King

Elite opinion warned that the radical democrats had “cast all the mysteries and secrets of government … before the vulgar (like pearls before swine),” and have “made the people thereby so curious and so arrogant that they will never find humility enough to submit to a civil rule.” It is dangerous, another commentator ominously observed, to “have a people know their own strength”—to learn that power is “in the hands of the governed,” in Hume’s words.

Patronising women is another manoeuvre, an infamous example being then British prime minister David Cameron’s ‘Calm down, dear’ to Labour MP Angela Eagle in 2011.48 In the Inter-Parliamentary Union’s (IPU) 2016 global study on sexism, violence and harassment against female politicians, one MP from a European parliament said ‘if a woman speaks loudly in parliament she is “shushed” with a finger to the lips, as one does with children. That never happens when a man speaks loudly’.49 Another noted that she is ‘constantly asked – even by male colleagues in my own party – if what I want to say is very important, if I could refrain from taking the floor.’ Some tactics are more brazen. Afghan MP Fawzia Koofi told the Guardian that male colleagues use intimidation to frighten female MPs into silence – and when that fails, ‘The leadership cuts our microphones off’.50 Highlighting the hidden gender angle of having a single person (most often a man) in charge of speaking time in parliament, one MP from a country in sub-Saharan Africa (the report only specified regions so the women could remain anonymous) told the IPU that the Speaker had pressured one of her female colleagues for sex. Following her refusal, ‘he had never again given her the floor in parliament’. It doesn’t necessarily even take a sexual snub for a Speaker to refuse women the floor: ‘During my first term in parliament, parliamentary authorities always referred to statements by men and gave priority to men when giving the floor to speakers,’ explained one MP from a country in Asia. The IPU report concluded that sexism, harassment and violence against female politicians was a ‘phenomenon that knew no boundaries and exists to different degrees in every country’. The report found that 66% of female parliamentarians were regularly subjected to misogynistic remarks from their male colleagues, ranging from the degrading (‘you would be even better in a porn movie’) to the threatening (‘she needs to be raped so that she knows what foreigners do’).

Late in the nineteenth century came the first signs of a “Politics in a New Key”: the creation of the first popular movements dedicated to reasserting the priority of the nation against all forms of internationalism or cosmopolitanism. The decade of the 1880s—with its simultaneous economic depression and broadened democratic practice—was a crucial threshold.
That decade confronted Europe and the world with nothing less than the first globalization crisis. In the 1880s new steamships made it possible to bring cheap wheat and meat to Europe, bankrupting family farms and aristocratic estates and sending a flood of rural refugees into the cities. At the same time, railroads knocked the bottom out of what was left of skilled artisanal labor by delivering cheap manufactured goods to every city. At the same ill-chosen moment, unprecedented numbers of immigrants arrived in western Europe—not only the familiar workers from Spain and Italy, but also culturally exotic Jews fleeing oppression in eastern Europe. These shocks form the backdrop to some developments in the 1880s that we can now perceive as the first gropings toward fascism.
The conservative French and German experiments with a manipulated manhood suffrage that I alluded to earlier were extended in the 1880s. The third British Reform Bill of 1884 nearly doubled the electorate to include almost all adult males. In all these countries, political elites found themselves in the 1880s forced to adapt to a shift in political culture that weakened the social deference that had long produced the almost automatic election of upper-class representatives to parliament, thereby opening the way to the entry of more modest social strata into politics: shopkeepers, country doctors and pharmacists, small-town lawyers—the “new layers” (nouvelles couches) famously summoned forth in 1874 by Léon Gambetta, soon to be himself, the son of an immigrant Italian grocer, the first French prime minister of modest origins.
Lacking personal fortunes, this new type of elected representative lived on their parliamentarians’ salary and became the first professional politicians. Lacking the hereditary name recognition of the “notables” who had dominated European parliaments up to then, the new politicians had to invent new kinds of support networks and new kinds of appeal. Some of them built political machines based upon middle-class social clubs, such as Freemasonry (as Gambetta’s Radical Party did in France); others, in both Germany and France, discovered the drawing power of anti-Semitism and nationalism.
Rising nationalism penetrated at the end of the nineteenth century even into the ranks of organized labor. I referred earlier in this chapter to the hostility between German-speaking and Czech-speaking wage earners in Bohemia, in what was then the Habsburg empire. By 1914 it was going to be possible to use nationalist sentiment to mobilize parts of the working class against other parts of it, and even more so after World War I.
For all these reasons, the economic crisis of the 1880s, as the first major depression to occur in the era of mass politics, rewarded demagoguery. Henceforth a decline in the standard of living would translate quickly into electoral defeats for incumbents and victories for political outsiders ready to appeal with summary slogans to angry voters.

