3. Cyprus.... Kissinger approved of the preparations by Greek Cypriot fascists for the murder of President Makarios, and sanctioned the coup which tried to extend the rule of the Athens junta (a favoured client of his) to the island. When despite great waste of life this coup failed in its objective, which was also Kissinger’s, of enforced partition, Kissinger promiscuously switched sides to support an even bloodier intervention by Turkey. Thomas Boyatt ... went to Kissinger in advance of the anti-Makarios putsch and warned him that it could lead to a civil war. ‘Spare me the civics lecture,’ replied Kissinger, who as you can readily see had an aphorism for all occasions.
4. Kurdistan. Having endorsed the covert policy of supporting a Kurdish revolt in northern Iraq between 1974 and 1975, with ‘deniable’ assistance also provided by Israel and the Shah of Iran, Kissinger made it plain to his subordinates that the Kurds were not to be allowed to win, but were to be employed for their nuisance value alone. They were not to be told that this was the case, but soon found out when the Shah and Saddam Hussein composed their differences, and American aid to Kurdistan was cut off. Hardened CIA hands went to Kissinger ... for an aid programme for the many thousands of Kurdish refugees who were thus abruptly created.... The apercu of the day was: ‘foreign policy should not he confused with missionary work.’ Saddam Hussein heartily concurred.
5. East Timor. The day after Kissinger left Djakarta in 1975, the Armed Forces of Indonesia employed American weapons to invade and subjugate the independent former Portuguese colony of East Timor. Isaacson gives a figure of 100,000 deaths resulting from the occupation, or one-seventh of the population, and there are good judges who put this estimate on the low side. Kissinger was furious when news of his own collusion was leaked, because as well as breaking international law the Indonesians were also violating an agreement with the United States.... Monroe Leigh ... pointed out this awkward latter fact. Kissinger snapped: ‘The Israelis when they go into Lebanon—when was the last time we protested that?’ A good question, even if it did not and does not lie especially well in his mouth.

There is more than cheap cynicism in this advice. It brings to mind a well-known Soviet joke about Lenin. Under socialism; Lenin’s advice to young people, his answer to what they should do, was “Learn, learn, and learn.” This was evoked all the time and displayed on the school walls. The joke goes: Marx, Engels, and Lenin are asked whether they would prefer to have a wife or a mistress. As expected, Marx, rather conservative in private matters, answers, “A wife!” while Engels, more of a bon vivant, opts for a mistress. To everyone’s surprise, Lenin says, “I’d like to have both!” Why? Is there a hidden stripe of decadent jouisseur behind his austere revolutionary image? No-he explains: “So that I can tell my wife that I am going to my mistress and my mistress that I am going to my wife. . .” “And then, what do you do?” “I go to a solitary place to learn, learn, and learn!”
Is this not exactly what Lenin did after the catastrophe in 1914? He withdrew to a lonely place in Switzerland, where he “learned, learned, and learned,” reading Hegel’s logic. And this is what we should do today when we find ourselves bombarded with mediatic images of violence. We need to “learn, learn, and learn” what causes this violence.

If the story is poor, or has an agenda, if it comes out of a paucity of imagination or is rushed, we imagine those other people as essentially unlike us: unknowable, inscrutable, inconvertible. Our venture in Iraq was a literary failure, by which I mean a failure of imagination. Our life is like a journey…’ – and so the journey seems to me less an adventure and a foray into unusual realms than a concentrated likeness of our existence: residents of a city, citizens of country, beholden to a class or a social circle, member of a family and clan and entangled by professional duties, by the habits of an ‘everyday life’ woven from all these circumstances, we often feel too secure, believing our house built for all the future, easily induced to believe in a constancy that makes ageing a problem for one person and each change in external circumstances a catastrophe for another. We forget that this is a process, that the earth is in constant motion and that we too are affected by ebbs and tides, earthquakes and events far beyond our visible and tangible spheres: beggars, kings, figures in the same great game. We forget it for our would-be peace of mind, which then is built on shifting sand. We forget it so as not to fear. And fear makes us stubborn: we call reality only what we can grasp with our hands and what affects us directly, denying the force of the fire that’s sweeping our neighbour’s house, but not yet ours. War in other countries? Just twelve hours, twelve weeks from our borders? God forbid – the horror that sometimes seizes us, you feel it too when reading history books, time or space, it doesn’t matter what lies between us and it.
But the journey ever so slightly lifts the veil over the mystery of space – and a city with a magical, unreal name, Samarkand the Golden, Astrakhan or Isfahan, City of Rose Attar, becomes real the instant we set foot there and touch it with our living breath.

