The first cut at the problem—the simplest but still eye-opening—is to ask how much income would have to be transferred from rich countries to poor countries to lift all of the world’s extreme poor to an income level sufficient to meet basic needs. Martin Ravallion and his colleagues on the World Bank’s poverty team have gathered data to address this question, at least approximately. The World Bank estimates that meeting basic needs requires $1.08 per day per person, measured in 1993 purchasing-power adjusted prices. Using household surveys, the Ravallion team has calculated the numbers of poor people around the world who live below that threshold, and the average incomes of those poor. According to the Bank’s estimates, 1.1 billion people lived below the $1.08 level as of 2001, with an average income of $0.77 per day, or $281 per year. More important, the poor had a shortfall relative to basic needs of $0.31 per day ($1.08 minus $0.77), or $113 per year. Worldwide, the total income shortfall of the poor in 2001 was therefore $113 per year per person multiplied by 1.1 billion people, or $124 billion. Using the same accounting units (1993 purchasing power adjusted U.S. dollars), the income of the twenty-two donor countries of the Development Assistance Committee (DAC) in 2001 was $20.2 trillion. Thus a transfer of 0.6 percent of donor income, amounting to $124 billion, would in theory raise all 1.1 billion of the world’s extreme poor to the basic-needs level. Notably, this transfer could be accomplished within the 0.7 percent of the GNP target of the donor countries. That transfer would not have been possible in 1980, when the numbers of the extreme poor were larger (1.5 billion) and the incomes of the rich countries considerably smaller. Back in 1981, the total income gap was around $208 billion (again, measured in 1993 purchasing power prices) and the combined donor country GNP was $13.2 trillion. Then it would have required 1.6 percent of donor income in transfers to raise the extreme poor to the basic-needs level.

It is the term “social welfare” that allows some leeway for groups who might be inclined to participate in federal politics, as it can be argued that political advocacy falls within the broad umbrella of promoting the common good. The 501(c)(4) designation therefore allows groups to conduct political activities, but it also affords an additional benefit: 501(c)(4) groups are not required to disclose their donors to the FEC. This latter point became particularly important in the wake of Citizens United. The 527 organizations that began gaining notoriety for their activities in 2004 had long been allowed to pursue political activities exclusively, and had been required to disclose their donors even before passage of the BCRA. Although the BCRA limitations on “express advocacy” constrained the 527s somewhat, the rules did provide an outlet for unlimited—albeit disclosed—contributions for issue advertising prior to 2010. There was effectively no benefit of seeking 501(c)(4) tax status during this period, however. Since the IRS prior to 2010 employed a broad definition of political activities prohibited for 501(c) groups, there was little reason to risk running afoul of the tax code. Groups with a primarily political purpose could achieve tax-free status and avoid IRS scrutiny by organizing as a 527 group and disclosing their donors.15 In expanding permissible election-related activity however, the Citizens United decision immediately made 501(c)(4)s a more attractive option for groups looking to make independent expenditures. Importantly, because they are primarily defined as nonprofit “social welfare” organizations as opposed to political committees, 501(c)(4)s are not allowed to make or sponsor advertisements naming a candidate their primary activity, meaning that they must constrain their election-related spending to half of their overall expenditures. Yet, if corporations and other groups could not be stopped from spending money in elections—even for express advocacy—in the wake of Citizens United, it was considerably more difficult for the IRS to stop a 501(c) group from doing so either. After Citizens United, 501(c)(4)s therefore differed little from 527s either in the type of activities they could legally spend money on or the size of the contributions they could receive. However, the lack of a disclosure requirement for 501(c)(4)s provides a considerable advantage compared to 527s. Whether it will ever again be possible to take an education easily, in Massachusetts or any other state, will depend upon political decisions made by those — like yourselves — who hold power in trust for the rest of us. I mean no disrespect, only to signal my personal sadness when I say I don’t think those decisions will be made. My reasons for pessimism stem from knowing that failure is built into our political system because it forces our political leadership to depend for its election on the same financial interests which profit from schools staying the way they already are. Schools are a most lucrative source of contracts and an enormous jobs project with sinecures for friends and relatives of your campaign donors. Don’t chalk that up to cynicism: unless you acknowledge why your hands are tied in regard to school change, you’re certain to make the same mistakes year after year in counterfeit reforms. Change isn’t likely to be possible from any political center for the same reason, but it can come from defiant personal decisions made by simple men and women who won’t stand still for their kids being outraged any more — like the revolution of homeschoolers taking place nationwide. This system has had a century to prove itself, that’s enough. It didn’t work at the start except in house-generated fairy tales; it doesn’t work today, and it won’t work better in the future.

It will allow more scholars to study the man within his times, will provide new resources to contextualize studies of other regional and national events and persons, and will encourage digital edition visitors to explore and learn more about these vital decades of American expansion and development. The digital edition of the Papers will differ significantly from the print edition by including manuscript materials, photographs, and film and sound recordings, and it will offer navigational and search options not possible in the print edition. As Griffin's volume reveals, it took many people to make Buffalo Bill's Wild West happen. Likewise, there are many people whose combined efforts have made this documentary project a reality. All of the generous donors and talented scholars who have contributed to the success of this effort will be noted in due course. But in this, the first publication, it is appropriate to acknowledge that big ideas are carried to fruition only by sound and steady leadership. The McCracken Research Library was fortunate at the advent of the papers project that in its board chair it had such a leader. Maggie Scarlett was not only an early supporter of this documentary editing project but also its first true champion. It was through her connections (and tenacity) that the initial funds were raised to launch the project.
