Subordination would be rearranging the factory so everything needed to build the engine is close at hand, instead of requiring certain materials to come from the other end of the factory. Other subsystems may have to move or lose resources, but that’s not a huge deal, since they’re not the Constraint. 4. Elevation: permanently increasing the capacity of the Constraint. In the case of the factory, elevation would be buying another engine-making machine and hiring more workers to operate it. Elevation is very effective, but it’s expensive—you don’t want to spend millions on more equipment if you don’t have to. That’s why Exploitation and Subordination come first: you can often alleviate a Constraint quickly, without resorting to spending more money. 5. Reevaluation: after making a change, reevaluating the system to see where the Constraint is located. Inertia is your enemy: don’t assume engines will always be the Constraint: once you make a few Changes, the limiting factor might become windshields. In that case, it doesn’t make sense to continue focusing on increasing engine production—the system won’t improve until windshields become the focus of improvement. The “Five Focusing Steps” are very similar to Iteration Velocity—the more quickly you move through this process and the more cycles you complete, the more your system’s Throughput will improve.

But even in the best of circumstances, trying to get the largest emergency spending bill in history through Congress in record time would be a little like getting a python to swallow a cow. I also had to contend with a bit of institutionalized procedural mischief—the Senate filibuster—which in the end would prove to be the most chronic political headache of my presidency. The filibuster isn’t mentioned anywhere in the Constitution. Instead, it came into being by happenstance: In 1805, Vice President Aaron Burr urged the Senate to eliminate the “motion to proceed”—a standard parliamentary provision that allows a simple majority of any legislature to end debate on a piece of business and call for a vote. (Burr, who seems never to have developed the habit of thinking things through, reportedly considered the rule a waste of time.) It didn’t take long for senators to figure out that without a formal way to end debate, any one of them could bring Senate business to a halt—and thereby extract all sorts of concessions from frustrated colleagues—simply by talking endlessly and refusing to surrender the floor. In 1917, the Senate curbed the practice by adopting “cloture,” allowing a vote of two-thirds of senators present to end a filibuster. Hrdy eliminated these explanations and showed a telling pattern to the infanticide. Female langurs live in groups with a single resident breeding male. Elsewhere are all-male groups that intermittently drive out the resident male; after infighting, one male then drives out the rest. Here’s his new domain, consisting of females with the babies of the previous male. And crucially, the average tenure of a breeding male (about twenty-seven months) is shorter than the average interbirth interval. No females are ovulating, because they’re nursing infants; thus this new stud will be booted out himself before any females wean their kids and resume ovulating. All for nothing, none of his genes passed on. What, logically, should he do? Kill the infants. This decreases the reproductive success of the previous male and, thanks to the females ceasing to nurse, they start ovulating. That’s the male perspective. What about the females? They’re also into maximizing copies of genes passed on. They fight the new male, protecting their infants. Females have also evolved the strategy of going into “pseudoestrus”—falsely appearing to be in heat. They mate with the male. And since males know squat about female langur biology, they fall for it—“Hey, I mated with her this morning and now she’s got an infant; I am one major stud.” They’ll often cease their infanticidal attacks. Despite initial skepticism, competitive infanticide has been documented in similar circumstances in 119 species, including lions, hippos, and chimps. A variant occurs in hamsters; because males are nomadic, any infant a male encounters is unlikely to be his, and thus he attempts to kill it (remember that rule about never putting a pet male hamster in a cage with babies?). Another version occurs among wild horses and gelada baboons; a new male harasses pregnant females into miscarrying. Or suppose you’re a pregnant mouse and a new, infanticidal male has arrived. Once you give birth, your infants will be killed, wasting all the energy of pregnancy. Logical response? Cut your losses with the “Bruce effect,” where pregnant females miscarry if they smell a new male. Thus competitive infanticide occurs in numerous species (including among female chimps, who sometimes kill infants of unrelated females). None of this makes sense outside of gene-based individual selection. Individual selection is shown with heartbreaking clarity by mountain gorillas, my favorite primate. They’re highly endangered, hanging on in pockets of high-altitude rain forest on the borders of Uganda, Rwanda, and the Democratic Republic of the Congo. There are only about a thousand gorillas left, because of habitat degradation, disease caught from nearby humans, poaching, and spasms of warfare rolling across those borders. And also because mountain gorillas practice competitive infanticide. Logical for an individual intent on maximizing the copies of his genes in the next generation, but simultaneously pushing these wondrous animals toward extinction. This isn’t behaving for the good of the species.

