Daze them into submission. Both players are down to the end of their energy bars. One more hit and they’re down, so they’re both being cagey. They’re hanging back at opposite ends of the screen, waiting for the other guy to make the first move. Leo takes the initiative. He sends off a fireball to force Theo into blocking, then jumps in with a flying kick to knock Blanka’s green head off. But as he’s moving through the air he hears a soft tapping. Since our civilization is irreversibly dependent on electronics, abolition of EMR is out of the question. However, as a first step toward averting disaster, we must halt the introduction of new sources of electromagnetic energy while we investigate the biohazards of those we already have with a completeness and honesty that have so far been in short supply. New sources must be allowed only after their risks have been evaluated on the basis of the knowledge acquired in such a moratorium. 
With an adequately funded research program, the moratorium need last no more than five years, and the ensuing changes could almost certainly be performed without major economic trauma. It seems possible that a different power frequency—say 400 hertz instead of 60—might prove much safer. Burying power lines and providing them with grounded shields would reduce the electric fields around them, and magnetic shielding is also feasible. 
A major part of the safety changes would consist of energy-efficiency reforms that would benefit the economy in the long run. These new directions would have been taken years ago but for the opposition of power companies concerned with their short-term profits, and a government unwilling to challenge them. It is possible to redesign many appliances and communications devices so they use far less energy. The entire power supply could be decentralized by feeding electricity from renewable sources (wind, flowing water, sunlight, georhermal and ocean thermal energy conversion, and so forth) into local distribution nets. This would greatly decrease hazards by reducing the voltages and amperages required. Ultimately, most EMR hazards could be eliminated by the development of efficient photoelectric converters to be used as the primary power source at each point of consumption. The changeover would even pay for itself, as the loss factors of long-distance power transmission—not to mention the astronomical costs of building and decommissioning short-lived nuclear power plants—were eliminated. Safety need not imply giving up our beneficial machines. 
Obviously, given the present technomilitary control of society in most parts of the world, such sane efficiency will be immensely difficult to achieve. Nevertheless, we must try. Electromagnetic energy presents us with the same imperative as nuclear energy: Our survival depends on the ability of upright scientists and other people of goodwill to break the military-industrial death grip on our policy-making institutions.

Eccles won a Nobel Prize for his seminal contributions to our understanding of how nerve cells communicate across synapses, or nerve junctions. In his later years, he worked toward a deeper understanding of the mechanisms mediating the interaction of mind and brain-including the elusive notion of free will. Standard neurobiology tells us that tiny vesicles in the nerve endings contain chemicals called neurotransmitters; in response to an electrical impulse, some of the vesicles release their contents, which cross the synapse and transmit the impulse to the adjoining neuron. In 1986 Eccles proposed that the probability of neurotransmitter release depended on quantum mechanical processes, which can be influenced by the intervention of the mind. This, Eccles said, provided a basis for the action of a free will.

Countries measured their success by the size of their territory, the increase in their population and the growth of their GDP – not by the happiness of their citizens. Industrialised nations such as Germany, France and Japan established gigantic systems of education, health and welfare, yet these systems were aimed to strengthen the nation rather than ensure individual well-being. Schools were founded to produce skilful and obedient citizens who would serve the nation loyally. At eighteen, youths needed to be not only patriotic but also literate, so that they could read the brigadier’s order of the day and draw up tomorrow’s battle plans. They had to know mathematics in order to calculate the shell’s trajectory or crack the enemy’s secret code. They needed a reasonable command of electrics, mechanics and medicine in order to operate wireless sets, drive tanks and take care of wounded comrades. When they left the army they were expected to serve the nation as clerks, teachers and engineers, building a modern economy and paying lots of taxes. The same went for the health system. At the end of the nineteenth century countries such as France, Germany and Japan began providing free health care for the masses. They financed vaccinations for infants, balanced diets for children and physical education for teenagers. They drained festering swamps, exterminated mosquitoes and built centralised sewage systems. The aim wasn’t to make people happy, but to make the nation stronger. The country needed sturdy soldiers and workers, healthy women who would give birth to more soldiers and workers, and bureaucrats who came to the office punctually at 8 a.m. instead of lying sick at home. Even the welfare system was originally planned in the interest of the nation rather than of needy individuals. When Otto von Bismarck pioneered state pensions and social security in late nineteenth-century Germany, his chief aim was to ensure the loyalty of the citizens rather than to increase their well-being. You fought for your country when you were eighteen, and paid your taxes when you were forty, because you counted on the state to take care of you when you were seventy.30 In 1776 the Founding Fathers of the United States established the right to the pursuit of happiness as one of three unalienable human rights, alongside the right to life and the right to liberty. It’s important to note, however, that the American Declaration of Independence guaranteed the right to the pursuit of happiness, not the right to happiness itself. Crucially, Thomas Jefferson did not make the state responsible for its citizens’ happiness. Rather, he sought only to limit the power of the state.

