There could be other, more hellish worlds where the best Human technology would crumble, where the environment was still the enemy, where the only survivors were those who fought back with sharper tools and stronger empires. During the early 1980s, anti-environmentalism had taken root in a network of conservative and Libertarian think tanks in Washington. These think tanks—which included the Cato Institute, the American Enterprise Institute, the Heritage Foundation, the Competitive Enterprise Institute, and the Marshall Institute, variously promoted business interests and “free market” economic policies, and the rollback of environmental, health, safety, and labor protections. I have no criticism of the basic concept of irrefutable authority. Properly employed, it is the easiest, the surest, and the proper way to resolve conflicts. There is an omnipresent temptation, however, to rely on such authority regardless of its applicability; and I know of no better examples than the scriptures and the Constitution. We find it easy to lapse into the expansive notion that the Constitution, like the gospel, embraces all truth and that it protects and guarantees all that is right, equitable, and just. From that grand premise it is only a short and comfortable leap to the proposition that the Constitution embraces my particular notion of what is right, equitable, and just. The Constitution lends itself to this kind of use because of its breadth. Issues such as foreign aid, fluoridation of water, public versus private education, progressive income tax, to which political party I should belong and which candidate I should support; questions about economic development and environmental quality control; questions about the power of labor unions and the influence of big business in government--all these are issues of great importance. But these questions cannot and ought not to be resolved by simply resorting to irrefutable authority. Neither the Constitution nor the scriptures contain answers to these questions, and under the grand plan of eternal progress it is our responsibility to develop our own skills by working out our own answers through our own thought processes. For example, the Constitution authorizes an income tax, but it neither commands nor forbids an income tax. That is a policy issue on which the Constitution--and the scriptures--are silent. Attempting to resolve our differences of opinion by asserting that if our opponents only understood the scriptures or the Constitution they would see that the whole answer is contained therein only results in foreclosing the careful, rational attention that these issues deserve and require. Resorting to several broad provisions of the Constitution in answer to that kind of question is just plain intellectual laziness. We, of all people, have an obligation to respect the Constitution--to respect it not only for what it is and what it does, but also for what it is not and what it does not do. For in this as in other contexts, improper use of that which is grand can only result in the diminution of its grandeur.

The heart of the issue is not simply that a group that gets a large portion of its budget from the Walton family fortune is unlikely to be highly critical of Walmart. The 1990s was the key decade when the contours of the climate battle were being drawn—when a collective strategy for rising to the challenge was developed and when the first wave of supposed solutions was presented to the public. It was also the period when Big Green became most enthusiastically pro-corporate, most committed to a low-friction model of social change in which everything had to be ‘win- win.’ And in the same period many of the corporate partners of groups like the EDF and the Nature Conservancy—Walmart, FedEx, GM—were pushing hard for the global deregulatory framework that has done so much to send emissions soaring. This alignment of economic interests—combined with the ever powerful desire to be seen as ‘serious’ in circles where seriousness is equated with toeing the pro-market line —fundamentally shaped how these green groups conceived of the climate challenge from the start. Global warming was not defined as a crisis being fueled by overconsumption, or by high emissions industrial agriculture, or by car culture, or by a trade system that insists that vast geographical distances do not matter—root causes that would have demanded changes in how we live, work, eat, and shop. Instead, climate change was presented as a narrow technical problem with no end of profitable solutions within the market system, many of which were available for sale at Walmart.

Consider almost any public issue. Today’s Democratic Party and its legislators, with a few notable individual exceptions, is well to the right of counterparts from the New Deal and Great Society eras. In the time of Lyndon Johnson, the average Democrat in Congress was for single-payer national health insurance. In 1971, Congress overwhelmingly passed the Comprehensive Child Development Act, for universal, public, tax-supported, high-quality day care and prekindergarten. Nixon vetoed the bill in 1972, but even Nixon was for a guaranteed annual income, and his version of health reform, “play or pay,” in which employers would have to provide good health insurance or pay a tax to purchase it, was well to the left of either Bill or Hillary Clinton’s version, or Barack Obama’s. The Medicare and Medicaid laws of 1965 were not byzantine mash-ups of public and private like Obamacare. They were public. Infrastructure investments were also public. There was no bipartisan drive for either privatization or deregulation. The late 1960s and early 1970s (with Nixon in the White House!) were the heyday of landmark health, safety, environmental, and financial regulation. To name just three out of several dozen, Nixon signed the 1970 Clean Air Act, the 1970 Occupational Safety and Health Act, and the 1973 Consumer Product Safety Act. Why did Democrats move toward the center and Republicans to the far right? Several things occurred. Money became more important in politics. The Democratic Leadership Council, formed by business-friendly and Southern Democrats after Walter Mondale’s epic 1984 defeat, believed that in order to be more competitive electorally, Democrats had to be more centrist on both economic and social issues.