The paradox comes to pass because the impoverishments and enrichments of a self in a world are not necessarily the same as the impoverishments and enrichments of an organism in an environment.
The organism is needy or not needy accordingly as needs are satisfied or not satisfied by its environment.
The self in a world is rich or poor accordingly as it succeeds in identifying its otherwise unspeakable self, e.g., mythically, by identifying itself with a world-sign, such as a totem; religiously, by identifying itself as a creature of God...In a post-religious age, the only recourses of the self are self as transcendent and self as immanent.
The impoverishment of the immanent self derives from a perceived loss of sovereignty to "them," the transcending scientists and experts of society. As a consequence, the self sees its only recourse as an endless round of work, diversion, and consumption of goods and services. Failing this and having some inkling of its plight, it sees no way out because it has come to see itself as an organism in an environment and so can't understand why it feels so bad in the best of all possible environments--say, a good family and a good home in a good neighborhood in East Orange on a fine Wednesday afternoon--and so finds itself secretly relishing bad news, assassinations, plane crashes, and the misfortunes of neighbors, and even comes secretly to hope for catastrophe, earthquake, hurricane, wars, apocalypse--anything to break out of the iron grip of immanence.

The Universal Declaration of Human Rights (arising from their catastrophic breach during the Second World War) had been adopted by the United Nations as recently as December 1948, but there was little popular understanding of what it meant in practice. Racist views and blatant racial discrimination were widely accepted and scarcely seen as remarkable. Few people of skin colours other than white lived in European countries. Capital punishment was still in existence, and executions were routinely carried out for people found guilty of the worst crimes. Homosexuality remained a criminal offence. Abortion was illegal. The influence of the Christian churches was profound, and attendance at church services still relatively high. By the time post-war children approached old age, human rights were taken for granted (however imperfect the practice), holding racist views was among the worst of social stigmas (though less so in Eastern and Southern than in Western Europe), multicultural societies were the norm, capital punishment had disappeared from Europe, gay marriage and legal abortion were widely accepted, and the role of the Christian churches had diminished greatly (though the spread of mosques, a feature of modern European cities almost wholly unknown in 1950, testified to the importance of religion among Muslim minorities).

At the weekend, I asked Niem to show me the monument to the Vietnam War. “You mean the ‘Resistance War Against America,’” he said. Of course, I should have realized he wouldn’t call it the Vietnam War. Niem drove me to one of the city’s central parks and showed me a small stone with a brass plate, three feet high. I thought it was a joke. The protests against the Vietnam War had united a generation of activists in the West. It had moved me to send blankets and medical equipment. More than 1.5 million Vietnamese and 58,000 Americans had died. Was this how the city commemorated such a catastrophe? Seeing that I was disappointed, Niem drove me to see a bigger monument: a marble stone, 12 feet high, to commemorate independence from French colonial rule. I was still underwhelmed. Then Niem asked me if I was ready to see the proper war monument. He drove a little way further, and pointed out of the window. Above the treetops I could see a large pagoda, covered in gold. It seemed about 300 feet high. He said, “Here is where we commemorate our war heroes. Isn’t it beautiful?” This was the monument to Vietnam’s wars with China. The wars with China had lasted, on and off, for 2,000 years. The French occupation had lasted 200 years. The “Resistance War Against America” took only 20 years. The sizes of the monuments put things in perfect proportion. It was only by comparing them that I could understand the relative insignificance of “the Vietnam War” to the people who now live in Vietnam.