The Proofs Human society has devised a system of proofs or tests that people must pass before they can participate in many aspects of commercial exchange and social interaction. Until they can prove that they are who they say they are, and until that identity is tied to a record of on-time payments, property ownership, and other forms of trustworthy behavior, they are often excluded—from getting bank accounts, from accessing credit, from being able to vote, from anything other than prepaid telephone or electricity. It’s why one of the biggest opportunities for this technology to address the problem of global financial inclusion is that it might help people come up with these proofs. In a nutshell, the goal can be defined as proving who I am, what I do, and what I own. Companies and institutions habitually ask questions—about identity, about reputation, and about assets—before engaging with someone as an employee or business partner. A business that’s unable to develop a reliable picture of a person’s identity, reputation, and assets faces uncertainty. Would you hire or loan money to a person about whom you knew nothing? It is riskier to deal with such people, which in turn means they must pay marked-up prices to access all sorts of financial services. They pay higher rates on a loan or are forced by a pawnshop to accept a steep discount on their pawned belongings in return for credit. Unable to get bank accounts or credit cards, they cash checks at a steep discount from the face value, pay high fees on money orders, and pay cash for everything while the rest of us enjoy twenty-five days interest free on our credit cards. It’s expensive to be poor, which means it’s a self-perpetuating state of being. Sometimes the service providers’ caution is dictated by regulation or compliance rules more than the unwillingness of the banker or trader to enter a deal—in the United States and other developed countries, banks are required to hold more capital against loans deemed to be of poor quality, for example. But many other times the driving factor is just fear of the unknown. Either way, anything that adds transparency to the multi-faceted picture of people’s lives should help institutions lower the cost of financing and insuring them.

The former South African archbishop Desmond Tutu used to famously say, “We are prisoners of hope.” Such a statement might be taken as merely rhetorical or even eccentric if you hadn’t seen Bishop Tutu stare down the notorious South African Security Police when they broke into the Cathedral of St. George’s during his sermon at an ecumenical service. I was there and have preached about the dramatic story of his response more times than I can count. The incident taught me more about the power of hope than any other moment of my life. Desmond Tutu stopped preaching and just looked at the intruders as they lined the walls of his cathedral, wielding writing pads and tape recorders to record whatever he said and thereby threatening him with consequences for any bold prophetic utterances. They had already arrested Tutu and other church leaders just a few weeks before and kept them in jail for several days to make both a statement and a point: Religious leaders who take on leadership roles in the struggle against apartheid will be treated like any other opponents of the Pretoria regime. After meeting their eyes with his in a steely gaze, the church leader acknowledged their power (“You are powerful, very powerful”) but reminded them that he served a higher power greater than their political authority (“But I serve a God who cannot be mocked!”). Then, in the most extraordinary challenge to political tyranny I have ever witnessed, Archbishop Desmond Tutu told the representatives of South African apartheid, “Since you have already lost, I invite you today to come and join the winning side!” He said it with a smile on his face and enticing warmth in his invitation, but with a clarity and a boldness that took everyone’s breath away. The congregation’s response was electric. The crowd was literally transformed by the bishop’s challenge to power. From a cowering fear of the heavily armed security forces that surrounded the cathedral and greatly outnumbered the band of worshipers, we literally leaped to our feet, shouted the praises of God and began…dancing. (What is it about dancing that enacts and embodies the spirit of hope?) We danced out of the cathedral to meet the awaiting police and military forces of apartheid who hardly expected a confrontation with dancing worshipers. Not knowing what else to do, they backed up to provide the space for the people of faith to dance for freedom in the streets of South Africa.

