My argument cannot be against selection, simplification, emphasis, which are inevitable for both cartographers and historians. But the map-maker's distortion is a technical necessity for a common purpose shared by all people who need maps. The historian's distortion is more than technical, it is ideological; it is released into a world of contending interests, where any chosen emphasis supports (whether the historian means to or not) some kind of interest, whether economic or political or racial or national or sexual. Furthermore, this ideological interest is not openly expressed in the way a mapmaker's technical interest is obvious ("This is a Mercator projection for long-range navigation-for short-range, you'd better use a different projection"). But the easy acceptance of atrocities as a deplorable but necessary price to pay for progress (Hiroshima and Vietnam, to save Western civilization; Kronstadt and Hungary, to save socialism; nuclear proliferation, to save us all)-that is still with us. One reason these atrocities are still with us is that we have learned to bury them in a mass of other facts, as radioactive wastes are buried in containers in the earth. We have learned to give them exactly the same proportion of attention that teachers and writers often give them in the most respectable of classrooms and textbooks. There were experts, people who knew better, who knew the languages and history of Southeast Asia, who had lived and worked there, who tried to tell Presidents Eisenhower, Kennedy, Johnson, and Nixon that the conflict in Vietnam was peculiar to that place. They were systematically ignored and pushed aside. David Halberstam’s classic The Best and the Brightest documents this process convincingly. America had every right to choose sides in the struggle between Hanoi and Saigon, even to try to influence the outcome, but lacking a legitimate or even marginally capable ally its military effort was misguided and doomed. In a plural society however, where primordial attachments to ethnic collectivities compete with class affiliation, the illusion of democracy can only be maintained if the elite itself is multi-ethnic and in proportion approximating those of constituent ethnes in the general population. If that condition is not met, then the political system is perceived by the under-represented group as undemocratic, dominated by the over-represented group or groups. Proportionality at the elite level is thus a key feature of consociational democracies, for it is true proportionality that preserve the democratic fiction of representativeness and thus its own legitimacy. If one accepts the principle of ethnic representation, then the ethnicity of a member of the ruling class contains a validation of the right to rule. An essential corollary of the ethnic proportionality of such systems is the muting of class conflicts to the extent that ethnic sentiments are politicized, class consciousness is lowered. If the main line of cleavage in a society is ethnicity or some feature of it like religion or language. If the political game is seen primarily as an ethnic balancing act and the allocation of scarce resources, if there are no glaring disparities in ethnic representation at various class levels, it follows that the significance of class cleavages within each ethne is correspondingly decreased. Under such circumstances, the class interests of the multi-ethnic elite are best served by a system. Many felt enslaved by their experience of being overtaxed by their government, or felt beaten down by their boss or by the burden of running a family business or employing others. Their relationship with money was dead—or, more accurately, dread—and there was hurt there. There was resentment. There were painful compromises, a kind of rawness. People were bruised and battered there. Not everyone, but many people were very unsettled and uncomfortable and just not their best selves in their relationship with money. They felt little or no freedom with money, no matter how much they had. This lackluster relationship with money wasn’t for lack of expert advice or practical tips. Money-management strategies were plentiful, but the concept of personal transformation was a stranger there. What became clear was that when people were able to align their money with their deepest, most soulful interests and commitments, their relationship with money became a place where profound and lasting transformation could occur.