Some of these changes have been in the nature of desirable reforms; but in so far as they were calculated to make the country more efficient as a war-machine, they tended to provoke other countries to increase their military efficiency and so to make the coming of war more profitable. But the nature of modern was is such that it is unlikely that any desirable reform will survive the catastrophe. Thus it will be seen that intrinsically desirable reforms, accepted without opposition, may yet be self-stultifying if the community is persuaded to accept them by means of propaganda that plays upon its fear of future violence on the part of others, or stresses the glory of future violence on the part of others, or stresses the glory of future violence when successfully used by itself.) Returning to our main theme, which is the need for avoiding domestic violence during the application of reforms, we see that a reform may be intrinsically desirable, but so irrelevant to the existing historical circumstances as to be practically useless. This does not mean that we should make the enormous mistake committed by Hegel and gleefully repeated by every modern tyrant with crimes to justify and follies to rationalize-the mistake that consists in affirming that the real is the rational, that the historical is the same as the ideal. The real is not the rational; and whatever is, is not right. As Allied forces moved into Hitler’s Fortress Europe, Roosevelt and his circle were confronted with new evidence of the Holocaust. In early 1942, he had been given information that Adolf Hitler was quietly fulfilling his threat to “annihilate the Jewish race.” Rabbi Stephen Wise asked the President that December 1942 to inform the world about “the most overwhelming disaster of Jewish history” and “try to stop it.” Although he was willing to warn the world about the impending catastrophe and insisted that there be war crimes commissions when the conflict was over, Roosevelt told Wise that punishment for such crimes would probably have to await the end of the fighting, so his own solution was to “win the war.” The problem with this approach was that by the time of an Allied victory, much of world Jewry might have been annihilated. By June 1944, the Germans had removed more than half of Hungary’s 750,000 Jews, and some Jewish leaders were asking the Allies to bomb railways from Hungary to the Auschwitz death camp in Poland. In response, Churchill told his Foreign Secretary, Anthony Eden, that the murder of the Jews was “probably the greatest and most horrible crime ever committed in the whole history of the world,” and ordered him to get “everything” he could out of the British Air Force. But the Prime Minister was told that American bombers were better positioned to do the job. At the Pentagon, Stimson consulted John McCloy, who later insisted, for decades, that he had “never talked” with Roosevelt about the option of bombing the railroad lines or death camps. But in 1986, McCloy changed his story during a taped conversation with Henry Morgenthau’s son, Henry III, who was researching a family history. The ninety-one-year-old McCloy insisted that he had indeed raised the idea with the President, and that Roosevelt became “irate” and “made it very clear” that bombing Auschwitz “wouldn’t have done any good.” By McCloy’s new account, Roosevelt “took it out of my hands” and warned that “if it’s successful, it’ll be more provocative” and “we’ll be accused of participating in this horrible business,” as well as “bombing innocent people.” McCloy went on, “I didn’t want to bomb Auschwitz,” adding that “it seemed to be a bunch of fanatic Jews who seemed to think that if you didn’t bomb, it was an indication of lack of venom against Hitler.” If McCloy’s memory was reliable, then, just as with the Japanese internment, Roosevelt had used the discreet younger man to discuss a decision for which he knew he might be criticized by history, and which might conceivably have become an issue in the 1944 campaign. This approach to the possible bombing of the camps would allow the President to explain, if it became necessary, that the issue had been resolved at a lower level by the military. In retrospect, the President should have considered the bombing proposal more seriously. Approving it might have required him to slightly revise his insistence that the Allies’ sole aim should be winning the war, as he did on at least a few other occasions. But such a decision might have saved lives and shown future generations that, like Churchill, he understood the importance of the Holocaust as a crime unparalleled in world history.*

HISTORICAL NOTE There are no nuclear power stations in Belarus. Of the functioning stations in the territory of the former USSR, the ones closest to Belarus are of the old Soviet-designed RBMK type. To the north, the Ignalinsk station, to the east, the Smolensk station, and to the south, Chernobyl. On April 26, 1986, at 1:23:58, a series of explosions destroyed the reactor in the building that housed Energy Block #4 of the Chernobyl Nuclear Power Station. The catastrophe at Chernobyl became the largest technological disaster of the twentieth century. For tiny Belarus (population: 10 million), it was a national disaster. During the Second World War, the Nazis destroyed 619 Belarussian villages along with their inhabitants. As a result of Chernobyl, the country lost 485 villages and settlements. Of these, 70 have been forever buried underground. During the war, one out of every four Belarussians was killed; today, one out of every five Belarussians lives on contaminated land. This amounts to 2.1 million people, of whom 700,000 are children. Among the demographic factors responsible for the depopulation of Belarus, radiation is number one. In the Gomel and Mogilev regions, which suffered the most from Chernobyl, mortality rates exceed birth rates by 20%. As a result of the accident, 50 million Ci of radionuclides were released into the atmosphere. Seventy percent of these descended on Belarus; fully 23% of its territory is contaminated by cesium-137 radionuclides with a density of over 1 Ci/km2. Ukraine on the other hand has 4.8% of its territory contaminated, and Russia, 0.5%. The area of arable land with a density of more than 1 Ci/km2 is over 18 million hectares; 2.4 thousand hectares have been taken out of the agricultural economy. Belarus is a land of forests. But 26% of all forests and a large part of all marshes near the rivers Pripyat, Dniepr, and Sozh are considered part of the radioactive zone. As a result of the perpetual presence of small doses of radiation, the number of people with cancer, mental retardation, neurological disorders, and genetic mutations increases with each year. —“Chernobyl.” Belaruskaya entsiklopedia On April 29, 1986, instruments recorded high levels of radiation in Poland, Germany, Austria, and Romania. According to some figures, there are now over 200 square meters of spaces and cracks, and radioactive particles continue to escape through them . . . Might the sarcophagus collapse? No one can answer that question, since it’s still impossible to reach many of the connections and constructions in order to see if they’re sturdy.
