What CA observed was that when respondents were angry, their need for complete and rational explanations was also significantly reduced. In particular, anger put people in a frame of mind in which they were more indiscriminately punitive, particularly to out-groups. They would also underestimate the risk of negative outcomes. This led CA to discover that even if a hypothetical trade war with China or Mexico meant the loss of American jobs and profits, people primed with anger would tolerate that domestic economic damage if it meant they could use a trade war to punish immigrant groups and urban liberals.

One of the most surprisingly controversial presidential decisions I made was to return the Crown of Saint Stephen to the people of Hungary. It was said to have been given by the Pope in the year 1000 to Stephen, the first king of Hungary, as a symbol of political and religious authority and was worn by more than fifty kings when they were vested with power. A distinctive feature was that the cross on top was bent. As Soviet troops invaded Hungary, toward the end of the Second World War, some Hungarians delivered to American troops the crown and other royal regalia, which were subsequently stored in Fort Knox alongside our nation’s gold. The Soviets still dominated Hungary when I announced my decision to return the crown. There was a furor among Hungarian-Americans and others, and I was denounced as accepting the subservience of the occupied nation. I considered the crown to be a symbol of the freedom and sovereignty of the Hungarian people. I returned it in January 1978, stipulating that the crown and insignia must be controlled by Hungarians, carefully protected, and made available for public display as soon as practicable. A duplicate of the crown was brought to The Carter Center as a gift for me in March 1998 and is on display in our presidential museum. Rosalynn and I led volunteers to build Habitat houses in Vác, Hungary, in 1996, and we were treated as honored guests of the government and escorted to the Hungarian National Museum to see the crown and the stream of citizens who were going past it, many of them reciting a prayer as they did so. We were told that more than 3 million people pay homage to the crown each year. A few years later it was moved to its permanent home, in the Hungarian Parliament Building.

It’s one of many famous rhetorical types, most with Greek names, based on some form of repetition. There is anaphora, which is repetition at the beginning of a sentence (Winston Churchill: “We shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields”). There is tricolon, which is repetition in short triplicate (Abraham Lincoln: “Government of the people, by the people, and for the people”). There is epizeuxis, which is the same word repeated over and over (Nancy Pelosi: “Just remember these four words for what this legislation means: jobs, jobs, jobs, and jobs”). There is diacope, which is the repetition of a word or phrase with a brief interruption (Franklin D. Roosevelt: “The only thing we have to fear is fear itself”) or, most simply, an A-B-A structure (Sarah Palin: “Drill baby drill!”). There is antithesis, which is repetition of clause structures to juxtapose contrasting ideas (Charles Dickens: “It was the best of times, it was the worst of times”). There is parallelism, which is repetition of sentence structure (the paragraph you just read). Finally, there is the king of all modern speech-making tricks, antimetabole, which is rhetorical inversion: “It’s not the size of the dog in the fight; it’s the size of the fight in the dog.” There are several reasons why antimetabole is so popular. First, it’s just complex enough to disguise the fact that it’s formulaic. Second, it’s useful for highlighting an argument by drawing a clear contrast. Third, it’s quite poppy, in the Swedish songwriting sense, building a hook around two elements—A and B—and inverting them to give listeners immediate gratification and meaning. The classic structure of antimetabole is AB;BA, which is easy to remember since it spells out the name of a certain Swedish band.18 Famous ABBA examples in politics include: “Man is not the creature of circumstances. Circumstances are the creatures of men.” —Benjamin Disraeli “East and West do not mistrust each other because we are armed; we are armed because we mistrust each other.” —Ronald Reagan “The world faces a very different Russia than it did in 1991. How recent it was, then, that paedophilia was fielded as one of the liberation movements, how many of those on the left and right of the political firmament, were – and still are – persuaded that sex with children is merely another case for individual freedom? Few people in Britain at the turn of the century publicly defend adults’ rights to sex with children. But some do, and they are to be found nesting in the coalition crusading against evidence of sexual suffering. They have learned from the 1970s, masked their intentions and diverted attention on to ‘the system’. Others may not have come out for paedophilia but they are apparently content to enter into political alliances with those who have. We believe that this makes their critique of survivors and their allies unreliable. Others genuinely believe in false memories, but may not be aware of the credentials of some of their advisors.

