The word matrix is derived from the Latin for “womb,” itself derived from the word for “mother.” The womb is mother, and in many respects the mother remains the womb, even following birth. In the womb environment, no action or reaction on the developing infant’s part is required for the provision of any of his needs. Life in the womb is surely the prototype of life in the Garden of Eden where nothing can possibly be lacking, nothing has to be worked for. If there is no consciousness — we have not yet eaten of the Tree of Knowledge — there is also no deprivation or anxiety. Except in conditions of extreme poverty unusual in the industrialized world, although not unknown, the nutritional needs and shelter requirements of infants are more or less satisfied. The third prime requirement, a secure, safe and not overly stressed emotional atmosphere, is the one most likely to be disrupted in Western societies. The human infant lacks the capacity to follow or cling to the parent soon after being born, and is neurologically and biochemically underdeveloped in many other ways. The first nine months or so of extrauterine life seem to have been intended by nature as the second part of gestation. The anthropologist Ashley Montagu has called this phase exterogestation, gestation outside the maternal body. During this period, the security of the womb must be provided by the parenting environment. To allow for the maturation of the brain and nervous system that in other species occurs in the uterus, the attachment that was until birth directly physical now needs to be continued on both physical and emotional levels. Physically and psychologically, the parenting environment must contain and hold the infant as securely as she was held in the womb. For the second nine months of gestation, nature does provide a near-substitute for the direct umbilical connection: breast-feeding. Apart from its irreplaceable nutritional value and the immune protection it gives the infant, breast-feeding serves as a transitional stage from unbroken physical attachment to complete separation from the mother’s body. Now outside the matrix of the womb, the infant is nevertheless held close to the warmth of the maternal body from which nourishment continues to flow. Breast-feeding also deepens the mother’s feeling of connectedness to the baby, enhancing the emotionally symbiotic bonding relationship. No doubt the decline of breast-feeding, particularly accelerated in North America, has contributed to the emotional insecurities so prevalent in industrialized countries. Even more than breast-feeding, healthy brain development requires emotional security and warmth in the infant’s environment. This security is more than the love and best possible intentions of the parents. It depends also on a less controllable variable: their freedom from stresses that can undermine their psychological equilibrium. A calm and consistent emotional milieu throughout infancy is an essential requirement for the wiring of the neurophysiological circuits of self-regulation. When interfered with, as it often is in our society, brain development is adversely affected.

We need to release a child from preoccupation with attachment so he can pursue the natural agenda of independent maturation. The secret to doing so is to make sure that the child does not need to work to get his needs met for contact and closeness, to find his bearings, to orient. Children need to have their attachment needs satiated; only then can a shift of energy occur toward individuation, the process of becoming a truly individual person. Only then is the child freed to venture forward, to grow emotionally. Attachment hunger is very much like physical hunger. The need for food never goes away, just as the child's need for attachment never ends. As parents we free the child from the pursuit of physical nurturance. We assume responsibility for feeding the child as well as providing a sense of security about the provision. No matter how much food a child has at the moment, if there is no sense of confidence in the supply, getting food will continue to be the top priority. A child is not free to proceed with his learning and his life until the food issues are taken care of, and we parents do that as a matter of course. Our duty ought to be equally transparent to us in satisfying the child's attachment hunger. In his book On Becoming a Person, the psychotherapist Carl Rogers describes a warm, caring attitude for which he adopted the phrase unconditional positive regard because, he said, “It has no conditions of worth attached to it.” This is a caring, wrote Rogers, “which is not possessive, which demands no personal gratification. It is an atmosphere which simply demonstrates I care; not I care for you if you behave thus and so.” Rogers was summing up the qualities of a good therapist in relation to her/his clients. Substitute parent for therapist and child for client, and we have an eloquent description of what is needed in a parent-child relationship. Unconditional parental love is the indispensable nutrient for the child's healthy emotional growth. The first task is to create space in the child's heart for the certainty that she is precisely the person the parents want and love. She does not have to do anything or be any different to earn that love — in fact, she cannot do anything, since that love cannot be won or lost. It is not conditional. It is just there, regardless of which side the child is acting from — “good” or “bad.” The child can be ornery, unpleasant, whiny, uncooperative, and plain rude, and the parent still lets her feel loved. Ways have to be found to convey the unacceptability of certain behaviors without making the child herself feel unaccepted. She has to be able to bring her unrest, her least likable characteristics to the parent and still receive the parent's absolutely satisfying, security-inducing unconditional love. A child needs to experience enough security, enough unconditional love, for the required shift of energy to occur. It's as if the brain says, “Thank you very much, that is what we needed, and now we can get on with the real task of development, with becoming a separate being. I don't have to keep hunting for fuel; my tank has been refilled, so now I can get on the road again.” Nothing could be more important in the developmental scheme of things.

