You can find dozens of examples of this kind of liberal-class virtue-quest if you try, but instead of listing them, let me go straight to the point: This is not politics. It’s an imitation of politics. It feels political, yes: it’s highly moralistic, it sets up an easy melodrama of good versus bad, it allows you to make all kinds of judgments about people you disagree with, but ultimately it’s a diversion, a way of putting across a policy program while avoiding any sincere discussion of the policies in question. Real estate agents steered whites away from black neighborhoods, and blacks away from white ones. Banks discriminated with "redlining," refusing to give mortgages to African Americans or extracting unusually severe terms from them with subprime loans. African Americans haven't generally gotten the educations that would enable them to earn sufficient incomes to live in white suburbs, and, as a result, many remain concentrated in urban neighborhoods. Besides, black families prefer to live with one another. All this has some truth, but it remains a small part of the truth, submerged by a far more important one: until the last quarter of the twentieth century, racially explicit policies of federal, state, and local governments defined where whites and African Americans should live. Today's residential segregation in the North, South, Midwest, and West is not the unintended consequence of individual choices and of otherwise well-meaning law or regulation but of unhidden public policy that explicitly segregated every metropolitan area in the United States. The policy was so systematic and forceful that its effects endure to the present time. Without our government's purposeful imposition of racial segregation, the other causes - private prejudice, white flight, real estate steering, bank redlining, income differences, and self-segregation - still would have existed but with far less opportunity for expression. Segregation by intentional government action is not de facto. Rather, it is what courts call de jure: segregation by law and public policy.

It occurred to me that the market's first wild trait, abrupt change or discontinuity, is prefigured in the Bible tale of Noah. As Genesis relates, in Noah's six hundredth year God ordered the Great Flood to purify a wicked world. Then "were all the fountains of the great deep broken up, and the windows of heaven were opened." Noah survived, of course: He prepared against the coming flood by building a ship strong enough to withstand it. The flood came and went-catastrophic, but transient. Market crashes are like that. The 29.2 percent collapse of October 19, 1987, arrived without warning or convincing reason; and at the time, it seemed like the end of the financial world. Smaller squalls strike more often, with more localized effect. In fact, a hierarchy of turbulence, a pattern that scales up and down with time, governs this bad financial weather. At times, even a great bank or brokerage house can seem like a little boat in a big storm.

Rayna does not get sick on planes. Also, Rayna does not stop talking on planes. By the time we land at Okaloosa Regional Airport, I’m wondering if I’ve spoken as many words in my entire life as she did on the plane. With no layovers, it was the longest forty-five minutes of my whole freaking existence. I can tell Rachel’s nerves are also fringed. She orders an SUV limo-Rachel never does anything small-to pick us up and insists that Rayna try the complimentary champagne. I’m fairly certain it’s the first alcoholic beverage Rayna’s ever had, and by the time we reach the hotel on the beach, I’m all the way certain. As Rayna snores in the seat across from me, Rachel checks us into the hotel and has our bags taken to our room. “Do you want to head over to the Gulfarium now?” she asks. “Or, uh, rest up a bit and wait for Rayna to wake up?” This is an important decision. Personally, I’m not tired at all and would love to see a liquored-up Rayna negotiate the stairs at the Gulfarium. But I’d feel a certain guilt if she hit her hard head on a wooden rail or something and then we’d have to pay the Gulfarium for the damages her thick skull would surely cause. Plus, I’d have to suffer a reproving look from Dr. Milligan, which might actually hurt my feelings because he reminds me a bit of my dad. So I decide to do the right thing. “Let’s rest for a while and let her snap out of it. I’ll call Dr. Milligan and let him know we’ve checked in.” Two hours later, Sleeping Beast wakes up and we head to see Dr. Milligan. Rayna is particularly grouchy when hungover-can you even get hungover from drinking champagne?-so she’s not terribly inclined to be nice to the security guard who lets us in. She mutters something under her breath-thank God she doesn’t have a real voice-and pushes past him like the spoiled Royalty she is. I’m just about aggravated beyond redemption-until we see Dr. Milligan in a new exhibit of stingrays. He coos and murmurs as if they’re a litter of puppies in the tank begging to play with him. When he notices our arrival he smiles, and it feels like a coconut slushy on a sweltering day and it almost makes up for the crap I’ve been put through these past few days.