Many people take this as evidence of duplicity or cynicism. But they don’t know what it’s like to be expected to make comments, almost every working day, on things of which they have little or no reliable knowledge or about which they just don’t care. They don’t appreciate the sheer number of things on which a politician is expected to have a position. Issues on which the governor had no strong opinions, events over which he had no control, situations on which it served no useful purpose for him to comment—all required some kind of remark from our office. On a typical day Aaron might be asked to comment on the indictment of a local school board chairman, the ongoing drought in the Upstate, a dispute between a power company and the state’s environmental regulatory agency, and a study concluding that some supposedly crucial state agency had been underfunded for a decade. Then there were the things the governor actually cared about: a senate committee’s passage of a bill on land use, a decision by the state supreme court on legislation applying to only one county, a public university’s decision to raise tuition by 12 percent. Commenting on that many things is unnatural, and sometimes it was impossible to sound sincere. There was no way around it, though. Journalists would ask our office about anything having remotely to do with the governor’s sphere of authority, and you could give only so many minimalist responses before you began to sound disengaged or ignorant or dishonest. And the necessity of having to manufacture so many views on so many subjects, day after day, fosters a sense that you don’t have to believe your own words. You get comfortable with insincerity. It affected all of us, not just the boss. Sometimes I felt no more attachment to the words I was writing than a dog has to its vomit.

Whenever possible, avoid animal protein that has been raised with hormones or antibiotics. Europe won’t accept hormone-laden U.S. beef because of the health risks. Also, eat organic vegetables, fruits, nuts, seeds, beans, and grains. Pesticides are known to cause hormonal imbalances and some pesticides have been shown to act as “endocrine (hormone) disrupters,” interfering with the body’s natural hormone systems and causing an array of health problems. While the Environmental Protection Agency began looking at this issue in 1999, little change has yet occurred in the marketplace, and women are well served by educating themselves on this important issue. There's a psychologist called Mary & Diamond who at Brooklyn in California, in the 80s studied rats. And they took rats at different ages. Newborns, some of whom they deliberately brain damaged, adult, middle-aged, elderly rats. And they exposed these rats to different levels of environmental stimulation, better food, more playmates, toys to play with and so on. They found out a couple of months later that the rats, at any age, including the brain-damaged rats, who had the better stimulation, they were smarter. But in the autopsy then they also found that in the front part of their brain they had larger nerve-cells with more connections with other nerve-cells and richer blood supply. In other words that environmental stimulation actually caused a change in the state of the brain, even in the older rats. And that's called neuroplasticity. The capacity of the brain to develop new circuits. So whether it comes to ADHD, addiction, depression or other childhood disorders or any other issue with adults as well, if we recognize them not as ingrained, genetically-determined diseases, but as problems of development, then the question becomes very different. Then the question becomes not just "how do we treat the symptoms?" (and addiction itself is a symptom, depression is a symptom), but "how do we help people develop out of these conditions?" In other words, it is not a medical question, purely, but a developmental question. And development always requires the right environment. Now, if you're a gardener you know that. If you are growing plants in your backyard and you want them to grow into healthy, functioning beings, botanical beings, you want to provide them with the right nurturing, the right nutrition, minerals, water, sunlight and so on. So the real question is how do we provide the conditions for further development for people whose development was impaired in the first place? Now we know how to do that. We are just not doing it.

It reached a crescendo when global warming showed that even the most seemingly innocuous by-product of industrial civilization—CO2, the stuff on which plants depend—could produce a very different planet.