To show just how all pervasive the Committee of 300 is, a few words about the Federal Emergency Management Agency (FEMA), a Club of Rome creation and the test it ran against a nuclear power station at Three Mile Island (TMI) Harrisburg, Pennsylvania, seems in order. Termed “an accident” by a hysterical media, this was not an accident, but a deliberately designed plot to reverse favorable public opinion to nuclear power generated electricity. TMI was a crisis test for FEMA. An additional benefit was the fear and hysteria provoked by the news media, which had people fleeing the area, when in fact they were never in any danger. Bear in mind that nobody died as a result of the TMI “accident,” nor were any serious injuries reported. The stage-managed incident bore all the hall marks of a similar incident when Orson Wells scared New York and New Jersey half to death with claims that the world was being invaded by alien beings from Mars. Actually, the radio play was an adaptation of H.G. Wells “War of Worlds.” TMI was considered a success and gained favor with the anti-nuclear forces, as it provided the rallying point for the so-called “environmentalists,” well financed by Atlantic Richfield and other major oil companies and

Peter Galison provides a thought-provoking study of the technological ethos in his book Einstein’s Clocks, Poincaré’s Maps. Clock coordination was in the air at the time. Bern had inaugurated an urban time network of electrically synchronized clocks in 1890, and a decade later, by the time Einstein had arrived, finding ways to make them more accurate and coordinate them with clocks in other cities became a Swiss passion. In addition, Einstein’s chief duty at the patent office, in partnership with Besso, was evaluating electromechanical devices. This included a flood of applications for ways to synchronize clocks by using electric signals. From 1901 to 1904, Galison notes, there were twenty-eight such patents issued in Bern. One of them, for example, was called “Installation with Central Clock for Indicating the Time Simultaneously in Several Places Separated from One Another.” A similar application arrived on April 25, just three weeks before Einstein had his breakthrough conversation with Besso; it involved a clock with an electromagnetically controlled pendulum that could be coordinated with another such clock through an electric signal. What these applications had in common was that they used signals that traveled at the speed of light.

I will give technology three definitions that we will use throughout the book. The first and most basic one is that a technology is a means to fulfill a human purpose. For some technologies-oil refining-the purpose is explicit. For others- the computer-the purpose may be hazy, multiple, and changing. As a means, a technology may be a method or process or device: a particular speech recognition algorithm, or a filtration process in chemical engineering, or a diesel engine. it may be simple: a roller bearing. Or it may be complicated: a wavelength division multiplexer. It may be material: an electrical generator. Or it may be nonmaterial: a digital compression algorithm. Whichever it is, it is always a means to carry out a human purpose. The second definition I will allow is a plural one: technology as an assemblage of practices and components. This covers technologies such as electronics or biotechnology that are collections or toolboxes of individual technologies and practices. Strictly speaking, we should call these bodies of technology. But this plural usage is widespread, so I will allow it here. I will also allow a third meaning. This is technology as the entire collection of devices and engineering practices available to a culture. Here we are back to the Oxford's collection of mechanical arts, or as Webster's puts it, "The totality of the means employed by a people to provide itself with the objects of material culture." We use this collective meaning when we blame "technology" for speeding up our lives, or talk of "technology" as a hope for mankind. Sometimes this meaning shades off into technology as a collective activity, as in "technology is what Silicon Valley is all about." I will allow this too as a variant of technology's collective meaning. The technology thinker Kevin Kelly calls this totality the "technium," and I like this word. But in this book I prefer to simply use "technology" for this because that reflects common use. The reason we need three meanings is that each points to technology in a different sense, a different category, from the others. Each category comes into being differently and evolves differently. A technology-singular-the steam engine-originates as a new concept and develops by modifying its internal parts. A technology-plural-electronics-comes into being by building around certain phenomena and components and develops by changing its parts and practices. And technology-general, the whole collection of all technologies that have ever existed past and present, originates from the use of natural phenomena and builds up organically with new elements forming by combination from old ones.