The historian is free to lament the destruction of the masterpieces of Greek art provided his regret does not influence his report of the events that brought about this destruction. The problem of Wertfreíheit must also be clearly distinguished from that of the choice of theories resorted to for the interpretation of facts. In dealing with the data available, the historian needs ali the knowledge provided by the other disciplines, by logic, mathematics, praxeology, and the natural sciences. Only then does the distinction between what is just and what is unjust emerge. It invariably refers to interhuman social relations. What is beneficiai to the individual without affecting his fellows, such as the observance of certain rules in the use of some drugs, remains hygiene. The ultimate yardstick of justice is conduciveness to the preservation of social cooperation. Conduct suited to preserve social cooperation is just, conduct detrimental to the preservation of society is unjust. There cannot be any question of organizing society according to the postulates of an arbitrary preconceived idea of justice. The problem is to organize society for the best possible realization of those ends which men want to attain by social cooperation. Social utility is the only standard of justice. It is the sole guide of legislation. People, for the most part, live in the objective-immediate mode (discussed earlier). This means that they are totally absorbed in and identified with positive worldly interests and projects, of which there is an unending variety. That is to say, although they differ from one another in their individual natures, the contents of their respective positivities, they are all alike in being positive. Thus, although the fundamental relation between positives is conflict (on account of their individual differences), they apprehend one another as all being in the same boat of positivity, and they think of men generally in terms of human solidarity, and say 'we'. But the person who lives in the subjective-reflexive mode is absorbed in and identified with, not the positive world, but himself. The world, of course, remains 'there' but he regards it as accidental (Husserl says that he 'puts it in parentheses, between brackets'), and this means that he dismisses whatever positive identification he may have as irrelevant. He is no longer 'a politician' or 'a fisherman', but 'a self'. But what we call a 'self', unless it receives positive identification from outside, remains a void, in other words a negative. A 'self', however, is positive in this respect—it seeks identification. So a person who identifies himself with himself finds that his positivity consists in negativity—not the confident 'I am this' or 'I am that' of the positive, but a puzzled, perplexed, or even anguished, 'What am I?'. (This is where we meet the full force of Kierkegaard's 'concern and unrest'.) Eternal repetition of this eternally unanswerable question is the beginning of wisdom (it is the beginning of philosophy); but the temptation to provide oneself with a definite answer is usually too strong, and one falls into a wrong view of one kind or another. (It takes a Buddha to show the way out of this impossible situation. For the sotāpanna, who has understood the Buddha's essential Teaching, the question still arises, but he sees that it is unanswerable and is not worried; for the arahat the question no longer arises at all, and this is final peace.) This person, then, who has his centre of gravity in himself instead of in the world (a situation that, though usually found as a congenital feature, can be acquired by practice), far from seeing himself with the clear solid objective definition with which other people can be seen, hardly sees himself as anything definite at all: for himself he is, at best, a 'What, if anything?'. It is precisely this lack of assured self-identity that is the secret strength of his position—for him the question-mark is the essential and his positive identity in the world is accidental, and whatever happens to him in a positive sense the question-mark still remains, which is all he really cares about. He is distressed, certainly, when his familiar world begins to break up, as it inevitably does, but unlike the positive he is able to fall back on himself and avoid total despair. It is also this feature that worries the positives; for they naturally assume that everybody else is a positive and they are accustomed to grasp others by their positive content, and when they happen to meet a negative they find nothing to take hold of.

Lynch WASHINGTON (Reuters) - Senator Elizabeth Warren said Friday that the Labor Department should press ahead with brokerage industry reforms, and not be deterred by the Securities and Exchange Commission's plans to adopt its own separate rules.    President Barack Obama, with frequent Wall Street critic Warren at his side, last month called on the Labor Department to quickly move forward to tighten brokerage standards on retirement advice, lending new momentum to a long-running effort to implement reforms aimed at reducing conflicts of interest and "hidden fees." But that effort could be complicated by a parallel track of reforms by the SEC, whose Chair Mary Jo White on Tuesday said she supported moving ahead with a similar effort to hold retail brokers to a higher "fiduciary" standard. "I want to see the Department of Labor go forward now," Warren told Reuters in an interview Friday. "There is no reason to wait for the SEC. There is no question that the Department of Labor has the authority to act to ensure that retirement advisers are serving the best interest of their clients." Better to associate