Much of the so-called environmental movement today has transmuted into an aggressively nefarious and primitive faction. In the last fifteen years, many of the tenets of utopian statism have coalesced around something called the “degrowth” movement. Originating in Europe but now taking a firm hold in the United States, the “degrowthers,” as I shall characterize them, include in their ranks none other than President Barack Obama. On January 17, 2008, Obama made clear his hostility toward, of all things, electricity generated from coal and coal-powered plants. He told the San Francisco Chronicle, “You know, when I was asked earlier about the issue of coal . . . under my plan of a cap and trade system, electricity rates would necessarily skyrocket. . . .”3 Obama added, “. . . So if somebody wants to build a coal-powered plant, they can. It’s just that it will bankrupt them because they’re going to be charged a huge sum for all the greenhouse gas that’s being emitted.”4 Degrowthers define their agenda as follows: “Sustainable degrowth is a downscaling of production and consumption that increases human well-being and enhances ecological conditions and equity on the planet. It calls for a future where societies live within their ecological means, with open localized economies and resources more equally distributed through new forms of democratic institutions.”5 It “is an essential economic strategy to pursue in overdeveloped countries like the United States—for the well-being of the planet, of underdeveloped populations, and yes, even of the sick, stressed, and overweight ‘consumer’ populations of overdeveloped countries.”6 For its proponents and adherents, degrowth has quickly developed into a pseudo-religion and public-policy obsession. In fact, the degrowthers insist their ideology reaches far beyond the environment or even its odium for capitalism and is an all-encompassing lifestyle and governing philosophy. Some of its leading advocates argue that “Degrowth is not just an economic concept. We shall show that it is a frame constituted by a large array of concerns, goals, strategies and actions. As a result, degrowth has now become a confluence point where streams of critical ideas and political action converge.”7 Degrowth is “an interpretative frame for a social movement, understood as the mechanism through which actors engage in a collective action.”8 The degrowthers seek to eliminate carbon sources of energy and redistribute wealth according to terms they consider equitable. They reject the traditional economic reality that acknowledges growth as improving living conditions generally but especially for the impoverished. They embrace the notions of “less competition, large scale redistribution, sharing and reduction of excessive incomes and wealth.”9 Degrowthers want to engage in polices that will set “a maximum income, or maximum wealth, to weaken envy as a motor of consumerism, and opening borders (“no-border”) to reduce means to keep inequality between rich and poor countries.”10 And they demand reparations by supporting a “concept of ecological debt, or the demand that the Global North pays for past and present colonial exploitation in the Global South.”11

A pre-mortem typically starts with the leader asking everyone in the team to imagine that the project has gone horribly wrong and to write down the reasons why on a piece of paper. It is also very easy to conduct. ‘My guess is that, in general, doing a pre-mortem on a plan that is about to be adopted won’t cause it to be abandoned,’ Kahneman has said. ‘But it will probably be tweaked in ways that everybody will recognize as beneficial. So the pre-mortem is a low-cost, high-pay-off kind of thing.

In case after case, Fred Singer, Fred Seitz, and a handful of other scientists joined forces with think tanks and private corporations to challenge scientific evidence on a host of contemporary issues. In the early years, much of the money for this effort came from the tobacco industry; in later years, it came from foundations, think tanks, and the fossil fuel industry. They claimed the link between smoking and cancer remained unproven. They insisted that scientists were mistaken about the risks and limitations of SDI. They argued that acid rain was caused by volcanoes, and so was the ozone hole. They charged that the Environmental Protection Agency had rigged the science surrounding secondhand smoke. Most recently—over the course of nearly two decades and against the face of mounting evidence—they dismissed the reality of global warming. First they claimed there was none, then they claimed it was just natural variation, and then they claimed that even if it was happening and it was our fault, it didn’t matter because we could just adapt to it. In case after case, they steadfastly denied the existence of scientific agreement, even though they, themselves, were pretty much the only ones who disagreed.

The analogy that has helped me most is this: in Hurricane Katrina, hundreds of boat-owners rescued people—single moms, toddlers, grandfathers—stranded in attics, on roofs, in flooded housing projects, hospitals, and school buildings. None of them said, I can’t rescue everyone, therefore it’s futile; therefore my efforts are flawed and worthless, though that’s often what people say about more abstract issues in which, nevertheless, lives, places, cultures, species, rights are at stake. They went out there in fishing boats and rowboats and pirogues and all kinds of small craft, some driving from as far as Texas and eluding the authorities to get in, others refugees themselves working within the city. There was bumper-to-bumper boat-trailer traffic—the celebrated Cajun Navy—going toward the city the day after the levees broke. None of those people said, I can’t rescue them all. All of them said, I can rescue someone, and that’s work so meaningful and important I will risk my life and defy the authorities to do it. And they did. Of course, working for systemic change also matters—the kind of change that might prevent calamities by addressing the climate or the infrastructure or the environmental and economic injustice that put some people in harm’s way in New Orleans in the first place.