Hope is more than wishing things will work out. It is resting in the God who holds all things in his wise and powerful hands. We use the word hope in a variety of ways. Sometimes it connotes a wish about something over which we have no control at all. We say, “I sure hope the train comes soon,” or, “I hope it doesn’t rain on the day of the picnic.” These are wishes for things, but we wouldn’t bank on them. The word hope also depicts what we think should happen. We say, “I hope he will choose to be honest this time,” or, “I hope the judge brings down a guilty verdict.” Here hope reveals an internal sense of morality or justice. We also use hope in a motivational sense. We say, “I did this in the hope that it would pay off in the end,” or, “I got married in the hope that he would treat me in marriage the way he treated me in courtship.” All of this is to say that because the word hope is used in a variety of ways, it is important for us to understand how this word is used in Scripture or in its gospel sense. Biblical hope is foundationally more than a faint wish for something. Biblical hope is deeper than moral expectation, although it includes that. Biblical hope is more than a motivation for a choice or action, although it is that as well. So what is biblical hope? It is a confident expectation of a guaranteed result that changes the way you live. Let’s pull this definition apart. First, biblical hope is confident. It is confident because it is not based on your wisdom, faithfulness, or power, but on the awesome power, love, faithfulness, grace, patience, and wisdom of God. Because God is who he is and will never, ever change, hope in him is hope well placed and secure. Hope is also an expectation of a guaranteed result. It is being sure that God will do all that he has planned and promised to do. You see, his promises are only as good as the extent of his rule, but since he rules everything everywhere, I know that resting in the promises of his grace will never leave me empty and embarrassed. I may not understand what is happening and I may not know what is coming around the corner, but I know that God does and that he controls it all. So even when I am confused, I can have hope, because my hope does not rest on my understanding, but on God’s goodness and his rule. Finally, true hope changes the way you live. When you have hope that is guaranteed, you live with confidence and courage that you would otherwise not have. That confidence and courage cause you to make choices of faith that would seem foolish to someone who does not have your hope. If you’re God’s child, you never have to live hopelessly, because hope has invaded your life by grace, and his name is Jesus! For further study and encouragement: Psalm 20

We are by the river bank. The river is very, very low. Almost dry. But mostly is wet stones. Grey on the outside. We walk on the stones for awhile. You pick up a stone and crash it onto the others. As it breaks, it is quite wet inside and is very colorful, very pretty. I pick up a stone and break it and run toward the pieces to see the colors. They are beautiful. I laugh and bring the pieces back to you and you are doing the same with your pieces. We keep on crashing stones for hours, anxious to see the beautiful new colors. We are playing. The playfulness of our activity does not presuppose that it is a particular form of play with its own rules. Rather the attitude that carries us through the activity, a playful attitude, turns the activity into play. Our activity has no rules, though it is certainly intentional activity and we both understand what we are doing. The playfulness that gives meaning to our activity includes uncertainty, but in this case the uncertainty is an openness to surprise. This is a particular metaphysical attitude that does not expect the world to be neatly packaged, ruly. Rules may fail to explain what we are doing. We are not self-important, we are not fixed in particular constructions of ourselves, which is part of saying that we are open to self-construction. We are not worried about competence. We are not wedded to a particular way of doing things. While playful we have not abandoned ourselves to, nor are we stuck in, any particular ‘world.’ We are there creatively. We are not passive. Playfulness is, in part, an openness to being a fool, which is a combination of not worrying about competence, not being self-important, not taking norms as sacred and finding ambiguity and double edges a source of wisdom and delight. So, positively, the playful attitude involves openness to surprise, openness to being a fool, openness to self-construction or reconstruction and to construction or reconstruction of the ‘worlds’ we inhabit playfully. Negatively, playfulness is characterized by uncertainty, lack of self-importance, absence of rules or a not taking rules as scared, a no worrying about competence and a lack of abandonment to a particular construction of oneself, others and one’s relation to them. In attempting to take a hold of oneself and one’s relation to others in a particular ‘world,’ one may study, examine and come to understand oneself. One may then see what the possibilities for play are for being one is in that ‘world.’ One may even decide to inhabit that self fully in order to understand it better and find its creative possibilities. All of this is just self-reflection, and is quite different from residing or abandoning oneself to the particular construction of oneself that one is attempting to take a hold of.

She was not at all surprised when Lord Marchman excused himself until supper, nor when he remained moody and thoughtful throughout their uncomfortable meal. She covered the silence, however, by chattering earnestly about the difference between French and English fashions and the importance of using only the best kid for gloves, and then she regaled him with detailed descriptions of every gown she could remember seeing. By the end of the meal Lord Marchman looked dazed and angry; Elizabeth was a little hoarse and very encouraged.