In the long run, however, such powerful opposition to the proposed ban, combined with equal tenacity on the other side, simply dragged out the political struggle for decades, making ever wider circles of people aware of the issue. Something that had never been a public issue before now became a subject of inescapable and heated controversy for years on end. Slavery could no longer be accepted as simply one of those facts of life that most people do not bother to think about. The long, drawn-out political controversy meant that more and more people had to think about it—and many who began to think about slavery turned against it. Eventually, such strong feelings were aroused among the British public that anti-slavery petitions with unprecedented numbers of signatures poured into Parliament from around the country, from people in all walks of life, until the mounting political pressures forced not only a banning of the international slave trade in 1808, but eventually swept the anti-slavery forces on beyond their original goals toward the direct abolition of the institution of slavery itself.

NOBEL PRIZE–WINNER, British poet laureate, essayist, novelist, journalist, and short story writer Rudyard Kipling wrote for both children and adults, with many of his stories and poems focusing on British imperialism in India. His works were popular during the late nineteenth and early twentieth centuries, even though many deemed his political views too conservative. Born on December 30, 1865, in Bombay, India, Kipling had a happy early childhood, but in 1871 he and his sister were sent to a boarding house called Lorne Lodge in Southsea, where he spent many disappointing years. He was accepted in 1877 to United Services College in the west of England. In 1882, he returned to his family in India, working as a journalist, associate editor, and correspondent for many publications, including Civil and Military Gazette, a publication in Lahore, Pakistan. He also wrote poetry. He found great success in writing after his 1889 return to England, where he was eventually appointed poet laureate. Some of his most famous writings, including The Jungle Book, Kim, Puck of Pook’s Hill, and Rewards and Fairies, saw publication in the 1890s and 1900s. It was during this period that he married Caroline Balestier, the sister of an American friend and publishing colleague. The couple settled in Vermont, where their two daughters were born. After a quarrel with his brother-in-law and grumblings from his American neighbors about his controversial political views, Kipling and his family returned to England. There, Caroline gave birth to a son in 1896. Tragically, their eldest daughter died in 1899. Later, Kipling’s son perished in battle during World War I. In 1907 Kipling was awarded the Nobel Prize. He died on January 18, 1936, and his ashes are buried in Poets’ Corner in Westminster Abbey.

Williams, having awarded Orwell the title of exile, immediately replaces it with the description ‘vagrant’. A vagrant will, for example, not be reassured or comforted by Williams’s not-very-consoling insistence that '"totalitarian" describes a certain kind of repressive social control, but, also, any real society, any adequate community, is necessarily a totality. To belong to a community is to be a part of a whole, and, necessarily, to accept, while helping to define, its disciplines.’ In other words, Williams is inviting Orwell and all of us to step back inside the whale! Remember your roots, observe the customs of the tribe, recognise your responsibilities. The life of the vagrant or exile is unwholesome, even dangerous or deluded. The warmth of the family and the people is there for you; so is the life of the ‘movement.’ If you must criticize, do so from within and make sure that your criticisms are constructive. This rather peculiar attempt to bring Orwell back into the fold is reinforced by this extraordinary sentence: ‘The principle he chose was socialism, and Homage to Catalonia is still a moving book (quite apart from the political controversy it involves) because it is a record of the most deliberate attempt he ever made to become part of a believing community.’ I leave it to any reader of those pages to find evidence for such a proposition; it is true that Orwell was very moved by the Catalan struggle and by the friends he made in the course of it. But he wasn’t exactly deracinated before he went, and the ‘believing community’ of which, in the aftermath, he formed a part was a community of revolutionary sympathisers who had felt the shared experience of betrayal at the hands of Stalin. And of Stalin’s ‘community’, at that epoch, Williams formed an organic part. Nor, by the time he wrote Culture and Society, had he entirely separated from it.