But by 1989, the enemy that justified SDI was rapidly disappearing. The Warsaw Pact had fallen apart, the Soviet Union itself was disintegrating, and the end of the Cold War was in sight. The Institute might have disbanded—its raison d’être disappeared—but instead, the old Cold Warriors decided to fight on. The new enemy? Environmental “alarmists.” In 1989—the very year the Berlin Wall fell—the Marshall Institute issued its first report attacking climate science. Within a few years, they would be attacking climate scientists as well.

Strategic Planning Today: A Six-Step Process  The strategic planning process offers incredible benefits if we pursue it correctly. The following six steps constitute one version of the process: mission, objective, situation analysis, strategy formulation, strategy implementation, and control.  The first step in the process is to define your mission; as we saw at the beginning of this lecture, this is the core that guides you. Your mission is what you look to in setting your objectives.  The objectives established in the second step are chosen based on some notion of wanting to fulfill your mission. They should be clear, concise, achievable, and in some sense, measurable.  The third step, the environmental scan, is pivotal for most firms, and it is the most involved. Look at both the external and internal environments in which your firm functions. On a personal level, evaluate the external factors that impinge on you with respect to your objectives.  The fourth step is the actual formulation of strategy. Decide what you will actually do to get from where you are to where you want to be. Allocate resources and connect your management decisions with the people who will implement the plan.  The fifth step is implementation of strategy, and here is where many companies fail because they do not follow the military dictum to “supervise and refine.” This means not to simply issue orders and assume that they’ll be carried out.  The sixth step, control, involves developing a control mechanism to evaluate whether or not the plan is working. When the control or monitoring system tells you that something is amiss in your strategy, you can then circle back to your environmental scan to discover whether the relevant environmental factors have changed.

Some specialized types of administrative legislation require further attention—for example, determinations that make law. These determinations echo the old determinations of facts, in which an executive officer determined a factual question that was a condition of a statute’s application. Rather than being exercises of mere discernment or judgment, however, the newer style determinations often include overt exercises of lawmaking will. Such determinations arise under statutes that leave plenty of room for lawmaking. For example, the administrator of the Environmental Protection Agency is required to specify the application of the EPA’s ambient air quality standards by publishing a list of air pollutants that “in his judgment, cause or contribute to air pollution which may reasonably be anticipated to endanger public health or welfare.”9 Although statutes of this sort speak in terms of determinations and judgments, they provide for determinations of questions so abstract or loosely stated that the agencies inevitably must engage in policy choices—in legislative will rather than mere judgment. As put by Justice Thurgood Marshall in a 1970 dissent, “the factual issues with which the Secretary [of Labor] must deal are frequently not subject to any definitive resolution,” for “[c]ausal connections and theoretical extrapolations may be uncertain,” and “when the question involves determination of the acceptable level of risk, the ultimate decision must necessarily be based on considerations of policy, as well as empirically verifiable facts.” Thus, “[t]he decision to take action in conditions of uncertainty bears little resemblance to . . . empirically verifiable factual conclusions.”10 In such instances, factual determinations become exercises of lawmaking will.

Not an “Issue,” a Frame” “The link between challenging corruption and lowering emissions is just one example of how the climate emergency could—by virtue of its urgency and the fact that it impacts, well, everyone on earth—breathe new life into a political goal for which there is already a great deal of public support. The same holds true for many of the other issues discussed so far—from raising taxes on the rich to blocking harmful new trade deals to reinvesting in the public sphere. But before those kinds of alliances can be built, some very bad habits will need to be abandoned. Environmentalists have a long history of behaving as if no issue is more important than the Big One—why, some wonder (too often out loud), is everyone wasting their time worrying about women’s rights… when it’s blindingly obvious that none of this matters if the planet decides to start ejecting us for poor behavior? F. Stone described Earth Day as “a gigantic snowjob” that was using “rock and roll, idealism and non-inflammatory social issues to turn the youth off from more urgent concerns which might really threaten our power structure. They were both wrong. The environmental crisis—if conceived sufficiently broadly—neither trumps nor distracts from our most pressing political and economic causes: it supercharges each one of them with existential urgency.