The modern housewife was isolated from her husband, from her school-age children, and from other women. She was saddled with work from which much of the skill, hence much of the dignity, had been withdrawn, and which she herself was less and less able to consider important. She did not know what her husband did at work, or after work, and she knew that her life was passing in his regardlessness and in his absence. Such a woman was ripe for a sales talk: this was the great commercial insight of modern times. Such a woman must be told — or subtly made to understand — that she must not be a drudge, that she must not let her work affect her looks, that she must not become “unattractive,” that she must always be fresh, cheerful, young, shapely, and pretty. All her sexual and mortal fears would thus be given voice, and she would be made to reach for money. If stupid were a disease, I'd have died from it by now. But at least I know where he really stands-about his feelings for me anyway. But what his intentions for me in general are, I have no idea. What happens if I can turn into a fish? Does he think I'll just kiss my mom good-bye, flush all my good grades-all those scholarships-down the toilet so I can go swim with the dolphins? he called himself a Royal. Of course, I don't know exactly what that means, but I can sure guess-that I'm another subject to him, someone to order around. He did say I had to obey him, after all. But if he's a Royal, why come out here himself? Why not send someone less important? I'm betting the U.S. President doesn't personally go to foreign countries looking for missing Americans who might not even be American. But can I trust him enough to answer my questions? He already deceived me once, faking interest in me to get me out here. He lied to my face about having a mother. He even lied to my mom. What else would he lie about to get what he wants? No, I can't trust him. Still, I want to know the truth, if only for myself. I'm not moving into some big seashell off the Jersey seashore or anything-but I can't deny that I'm different. What could it hurt to spend a little more time with Galen so he can help me figure this out? So what if he thinks I'm some sort of pheasant fish who has to obey him? Why shouldn't I use him the way he used me-to get what I want? It's just that what I want is holding me in his arms, acting like he's concerned that I'm not talking anymore.

The Restoration did not so much restore as replace. In restoring the monarchy with King Charles II, it replaced Cromwell's Commonwealth and its Puritan ethos with an almost powerless monarch whose tastes had been formed in France. It replaced the power of the monarchy with the power of a parliamentary system - which was to develop into the two parties, Whigs and Tories - with most of the executive power in the hands of the Prime Minister. Both parties benefited from a system which encouraged social stability rather than opposition. Above all, in systems of thought, the Restoration replaced the probing, exploring, risk-taking intellectual values of the Renaissance. It relied on reason and on facts rather than on speculation. So, in the decades between 1660 and 1700, the basis was set for the growth of a new kind of society. This society was Protestant (apart from the brief reign of the Catholic King James II, 1685-88), middle class, and unthreatened by any repetition of the huge and traumatic upheavals of the first part of the seventeenth century. It is symptomatic that the overthrow of James II in 1688 was called The 'Glorious' or 'Bloodless' Revolution. The 'fever in the blood' which the Renaissance had allowed was now to be contained, subject to reason, and kept under control. With only the brief outburst of Jacobin revolutionary sentiment at the time of the Romantic poets, this was to be the political context in the United Kingdom for two centuries or more. In this context, the concentration of society was on commerce, on respectability, and on institutions. The 'genius of the nation' led to the founding of the Royal Society in 1662 - 'for the improving of Natural Knowledge'. The Royal Society represents the trend towards the institutionalisation of scientific investigation and research in this period. The other highly significant institution, one which was to have considerably more importance in the future, was the Bank of England, founded in 1694.