with a silent friend who is firmly on the path than a talkative friend who follows the pathways of the ego. Sat-sanga means “association with the virtuous or real.” Usually this refers to keeping the company of an adept, who embodies spiritual values, that is, connects us with that which is true, real, or virtuous (sat). In Buddhism, the word sangha or “community” suggests the same: the mutually beneficial association of those who follow the Buddha’s teachings (dharma). Members of the Sangha are by definition refuge holders, that is, they have sincerely taken refuge in the “three jewels” (tri-ratna): the Buddha, the Dharma, and the Sangha. Taking refuge implies that we not merely believe in the “three jewels” but actively endeavor to follow in the footsteps of the Buddha and other great masters who have attained liberation or at least higher realizations by virtue of their own practice of the Buddha’s teachings. The greatest spiritual friend is one’s guru (Sanskrit) or lama (Tibetan). Some Buddhist schools consider him or her the fourth worthy object of refuge. He or she only has one’s best interest in mind, namely one’s ultimate freedom and happiness. The Buddhists call such a one kalyana-mitra or “beautiful friend.” He or she is “beautiful” because of his or her capacity and intent to beautify or ennoble others. Taking refuge in the Buddha, the Dharma, and the Sangha is said to dispel all fear. Taking refuge in anyone or anything else does not have the same effect. It may postpone fear but cannot remove it altogether, because they do not lead us to our true nature, which is the Buddha nature beyond all possible worldly destinies. In treating individual patients, doctors often did things they would disapprove of if they were creating a public policy to treat groups of patients with the exact same illness. Doctors all agreed that, if required by law, they should report the names of patients diagnosed with a seizure disorder, diabetes, or some other condition that might lead to loss of consciousness while driving a car. In practice, they didn’t do this—which could hardly be in the interest even of the individual patient in question. “This result is not just another manifestation of the conflict between the interests of the patient and the general interests of society,” Tversky and Redelmeier wrote, in a letter to the editor of the New England Journal of Medicine. “The discrepancy between the aggregate and the individual perspectives also exists in the mind of the physician. The discrepancy seems to call for a resolution; it is odd to endorse a treatment in every case and reject it in general, or vice versa.” The point was not that the doctor was incorrectly or inadequately treating individual patients. The first principle of the strategic art states simply that the greatest weight of resources be devoted to safeguarding the most vital interests of the state. If a vital interest is threatened, the survival of the state is threatened. Generally, the most vital interest of a liberal democracy include, first and foremost, preservation of the territorial integrity of the state. The example of the attacks on New York and Washington should send a message to those of similar ambitions that the surest way to focus the wrath of the American people against them would be to strike this country within its borders again. The second strategic priority is the protection of the national economic welfare by ensuring free and open access to markets for vital materials and finished goods. Other important but less vital interests should be defended by the threat of force only as military resources permit. Outside the limits of U.S. territory, the strategic problem defining the geographic limits of U.S. vital interests becomes complex. While the United States may have some interests in every corner of the world, there are certain regions where its strategic interests, both economic and cultural, are concentrated and potentially threatened. These vital strategic "centers of gravity" encompass in the first instance those geographic areas essential to maintaining access to open markets and sources of raw material, principally oil. Fortunately, many of these economically vital centers are secure from serious threat. But a few happen to be located astride regions that have witnessed generations of cultural and ethnic strife. Four regions overshadow all others in being both vital to continued domestic prosperity and continually under the threat of state-supported violence. These regions are defined generally by an arc of territories along the periphery of Eurasia: Europe, the Middle East, South Asia, and north East Asia. For the past several centuries, these regions have been the areanas of the world's most serious and intractable conflicts. Points of collision begin with the intersection of Western and Eastern Christianity and continue southward to mark Islam's incursion into southeastern Europe in the Balkans. The cultural divide countries without interruption across the Levant in an unbroken line of unrest and warring states from the crescent of the Middle East to the subcontinent of South Asia. The fault-line concludes with the divide between China and all the traditional cultural competitors along its land and sea borders. Other countries outside the periphery of Eurasia might, in extreme cases, demand the presence of U.S. forces for peacekeeping or humanitarian operations. But it is unlikely that in the years to come the United States will risk a major conflict that will involve the calculated commitment of forces in a shooting war in regions outside this "periphery of Eurasia," which circumscribes and defines America's global security.