He learns that the people—all except children, lunatics and peers of the realm—send their representatives to Parliament to speak for them. He is assured that these representatives never accept bribes to vote against their consciences or against the wishes of their constituents. He enquires further and is astonished to learn that the political parties employ what are known as Whips, who compel members to vote in accordance with the party line, even if this conflicts both with their consciences and with the views of the people who elected them. In this case it is not money but ambition for office that determines the way they vote. "But is this not corruption?" he asks naively. The Englishman is shocked. "But at least the party in power represents the vast majority of the electorate?" This time the Englishman is a little embarrassed. It is not quite like that. The governing party, which enjoys absolute power through its dominance in the House of Commons, represents only a minority of the electorate. "Are there no restraints on this power?" There used to be, he is told. In the past there was a balance between the Crown, the House of Lords and the Commons, but that was seen as an undemocratic system so it was gradually eroded. The "sovereignty" of the Lower House is now untrammelled (except, quite recently, by unelected officials in Brussels). "So this is what democracy means?" Our imaginary Arab is baffled. He investigates further and is told that, in the 1997 General Election, the British people spoke with one voice, loud and clear. A landslide victory gave the Leader of the Labour Party virtually dictatorial powers. Then he learns that the turn-out of electors was the lowest since the war. Even so, the Party received only forty-three per cent of the votes cast. He wonders if this can be the system which others wish to impose on his own country. He is aware that various freedoms, including freedom of the press, are essential components of a democratic society, but no one can tell him how these are to be guaranteed if the Ruler, supported by a supine—"disciplined"—House of Commons enjoys untrammelled authority. He knows a bit about rulers and the way in which they deal with dissent, and he suspects that human nature is much the same everywhere. Barriers to oppression soon fall when a political system eliminates all "checks and balances" and, however amiable the current Ruler may be, there is no certainty that his successors, inheriting all the tools of power, will be equally benign. He turns now to an American and learns, with some relief since he himself has experienced the oppression of absolutism, that the American system restrains the power of the President by that of the Congress and the Supreme Court; moreover, the electe

Westcliff turned to the black-haired man beside him. “Hunt, I would like to introduce Matthew Swift—the American I mentioned to you earlier. Swift, this is Mr. Simon Hunt.”
They shook hands firmly. Hunt was five to ten years older than Matthew and looked as if he could be mean as hell in a fight. A bold, confident man who reputedly loved to skewer pretensions and upper-class affectations.
“I’ve heard of your accomplishments with Consolidated Locomotive Works,” Matthew told Hunt. “There is a great deal of interest in New York regarding your merging of British craftsmanship with American manufacturing methods.”
Hunt smiled sardonically. “Much as I would like to take all the credit, modesty compels me to reveal that Westcliff had something to do with it. He and his brother-in-law are my business partners.”
“Obviously the combination is highly successful,” Matthew replied.
Hunt turned to Westcliff. “He has a talent for flattery,” he remarked. “Can we hire him?”
Westcliff’s mouth twitched with amusement. “I’m afraid my father-in-law would object. Mr. Swift’s talents are needed to built a factory and start a company office in Bristol.”
Matthew decided to nudge the conversation in a different direction. “I’ve read of the recent movement in Parliament for nationalization of the British railroad industry,” he said to Westcliff. “I would be interested in hearing your thoughts on the matter, my lord.”
“Good God, don’t get him started on that,” Hunt said.
The subject caused a scowl to appear on Westcliff’s brow. “The last thing the public needs is for government to take control of the industry. God save us from yet more interference from politicians. The government would run the railroads as inefficiently as they do everything else. And the monopoly would stifle the industry’s ability to compete, resulting in higher taxes, not to mention—”
“Not to mention,” Hunt interrupted slyly, “the fact that Westcliff and I don’t want the government cutting into our future profits.”
Westcliff gave him a stern glance. “I happen to have the public’s best interest in mind.”
“How fortunate,” Hunt commented, “that in this case what is best for the public also happens to be best for you.”
Matthew bit back a smile.
Rolling his eyes, Westcliff told Matthew, “As you can see, Mr. Hunt overlooks no opportunity to mock me.”
“I mock everyone,” Hunt said. “You just happen to be the most readily available target.