To the untrained eye, the Wall Street people who rode from the Connecticut suburbs to Grand Central were an undifferentiated mass, but within that mass Danny noted many small and important distinctions. If they were on their BlackBerrys, they were probably hedge fund guys, checking their profits and losses in the Asian markets. If they slept on the train they were probably sell-side people—brokers, who had no skin in the game. Anyone carrying a briefcase or a bag was probably not employed on the sell side, as the only reason you’d carry a bag was to haul around brokerage research, and the brokers didn’t read their own reports—at least not in their spare time. Anyone carrying a copy of the New York Times was probably a lawyer or a back-office person or someone who worked in the financial markets without actually being in the markets. Their clothes told you a lot, too. The guys who ran money dressed as if they were going to a Yankees game. Their financial performance was supposed to be all that mattered about them, and so it caused suspicion if they dressed too well. If you saw a buy-side guy in a suit, it usually meant that he was in trouble, or scheduled to meet with someone who had given him money, or both. Beyond that, it was hard to tell much about a buy-side person from what he was wearing. The sell side, on the other hand, might as well have been wearing their business cards: The guy in the blazer and khakis was a broker at a second-tier firm; the guy in the three-thousand-dollar suit and the hair just so was an investment banker at J.P. Morgan or someplace like that. Danny could guess where people worked by where they sat on the train. The Goldman Sachs, Deutsche Bank, and Merrill Lynch people, who were headed downtown, edged to the front—though when Danny thought about it, few Goldman people actually rode the train anymore. They all had private cars. Hedge fund guys such as himself worked uptown and so exited Grand Central to the north, where taxis appeared haphazardly and out of nowhere to meet them, like farm trout rising to corn kernels. The Lehman and Bear Stearns people used to head for the same exit as he did, but they were done. One reason why, on September 18, 2008, there weren’t nearly as many people on the northeast corner of Forty-seventh Street and Madison Avenue at 6:40 in the morning as there had been on September 18, 2007.

The global economical and political elite and the war industrial complex in the U.S, which runs the foreign policy of the U.S, is right now promoting for a third world war. The U.S. has over thrown the democratically elected government in Ukraine in an secret operation by the CIA, the world's largest terrorist organization, and replaced it with a fascistic regime, a marionette for the U.S. The war industrial complex is now desperately trying to promote the third war by demonizing, lying and blaming Russia. We see the same aggression and lies from the U.S. that we have seen before against Iraq, Afghanistan, Libya, Syria, Venezuela and Iran. President Eisenhower warned against the war industrial complex, which he considered the largest threat to democracy. President John F. Kennedy also warned against a "secret conspiracy" against democracy. The war industrial complex consists of the international banks, oil companies, war industry, democratically elected politicians, conservative think tanks, international mainstream media and global companies, who make profits from human suffering and wars. The European governments and the mainstream media also cooperate with the war industrial complex to bring the world into disaster. But this time it will not work as the time for wars is over, and peace loving people and people who represent the new man are working against this kind of aggression.

In his movie The Seventh Continent, Michael Haneke depicts a normal middle-class family who, for no apparent reason, one day quit their jobs, destroy everything in their apartment, including all the cash they have just withdrawn from the bank, and commit suicide. The story, according to Haneke, was inspired by a true story of an Austrian middle-class family who committed collective suicide. As Haneke points out in a subsequent interview, the cliché questions that people are tempted to ask when confronted with such a situation are: “did they have some trouble in their marriage?”, or “were they dissatisfied with their jobs?”. Haneke’s point, however, is to discredit such questions; if he wanted to create a Hollywood-style drama, he would have offered clues indicating some such problems that we superficially seek when trying to explain people’s choices. But his point was precisely that the most profound thoughts about whether life is meaningful occur once we have swept aside all the clichés about the pleasure or lack thereof of “love, work, and play” (Thagard), or of “being whooshed up in sports events and being absorbed in the coffee-making craft” (Dreyfus and Kelly). Psychologically, or psychotherapeutically, these are very useful ways of “finding meaning in one’s life”, but philosophically, they are rather ways of how to avoid raising the question, how to insulate oneself from the likelihood that the question of meaning will be raised to oneself. In my view, then, the particular answer to the second question (what is the meaning of life?) is not that important, because whatever answer one offers, even the nihilist or absurdist answer, is many times good enough if the purpose is to get rid of the state of puzzlement. More importantly, however, what matters is that the question itself was raised, and the question is posterior to the more fundamental one of whether there is any meaning at all in life. It is also intuitive that we could judge someone’s life as meaningless if that person has never wondered whether her life, and life in general, is meaningful or not. At the same time, our proposal is, in my opinion, neither elitist, nor parochial in any way; I find it empirically quite plausible that the vast majority of people have actually asked this question or some version of it at least once during their lives, regardless of their social class, wealth, religion, ethnicity, gender, cultural background, or historical period.

