also by the social environment.” From such a biopsychosocial perspective, individual biology, psychological functioning and interpersonal and social relationships work together, each influencing the other.

We reject the modern idea that marriage is a relationship that exists primarily for the fulfillment of the individuals who enter into it, with either one of them being able to terminate it at will. We focus on the well-being of children, not just ourselves. . . . “God has commanded that the sacred powers of procreation are to be employed only between man and woman, lawfully wedded as husband and wife.” That declaration is not politically correct but it is true, and we are responsible to teach and practice its truth. That obviously sets us against many assumptions and practices in today’s world--the birth of millions of innocent children to unwed mothers being only one illustration. . . . Of course, we see the need to correct some long-standing deficiencies in legal protections and opportunities for women. But in our private behavior, as President Gordon B. Hinckley taught many years ago about the public sector, we believe that any effort “to create neuter gender of that which God created male and female will bring more problems than benefits.” . . . When we begin by measuring modern practices and proposals against what we know of God’s Plan and the premises given in the word of God and the teachings of His living prophets, we must anticipate that our conclusions will differ from persons who do not think in that way. But we are firm in this because we know that this puts us on safe ground, eternally. . . . [Some] persons . . . mistakenly believe that God’s love is so great and so unconditional that it will mercifully excuse them from obeying His laws or the conditions of His Plan. They reason backward from their desired conclusion, and assume that the fundamentals of God’s eternal law must adhere to their concepts. But this thinking is confused. The love of God does not supersede His commandments or His Plan. . . . The kingdom of glory to which we are assigned in the final judgment is not determined by love but by the law that God has given us--because of His love--to qualify us for eternal life, “the greatest of all the gifts of God” (D&C 14:7). Those who know that truth will surely think differently about many things than those who do not. . . . We cannot escape the conclusions, teachings, and advocacy of modern Pharisees. We must live in the world. But the teaching that we not be “of the world” (John 15:19; 17:14, 16) requires us to identify error and exclude it from our thinking, our desires, and our actions. There were other important reasons for the growth of American individualism at the expense of community in the second half of the twentieth century besides the nature of capitalism. The first arose as an unintended consequence of a number of liberal reforms of the 1960s and 1970s. Slum clearance uprooted and destroyed many of the social networks that existed in poor neighborhoods, replacing them with an anonymous and increasingly dangerous existence in high-rise public housing units. “Good government” drives eliminated the political machines that at one time governed most large American cities. The old, ethnically based machines were often highly corrupt, but they served as a source of local empowerment and community for their clients. In subsequent years, the most important political action would take place not in the local community but at higher and higher levels of state and federal government. A second factor had to do with the expansion of the welfare state from the New Deal on, which tended to make federal, state, and local governments responsible for many social welfare functions that had previously been under the purview of civil society. The original argument for the expansion of state responsibilities to include social security, welfare, unemployment insurance, training, and the like was that the organic communities of preindustrial society that had previously provided these services were no longer capable of doing so as a result of industrialization, urbanization, decline of extended families, and related phenomena. But it proved to be the case that the growth of the welfare state accelerated the decline of those very communal institutions that it was designed to supplement. Welfare dependency in the United States is only the most prominent example: Aid to Familles with Dependent Children, the depression-era legislation that was designed to help widows and single mothers over the transition as they reestablished their lives and families, became the mechanism that permitted entire inner-city populations to raise children without the benefit of fathers. The rise of the welfare state cannot be more than a partial explanation for the decline of community, however. Many European societies have much more extensive welfare states than the United States; while nuclear families have broken down there as well, there is a much lower level of extreme social pathology. A more serious threat to community has come, it would seem, from the vast expansion in the number and scope of rights to which Americans believe they are entitled, and the “rights culture” this produces. Rights-based individualism is deeply embedded in American political theory and constitutional law. One might argue, in fact, that the fundamental tendency of American institutions is to promote an ever-increasing degree of individualism. We have seen repeatedly that communities tend to be intolerant of outsiders in proportion to their internal cohesiveness, because the very strength of the principles that bind members together exclude those that do not share them. Many of the strong communal structures in the United States at midcentury discriminated in a variety of ways: country clubs that served as networking sites for business executives did not allow Jews, blacks, or women to join; church-run schools that taught strong moral values did not permit children of other denominations to enroll; charitable organizations provided services for only certain groups of people and tried to impose intrusive rules of behavior on their clients. The exclusiveness of these communities conflicted with the principle of equal rights, and the state increasingly took the side of those excluded against these communal organizations.

Many people with this lifetrap are quite comfortable in intimate settings and are quite socially skilled. Their lifetrap may not show in one-to-one relationships. It sometimes surprises us to realize how anxious and aloof they may feel at parties, in classes, at meetings, or at work. They have a restless quality, a quality of looking for a place to belong.