I can hardly believe that our nation’s policy is to seek peace by going to war. It seems that President Donald J. Trump has done everything in his power to divert our attention away from the fact that the FBI is investigating his association with Russia during his campaign for office. For several weeks now he has been sabre rattling and taking an extremely controversial stance, first with Syria and Afghanistan and now with North Korea. The rhetoric has been the same, accusing others for our failed policy and threatening to take autonomous military action to attain peace in our time. This gunboat diplomacy is wrong. There is no doubt that Secretaries Kelly, Mattis, and other retired military personnel in the Trump Administration are personally tough. However, most people who have served in the military are not eager to send our young men and women to fight, if it is not necessary. Despite what may have been said to the contrary, our military leaders, active or retired, are most often the ones most respectful of international law. Although the military is the tip of the spear for our country, and the forces of civilization, it should not be the first tool to be used. Bloodshed should only be considered as a last resort and definitely never used as the first option. As the leader of the free world, we should stand our ground but be prepared to seek peace through restraint. This is not the time to exercise false pride! Unfortunately the Trump administration informed four top State Department management officials that their services were no longer needed as part of an effort to "clean house." Patrick Kennedy, served for nine years as the “Undersecretary for Management,” “Assistant Secretaries for Administration and Consular Affairs” Joyce Anne Barr and Michele Bond, as well as “Ambassador” Gentry Smith, director of the Office for Foreign Missions. Most of the United States Ambassadors to foreign countries have also been dismissed, including the ones to South Korea and Japan. This leaves the United States without the means of exercising diplomacy rapidly, when needed. These positions are political appointments, and require the President’s nomination and the Senate’s confirmation. This has not happened! Moreover, diplomatically our country is severely handicapped at a time when tensions are as hot as any time since the Cold War. Without following expert advice or consent and the necessary input from the Unites States Congress, the decisions are all being made by a man who claims to know more than the generals do, yet he has only the military experience of a cadet at “New York Military Academy.” A private school he attended as a high school student, from 1959 to 1964. At that time, he received educational and medical deferments from the Vietnam War draft. Trump said that the school provided him with “more training than a lot of the guys that go into the military.” His counterpart the unhinged Kim Jong-un has played with what he considers his country’s military toys, since April 11th of 2012. To think that these are the two world leaders, protecting the planet from a nuclear holocaust….

Me, well, there is meaning to the work and things I've done. But I never started an exercise revolution. I never became controversial because of my political beliefs. I don't believe I've affected change on a grand scale. I think I made a contribution. I know I've made people laugh. Through characters I have played, I've certainly allowed people to access their own expression of sadness or remorse, anger or disappointment. I've always believed that being an actor is a great service job. And I am of service. But it's just a job. So much of the glitz and fame, I can't even remember. I have blank spots where spotlights have been. It's easier for me to remember the ordinary goings-on of my life, because that's what my life is most of the time. It's just a life. Mine, like yours, has moaned and groaned. Stretched and turned. Sometimes good, oftentimes bad. People up and gone, love found and thrown away. Many moments make up a life. I am surprised by how many of my fame moments are blank spots. The volume turned down. Fame wants to turn up the volume on everything. It wears me out and intrudes on my need for solitude.

In “The True and Only Heaven” Lasch explores the implications for postwar politics of the “Authoritarian Personality.” A chief contributor to this anthology, Theodro Adorno, abandoned his earlier work as a cultural critic to become a proponent of governmentally imposed social therapy. According to Lasch, Adorno condemns undesirable political attitudes as “prejudice” and “by defining prejudice as a ‘social disease’ substituted a medical for a political idiom. In the end, Adorno and his colleagues “relegated a broad range of controversial issues to the clinic – to scientific study as opposed to philosophical and political debate.

I no longer think, as I once naively did, that we have much to learn directly from the Romans – or, for that matter, from the ancient Greeks, or from any other ancient civilisation. We do not need to read of the difficulties of the Roman legions in Mesopotamia or against the Parthians to understand why modern military interventions in western Asia might be ill advised. I am not even certain that those generals who claim to follow the tactics of Julius Caesar really do so in more than their own imaginations. … But I am more and more convinced that we have an enormous amount to learn – as much about ourselves as about the past – by engaging with the history of the Romans, their poetry and prose, their controversies and arguments. Western culture has a very varied inheritance. Happily, we are not the heirs of the classical past alone. Nevertheless, since the Renaissance at least, many of our most fundamental assumptions about power, citizenship, responsibility, political violence, empire, luxury and beauty have been formed, and tested, in dialogue with the Romans and their writing. …. We do the Romans a disservice if we heroise them, as much as if we demonise them. But we do ourselves a disservice if we fail to take them seriously – and if we close our long conversation with them.

