When you change the contents of your circle, you change your conception of yourself. The center of the circle shifts as its perimeter is changed. The liberal impulse is to expand the circle, while conservatives tend to want to restrain or even contract the circle. If outlawing abortions did not involve commandeering control of the bodies of other people (pregnant women, in this case), then there wouldn't be much controversy. The factors that usually decide presidential elections—the economy, likability of the candidates, and so on—added up to a wash, and the outcome came down to a few key swing states. Mitt Romney’s campaign followed a conventional polling approach, grouping voters into broad categories and targeting each one or not. Neil Newhouse, Romney’s pollster, said that “if we can win independents in Ohio, we can win this race.” Romney won them by 7 percent but still lost the state and the election. In contrast, President Obama hired Rayid Ghani, a machine-learning expert, as chief scientist of his campaign, and Ghani proceeded to put together the greatest analytics operation in the history of politics. They consolidated all voter information into a single database; combined it with what they could get from social networking, marketing, and other sources; and set about predicting four things for each individual voter: how likely he or she was to support Obama, show up at the polls, respond to the campaign’s reminders to do so, and change his or her mind about the election based on a conversation about a specific issue. Based on these voter models, every night the campaign ran 66,000 simulations of the election and used the results to direct its army of volunteers: whom to call, which doors to knock on, what to say. In politics, as in business and war, there is nothing worse than seeing your opponent make moves that you don’t understand and don’t know what to do about until it’s too late. That’s what happened to the Romney campaign. They could see the other side buying ads in particular cable stations in particular towns but couldn’t tell why; their crystal ball was too fuzzy. In the end, Obama won every battleground state save North Carolina and by larger margins than even the most accurate pollsters had predicted. The most accurate pollsters, in turn, were the ones (like Nate Silver) who used the most sophisticated prediction techniques; they were less accurate than the Obama campaign because they had fewer resources. But they were a lot more accurate than the traditional pundits, whose predictions were based on their expertise. You might think the 2012 election was a fluke: most elections are not close enough for machine learning to be the deciding factor. But machine learning will cause more elections to be close in the future. In politics, as in everything, learning is an arms race. In the days of Karl Rove, a former direct marketer and data miner, the Republicans were ahead. By 2012, they’d fallen behind, but now they’re catching up again.

in Canada, Hawaii, Chicago, or Washington, D.C., police are unable to point to a single instance of gun registration aiding the investigation of a violent crime. In a 2013 deposition, D.C. Police Chief Cathy Lanier said that the department could not “recall any specific instance where registration records were used to determine who committed a crime.”1 The idea behind a registry is that guns left at a crime scene can be used to trace back to the criminals. Unfortunately, guns are very rarely left at the scene of the crime. Those that are left behind are virtually never registered—criminals are not stupid enough to leave behind guns registered to them. In the few cases where registered guns were left at the scene, the criminal had usually been killed or seriously injured. Canada keeps some of the most thorough data on gun registration. From 2003 to 2009, a weapon was identified in fewer than a third of the country’s 1,314 firearm homicides. Of these identified weapons, only about a quarter were registered. Roughly half of these registered guns were registered to someone other than the person accused of the homicide. In just sixty-two cases—4.7 percent of all firearm homicides—was the gun identified as being registered to the accused. Since most Canadian homicides are not committed with a gun, these sixty-two cases correspond to only about 1 percent of all homicides. From 2003 to 2009, there were only sixty-two cases—just nine a year—where registration made any conceivable difference. But apparently, the registry was not important even in those cases. Despite a handgun registry in effect since 1934, the Royal Canadian Mounted Police and the Chiefs of Police have not yet provided a single example in which tracing was of more than peripheral importance in solving a case. No more successful was the long-gun registry that started in 1997 and cost Canadians $2.7 billion before being scrapped. In February 2000, I testified before the Hawaii State Senate joint hearing between the Judiciary and Transportation committees on changes that were being proposed to the state gun registration laws.2 I suggested two questions to the state senators: (1) how many crimes had been solved by their current registration and licensing system, and (2) how much time did it currently take police to register guns? The Honolulu police chief was notified in advance about those questions to give him time to research them. He told the committee that he could not point to any crimes that had been solved by registration, and he estimated that his officers spent over 50,000 hours each year on registering guns. But those aren’t the only failings of gun registration. Ballistic fingerprinting was all the rage fifteen years ago. This process requires keeping a database of the markings that a particular gun makes on a bullet—its unique fingerprint, so to speak. Maryland led the way in ballistic investigation, and New York soon followed. The days of criminal gun use were supposedly numbered. It didn’t work.3 Registering guns’ ballistic fingerprints never solved a single crime. New York scrapped its program in 2012.4 In November 2015, Maryland announced it would be doing the same.5 But the programs were costly. Between 2000 and 2004, Maryland spent at least $2.5 million setting up and operating its computer database.6 In New York, the total cost of the program was about $40 million.7 Whether one is talking about D.C., Canada, or these other jurisdictions, think of all the other police activities that this money could have funded. How many more police officers could have been hired? How many more crimes could have been solved? A 2005 Maryland State Police report labeled the operation “ineffective and expensive.”8 These programs didn’t work.

One other genus of trees that is grown on small scale in forest plots, and as specimens in parks and gardens, is the gums (Eucalyptus). This, however, does not provide as much for our wildlife; no Lepidoptera have been found feeding on gums, and the only gall relates to a single record. Eucalyptus woodland is much more of a wildlife desert than the much-derided conifer plantations, and we are fortunate that it is scarcely suited to our climate.

In the logs of those early journeys, the excitement of the ACLers is moving. On continents, on worlds vivid and drab, they record first moments of understanding with menageries of exots. Tactile languages, bioluminescent words, all varieties of sounds that organisms can make. Dialects comprehensible only as palimpsests of references to everything already said, or in which adjectives are rude and verbs unholy. I've seen the trid diary of an ACLer barricaded in his cabin, whose vessel has been boarded by what we didn't then know as Corscans - it was first contact. He's afraid, as he should be, of the huge things battering at his door, but he's recording his excitement at having just understood the tonal structures of their speech. When the ACLers and the crews came to Arieka, there started more than 250 kilohours of bewilderment. It wasn't that the Host language is particularly difficult to understand, or changeable, or excessively various. There were startlingly few Hosts or Arieka, scattered around the one city, and all spoke the same language. With the linguists' earware and drives it wasn't hard to amass a database of sound-words (the newcomers thought of them as words, though where they divided one from the next the Ariekei might not recognize fissures). The scholars made pretty quick sense of syntax. Like all exot languages it had its share of astonishments. But there was nothing so alien that trumped the ACLers or their machines. The Hosts were patient, seemed intrigued by and, insofar as anyone could tell through their polite opacity, welcoming to their guests. They had no access to immer, nor exotic drives or even sublux engines; they never left their atmosphere, but they were otherwise advanced. They manipulated life with astounding finesse, and they seemed unsurprised that there was sentience elsewhere. The Hosts did not learn out Anglo-Ubiq. Did not seem to try. But within a few thousand hours, Terre linguists could understand much of what the Hosts said, and synthesised responses and questions in the one Ariekene language. The phonetic structure of the sentences they had their machines speak - the tonal shifts, the vowels and the rhythm of consonants - were precise, accurate to the very limits of testing. The Hosts listened, and did not understand a single sound.