Much ink has been spilled over whether fascism represented an emergency form of capitalism, a mechanism devised by capitalists by which the fascist state—their agent—disciplined the workforce in a way no traditional dictatorship could do. Today it is quite clear that businessmen often objected to specific aspects of fascist economic policies, sometimes with success. But fascist economic policy responded to political priorities, and not to economic rationale. Both Mussolini and Hitler tended to think that economics was amenable to a ruler’s will. Mussolini returned to the gold standard and revalued the lira at 90 to the British pound in December 1927 for reasons of national prestige, and over the objections of his own finance minister. Fascism was not the first choice of most businessmen, but most of them preferred it to the alternatives that seemed likely in the special conditions of 1922 and 1933—socialism or a dysfunctional market system. So they mostly acquiesced in the formation of a fascist regime and accommodated to its requirements of removing Jews from management and accepting onerous economic controls. In time, most German and Italian businessmen adapted well to working with fascist regimes, at least those gratified by the fruits of rearmament and labor discipline and the considerable role given to them in economic management. Mussolini’s famous corporatist economic organization, in particular, was run in practice by leading businessmen. Peter Hayes puts it succinctly: the Nazi regime and business had “converging but not identical interests.” Areas of agreement included disciplining workers, lucrative armaments contracts, and job-creation stimuli. Important areas of conflict involved government economic controls, limits on trade, and the high cost of autarky—the economic self-sufficiency by which the Nazis hoped to overcome the shortages that had lost Germany World War I. Autarky required costly substitutes—Ersatz— for such previously imported products as oil and rubber. Economic controls damaged smaller companies and those not involved in rearmament. Limits on trade created problems for companies that had formerly derived important profits from exports. The great chemical combine I. G. Farben is an excellent example: before 1933, Farben had prospered in international trade. After 1933, the company’s directors adapted to the regime’s autarky and learned to prosper mightily as the suppliers of German rearmament. The best example of the expense of import substitution was the Hermann Goering Werke, set up to make steel from the inferior ores and brown coal of Silesia. The steel manufacturers were forced to help finance this operation, to which they raised vigorous objections.

Pathological altruism refers to sincere attempts to help others that instead harms others or oneself and where this harm could have been reasonably anticipated. It is often caused by cognitive and/or emotional biases that blind people to the potentially harmful consequences of their actions. Altruistic intentions must be run through the sieve of rational analysis; all too often, the best long-term action to help others, at both personal and public scales, is not immediately or intuitively obvious, not what temporarily makes us feel good, and not what is being promoted by other individuals, with their own potentially self-serving interests. Indeed, truly altruistic actions may sometimes appear cruel or harmful, the equivalent of saying “no” to the student who demands a higher grade or to the addict who needs another hit. However, the social consequences of appearing cruel in a culture that places high value on kindness, empathy, and altruism can lead us to misplaced “helpful” behavior and result in self-deception regarding the consequences of our actions. In some cases, some people gain some benefit from the altruism, but other people and/or the altruist are harmed in ways that could be reasonably predicted, but are not due to such biases. These altruistic biases may be deliberately exploited by some people in order to gain benefits at the expense of other people. Feelings of self-righteousness and sanctimony have been described as being an intensely pleasurable addiction for some people, which contributes to blind pathological altruism and rejection of logical arguments.

