For one thing, we have relatively good records for the reign of Caesar Augustus, and there is no mention anywhere in any of them of an empire-wide census for which everyone had to register by returning to their ancestral home. Hunters will tell you that a moose is a wily and ferocious forest creature. Nonsense. A moose is a cow drawn by a three-year-old. That’s all there is to it. Without doubt, the moose is the most improbable, endearingly hopeless creature ever to live in the wilds. Every bit of it—its spindly legs, its chronically puzzled expression, its comical oven-mitt antlers—looks like some droll evolutionary joke. It is wondrously ungainly: it runs as if its legs have never been introduced to each other. Above all, what distinguishes the moose is its almost boundless lack of intelligence. If you are driving down a highway and a moose steps from the woods ahead of you, he will stare at you for a long minute (moose are notoriously shortsighted), then abruptly try to run away from you, legs flailing in eight directions at once. Never mind that there are several thousand square miles of forest on either side of the highway. The moose does not think of this. This, of course, gives rise to the argument of the invalidation of the Old Testament with the coming of the New, the idea being that the actions of Jesus were so antithesis to the “laws” prescribed in Exodus and Leviticus that the modern Christian should base the standards of his doctrine on the teaching of the son of their god instead. There are several large flaws with this reasoning, my favorite being the most obvious: no one does it, and if they did, what would be the point of keeping the Old Testament? How many Christian sermons have been arched around Old Testament verses, or signs waved at protests and marches bearing Leviticus 18:22, etc? Where stands the basis for the need to splash the Decalogue of Exodus in public parks and in school rooms, or the continuous reference of original sin and the holiness of the sabbath (which actually has two distinctly different definitions in the Old Testament)? A group of people as large as the Christian nation cannot possibly hope to avoid the negative reaction of Old Testament nightmares (e.g. genocide, rape, and infanticide, amongst others) by claiming it shares no part of their modern doctrine when, in actuality, it overflows with it. Secondly, one must always remember that the New Testament is in constant coherence with proving the prophecy of the Old Testament, continuously referring to: “in accordance with the prophet”, etc., etc., ad nauseum—the most important of which coming from the words of Jesus himself: “Do not think I have come to abolish the law or the prophets. I have not come to abolish but to fulfill. Amen, I say to you, until heaven and earth pass away, not the smallest part or the smallest part of a letter will pass from the law, until all things have taken place.” (Matthew 5:17) And even this is hypocritical, considering how many times Jesus himself stood in the way of Mosaic law, most notably against the stoning of the woman taken by the Pharisees for adultery, the punishment of which should have resulted in her death by prophetic mandate of the Old Testament despite the guilt that Jesus inflicted upon her attackers (a story of which decent evidence has been discovered by Bart Ehrman and others suggesting that it wasn’t originally in the Gospel of John in the first place [7]). All of this, of course, is without taking into account the overwhelming pile of discrepancies that is the New Testament in whole, including the motivation for the holy family to have been in Bethlehem versus Nazareth in the first place (the census that put them there or the dream that came to Joseph urging him to flee); the first three Gospels claim that the Eucharist was invented during Passover, but the Fourth says it was well before, and his divinity is only seriously discussed in the Fourth; the fact that Herod died four years before the Current Era; the genealogy of Jesus in the line of David differs in two Gospels as does the minutiae of the Resurrection, Crucifixion, and the Anointment—on top of the fact that the Gospels were written decades after the historical Jesus died, if he lived at all.

The book of Jubilees takes many passages, which in the Old Testament books are attributed to God, and instead states that these were in fact the work of “Mastema,” the prince of demons. For example, while Exodus says that God killed the firstborn children in Egypt (Exod 11:4), the later book of Jubilees instead attributes this to “the powers of Mastema” which literally means in Hebrew “the powers of Hate” (Jubilees 49:2). This illustrates the shift in thinking that was occurring within Judaism at the time which recognized the obvious moral difficulty in attributing acts of evil to God. We can see a similar revisionism as well in the canonical books of the Old Testament itself. 2 Samuel describes God telling David to take a census, and then punishing him for it: “Again the anger of the Lord burned against Israel, and he incited David against them, saying, ‘Go and take a census of Israel and Judah’” (2 Sam 24:1). David then subsequently recognizes that this was a sin: “David was conscience-stricken after he had counted the fighting men, and he said to the Lord, ‘I have sinned greatly in what I have done’” (v. 10). God then punishes David for this: “So the Lord sent a plague on Israel from that morning until the end of the time designated, and seventy thousand of the people from Dan to Beersheba died” (v. 15). This obviously paints a morally problematic picture of God, which is revised in the parallel account in the later book of 1 Chronicles, which instead states, “Satan rose up against Israel and incited David to take a census of Israel” (1 Chron 21:1). Instead of God deceiving David and inciting him to sin, this is now presented as the work of Satan.