Obviously, the violence suppression of social movements is hardly new. One need only think of the Red Scare, the reaction to radical labor movements like the IWW, let alone the campaigns of outright assassination directed against the American Indian Movement or black radicals in the 1960s and early 1970s. But in almost every case, the victims were either working-class or nonwhite. On the few occasions where even much milder systematic repression is directed at any significant number of middle-class white people--as during the McCarthy era, or against student protesters during the Vietnam War--it quickly becomes a national scandal. And, while it would be wrong to call Occupy Wall Street a middle-class white people’s movement--it was much more divers than that--there is no doubt that very large numbers of middle-class white people were involved in it. Yet the government did not hesitate to attack it, often using highly militarized tactics, often deploying what can only be called terroristic violence--that is, if "terrorism" is defined as attacks on civilians consciously calculated to create terror for political ends. (I know this statement might seem controversial. But when Los Angeles police, for example, open fire with rubber bullets on a group of chalk-wielding protesters engaged in a perfectly legal, permitted "art walk," in an obvious attempt to teach citizens that participating in any Occupy-related activity could lead to physical injury, it’s hard to see how that word should not apply.) The Pirates' most advanced and widely discussed technological innovation is an online system called LiquidFeedback, which allows the party to better understand what its members think about issues of the day. Here is how it works: Any member of the party can register (with the optino of using a pseudonym) with LiquidFeedback and propose that the Pirates should do x. If more than 10 percent of other members find this proposal intriguing, it passes to the next stage, in which party members can vote for or against it. After the proposal has been submitted, and before it has moved to the voting stage, other party members can launch counterproposals on a similar subject or make suggestions about how to improve the original one. What's interesting is that party members can transfer their votes to those they consider more knowledgeable about a given subject; thus, someone recognized as an expert on transportation policy might end up casting ten votes rather than one. To prevent some such experts from accumulating and abusing power, transferred votes can be recalled to their original "ownders." The votes cast in LiquidFeedback are not bniding; they simply inform party officials about the views of the grass roots. Big policy proposals are still discussed and voted upon at the party congress. LiquidFeedback thus aims to provide the intellectual inputs to the Pirates' work; the outputs are still determined by rather conventional means. This all sounds great in theory...but the reality is much grimmer. In one German region, reports Der Spiegel, the Pirates used LiquidFeedback to gather general opinions on only two issues, while only twenty votes were cast in the controversial law on circumcision.

Mandal vs Mandir The V.P. Singh government was the biggest casualty of this confrontation. Within the BJP and its mentor, the RSS, the debate on whether or not to oppose V.P. Singh and OBC reservations reached a high pitch. Inder Malhotra | 981 words It was a blunder on V.P. Singh’s part to announce his acceptance of the Mandal Commission’s report recommending 27 per cent reservations in government jobs for what are called Other Backward Classes but are, in fact, specified castes — economically well-off, politically powerful but socially and educationally backward — in such hot haste. He knew that the issue was highly controversial, deeply emotive and potentially explosive, which it proved to be instantly. But his top priority was to outsmart his former deputy and present adversary, Devi Lal. He even annoyed those whose support “from outside” was sustaining him in power. BJP leaders were peeved that they were informed of what was afoot practically at the last minute in a terse telephone call. What annoyed them even more was that the prime minister’s decision would divide Hindu society. The BJP’s ranks demanded that the plug be pulled on V.P. Singh but the top leadership advised restraint, because it was also important to keep the Congress out of power. The party leadership was aware of the electoral clout of the OBCs, who added up to 52 per cent of the population. As for Rajiv Gandhi, he was totally and vehemently opposed to the Mandal Commission and its report. He eloquently condemned V.P. Singh’s decision when it was eventually discussed in Parliament. This can be better understood in the perspective of the Mandal Commission’s history. Having acquired wealth during the Green Revolution and political power through elections, the OBCs realised that they had little share in the country’s administrative apparatus, especially in the higher rungs of the bureaucracy. So they started clamouring for reservations in government jobs. Throughout the Congress rule until 1977, this demand fell on deaf ears. It was the Janata government, headed by Morarji Desai, that appointed the Mandal Commission in 1978. Ironically, by the time the commission submitted its report, the Janata was history and Indira Gandhi was back in power. She quietly consigned the document to the deep freeze. In Rajiv’s time, one of his cabinet ministers, Shiv Shanker, once asked about the Mandal report.