In fact, many social service agencies may be intentionally or inadvertently working to maintain the status quo. In conclusion, the American century is not over, if by that we mean the extraordinary period of American pre-eminence in military, economic, and soft power resources that have made the United States central to the workings of the global balance of power, and to the provision of global public goods. Contrary to those who proclaim this the Chinese century, we have not entered a post-American world. But the continuation of the American century will not look like it did in the twentieth century. The American share of the world economy will be less than it was in the middle of the last century, and the complexity represented by the rise of other countries as well as the increased role of non-state actors will make it more difficult for anyone to wield influence and organize action. Analysts should stop using clichés about unipolarity and multipolarity. They will have to live with both in different issues at the same time. And they should stop talking and worrying about poorly specified concepts of decline that mix many different types of behavior and lead to mistaken policy conclusions. Leadership is not the same as domination. America will have to listen in order to get others to enlist in what former Secretary of State Hillary Clinton called a multipartner world. It is important to remember that there have always been degrees of leadership and degrees of influence during the American century. The United States never had complete control. As we saw in Chapter 1, even when the United States had preponderant resources, it often failed to get what it wanted. And those who argue that the complexity and turmoil of today’s entropic world is much worse than the past should remember a year like 1956 when the United States was unable to prevent Soviet repression of a revolt in Hungary, French loss of Vietnam, or the Suez invasion by our allies Britain, France, and Israel. One should be wary of viewing the past through rose-tinted glasses. To borrow a comedian’s line, “hegemony ain’t what it used to be, but then it never was.” Now, with slightly less preponderance and a much more complex world, the United States will need to make smart strategic choices both at home and abroad if it wishes to maintain its position. The American century is likely to continue for a number of decades at the very least, but it will look very different from how it did when Henry Luce first articulated it.

When a feudal lord fights in his own territory, he is in dispersive ground. Here officers and men long to return to their nearby homes. When he makes but a shallow penetration into enemy territory he is in frontier ground. Ground equally advantageous for the enemy or me to occupy is key ground. Ground equally accessible to both the enemy and me is communicating. This is level and extensive ground in which one may come and go, sufficient in extent for battle and to erect opposing fortifications. When a state is enclosed by three other states its territory is focal. He who first gets control of it will gain the support of All-under-Heaven. When the army has penetrated deep into hostile territory, leaving far behind many enemy cities and towns, it is in serious ground. When the army traverses mountains, forests, precipitous country, or marches through defiles, marshlands, or swamps, or any place where the going is hard, it is in difficult ground. Ground to which access is constricted, where the way out is tortuous, and where a small enemy force can strike my larger one is called 'encircled.' Ground in which the army survives only if it fights with the courage of desperation is called 'death.' Therefore, do not fight in dispersive ground; do not stop in the frontier borderlands. Do not attack an enemy who occupies key ground; in communicating ground do not allow your formations to become separated. In focal ground, ally with neighboring states; in deep ground, plunder. In difficult ground, press on; in encircled ground, devise stratagems; in death ground, fight. In dispersive ground I would unify the determination of the army. In frontier ground I would keep my forces closely linked. In key ground I would hasten up my rear elements. In communicating ground I would pay strict attention to my defenses. Furthermore, the New Jerusalem is identified as the Bride of Christ (Revelation 21:9, 10), no doubt because it is the eternal home of all who are saved (Revelation 21:24), those who collectively constitute His Bride. But this city has twelve gates, inscribed with the names of the twelve tribes of Israel, and twelve foundations, in which are the names of the twelve apostles of the Lamb (Revelation 21:12, 14). This surely means that within the city are both the redeemed of ancient Israel and the redeemed of the later Church of Christ. And this in turn must mean that all of these are somehow a part of "the bride, the Lamb's wife." The Bride, therefore, represents and includes all her attendants and all the wedding guests as well. The symbolism in the parables cannot be pressed beyond its purpose. The real message is that all believers in the true God, both Creator and Redeemer, of all the ages, will one day be restored to perfect fellowship with Him and united with Him forever. Glorious will be the great wedding feast, and blessed indeed are all who are called into it. Whatever distinctions may exist between the saints of the pre-Abrahamic period, the saints in Israel before Christ, the saints among the Gentiles from Abraham to Christ, the saints of the tribulation, and the saints in the churches from Christ to the rapture (and no doubt these will continue to be identifiable groups even in the ages to come) such distinctions are secondary to the great primary truth that all will be there by virtue of the saving work of Christ and their personal trust in the true Creator God and His provision of salvation. There is only one God (not one God identified with Israel and one God associated with the Church) and that one triune God will be in personal fellowship forever with all the redeemed saints of all the ages. He will dwell with them in the Holy City forever (Revelation 21:2, 3).

