Two months later on a hot summer’s day, according to another document, German agents had sprayed “billions of microbes into the Paris Metro system from cars they had driven past the subway entrances. Exhaust gasses provided a satisfactory disguise for the release of the microbes from tanks linked to the car exhausts.” A third document claimed that “six hours later, at the Place de la République Metro station, a mile and a half from the dispersal point, our agents discovered thousands of colonies of the germs.” In Berlin the findings had been eagerly studied. A memo sent to Herman Goering, the head of the Luftwaffe, from the German War Office read: “It was possible to drop a suitable biological bomb and be highly certain that the bacteria would enter the subway system.” Similar tests in London had been carried out by the Germans with “the same satisfying results.

In the last decade and a half a revival of plant behavior research had brought countless new realizations to botany, more than forty years after an irresponsible best-selling book nearly snuffed out the field for good. The Secret Life of Plants, published in 1973, captured the public imagination on a global scale. Written by Peter Tompkins and Christopher Bird, the book was a mix of real science, flimsy experiments, and unscientific projection. In one chapter, Tompkins and Bird suggested that plants could feel and hear—and that they preferred Beethoven to rock and roll. In another, a former CIA agent named Cleve Backster hooked up a polygraph test to his houseplant and imagined the plant being set on fire. The polygraph needle went wild, which would mean the plant was experiencing a surge in electrical activity. In humans, a reading like that was believed to denote a surge of stress. The plant, according to Backster, was responding to his malevolent thoughts. The implication was that there existed not only a sort of plant consciousness but also plant mind-reading. The book was an immediate and meteoric success on the popular market, surprising for a book about plant science. Paramount put out a feature film about it. Stevie Wonder wrote the soundtrack. The first pressings of the album version were sent out scented with floral perfume. To its many astonished readers, the book offered a new way to view the plants all around them, which up until then had seemed ornamental, passive, more akin to the world of rocks than animals. It also aligned with the advent of New Age culture, which was ready to inhale stories about how plants were as alive as we are. People began talking to their houseplants, and leaving classical music playing for their ficus when they went out. But it was a beautiful collection of myths.

Damning documentation of LSD experimentation should not have been left in the hands of CIA Director Richard Helms. On January 31, 1973, one day before retiring from the CIA, Helms destroyed files on the fates of minds shattered over the previous ten years. Helms supported the mind-altering projects—Operation Chatter, Operation Bluebird/Artichoke, Operations Mknaomi, Mkultra and Mkdelta. By 1963, four years before Monterey Pop, the combined efforts of the CIA’s Directorate of Science and Technology, Army Intelligence and U.S. Chemical Corps launched covert operations that seemed necessary. U.S. agents were able to destroy any reputation by inducing hysteria or excessive emotional response, temporary or permanent insanity, encouraging suicide, erasing memory, inventing double or triple personalities inside one mind, prolonging lapses of memory, teaching racism and hatred against specific groups, causing subjects to obey instructions on the telephone or in person, hypnotically assuring that no memory remains of their assignments. The CIA has poison dart guns to kill from a distance, tranquilizers for pets so the household or neighborhood is not alerted by entry or exit. While pure LSD is typically 160 micrograms, the CIA issued 1,600 micrograms. Some of the LSD was administered to patients at Tulane University, who already had wired electrodes in their brain. Was insanity an occupational disease in the music industry? Or does this LSD, tested and described in Army documents, explain how a cultural happening that took place place in 1967-68 could be altered radically and halted?

Contemplate that: while the Justice Department wiretaps the Mafia, the Mafia wiretaps the head of the Justice Department. It is more than a synecdoche; it is a Joycean epiphany.

Everyone is now so eager to see the government "reveal" this long-awaited information that no one questions the reality of the basic facts and the political motivations that could inspire a manipulation of those facts. Trying to outsmart the CIA and the Pentagon has become such a national pastime that lawsuits against federal agencies under the Freedom of Information Act have begun to accumulate. All that has been shown so far is that these agencies were involved – often covertly – in many aspects of the UFO problem. I suspect that they are still involved. Discovering the secret of the UFO propulsion mechanism could be such a military breakthrough that any research project connected with it would enjoy the highest level of classification. But these UFO enthusiasts who are so anxious to expose the government have not reflected that they may be playing into the hands of a more sophisticated coverup of the real situation. Because of their eagerness to believe any indication that the authorities already possess the proof of UFO reality, many enthusiasts provide an ideal conduit for anyone wishing to spread the extraterrestrial gospel. The purpose of such an exercise need not be complex or strategically important. It could be something as mundane as a political diversion, or a test of the reliability of information channels under simulated crisis conditions, or a decoy for paramilitary operations. None of these rumors is likely to lead us any closer to a solution that can only be obtained by careful, intelligent, and perhaps tedious scientific research. The truth is that the UFOs may not be spacecraft at all. And the government may simply be hiding the fact that, in spite of the billions of dollars spent on air defense, it has no more clues to the nature of the phenomenon today than it did in the forties when it began its investigations.

In conclusion, this act provided that among the duties the CIA would perform, it would: . . . (5) perform such other functions and duties related to intelligence affecting the National Security as the NSC may from time to time direct. This was the inevitable loophole, and as time passed and as the CIA and the ST grew in power and know-how they tested this clause in the Act and began to practice their own interpretation of its meaning. They believed that it meant they could practice clandestine operations. Their perseverance paid off. During the summer of 1948 the NSC issued a directive, number 10/2, which authorized special operations, with two stipulations: (a) Such operations must be secret, and (b) such operations must be plausibly deniable.