As devastating as the previous raids had been, none came close to the savagery and destructiveness of this new firestorm. By the next morning, more than two thousand fires were raging out of control across the city, from Hammersmith in the west to Romford in the east, some twenty miles away. The damage to London’s landmarks was catastrophic. Queen’s Hall, the city’s premier concert venue, lay in ruins, while more than a quarter of a million books were incinerated and a number of galleries destroyed at the British Museum. Bombs smashed into St. James’s Palace, Westminster Abbey, Big Ben, and Parliament. The medieval Westminster Hall, though badly damaged, was saved, but not so the House of Commons chamber, the scene of some of the most dramatic events in modern British history. Completely gutted by fire, the little hall, with its vaulted, timbered ceiling, was nothing but a mound of debris, gaping open to the sky. Every major railroad station but one was put out of action for weeks, as were many Underground stations and lines. A third of the streets in greater London were impassable, and almost a million people were without gas, water, and electricity. The death toll was even more calamitous: never in London’s history had so many of its residents—1,436—died in a single night.

Sir Winston Churchill was born into the respected family of the Dukes of Marlborough. His mother Jeanette, was an attractive American-born British socialite and a member of the well known Spencer family. Winston had a military background, having graduated from Sandhurst, the British Royal Military Academy. Upon graduating he served in the Army between 1805 and 1900 and again between 1915 and 1916. As a British military officer, he saw action in India, the Anglo–Sudan War, and the Second South African Boer War. Leaving the army as a major in 1899, he became a war correspondent covering the Boer War in the Natal Colony, during which time he wrote books about his experiences. Churchill was captured and treated as a prisoner of war. Churchill had only been a prisoner for four weeks before he escaped, prying open some of the flooring he crawled out under the building and ran through some of the neighborhoods back alleys and streets. On the evening of December 12, 1899, he jumped over a wall to a neighboring property, made his way to railroad tracks and caught a freight train heading north to Lourenco Marques, the capital of Portuguese Mozambique, which is located on the Indian Ocean and freedom.
For the following years, he held many political and cabinet positions including the First Lord of the Admiralty. During the First World War Churchill resumed his active army service, for a short period of time, as the commander of the 6th Battalion of the Royal Scots Fusiliers. After the war he returned to his political career as a Conservative Member of Parliament, serving as the Chancellor of the Exchequer where in 1925, he returned the pound sterling to the gold standard. This move was considered a factor to the deflationary pressure on the British Pound Sterling, during the depression.
During the 1930’s Churchill was one of the first to warn about the increasing, ruthless strength of Nazi Germany and campaigned for a speedy military rearmament. At the outbreak of the Second World War, he was appointed First Lord of the Admiralty for a second time, and in May of 1940, Churchill became the Prime Minister after Neville Chamberlain’s resignation. An inspirational leader during the difficult days of 1940–1941, he led Britain until victory had been secured. In 1955 Churchill suffered a serious of strokes. Stepping down as Prime Minister he however remained a Member of Parliament until 1964. In 1965, upon his death at ninety years of age, Queen Elizabeth II granted him a state funeral, which was one of the largest gatherings of representatives and statesmen in history.

That faction consisted of nobles who had been more or less plucked by the monarchial Power and were now getting new feathers by installing themselves into wealth-giving apparatus of state which had been built by the plebeian clerks. Finding that offices were now of greater value than manors. They fell to on the offices. Finding that the bulk of the feudal dues had been diverted into the coffers of the state, they put their hands in them. And, occupying every place and obstructing every avenue leading to Power, they succeeded in weakening it both by their incapacity and by their feeble efforts to prevent it from attracting, as formerly, to its banners and the aspirations of the common people.
In this way the men who should have served the state, finding themselves discarded, turned Jacobin. In the cold shades of a parliamentary opposition, which, if it had been accepted, would have transformed the absolute monarchy into a limited one, a plebeian elite champed at the bit; had it been admitted to office, it would have extended even further the centralizing power of the throne. So much was it part of its nature to serve the royal authority that it was to ensure its continuance even when there was no king.