(i) Social benefits. When we first started writing about higher education, we had a good deal of sympathy for the first justification. We no longer do. In the interim we have tried to induce the people who make this argument to be specific about the alleged social benefits. The answer is almost always simply bad economics. We are told that the nation benefits by having more highly skilled and trained people, that investment in providing such skills is essential for economic growth, that more trained people raise the productivity of the rest of us. These statements are correct. But none is a valid reason for subsidizing higher education. Each statement would be equally correct if made about physical capital (i.e., machines, factory buildings, etc.), yet hardly anyone would conclude that tax money should be used to subsidize the capital investment of General Motors or General Electric. If higher education improves the economic productivity of individuals, they can capture that improvement through higher earnings, so they have a private incentive to get the training. Adam Smith's invisible hand makes their private interest serve the social interest. It is against the social interest to change their private interest by subsidizing schooling. The extra students—those who will only go to college if it is subsidized—are precisely the ones who judge that the benefits they receive are less than the costs. Otherwise they would be willing to pay the costs themselves.

An algorithm for preparing vegetable soup may tell us: 1.​Heat half a cup of oil in a pot. 2.​Finely chop four onions. 3.​Fry the onion until golden. 4.​Cut three potatoes into chunks and add to the pot. 5.​Slice a cabbage into strips and add to the pot. And so forth. You can follow the same algorithm dozens of times, each time using slightly different vegetables, and therefore getting a slightly different soup. But the algorithm remains the same. A recipe by itself cannot make soup. You need a person to read the recipe and follow the prescribed set of steps. But you can build a machine that embodies this algorithm and follows it automatically. Then you just need to provide the machine with water, electricity and vegetables – and it will prepare the soup by itself. There aren’t many soup machines around, but you are probably familiar with beverage vending machines. Such machines usually have a slot for coins, an opening for cups, and rows of buttons. The first row has buttons for coffee, tea and cocoa. The second row is marked: no sugar, one spoon of sugar, two spoons of sugar. The third row indicates milk, soya milk, no milk. A man approaches the machine, inserts a coin into the slot and presses the buttons marked ‘tea’, ‘one sugar’ and ‘milk’. The machine kicks into action, following a precise set of steps. It drops a tea bag into a cup, pours boiling water, adds a spoonful of sugar and milk, and ding! A nice cup of tea emerges. This is an algorithm.17

The Memory Business Steven Sasson is a tall man with a lantern jaw. In 1973, he was a freshly minted graduate of the Rensselaer Polytechnic Institute. By 1975, working with a small team of talented technicians, Sasson used CCDs to create the world’s first digital still camera and digital recording device. Looking, as Fast Company once explained, “like a ’70s Polaroid crossed with a Speak-and-Spell,”5 the camera was the size of a toaster, weighed in at 8.5 pounds, had a resolution of 0.01 megapixel, and took up to thirty black-and-white digital images—a number chosen because it fell between twenty-four and thirty-six and was thus in alignment with the exposures available in Kodak’s roll film. There is still the question of what exactly Kodak was making more convenient. Was it just photography? Not even close. Photography was simply the medium of expression—but what was being expressed? The “Kodak Moment,” of course—our desire to document our lives, to capture the fleeting, to record the ephemeral. Kodak was in the business of recording memories. And what made recording memories more convenient than a digital camera? But that wasn’t how the Kodak Corporation of the late twentieth century saw it. They thought that the digital camera would undercut their chemical business and photographic paper business, essentially forcing the company into competing against itself. So they buried the technology. Nor did the executives understand how a low-resolution 0.01 megapixel image camera could hop on an exponential growth curve and eventually provide high-resolution images. So they ignored it. Instead of using their weighty position to corner the market, they were instead cornered by the market.

