Nations sign treaties of cooperation, but even they arrive out of conflict. In case of conflict between two nations, they may seek friendship treaties or alliances with other powerful nations. Thus, when England, France and Russia learnt in the 1890s that Austria-Hungary, Germany and Italy had aligned themselves against the other two (France and Russia), the former three nations entered into a counter alliance. During the Cold War period, several alliances were concluded by countries of the two blocs. While the Eastern Bloc countries were led by the former USSR, the Western Bloc came to be led by the United States. When in 1971 a war between India and Pakistan became imminent, and it became clear that the USA and China were likely to side with Pakistan, a treaty of friendship was concluded between India and the Soviet Union. This treaty acted as a deterrent, and Pakistan's friends did not side with it in the war. The idea of this discussion is that cooperation at political level between countries arises out of conflict. So, conflict is more important for international relations than cooperation among nations.