The “Chinese question” found its answer at the national level, in the debate over a California-led plan for Chinese exclusion. In reconstructing the United States, California was emerging as the regional swing vote, just as the state’s enfranchised settlers became single-issue voters. The transcontinental railroad solidified the state’s membership in the Union, which was far from a given considering how often the territory had changed hands in the previous few decades as well as its continual political instability and foreign interference in Mexico, not to mention the temporary sundering of the United States itself. California’s Unionist majority helped repair that split, cutting off the Confederacy’s western tendency. But Unionist didn’t necessarily mean faithfully devoted to principles of abolition democracy and the spirit of the slave revolution. The race-based exclusion of Chinese from the country flew in the face of Reconstruction and the black-led attempt to create a pluralist, racially equal nation. But that seeming contradiction was no contradiction at all for California’s white Jacksonians, because they maintained a consistent position in favor of free white labor and free white labor only. As for the regionally aligned party duopoly, California’s vote swung against the South during the war, but it could swing back. Federal civil rights legislation meant to force the ex-Confederate states to integrate also applied to settler California’s relations with the Chinese, which left the southern and western delegations looking for a solution to their linked nonwhite labor problems. If former slaves and their children were able to escape not just their commodity status but also their working role in the regional economy, southern planters threatened to bring in Chinese laborers to replace them, just as planters had in the West Indies. That would blow the exclusion plan out of the water, which gave California an incentive to compromise with the South. These two racist blocs came to an agreement that permanently set the direction of the modern American project: They agreed to cede the South to the Confederate redeemers and exclude the Chinese.

The findings that were deemed believable enough to be published, however, revolutionized ethologists’ thinking. Ethologists began to speak less often of a chasm between man and ape; they began to speak instead of a dividing “line.” And it was a line that, in the words of Harvard primatologist Irven De Vore, was “a good deal less clear than one would ever have expected.” What makes up this line between us and our fellow primates? No longer can it be claimed to be tool use. Is it the ability to reason? Wolfgang Kohler once tested captive chimps’ reasoning ability by placing several boxes and a stick in an enclosure and hanging a banana from the high ceiling by a string. The animals quickly figured out that they could get to the banana by stacking the boxes one atop the other and then reaching to swat at the banana with a stick. (Once Geza Teleki found himself in exactly this position at Gombe. He had followed the chimpanzees down into a valley and around noon discovered he had forgotten to bring his lunch. The chimps were feeding on fruit in the trees at the time, and he decided to try to knock some fruit from nearby vines with a stick. For about ten minutes he leaped and swatted with his stick but didn’t manage to knock down any fruit. Finally an adolescent male named Sniff collected a handful of fruit, came down the tree, and dropped the fruit into Geza’s hands.) Some say language is the line that separates man from ape. But this, too, is being questioned. Captive chimpanzees, gorillas, and orangutans have been taught not only to comprehend, but also to produce language. They have been taught American Sign Language (ASL), the language of the deaf, as well as languages that use plastic chips in place of words and computer languages. One signing chimp, Washoe, often combined known signs in novel and creative ways: she had not been taught the word for swan, but upon seeing one, she signed “water-bird.” Another signing chimp, Lucy, seeing and tasting a watermelon for the first time, called it a “candy-drink”; the acidic radish she named “hurt-cry-food.” Lucy would play with toys and sign to them, much as human children talk to their dolls. Koko, the gorilla protegee of Penny Patterson, used sign language to make jokes, escape blame, describe her surroundings, tell stories, even tell lies. One of Biruté’s ex-captives, a female orangutan named Princess, was taught a number of ASL signs by Gary Shapiro. Princess used only the signs she knew would bring her food; because she was not a captive, she could not be coerced into using sign language to any ends other than those she found personally useful. Today dolphins, sea lions, harbor seals, and even pigeons are being taught artificial languages, complete with a primitive grammar or syntax. An African grey parrot named Alex mastered the correct use of more than one hundred spoken English words, using them in proper order to answer questions, make requests, do math, and offer friends and visitors spontaneous, meaningful comments until his untimely death at age 31 in 2007. One leading researcher, Ronald Schusterman, is convinced that “the components for language are present probably in all vertebrates, certainly in mammals and birds.” Arguing over semantics and syntax, psychologists and ethologists and linguists are still debating the definitions of the line. Louis Leakey remarked about Jane’s discovery of chimps’ use of tools that we must “change the definition of man, the definition of tool, or accept chimps as man.” Now some linguists have actually proposed, in the face of the ape language experiments, changing the definition of language to exclude the apes from a domain we had considered uniquely ours. The line separating man from the apes may well be defined less by human measurement than by the limits of Western imagination. It may be less like a boundary between land and water and more like the lines we draw on maps separating the domains of nations.