Some people argue that economics is an exception to this general story. Among all the social sciences, economics alone, these boosters contend, has a defensible claim to true scientific status. Yet we should be suspicious of its bold claims to scientific status. Modern neoclassical economic theory is firmly grounded in the kind of mechanistic worldview (described in “Complexities”) that sees the economy as a machine, and to explain the operation of this machine it imports many of the concepts of nineteenth-century classical physics. So it stresses the natural tendency of the economy to find a stable equilibrium and the possibility of isolating the effect of changes in different economic factors (like changes in interest rates) on economic performance.25 As well, to achieve its simplicity and elegance, the theory focuses on the behavior of independent individuals operating in a market—individuals who are atomized, rational, similar in preferences, and stripped of any social attributes. But this makes the theory largely asocial and ahistorical: there’s generally no place in it for large-scale historical, cultural, and political forces that sometimes have a huge impact on our economies—forces like the emancipation of women, rising environmental consciousness, or democratization in poor countries. Because it’s insensitive to broad social forces, modern economic theory is also surprisingly insensitive to its own tight relationship with capitalism. Nevertheless, it’s clearly a product of capitalism—a specific, historically rooted economic system—and it only makes sense in the context of capitalism.26

Try to make things last as long as possible, or pass them on to those who have need for them. Don't let things go to waste, just because you can afford new ones. For example, my kid cousin's laptop has been acting up for some time now. But instead of buying them a new pc, I ordered the replacement for the faulty part and repaired the laptop myself. This way, we not only reduce our e-waste footprint on the planet, but in the process, we teach kids to value things. The point is, whether you do it yourself or get it done by a professional, by practicing repair, you are actively participating in the making of a greener, cleaner and healthier world. It's not enough to be just a consumer, you gotta be a conscious consumer, otherwise there is no difference between a consumer and a slave. That is why, right-to-repair is not only a human rights issue, it is also an environmental issue. Repairing and recycling are the bedrock of sustainability. So I say again - reject less, repair more.

But these phenomena produce reactions. Once these effects are out in the world, we need to think about the way in which social movements cohere around them, and demands for progressive change are asserted. But at the same time, we want to think about the ways in which elites (who are advantaged by maintaining or reinforcing the status quo) respond to those reactions. These are the matters that we take up in chapter six. Over the past several years (as in the many decades before), we have seen an enormous panoply of social movements for social, political, and economic justice: anti-austerity movements, environmental activism, human rights promotion (including expansions of the definition of “human” and the list of rights themselves), criminal justice reform, poverty elimination/reduction, and many others. One disheartening continuity has been the successful ability of elites to keep these movements separated from, and often, in fact, antagonistic to each other. One of our key objectives here is to demonstrate the fundamental linkages among these seemingly disparate issues, in order to provide the rationale and impetus for coalition and unity.

Public policy formulation has gone a metamorphic change during the last three or four decades due to rapidly globalising world. There are at least four ways in which globalization is affecting the policy formulation in each country. Firstly, thanks to social and electronic media, small issues which a decade or so ago could only find place in the back page of a national newspaper become breaking news in major global channels creating advocacy and sympathy movements in different parts of the world. Secondly, with the rapidly globalizing world, global issues like environmental degradation, climate change, GMO, etc., which were only discussed in the corridors of power are being debated in the drawing rooms of countries and creating strong advocacy movements among the population. Thirdly, centers of actual power and decision making are shifting from local to global level with the outreach of domestic interest groups to their sympathizers in international organizations, multinational corporations and those in the governments of global powers. This outreach enables them to force their own government to accede to their demands because of economic and political clout of the global players. Lastly, whether approached by the domestic interests or not, global state and non-state actors are increasingly penetrating those domains which were henceforth exclusively reserved for the domestic state machinery. They not only interfere in the policy formulation but are now acting direct through their proxies in the form of nongovernmental organizations in domestic policy formulation and implementation.