One staff aids a traveller, but a bundle of staves is a heavy burden. Enough is not only as good as a feast, but is all that the veriest glutton can truly enjoy. This is all that we should expect; a craving for more than this is ungrateful. When our Father does not give us more, we should be content with his daily allowance. Jehoiachin’s case is ours, we have a sure portion, a portion given us of the king, a gracious portion, and a perpetual portion. Here is surely ground for thankfulness. I noted from your book that you are a baptized Christian, so I want to conclude by calling and inviting you back to the terms of that baptism. Everyone who has been baptized into the name of the Father, Son, and Holy Spirit is carrying in their person the standing obligations of repentance, belief, and continued discipleship. Your Christian name Christopher means “bearer of Christ,” your baptism means the same thing, and the Third Commandment requires you not to bear or carry that name in vain. Some, as you have done, revolt against the terms of this discipleship, but it does not mean that the demands of discipleship are somehow negated or revoked. I do not bring this up in order to upbraid you. I do not know if you departed from the faith because you drifted from it, bolted from it, or were chased out by hypocritical Christians. Regardless, the kindness of God is revealed to all of us in Christ, and everyone, whatever their story, has to come to terms with this kindness. Jesus was not just one more character in history, however important—rather, he was and is the founder of a new history, a new humanity, a new way of being human. He was the last and true Adam. But before this new humanity in Christ could be established and begin its task of filling the earth, the old way of being human had to die. Before the meek could inherit the earth, the proud had to be evicted and sent away empty. That is the meaning of the Cross, the whole point of it. The Cross is God’s merciful provision that executes autonomous pride and exalts humility. The first Adam received the fruit of death and disobedience from Eve in a garden of life; the true Adam bestowed the fruit of his life and resurrection on Mary Magdalene in a garden of death, a cemetery. The first Adam was put into the death of deep sleep and his wife was taken from his side; the true Adam died on the cross, a spear was thrust into his side, and his bride came forth in blood and water. The first Adam disobeyed at a tree; the true Adam obeyed on a tree. And everything is necessarily different. Christ told His followers to tell everybody about this—about how the world is being moved from the old humanity to the new way of being human. Not only has the world been born again, so must we be born again. The Lord told us specifically to preach this Good News to every creature. He has established his great but welcoming household, and there is room enough for you. Nothing you have ever said or done will be held against you. Everything will be washed and forgiven. The central tenets include the elimination (or preferably the privatization) of government services of all kinds, an all-out assault on the ability of labor to organize, the massive deregulation of every segment of the economy, and the absolute faith in market-based principles to adjudicate all elements of social, political, cultural, and economic life. The results have been staggering levels of wealth and income inequality, the disappearance or significant shredding of even the most grudging social safety net provisions, the loss of the “commons” in virtually all sectors, and the truncation (ideally to zero) of public expectations for anything that might be provided by something called “society.” These then are three broad categories of consequences that we take up below: militarism (and threats of war and “terrorism”), environmental catastrophe, and the seemingly more mundane suite of neoliberal effects. But these phenomena produce reactions. Once these effects are out in the world, we need to think about the way in which social movements cohere around them, and demands for progressive change are asserted. But at the same time, we want to think about the ways in which elites (who are advantaged by maintaining or reinforcing the status quo) respond to those reactions. These are the matters that we take up in chapter six. Over the past several years (as in the many decades before), we have seen an enormous panoply of social movements for social, political, and economic justice: anti-austerity movements, environmental activism, human rights promotion (including expansions of the definition of “human” and the list of rights themselves), criminal justice reform, poverty elimination/reduction, and many others. One disheartening continuity has been the successful ability of elites to keep these movements separated from, and often, in fact, antagonistic to each other. One of our key objectives here is to demonstrate the fundamental linkages among these seemingly disparate issues, in order to provide the rationale and impetus for coalition and unity.