Government is a contrivance of human wisdom to provide for human wants," wrote Edmund Burke in his Reflections on the Revolution in France. In the original and primary sense of lacks or needs, wants tend to structure our vision of government's responsibilities. The quest for security - whether economic, physical, psychological, or military - brings a sense of urgency to politics and is one of the enduring sources of passion in policy controversies. Need is probably the most fundamental political claim. Even toddlers know that need carries more weight than desire or deservingness. They learn early to counter a rejected request by pleading, "I need it." To claim need is to claim that one should be given the resources or help because they are essential. Of course, this raises the question "essential for what?" In conflicts over security, the central issues are what kind of security government should attempt to provide; what kinds of needs it should attempt to meet; and how the burdens of making security a collective responsibility should be distributed. Just as most people are all for equity and efficiency in the abstract, most people believe that society should help individuals and families when they are in dire need. But beneath this consensus is a turbulent and intense conflict over how to distinguish need from mere desire, and how to preserve a work - or - merit based system of economic distribution in the face of distribution according to need. Defining need for purposes of public programs become much an exercise like defining equity and efficiency. People try to portray their needs as being objective, and policymakers seek to portray their program criteria as objective, in order to put programs beyond political dispute. As with equity and efficiency, there are certain recurring strategies of argument that can be used to expand or contract a needs claim. In defense policy, relative need is far more important than absolute. Our sense of national security (and hence our need for weapons) depends entirely on comparison with the countries we perceive as enemies. And here Keynes is probably right: The need for weapons can only be satisfied by feeling superior to "them." Thus, it doesn't matter how many people our warheads can kill or how many cities they can destroy. What matters is what retaliatory capacity we have left after an attack by the other side, or whether our capacity to sustain an offense is greater than their capacity to destroy it. The paradox of nuclear weapons is that the more security we gain in terms of absolute capability (i.e., kill potential), the more insecure we make ourselves with respect to the consequences of nuclear explosions. We gain superiority only by producing weapons we ourselves are terrified to use.

Henry, there’s something I would like to tell you, for what it’s worth, something I wish I had been told years ago. You’ve been a consultant for a long time, and you’ve dealt a great deal with top secret information. But you’re about to receive a whole slew of special clearances, maybe fifteen or twenty of them, that are higher than top secret. I’ve had a number of these myself, and I’ve known other people who have just acquired them, and I have a pretty good sense of what the effects of receiving these clearances are on a person who didn’t previously know they even existed. And the effects of reading the information that they will make available to you. First, you’ll be exhilarated by some of this new information, and by having it all—so much! incredible!—suddenly available to you. But second, almost as fast, you will feel like a fool for having studied, written, talked about these subjects, criticized and analyzed decisions made by presidents for years without having known of the existence of all this information, which presidents and others had and you didn’t, and which must have influenced their decisions in ways you couldn’t even guess. In particular, you’ll feel foolish for having literally rubbed shoulders for over a decade with some officials and consultants who did have access to all this information you didn’t know about and didn’t know they had, and you’ll be stunned that they kept that secret from you so well. You will feel like a fool, and that will last for about two weeks. Then, after you’ve started reading all this daily intelligence input and become used to using what amounts to whole libraries of hidden information, which is much more closely held than mere top secret data, you will forget there ever was a time when you didn’t have it, and you’ll be aware only of the fact that you have it now and most others don’t … and that all those other people are fools. Over a longer period of time—not too long, but a matter of two or three years—you’ll eventually become aware of the limitations of this information. There is a great deal that it doesn’t tell you, it’s often inaccurate, and it can lead you astray just as much as the New York Times can. But that takes a while to learn. In the meantime it will have become very hard for you to learn from anybody who doesn’t have these clearances. Because you’ll be thinking as you listen to them: “What would this man be telling me if he knew what I know? Would he be giving me the same advice, or would it totally change his predictions and recommendations?” And that mental exercise is so torturous that after a while you give it up and just stop listening. I’ve seen this with my superiors, my colleagues … and with myself. You will deal with a person who doesn’t have those clearances only from the point of view of what you want him to believe and what impression you want him to go away with, since you’ll have to lie carefully to him about what you know. In effect, you will have to manipulate him. You’ll give up trying to assess what he has to say. The danger is, you’ll become something like a moron. You’ll become incapable of learning from most people in the world, no matter how much experience they may have in their particular areas that may be much greater than yours.
