Law enforcement interests may occasionally come up short on budgetary issues, but legislatures rarely if ever pass new laws to hold police more accountable, to restrict their powers, or to make them more transparent. It is crucial that we not repeat the experiences of the dismantling of that system - a system that at peak was of a scale on par with mass incarceration, affecting about 700 per 100,000 adults in the U.S. population. Deinstitutionalization of millions of mental hospital patients took place beginning in the 1950s and lasting through the 1970s, by which time more than 95 percent of all U.S. mental hospital patients had been discharged, and most of the large institutions that warehoused them had been shut down. That earlier process (also called 'decarceration' at the time) was publicly presented as a progressive initiative to get people out of the medieval conditions of many old mental hospitals. At the time, the plan was for mental health services and care to be rendered through community-based programs. Unfortunately, those programs never materialized due to the budgetary demands of the Vietnam War and the death of President John F. Kennedy, who had driven the initiative from the start. The earlier failure of public policy affected many of the same populations we see in prisons today, where about 50 percent of inmates carry major mental health diagnoses. We must certainly insist that prison decarceration not repeat the wholesale abandonment of follow-up care that occurred after the earlier decarceration.

These programs are also entitlements that live on budgetary autopilot, meaning people get the tax breaks no matter how much they cost the government. Contrast that with programs like Section 8 rental vouchers, which cost about $20 billion a year, have been shown to be highly effective at reducing homelessness, and cost far less than the morally repugnant alternative of letting people live in tents and rot on sidewalks, consuming police resources and using the emergency room as a public hospital. That program has to be continually re-upped by Congress, and unlike middle-class homeowner programs, when the money runs out, it’s gone. This is why many big cities either have decades-long lines for rental vouchers or have closed those lines indefinitely on account of excess demand. The message of this dichotomy, which has persisted for decades regardless of which party is in charge and despite the mountains of evidence showing just how well these vouchers work, is that America is willing to subsidize as much debt as homeowners can gorge themselves on but that poor renters, the majority of whom live in market-rate apartments, are a penny-ante side issue unworthy of being prioritized.

CONCLUSION: THE CENTRAL BANKER AS JUDGE This breakdown of the Ulysses/punch-bowl function of the Federal Reserve doesn’t mean that separating some of the Fed’s functions from the day-to-day of electoral politics is unnecessary in the face of deflationary, rather than inflationary, pressures. In fact, the very opposite could be true: if there is a partisan movement in favor of economic policies that could result in a deflationary spiral, we would face the Great Depression redux. Keeping the power to trigger such a consequence away from partisan politics seems like a desirable goal for the institutional design of central banks. But it also requires a different theoretical frame. It may be that the frame for independence is one that we already widely accept in society: judicial independence. The U.S. Constitution gives the federal judiciary life tenure and effective budgetary independence (that is, while they can’t print their own money or raise it independent of congressional appropriations, the Congress cannot constitutionally lower judicial salaries). The reason is so that, to the fullest extent possible, any determinations that favor politicians occur either because the law compels it or because the judge and the politician share the same worldview. The idea that the judge is currying favor with the politician in hopes of further appointment or out of fear of getting her salary removed are taken off the table. It’s not a perfect system, but it is one that most recognize as an important balance between democratic values (the politician gets to appoint the judges from the polity) and some degree technocratic, objective judgment (the judges decide the cases, not the politicians).26 The crisis and the reactions to unconventional monetary policy suggest that the Fed is often performing a delicate adjudicative function, not a simply technocratic one. The problem with the technocratic, Ulysses-contract view of central banking are the two fractured constituencies mentioned above. the California case, the rhythms of tax reduction are strong indicators of structural change and, as table 3 demonstrates, show how the Keynesian state’s delegitimation accumulated in waves, culminating, rather than originating, in Tom Bradley’s 1982 and 1986 gubernatorial defeats. The first wave, or capital’s wave, is indicated by the 50 percent decline in the ratio of bank and corporation taxes to personal income taxes between 1967 and 1986 (California State Public Works Board 1987). Starting as early as 1968, voters had agitated for tax relief commensurate with the relief capital had won after putting Ronald Reagan in the governor’s mansion (Mike Davis 1990). But Sacramento’s efforts were continually disappointing under both Republican and Democratic administrations (Kirlin and Chapman 1994). This set in motion the second, or labor’s, wave, in which actual (and aspiring) homeowner-voters reduced their own taxes via Proposition 13 (1978).25 The third, or federal wave, indicates the devolution of responsibility from the federal government onto the state and local levels, as evidenced by declines of 12.5 percent (state) to 60 percent (local) in revenues derived from federal aid. The third wave can be traced to several deep tax cuts the Reagan presidential administration conferred on capital and the wealthiest of workers in 1982 and again in 1986 (David Gordon 1996; Krugman 1994). The sum of these waves produced state and local fiscal crises following in the path of federal crisis that James O’Connor ([1973] 2000) had analyzed early in the period under review when he advanced the “welfare-warfare” concept. As late as 1977–78, California state and local coffers were full (CDF-CEI 1978; Gramlich 1991). By 1983, Sacramento was borrowing to meet its budgetary goals, while county and city governments reached crisis at different times, depending on how replete their reserves had been prior to Proposition 13. Voters wanted services and infrastructure at lowered costs; and when they paid, they tried not to share. Indeed, voters were quite willing to pay for amenities that would stick in place, and between 1977–78 and 1988–89, they actually increased property-based taxes going to special assessment districts by 45 percent (Chapman 1991: 19).