The emergency provision of the Weimar constitution was, of course, the famous article 48. Inasmuch as Schmitt's focus in Political Theology is on the theory of sovereignty, we must tum to his other writings for an appreciation of how he translated his theoretical construction into concrete terms. Mindful of how easily an emergency provision such as article 48 could be abused, Schmitt published a comprehensive study of dictatorship shortly before the appearance of Political Theology. There he traced the history of dictatorship and concluded that it can be categorized into two forms: commissarial and sovereign. A sovereign dictatorship utilizes a crisis to abrogate the existing constitution in order to bring about a "condition whereby a constitution [that the sovereign dictator] considers to be a true constitution will become possible," whereas a commissarial dictatorship endeavors to restore order so that the existing constitution can be revived and allowed to function normally. Schmitt showed that article 48 accorded with the commissarial type of dictatorship, stressing the continuation of the Weimar constitutional order, critical interruptions notwithstanding.

What did not happen in Florida, in either the Second or Third Seminole War, was the provision of enough forces and transportation to affect the object of these wars, the final removal of all Native Americans from the peninsula. Prior to the war’s end, rewards were offered by the United States government for the capture of Seminoles. This policy failed to bring in any significant number of Native Americans; however, by early 1858, the war was winding down. White flags and other signs were hung out on known paths used by the Seminoles, and military operations were ordered stopped by Colonel Loomis. Elias Rector, the superintendent for Indian Affairs in the southern superintendency, came to Florida in January 1858 to assist in the negotiations for peace. After a conference was held 35 miles from Fort Myers with Assinwah’s band and others, the terms were offered and monetary inducements guaranteed. On May 4, 1858, Billy Bowlegs and most of his band boarded the Grey Cloud and sailed to Egmont Key, at the mouth of Tampa Bay. Here this group was joined by 41 prisoners and made ready for the trip west. By May 8, the war was declared officially over. The army believed that there were only about 100 Seminoles and Miccosukees left in Florida. This number included the aged leader Sam Jones. There is a debate on just when this ancient and respected leader died; however, it is known that he was gone before the end of Civil War. Where his remains were deposited is a secret to this day. It is from this small number of Seminoles and Miccosukees that today’s recognized tribes have descended as a continuing tribute to the tenacity of their ancestors’ will to survive. Unlike during the previous Gaza operation in 2012, the Iron Dome supply did not run out. After Operation Pillar of Defense I had instructed the army to accelerate production of Iron Dome projectiles and batteries. We accomplished this with our own funds and with generous American financial support. I now asked the Obama administration for an additional $225 million package to continue the production line after Protective Edge. He agreed, and with the help of Tony Blinken, the deputy national security advisor who later became Biden’s secretary of state, the funding provision sailed through both houses of Congress. I deeply appreciated this support and said so publicly. I was therefore very disappointed when the administration held back on the IDF’s request for additional Hellfire rockets for our attack helicopters. Without offensive weapons we could not bring the Gaza operation to a quick and decisive end. Furthermore, as the air war lingered, the administration issued increasingly critical statements against Israel, calling some of our actions “appalling”2 and thereby opening the moral floodgates against us. Hamas took note. As long as it believed that we couldn’t deliver more aggressive punches, and that international support was waning, it would continue to rocket our cities. Unfortunately, it was aided in this belief by an international tug-of-war. On one side: Israel and Egypt. On the other: Turkey and Qatar, which fully supported Hamas. I worked in close collaboration with Egypt’s new leader, el-Sisi, who had deposed the Islamist Morsi a few months earlier. Our common goal was to achieve an unconditional cease-fire. The last thing el-Sisi wanted was a Hamas success in Gaza that would embolden their Islamist allies in the Sinai and beyond. Hamas’s exiled leader, Khaled Mashal, who escaped the Mossad action in Jordan, was now in Qatar. Supported by his Qatari hosts and Erdogan and ensconced in his lavish villa in Doha, Mashal egged Hamas to keep on fighting. To my astonishment, Kerry urged me to accept Qatar and Turkey as mediators instead of the Egyptians, who were negotiating with Hamas representatives in Cairo for a possible cease-fire. Hamas drew much encouragement from this American position. El-Sisi and I agreed to keep the Americans out of the negotiating loop. In the meantime the IDF would have to further degrade Hamas’s fighting and crush their expectations of achieving anything in the cease-fire negotiations.