And those policies can be only as good as strategy, operational art of war, tactical thought, and plain military craft that have gone into their making. At present, the defects of structure submerge or distort strategy and operational art, they out rightly suppress tactical ingenuity, and they displace the traditional insights and rules of military craft in favor of bureaucratic preferences, administrative convenience, and abstract notions of efficiency derived from the world of business management. First there is the defective structure for making of military decisions under the futile supervision of the civilian Defense Department; then come the deeply flawed defense policies and military choices, replete with unnecessary costs and hidden risks; finally there come the undoubted managerial abilities, bureaucratic skills, technical expertise, and political talents, all applied to achieve those flawed policies and to implement those flawed choices. By this same sequence was the fatally incomplete Maginot Line built, as were all the Maginot Lines of history, each made no better by good government, technical talent, careful accounting, or sheer hard work. Hence the futility of all the managerial innovations tried in the Pentagon over the years. In the purchasing of weapons, for example, “total package” procurement, cost plus incentive contracting, “firm fixed price” purchasing have all been introduced with much fanfare, only to be abandoned, retried, and repudiated once again. And each time a new Secretary of Defense arrives, with him come the latest batch of managerial innovations, many of them aimed at reducing fraud, waste, and mismanagement-the classic trio endlessly denounced in Congress, even though they account for mere percentage points in the total budget, and have no relevance at all to the failures of combat. The persistence of the Administrator’s Delusion has long kept the Pentagon on a treadmill of futile procedural “reforms” that have no impact at all on the military substance of our defense. It is through strategy, operational art, tactical ingenuity, and military craft that the large savings can be made, and the nation’s military strength greatly increased, but achieving long-overdue structural innovations, from the central headquarters to the combat forces, from the overhead of bases and installations to the current purchase of new weapons. Then, and only then, will it be useful to pursue fraud, waste, and mismanagement, if only to save a few dollars more after the billions have already been saved. At present, by contrast, the Defense Department administers ineffectively, while the public, Congress, and the media apply their energies to such petty matters as overpriced spare parts for a given device in a given weapon of a given ship, overlooking at the same time the multibillion dollar question of money spent for the Navy as a whole instead of the Army – whose weakness diminishes our diplomatic weight in peacetime, and which could one day cause us to resort to nuclear weapons in the face of imminent debacle. If we had a central military authority and a Defense Department capable of strategy, we should cheerfully tolerate much fraud, waste, and mismanagement; but so long as there are competing military bureaucracies organically incapable of strategic combat, neither safety nor economy will be ensured, even if we could totally eliminate every last cent of fraud, waste, and mismanagement.

For instance, hefty carbon taxes would deter fossil fuel use and thus reduce greenhouse gas emissions and mitigate climate change as well as reduce air pollution. Introducing a carbon tax would surely be easier politically if the tax take went towards providing a basic income that would compensate those on low incomes, miners and others who would lose income-earning opportunities. The basic income case is especially strong in relation to the removal of fossil fuel subsidies. Across the world, in rich countries and in poor, governments have long used subsidies as a way of reducing poverty, by keeping down the price of fuel. This has encouraged more consumption, and more wasteful use, of fossil fuels. Moreover, fuel subsidies are regressive, since the rich consume more and thus gain more from the subsidies. But governments have been reluctant to reduce or eliminate the subsidies for fear of alienating voters. Indeed, a number of countries that have tried to reduce fuel subsidies have backed down in the face of angry popular demonstrations.

These are very common signs for babies. Also, it is usual for them to go soon after waking up or eating, and sometimes after walks. 2. Teach baby to know your cues. As mentioned earlier, create some sound signals each time baby goes. It can be anything. Most common are “psss,” “pees,” “aaa,” “fuuu” or whistling. 3. Be persistent and punctual. As soon as you feel, see or hear the signals that baby needs to go, take him, hold him and let him ease himself! 4. Encourage! Make a big deal about correct signals by applauding. Little babies love applause. 5. There will be accidents. Whatever you do, there will be misses. From the child’s viewpoint, your baby will feel much better wearing cotton undies and escaping diaper rash. He will finally be potty trained much earlier.

This will be the case when units do not need to work in close coordination—when they are basically separable. Such fragmentation breaks political coalitions, cuts the comfort of cross-subsidies, and exposes a larger number of smaller units to leadership’s scrutiny of their operations and performance. After this round of fragmentation, and more simplification, it is necessary to perform a triage. Some units will be closed, some will be repaired, and some will form the nuclei of a new structure. The triage must be based on both performance and culture—you cannot afford to have a high-performing unit with a terrible culture infect the others. The “repair” third of the triaged units must then be put through individual transformation and renewal maneuvers. Changing a unit’s culture means changing its members’ work norms and work-related values. These norms are established, held, and enforced daily by small social groups that take their cue from the group’s high-status member—the alpha. In general, to change the group’s norms, the alpha member must be replaced by someone who expresses different norms and values. All this is speeded along if a challenging goal is set. The purpose of the challenge is not performance per se, but building new work habits and routines within the unit. Once the bulk of operating units are working well, it may then be time to install a new overlay of coordinating mechanisms, reversing some of the fragmentation that was used to break inertia.