One could also say that if someone keeps the Sabbath on Saturday, eats only kosher food, and circumcises her sons, she is a member of the Jewish religion, but if she doesn’t, she is not a member of the Jewish religion. Or, conversely again, if some group believes that everyone should keep the Sabbath, eat only kosher food, and circumcise sons, they are not Christians, but if they believe that these practices have been superseded, then they are Christians. This is, as I have said, our usual way of looking at such matters. However, this manner of categorizing people’s religions runs into difficulties. First, someone has to be making the checklists. Who decides what specific beliefs disqualify a person from being a Jew? Throughout history these decisions have been made by certain groups of people or individuals and are then imposed on other people (who may, however, refuse—unless the deciders have an army). It’s a little bit like those “race” checklists on the census forms. Some of us simply refuse to check a box that defines us as Caucasian or Hispanic or African American because we don’t identify that way, and only laws, and courts, or an army could force us to if they chose to. Of course, it will be asserted that the decisions about Jews and Christians (not Americans) were made by God and revealed in this Scripture or that, by this prophet or that, but this is a matter of faith, not of scholarship. Neither faith nor theology should play a role in the attempt to describe what was, as opposed to what ought to have been (according to this religious authority or another).

Monrovia is Liberia’s capital city and has a population of over a million people. According to the 2008 census Monrovia had a population of 1,010,970. A total of 29% of the total population of Liberia lives in Monrovia, making it the country's most populous city. In mid-1950, when President Tubman’s administration governed the country, it had an estimated quarter of that number. At that earlier time the minority of Afro-Americans controlled Liberia but the native tribes in the majority had very little say in the running of the country. More recently, because of interracial marriages between ethnic Liberians and Lebanese nationals a significant mixed-race population especially in and around Monrovia had developed. Because of civil unrest most American Liberians fled to the United States and other countries. After the restructuring of the Liberian government very few returned to Liberia creating an educational deficit or brain-drain. More recently more are returning to Liberia but not without problems. Although Portland’s rental rates are not skyrocketing at the speed of San Francisco or even Seattle, the U.S. Census ranks Portland as having one of the tightest markets in the nation. Despite tax-abatement programs for luxury neighbors like the Pearl District and the South Waterfront supposedly tied to affordable-housing units, the city Housing Bureau says they won’t even meet 2003 goals, much less expand and continue programs. Meanwhile, the average condo price rose 41 percent last year and the average apartment rental has climbed at a steady pace of six percent in 2012 and again in 2013.

Shoes too tight?” Kule grabs the pen out of Zoki’s hand and tries to scribble something on Goran’s forehead. Goran shoves him, Kule shoves back, and we move between them. Everyone’s shouting all at once until Kule raises his arm—the gesture says, Everything’s cool, I’m cool. He goes up to the desk and makes a sixth column. On top it says, Fuck all of you. Kule writes Kule in that column, stomps on the pen, which breaks, and leaves the classroom. No one follows Kule. The list disappears. A couple months later, Muslims in several cities are ordered to wear white armbands. An Eskimo family lived in Višegrad at the time, above the supermarket on Tito Street. Actually they had no connection with the Inuit—it was just a joke answer on the 1991 census, which was included in the actual statistics and then recognized by the state. The father repeated it during the Serbian occupation, but no one laughed. So he left the city, with his wife and baby daughter. Today they live closer to the North Pole and speak decent Swedish.

Crews that fight forest fires in Oregon are now so heavily Hispanic that in 2003, the Oregon Department of Forestry required that crew chiefs be bilingual. In 2006, the department started forcing out veterans. Jaime Pickering, who used to run a squad of 20 firefighters, says the rule means “job losses for Americans—the white people.” Zita Wilensky, a 16-year veteran, was the only white employee of Miami-Dade County Domestic Violence Unit. Her co-workers made fun of her and called her gringa and Americana. Miss Wilensky says her boss gave her 60 days to learn Spanish, and fired her when she failed to do so. It is increasingly common, therefore, for Americans to be penalized because they cannot speak Spanish, but employers who insist that workers speak English are guilty of discrimination. In 2001, the Equal Employment Opportunity Commission forced a small Catholic college in San Antonio to pay $2.4 million to housekeepers who were required to speak English at work. There are now about 45 million Hispanics in the country. What will the status of Spanish be when there are 130 million Hispanics, as the Census Bureau projects for 2050? In 2000, President Bill Clinton decided that the prohibition against discrimination because of “national origin” in the Civil Rights Act of 1964 meant that if a foreigner cannot speak to a government agency in his own language he is a victim. Executive Order 13166 required all local governments that receive federal money (all of them, essentially) to translate official documents into any language spoken by at least 3,000 people in the area or 10 percent of the local population. It also required interpreters for non-English speakers. In 2002, the Office of Management and Budget estimated that hospitals alone would spend $268 million every year implementing Executive Order 13166, and state departments of motor vehicles would spend $8.5 million. OMB estimated that communicating with food stamp recipients who don’t speak English would cost $25.2 million per year.

Many of them call upon tribes and Native peoples to undertake decolonization projects, imploring Indian leaders to pursue a new acknowledgment agenda, on that is more inclusive and less based on national imperatives and Western epistemologies of race, history, empiricism, and science. The most accepted scholarly position, which has been called the ‘liberal-inclusive’ model for identifying tribes and Indian individuals, implies that the vast majority of unrecognized Indian groups and individuals are worthy of acknowledgment. This acknowledgment is not forthcoming, they say, due to a host of factors, including federal neglect, inadequate Euro-American recordkeeping, racism, and opposition from established tribes. Scholars who take this position find it shameful that marginal, unacknowledged aboriginal peoples are languishing today. Certain individuals within this loosely defined ideological school argue that officials should rely not on the current restrictive policy, but upon self-identification, community acceptance, and state recognition.
