The old stock against which they are judged inferior includes not only those who fought in the fifteen-year war for independence from Britain but also, and perhaps more important, those who fought and shed (Indian) blood, before and after independence, in order to acquire the land. These are the descendants of English Pilgrims, Scots, Scots-Irish, and Huguenot French—Calvinists all—who took the land bequeathed to them in the sacred covenant that predated the creation of the independent United States. These were the settlers who fought their way over the Appalachians into the fertile Ohio Valley region, and it is they who claimed blood sacrifice for their country. Immigrants, to be accepted, must prove their fidelity to the covenant and what it stands for.

It had entered common usage by 1820.” Related terms also emerged in the 1810s. “Pioneer in the western sense first appeared in 1817”; “Words such as mover (1810), moving wagons (1817), relocate (1814), even the verb to move in its present migratory sense, date from this period.” This was indeed a “radical transformation . . . a new language of migration.”72 But Fischer and Kelly fail to note that it was not solely American and that settler, not immigrant or pioneer, was its main manifestation. In Britain, settler was used in its current meaning at least as far back as the seventeenth century, but it was used infre- quently. By the early nineteenth century, it had connotations of a higher status than “emigrant.” Settlers were distinct from sojourners, slaves, or convict emigrants, and initially even from lower-class free emigrants. In Australia, “‘Settlers’ were men of capital and, in the 1820s, regarded as the true colonists, to be distinguished from mere laboring ‘immigrant’ . . . though eventually all Australia’s immigrants were termed ‘settlers.

Even if social media is not yet the primary news source for all Americans, it already helps shape how politicians and journalists interpret the world and portray it. Polarization has moved from the online world into reality. The result is a hyper-partisanship that adds to the distrust of "normal" politics, "establishment" politicians, derided "experts," and "mainstream" institutions--including courts, police, civil servants--and no wonder. As polarization increases, the employees of the state are invariably portrayed as having been "captured" by their opponents. It is not an accident that the Law and Justice Party in Poland, the Brexiteers in Britain, and the Trump administration in the United States have launched verbal assaults on civil servants and professional diplomats. It is not an accident that judges and courts are now the object of criticism, scrutiny, and anger in so many other places too. There can be no neutrality in a polarized world because there can be no nonpartisan or apolitical institutions.

As youth become incorporated into North American society, their connections with their elders fade. They distance themselves from their families. Their icons become the artificially created and hypersexualized figures mass-marketed by Hollywood and the U.S. music industry. They rapidly become alienated from the cultures that have sustained their ancestors for generation after generation. As we observe the rapid dissolution of immigrant families under the influence of the peer-oriented society, we witness, as if on fast-forward video, the cultural meltdown we ourselves have suffered in the past half century. It would be encouraging to believe that other parts of the world will successfully resist the trend toward peer orientation. The opposite is likely to be the case as the global economy exerts its corrosive influences on traditional cultures on other continents. Problems of teenage alienation are now widely encountered in countries that have most closely followed upon the American model — Britain, Australia, and Japan. We may predict similar patterns elsewhere to result from economic changes and massive population shifts. For example, stress-related disorders are proliferating among Russian children. According to a report in the New York Times, since the collapse of the Soviet Union a little over a decade ago, nearly a third of Russia's estimated 143 million people — about 45 million — have changed residences. Peer orientation threatens to become one of the least welcome of all American cultural exports.

It is, therefore, possible that the yeomen of Kent and Hampshire have blood relations in the natives of Bhartpur and the Panjab. The area of the Bhartpur State is at present 2,000 square miles, and consists of a basin some 700 feet above sea level, crossed by a belt of red sandstone rocks. It is hot and dry; but in the skilful hands that till it, not unfertile; and the population has been estimated at near three-quarters of a million. At the time at which our history has arrived, the territory swayed by the chiefs of the Jats was much more extensive, and had undergone the fate of many another military republic, by falling into the hands of the most prudent and daring of a number of competent leaders. It has already been shown (in Part I.) how Suraj Mal, as Raja of the Bhartpur Jats, joined the Mahrattas in their resistance to the great Musalman combination of 1760. Dora Costa of the Massachusetts Institute of Technology and Matthew Kahn of Tufts University analyzed 15 recent studies of the impact of diversity on social cohesion. They found that every study had “the same punch line: heterogeneity reduces civic engagement.” James Poterba of MIT has found that public spending on education falls as the percentage of elderly people without children rises. He notes, however, that the effect “is particularly large when the elderly residents and the school-age population are from different racial groups.” This unwillingness of taxpayers to fund public projects if the beneficiaries are from a different group is so consistent it has its own name—“the Florida effect”—from the fact that old, white Floridians are reluctant to pay taxes or vote for bond issues to support schools attended by blacks and Hispanics. Maine, Vermont, and West Virginia are the most racially homogeneous states, and spend the highest proportion of gross state product on public education. Most people believe charity begins with their own people. A study of begging in Moscow, for example, found that Russians are more likely to give money to fellow Russians than to Central Asians or others who do not look like them. Researchers in Australia have found that immigrants from countries racially and culturally similar to Australia—Britain, the United States, New Zealand, and South Africa—fit in and become involved in volunteer work at the same level as native-born Australians. Immigrants from non white countries volunteer at just over half that rate. At the same time, the more racially diverse the neighborhood in which immigrants live, the less likely native Australians themselves are to do volunteer work. Sydney has the most diversity of any Australian city—and also the lowest level of volunteerism. People want their efforts to benefit people like themselves. It has long been theorized that welfare programs are more generous in Europe because European countries have traditionally been more homogeneous than the United States, and that people are less resistant to paying for welfare if the beneficiaries are of the same race. Alberto Alesina and Edward Glaeser have used statistical regression techniques to conclude that about half the difference in welfare levels is explained by greater American diversity, and the other half by weaker leftist political parties. Americans are not stingy—they give more to charity than Europeans do—but they prefer to give to specific groups. Many Jews and blacks give largely or even exclusively to ethnic charities. There are no specifically white charities, but much church giving is essentially ethnic. Church congregations are usually homogeneous, which means that offerings for aid within the congregation stay within the ethnic group.

A day before the November 2015 Paris attacks, President Obama was feeling a little more hopeful about the war against the Islamic State. Noting that the caliphate hadn’t made any significant territorial gains in some time, Obama said it had been “contained.”23 As we know now, this contention was obscenely countered the very next day. Terrorism has also come of age with the millennial generation. The Islamic State of today is miles from the Al Qaeda it grew out of. Its supporters aren’t coming from Afghanistan, Iraq, or Pakistan anymore. They’re living in Belgium, France, Britain, and, as we saw with the attacks in San Benardino and Orlando, even the United States. They’re not refugees or illegal immigrants. They’re legal, passport-carrying, Western-born or naturalized citizens of our countries. So what does bombing them do now? The more you bomb over there, the more the appeal grows over here. And there’s proof of that from the last three wars: the Islamic State itself is the visible result. ISIS isn’t just a geographical entity. There are kids sitting across Western countries, right here in our cities and neighborhoods, being inspired and groomed by the group’s wide-ranging social media expertise and slickly produced propaganda videos as we speak. These kids are not coming here from Syria. They’ve always been here.

In a country like Britain it has taken decades for opposition to female genital mutilation to be mainstream. Despite being illegal for three decades, and despite more than 130,000 women in Britain having suffered this barbaric treatment, there have still been no successful prosecutions for the crime. If Western Europe finds it so difficult even to confront something as straightforward as FGM, it seems unlikely it will ever be able to defend some of its subtler values in the years ahead.
