The simple membranes of the ancestral type had become a system of parchment-like sails and bony masts and spars, under voluntary muscular control. Similarity to a ship was increased by the downward-looking eyes, one on each side of the prow. The mainmast-head also bore eyes, for searching the horizon. An organ of magnetic sensitivity in the brain afforded a reliable means of orientation. Offshore, fishing boats and coastal freighters moved about the harbor, and near the docks several flocks of goats and sheep were awaiting export to cities around the Red Sea and farther afield. Power lines festooned telegraph poles along the roads, many with complex nests of telephone wires connecting them to surrounding buildings. Most Somalis on the street seemed to prefer cellphones, though, and many traders kept up a constant chatter on their mobiles. Mogadishu was a fully functioning city.

Tarfaya was occupied by the British in 1882, when they established a trading post called Casa del Mar. This forgotten part of the world is now in the southern part of Morocco.

The military implications are obvious, if difficult to act upon in today’s fiscal environment. There’s a clear and continuing need for Marines, for amphibious units and naval supply ships, for platforms that allow operations in littoral and riverine environments, and for capabilities that enable expeditionary logistics in urbanized coastal environments. Rotary-wing or tilt-rotor aircraft, and precise and discriminating weapons systems, will also be needed. There’s also a clear need to structure ground forces so that they can rapidly aggregate or disaggregate forces and fires, enabling them to operate in a distributed, small-unit mode while still being able to concentrate quickly to mass their effect against a major target. Combat engineers, construction engineers, civil affairs units, intelligence systems that can make sense of the clutter of urban areas, pre-conflict sensing systems such as geospatial tools that allow early warning of conflict and instability, and constabulary and coast guard capabilities are also likely to be important. The ability to operate for a long period in a city without drawing heavily on that city’s water, fuel, electricity, or food supply will be important as well, with very significant implications for expeditionary logistics. I go into detail on all these issues, and other military aspects of the problem, in the Appendix.

Schools had let out early and most businesses were closed in anticipation of the storm. My last ride dropped me off in Belfast, telling me that he was trying to get as far as Augusta, before State Road 3 became impassable. Standing alongside the two-lane coastal highway with darkness not far off, I was half thinking that I should turn back. My mind was made up for me when I stepped back off the road, making room for a big State DOT dump truck with a huge yellow snowplow. His airbrakes wheezed as he braked, coming to a stop, at the same time lifting his plow to keep from burying me. The driver couldn’t believe that I was out hitchhiking in a blizzard. This kind of weather in Maine is no joke! The driver told me that the year before a body had been found under a snow bank during the spring thaw. Never mind, I was invincible and nothing like that could happen to me, or so I thought. He got me as far as Camden and suggested that I get a room. “This storm is only going to get worse,” he cautioned as I got off. I waved as he drove off. Nevertheless, still hoping that things would improve, I was determined to continue…. My next ride was not for quite a while, but eventually an old car fishtailed to a stop. It was a clunker, covered with snow and I couldn’t really see in. Opening the front door, I realized that both seats were occupied. “Sorry, I’ll get into the back,” I said. Opening the back door, I saw that both people in the front were women. The car was cold and they explained that the heater didn’t work but they sounded like they felt sorry for me. “Where are you going, sailor?” the woman behind the wheel asked. “It’s going to snow all night,” the other one added. UNCTAD determined that the Israeli-Egyptian blockade, which had lasted for eight years at the time, and the three major military operations Gaza had endured, had “shattered [Gaza’s] ability to export and produce for the domestic market, ravaged its already debilitated infrastructure, left no time for reconstruction and economic recovery, and accelerated the de-development of the Occupied Palestinian Territory.” The report detailed the devastation of Gaza’s civilian infrastructure and the collapse of its economic sector, as revealed by the ballooning of its unemployment rate, to 44 percent in 2014, and the shrinking of its per capita GDP, by 30 percent since 1994. “Food insecurity affects 72 per cent of households, and the number of Palestinian refugees solely reliant on food distribution from United Nations agencies had increased from 72,000 in 2000 to 868,000 by May 2015.” Ninety-five percent of the water in the coastal aquifers on which Gaza relied was not drinkable.106

Yet the sun that lavishes dusk with color can also bake African soil into a dry, cracked glaze, dooming millions. Coral reefs provide food for hundreds of millions of people, with reef fish species comprising about one-quarter of the total fish catch in less developed countries. They serve as natural protective barriers, sheltering coastal communities from the waves generated by hurricanes, typhoons, and cyclones. They are also the basis of employment through tourism for millions of people in the many regions with reefs in their coastal waters. Apart from these ecosystem services, valued in many billions of dollars, coral reefs have tremendous intrinsic value that is impossible to quantify as anyone who has snorkelled or dived on a healthy reef can attest—without coral reefs our planet and human society would be infinitely poorer.

But the Europeans carried a disease, and they bequeathed it to their jailers. Based on accounts of the symptoms, the epidemic was probably of viral hepatitis, according to a study by Arthur E. Spiess, of the Maine Historic Preservation Commission, and Bruce D. Spiess, of the Medical College of Virginia. (In their view, the strain was, like hepatitis A, probably spread by contaminated food, rather than by sexual contact, like hepatitis B or C.) Whatever the cause, the results were ruinous. The Indians “died in heapes as they lay in their houses,” the merchant Thomas Morton observed. In their panic, the healthy fled from the sick, carrying the disease with them to neighboring communities. Behind them remained the dying, “left for crows, kites, and vermin to prey upon.” Beginning in 1616, the pestilence took at least three years to exhaust itself and killed as much as 90 percent of the people in coastal New England. “And the bones and skulls upon the severall places of their habitations made such a spectacle,” Morton wrote, that the Massachusetts woodlands seemed to be “a new-found Golgotha,” the Place of the Skull, where executions took place in Roman Jerusalem.