However, there is complete asymmetry between the rules governing the conduct of business, and this present system of administration. The Service Rules, Disciplinary Rules, Financial Accountability Statutes, Rules of Business have not been adjusted to the present system of administration and in this asymmetry, corruption rules. There are no financial or administrative codes for elected representatives exercising such powers, no accountability or disciplinary rules governing them, even though they are the final authorities to authorize the expenditure of public money. Financial malfeasance by political custodians of public money can only be punished by the usual IPC provisions applicable to all citizens, and the Prevention of Corruption Act, the operation of which is optional in state governments. It is this lacuna that gives phenomenal opportunity to the politician-bureaucrat nexus to flourish, and prevents development funds from reaching target groups. Long years of working with archaic financial procedures have given the bureaucracy a unique specialization in circumventing regulatory provisions, and providing perfect paperwork to satisfy their requirements. Behind every corrupt bureaucrat will be a protective politician, and behind every corrupt politician will be a bevy of carefully selected, supporting bureaucrats.

Humans have natural rights in the state of nature but they do not have civil rights. Civil rights are derived from membership in a society. The Republicans who controlled both houses of Congress after the Civil War knew this. They also knew that, before conferring civil rights, they had to once and for all abolish slavery. The Thirteenth Amendment ending slavery was passed by the Senate on April 8, 1864, and by the House on January 31, 1865. Republican support for the amendment: 100 percent. Democratic support: 23 percent. Even after the Civil War, only a tiny percentage of Democrats were willing to sign up to permanently end slavery. Most Democrats wanted it to continue. In the following year, on June 13, 1866, the Republican Congress passed the Fourteenth Amendment overturning the Dred Scott decision and granting full citizenship and equal rights under the law to blacks. This amendment prohibited states from abridging the “privileges and immunities” of all citizens, from depriving them of “due process of law” or denying them “equal protection of the law.” The Fourteenth Amendment passed the House and Senate with exclusive Republican support. Not a single Democrat either in the House or the Senate voted for it. Two years later, in 1868, Congress with the support of newly-elected Republican president Ulysses Grant passed the Fifteenth Amendment granting suffrage to blacks. The right to vote, it said, cannot be “denied or abridged by the United States or any state on account of race, color or previous condition of servitude.” In the Senate, the Fifteenth Amendment passed by a vote of 39 to 13. Every one of the 39 “yes” votes came from Republicans. (Some Republicans like Charles Sumner abstained because they wanted the measure to go even further than it did.) All the 13 “no” votes came from Democrats. In the House, every “yes” vote came from a Republican and every Democrat voted “no.” It is surely a matter of the greatest significance that the constitutional provisions that made possible the Civil Rights Act, the Voting Rights Act, and the Fair Housing Bill only entered the Constitution thanks to the Republican Party. Beyond this, the GOP put forward a series of Civil Rights laws to further reinforce black people’s rights to freedom, equality, and social justice. When Republicans passed the Civil Rights Act of 1866—guaranteeing to blacks the rights to make contracts and to have the criminal laws apply equally to whites and blacks—the Democrats struck back. They didn’t have the votes in Congress, but they had a powerful ally in President Andrew Johnson. Johnson vetoed the legislation. Now this may seem like an odd act for Lincoln’s vice president, but it actually wasn’t. Many people don’t realize that Johnson wasn’t a Republican; he was a Democrat. Historian Kenneth Stampp calls him “the last Jacksonian.”8 Lincoln put him on the ticket because he was a pro-union Democrat and Lincoln was looking for ways to win the votes of Democrats opposed to secession. Johnson, however, was both a southern partisan and a Democratic partisan. Once the Civil War ended, he attempted to lead weak-kneed Republicans into a new Democratic coalition based on racism and white privilege. Johnson championed the Democratic mantra of white supremacy, declaring, “This is a country for white men and, by God, as long as I am president, it shall be a government of white men.” In his 1867 annual message to Congress, Johnson declared that blacks possess “less capacity for government than any other race of people. No independent government of any form has ever been successful in their hands. On the contrary, wherever they have been left to their own devices they have shown a consistent tendency to relapse into barbarism.”9 These are perhaps the most racist words uttered by an American president, and no surprise, they were uttered by a Democrat.

Civil Aviation Authoritues are the custodians of the National Air Transport Critical Infrastructure in their respective countries, They are therefore duty bound towards having a Critical Infrastructure Resilience Strategy geared towards the continued operation of air transport in the face of all hazards. As a mandatory, CAA's are duty bound therefore to ensure their charge achieves the continued provision of essential services (provided by the critical infrastructure in their charge) to businesses, governments and the stakeholding community within the aviation industry, as well as to other critical infrastructure sectors.