Rather than a state of equal brotherhood and sisterhood, Kim had introduced an elaborate social order in which the eleven million ordinary North Korean citizens were classified according to their perceived political reliability. The songbun system, as it was known, ruthlessly reorganized the entire social system of North Korea into a communistic pseudofeudal system, with every individual put through eight separate background checks, their family history taken into account as far back as their grandparents and second cousins. Your final rating, or songbun, put you in one of fifty-one grades, divided into three broad categories, from top to bottom: the core class, the wavering class, and the hostile class. The hostile class included vast swathes of society, from the politically suspect (“people from families of wealthy farmers, merchants, industrialists, landowners; pro-Japan and pro-U.S. people; reactionary bureaucrats; defectors from the South; Buddhists, Catholics, expelled public officials”) to kiaesaeng (the Korean equivalent of geishas) and mudang (rural shamans). Although North Koreans weren’t informed of their new classification, it quickly became clear to most people what class they had been assigned. North Koreans of the hostile class were banned from living in Pyongyang or in the most fertile areas of the countryside, and they were excluded from any good jobs. There was virtually no upward mobility—once hostile, forever hostile—but plenty downward. If you were found to be doing anything that was illegal or frowned upon by the regime, you and your family’s songbun would suffer. Personal files were kept locked away in local offices, and were backed up in the offices of the Ministry for the Protection of State Security and in a blast-resistant vault in the mountains of Yanggang province. There was no way to tamper with your status, and no way to escape it. The most cunning part of it all was that Kim Il-Sung came up with a way for his subjects to enforce their own oppression by organizing the people into inminban (“people’s groups”), cooperatives of twenty or so families per neighborhood whose duty it was to keep tabs on one another and to inform on any potentially criminal or subversive behavior. These were complemented by kyuch’aldae, mobile police units on constant lookout for infringers, who had the authority to burst into your home or office at any time of day or night. Offenses included using more than your allocated quota of electricity, wearing blue jeans, wearing clothes bearing Roman writing (a “capitalist indulgence”) and allowing your hair to grow longer than the authorized length. Worse still, Kim decreed that any one person’s guilt also made that person’s family, three generations of it, guilty of the same crime. Opposing the regime meant risking your grandparents, your wife, your children—no matter how young—being imprisoned and tortured with you. Historically, Koreans had been subject to a caste system similar to India’s and equally as rigid. In the early years of the DPRK, the North Korean people felt this was just a modernized revitalization of that traditional social structure. By the time they realized something was awfully wrong, that a pyramid had been built, and that at the top of it, on the very narrow peak, sat Kim Il-Sung, alone, perched on the people’s broken backs, on their murdered families and friends, on their destroyed lives—by the time they paused and dared to contemplate that their liberator, their savior, was betraying them—in fact, had always betrayed them—it was already much, much too late.

As mandatory reporting laws and community awareness drove an increase its child protection investigations throughout the 1980s, some children began to disclose premeditated, sadistic and organised abuse by their parents, relatives and other caregivers such as priests and teachers (Hechler 1988). Adults in psychotherapy described similar experiences. The dichotomies that had previously associated organised abuse with the dangerous, external ‘Other’ had been breached, and the incendiary debate that followed is an illustration of the depth of the collective desire to see them restored. Campbell (1988) noted the paradox that, whilst journalists and politicians often demand that the authorities respond more decisively in response to a ‘crisis’ of sexual abuse, the action that is taken is then subsequently construed as a ‘crisis’. There has been a particularly pronounced tendency of the public reception to allegations of organised abuse. The removal of children from their parents due to disclosures of organised abuse, the provision of mental health care to survivors of organised abuse, police investigations of allegations of organised abuse and the prosecution of alleged perpetrators of organised abuse have all generated their own controversies. These were disagreements that were cloaked in the vocabulary of science and objectivity but nonetheless were played out in sensationalised fashion on primetime television, glossy news magazines and populist books, drawing textual analysis. The role of therapy and social work in the construction of testimony of abuse and trauma. in particular, has come under sustained postmodern attack. Frosh (2002) has suggested that therapeutic spaces provide children and adults with the rare opportunity to articulate experiences that are otherwise excluded from the dominant symbolic order. However, since the 1990s, post-modern and post-structural theory has often been deployed in ways that attempt to ‘manage’ from; afar the perturbing disclosures of abuse and trauma that arise in therapeutic spaces (Frosh 2002). Nowhere is this clearer than in relation to organised abuse, where the testimony of girls and women has been deconstructed as symptoms of cultural hysteria (Showalter 1997) and the colonisation of women’s minds by therapeutic discourse (Hacking 1995). However, behind words and discourse, ‘a real world and real lives do exist, howsoever we interpret, construct and recycle accounts of these by a variety of symbolic means’ (Stanley 1993: 214). Summit (1994: 5) once described organised abuse as a ‘subject of smoke and mirrors’, observing the ways in which it has persistently defied conceptualisation or explanation.