The core was exposed.122 A split second later, steam and inrushing air reacted with the fuel’s ruined zirconium cladding to create a volatile mixture of hydrogen and oxygen, which triggered a second, far more powerful explosion.123 Fifty tons of vaporised nuclear fuel were thrown into the atmosphere, destined to be carried away in a poisonous cloud that would spread across most of Europe. The mighty explosion ejected a further 700 tons of radioactive material - mostly graphite - from the periphery of the core, scattering it across an area of a few square kilometers. This included the roofs of the turbine hall, Unit 3, and the ventilation stack it shared with Unit 4, all of which erupted into flames. The reactor fuel’s extreme temperature, combined with air rushing into the gaping hole, ignited the core’s remaining graphite and generated an inferno that burned for weeks. Most lights, windows and electrical systems throughout the severely damaged Unit 4 were blown out, leaving only a smattering of emergency lighting to provide illumination.124

After dark the raccoons and opossums will start on their rounds; the skunks will rouse from their burrows and head into town. In summer music will rise up. The old man with the portable organ will play for passing change in front of the public library. People in finery will sing the anthems of vanished goddesses; people who are still trying to live by fishing will pump quarters into jukeboxes that play the songs of their high school days. As night progresses, people in diminishing numbers will wander the streets (where whaling captains and their wives once promenaded, where O’Neill strode in drunken furies, where Radio Girl—who knows where she is now?—announced the news), hoping for surprises or just hoping for what the night can be counted on to provide, always, in any weather: the smell of water and its sound; the little houses standing square against immensities of ocean and sky; and the shapes of gulls gliding overhead, white as bone china, searching from their high silence for whatever they might be able to eat down there among the dunes and marshes, the black rooftops, the little lights tossing on the water as the tides move out or in.

The immigration scandal has also been swept under the carpet because the senate could not proceed with their investigation. The man behind the contract is sitting among the high seats in the senate. Innocent people were defrauded and they at the same time lost their lives yet, we have a transparent governance. 6. Why are we praising government as if they are doing whatever with their personal money. How many people in their various communities have they provided scholarship with their personal money before they got elected? The reason they got elected is to manage our resources and not to loot us dry. One thing I know is that we will not have any meaningful development except if we make a CHANGE.

Insert the 5/16-inch dowel into the ribbed hose to hold it straight. Use the center punch to carefully punch holes between each rib in a line along the seam of the hose. Flip the hose over and repeat along other seam. (Photo ) 2. Use the drill press to drill a hole at each center-punched location between the hose ribs, leaving the dowel in place to provide support. It is best to drill the holes on each side of the hose separately, rather than drill straight through. When you are done you should have a neat line of holes on each side of the ribbed hose. These holes will act as a stress relief and prevent the hose from splitting when it is flexed. (Photo ) 3. Remove the dowel and cut the hose into five 3-inch fingers with the utility knife. For each finger, use the utility knife to very carefully cut between each rib from the hole on one side to the hole on the other. Leave the first two ribs on each end uncut. Cut through one side of the hose only. It is critical that you do not nick the far side of the stress relief holes or you will reduce the reliability of the finger dramatically. Now the hose can flex in one direction more than in the opposite direction. (Photo ) 4. Insert another piece of dowel into one of the long balloons. Use it to gently feed the balloon into one of the fingers until the end of the balloon sticks out enough to grab it. Remove the dowel, and fold about 1/4-inch of the balloon tip over the rim of the hose. Secure it by wrapping a piece of electrical tape all the way around the tip of the finger. (Photo ) 5. Now feed the dowel back inside the finger from the non-taped end, but on the outside of the balloon. Insert it until it is just within two ribs of the tip of the finger. Fill the tip of the finger with hot glue, allow to cool, and then carefully remove the dowel. 6. Use electrical tape over the end of the finger, covering the hot-glued end. Another wrap of electrical tape over this will seal the end of the finger. (Photo ) 7. Cut the open end of the balloon away, leaving about an inch beyond the end of the finger. Stretch the open end of the balloon out and over the end of the finger. (Photo ) 8. Repeat steps 4 through 7 for each finger. (Photo ) 9. Use the yellow Teflon tape to wrap the threads on each of the male hose barbs. Thread each male hose barb onto each female hose barb and tighten firmly with the crescent wrenches. Then use more yellow Teflon tape and wrap each female hose barb several times around. The ends of these hose barbs should fit snugly into the open ends of each finger. (Photo ) 10. Use the small hose clamps to affix each finger onto the Teflon wrapped ends of the five hose barbs. (Photo ) 11. Now use hot glue to firmly attach each finger to the end of the 1x6-inch board (or other support) to form a hand.