The ability to make rational decisions is limited, or bounded, by the extent of people’s information. To broaden employees’ understanding, a firm should promote a tradition of teamwork and interdependence and develop future leaders by rotating them among work assignments in different departments and geographic locations. In order to reduce structural secrecy, there may be short-term opportunity costs, but the long-term benefits are significant.12 Firms must think about long-term greed and what it means. Through actions and training, leaders must explain the pressures on short-term thinking and how the firm resolves the conflicts of short- and long-term goals. Potentially conflicting or confusing organizational goals, such as putting clients first while also having a duty to shareholders, require strong signals from leadership as to what is acceptable and unacceptable behavior. These nuances cannot be left to statements of principles; they must be modeled by leaders’ actions each day. Leaders must understand that external influences can shape the culture. For example, there are competitive, technological, and regulatory pressures. Responses to them can have unintended consequences, including drifting from principles. This can increase the probability of an organizational failure. An organization needs to understand to what extent models impact behavior, decisions made by business leaders, and organizational culture. For example, boards of directors of public companies should ask questions if earnings per share (EPS) estimates are too consistent with analysts’ estimates. They should ask whether the firm is managing to models or to what is in the best long-term interests of the firm. Leaders get too much credit and too much blame. Leaders need to uphold the firm’s shared values—and that is a key component to leadership.13 But too little emphasis is given to the organizational elements that shape behavior or provide an environment for leadership or change. An organization’s structure, incentives, and values last longer and have more impact than those of individual leaders. Usually when there is a change or loss or failure there is a tendency to blame one thing or one person, when typically there are complex organizational cultural reasons. It is the duty of leaders and board members to examine what is responsible, not who is responsible.

IF THIS CONCLUSION had signaled the end of Arendt’s thinking on the subject, American readers of On Revolution could close the book basking in a feeling of self-satisfaction, offering a hymn of praise to their country’s exceptionalism, singing a chorus of “God Bless America” and retiring to their beds secure in the conviction that theirs was a nation unlike all others. But this was not the German-Jewish immigrant’s complex understanding of the United States, where gratitude was inevitably tempered by ambivalence and pessimism. Arendt was not one to close on so optimistic a note. The book’s last chapter, bringing the narrative up to the present, takes a sharp turn toward the ominous. It exhibits what one commentator calls a “particularly bleak and embattled tone.” It is a bucket of cold water thrown on the warm glow of the earlier exuberance. Political freedom, Arendt insisted in the book’s final pages, “means the right ‘to be a participator in government,’ or it means nothing.” The colonial townships and assemblies, building pyramidally to the constitutional conventions, were paradigms of citizen participation, but the popular elections that Americans today consider the hallmark of their democratic republic are hardly the same thing. Voting is not what Arendt meant by participation. The individual in the privacy of the voting booth is not engaged with others in the public arena, putting one’s opinions to the test against differing views and life experiences, but instead is choosing among professional politicians offering to promote and protect his or her personal interests through ready-made formulas, mindless banalities, blatant pandering, and outlandish promises cobbled together as party programs. (And heaven help the elected official who, in the manner of Edmund Burke, tries to argue against the personal interest of his or her constituents or to communicate bad news.) Leaders are selected on the basis of private, parochial concerns, not the public welfare, producing a mishmash of self-interested demands, or what Arendt called “the invasion of the public realm by society.” This was almost the opposite of genuine participation. Instead of the kind of intimate interchange of views and the deliberation that might be expected to resolve conflict, which was the practice of the townships and assemblies, isolated voters left to their own devices and with no appreciation of any larger good or of people different from themselves demand an affirmation of their particular prejudices and preconceptions. They have no opportunity, or desire, to come together with the aim of reaching mutual understanding and agreement on shared problems. Centrifugality prevails. American democracy, Arendt writes, had become a zero-sum game of “pressure groups, lobbies and other devices.” It is a system in which only power can prevail, or at best the blight of mutual backscratching to no greater end than mere political survival, lending itself to lies and demagoguery, quarrels and stalemates, cynical deal-making, not public exchange and calm deliberation.

In addition, the broader modern system – especially of extended formal education (stretching ever further into adult life), exam results and continuous assessments, required subjects and courses; the supposed ‘meritocracy’ – suppresses the influence of genius, since the Endogenous personality is seeking, ever more strongly with age, to follow his inner drives, his Destiny, and all the paraphernalia of normal, standard requirements stands in his path. While others need sticks and carrots, and are grateful for encouragement, discipline and direction; the Endogenous personality is driven from within and (beyond a basic minimum) he neither needs nor appreciates these things – at best they slow him down, at worst they thwart and exclude him. The Endogenous personality requires mainly to be allowed to do what he intrinsically and spontaneously wants to do – but in modern society he is more likely to be prevented.