We need the implementation of the Smart Waterways Grid across India to harness 1,500 BCM of floodwater and connect the rivers and catchment areas as a single plane. The grid will receive 1,500 BCM of floodwater and act as a water grid so that water can be released to any deficient place and replenished during flood. It would act as a 15,000 kilometres-long national reservoir. It would be able to provide drinking water to 600 million people, irrigation to 150 million acres of land, and generate 60,000 MW of power. Due to ground water recharge, it would also save 4,000 MW of power. Each state can implement this mission with an outlay of approximately 50,000 crores with annual budgetary support, central government assistance, public-private consortia and with support from the World Bank in a BOOT (Build, Operate, Own and Transfer) based PPP model and this can be realized within 2020. Apart from this, an Integrated Water Resource Management system is also required to revive water bodies and tanks and build farm ponds and checkdams across India as well as increase irrigation infrastructure and groundwater potential, thereby enhancing the safe drinking water resources of the nation.

The situation was vastly different way back in 1968-69. The politicians and the bureaucrats hadn’t yet found the open sesame mantra into the national treasury. Most of them depended on the lowly SIB representatives for monetary help, tactical support and for building bridges with the political bosses and the top bureaucrats in Delhi. The situation has now reversed. The local political bosses like their counterparts in Delhi and elsewhere in India, have found the open sesame keys and are in a position to shame some of the millionaire barons of industry. Now, I understand, they are not required to pamper the local SIB station chief. They can shop around in Delhi, right from the top political to the chick bureaucratic shopping mall and spend as much as they like. They arrive in Delhi with suitcases and go back with political support and plan and non-plan budgetary grants and aids. Most of these allocations, even a blind person can perceive, travel straight to the private coffers of the adventurers and fortune hunters. That’s how the development activities are implemented in India to remove poverty and to bring the people up to civilised standard of living!

Destination Freedom, though it never appeared on a national network, was one of the most powerful and important shows of its day. It was a striking achievement, a voice whose passion and courage overcame every budgetary shortcoming to become perhaps the strongest plea for Negro rights ever heard on American radio. Pakistan’s poor performance in education is not a function of poverty but of according lower priority by successive governments. There are forty-three countries in the world that are poorer than Pakistan on a per capita GDP basis45 but twenty-four of them send more children to primary school than Pakistan does. Pakistan’s budgetary allocation for education—a meagre 2.6 per cent of GDP in 2015—is abysmally low and actual expenditure—1.5 per cent of GDP—is even less. Pakistan spends around seven times more on its military than on primary education. According to one estimate, just one-fifth of Pakistan’s military budget would be sufficient to finance universal primary education.

In the world of physics, when two spatially separated events occur at the same time, the question of whether they are absolute is a function of witnesses’ time frames, a phenomenon known as the relativity of simultaneity. The marriage of CAA and TPG arrived at a time when the CAA partners were still grappling with a radically changing media landscape and trying to get their own house in order financially. People believed TPG had summoned a series of budgetary reviews, but just as Noah started work on an ark before even a drop of rain, some financial controls were put in motion before TPG had to request, or insist upon, a single one. One affected area, expense accounts, may sound trifling, but not in the representation game. So it was that modifications in CAA’s travel and entertainment policies brought about changes in the culture as well. One example: For years the opulent St. Regis Hotel in New York City had served as a virtual dorm for CAA agents traveling on business. No more. New regulations were put in place prohibiting midlevel and junior agents from bunking there. Limits were also placed on dining allowances for midlevel and junior agents no matter what the city.