Drawing in a lung-packing breath, I press the start button. And then I feel it. It saturates the water around me, thrumming without rhythm. The pulse. Someone is close. Someone I don't recognize. Slowly, I tiptoe backward, careful not to splash or slosh. After a few seconds, tiptoeing doesn't make a whole lot of sense. If I can sense them, they can sense me. The pulse is getting stronger. They're heading straight toward me. Fast. Leaving caution, etiquette, and Dad's stopwatch behind, I scramble like a lunatic to shallower water. Suddenly, Galen's order to stay on dry land doesn't seem so unreasonable. What was I thinking? The little I know about Syrena is what we crammed into the last twenty-four hours at his house. They have a social structure like humans. Government, laws, family, friendship. Do they have outcasts, too? The same way humans have rapists and serial killers? If so, I've just done the human equivalent of wandering into a dark parking lot alone. Stupid, stupid, stupid. Gasping into a wave lets me know my lungs aren't prepped for water just yet. Sputtering and coughing slows me down a little, but the shore is close, and I've got my eye on a stick thicker than my arm just beyond the wet sand. That it will break like a twig over the head of any Syrena is not important.

Names like Vauxhall and Victoria (and Horseferry) sprang from her brain as clearly as if there had been signs in the sky pointing the way. Besides Lost Boys and pirates, Wendy had occasionally terrified her brothers with stories about Springheel Jack and the half-animal orphan children with catlike eyes who roamed the streets at night. As the minutes wore on she felt her initial bravery dissipate and terror slowly creep down her neck- along with the fog, which was also somehow finding its way under her coat, chilling her to her core. "If I'm not careful I'm liable to catch a terrible head cold! Perhaps that's really why people don't adventure out in London at night," she told herself sternly, chasing away thoughts of crazed, dagger-wielding murderers with a vision of ugly red runny noses and cod-liver oil. But was it safer to walk down the middle of the street, far from shadowed corners where villains might lurk? Being exposed out in the open meant she would be more easily seen by police or other do-gooders who would try to escort her home. "My mother is sick and requires this one particular tonic that can only be obtained from the chemist across town," she practiced. "A nasty decoction of elderberries and slippery elm, but it does such wonders for your throat. No one else has it. And do you know how hard it is to call for a cab this time of night? In this part of town? That's the crime, really." In less time than she imagined it would take, Wendy arrived at a promenade that overlooked the mighty Thames. She had never seen it from that particular angle before or at that time of night. On either bank, windows of all the more important buildings glowed with candles or gas lamps or even electric lights behind their icy panes, little tiny yellow auras that lifted her heart. "I do wish I had done this before," she breathed. Maybe if she had, then things wouldn't have come to this...

Almost immediately after jazz musicians arrived in Paris, they began to gather in two of the city’s most important creative neighborhoods: Montmartre and Montparnasse, respectively the Right and Left Bank haunts of artists, intellectuals, poets, and musicians since the late nineteenth century. Performing in these high-profile and popular entertainment districts could give an advantage to jazz musicians because Parisians and tourists already knew to go there when they wanted to spend a night out on the town. As hubs of artistic imagination and experimentation, Montmartre and Montparnasse therefore attracted the kinds of audiences that might appreciate the new and thrilling sounds of jazz. For many listeners, these locations leant the music something of their own exciting aura, and the early success of jazz in Paris probably had at least as much to do with musicians playing there as did other factors. In spite of their similarities, however, by the 1920s these neighborhoods were on two very different paths, each representing competing visions of what France could become after the war. And the reactions to jazz in each place became important markers of the difference between the two areas and visions. Montmartre was legendary as the late-nineteenth-century capital of “bohemian Paris,” where French artists had gathered and cabaret songs had filled the air. In its heyday, Montmartre was one of the centers of popular entertainment, and its artists prided themselves on flying in the face of respectable middle-class values. But by the 1920s, Montmartre represented an established artistic tradition, not the challenge to bourgeois life that it had been at the fin de siècle. Entertainment culture was rapidly changing both in substance and style in the postwar era, and a desire for new sounds, including foreign music and exotic art, was quickly replacing the love for the cabarets’ French chansons. Jazz was not entirely to blame for such changes, of course. Commercial pressures, especially the rapidly growing tourist trade, eroded the popularity of old Montmartre cabarets, which were not always able to compete with the newer music halls and dance halls. Yet jazz bore much of the criticism from those who saw the changes in Montmartre as the death of French popular entertainment. Montparnasse, on the other hand, was the face of a modern Paris. It was the international crossroads where an ever changing mixture of people celebrated, rather than lamented, cosmopolitanism and exoticism in all its forms, especially in jazz bands. These different attitudes within the entertainment districts and their institutions reflected the impact of the broader trends at work in Paris—the influx of foreign populations, for example, or the advent of cars and electricity on city streets as indicators of modern technology—and the possible consequences for French culture. Jazz was at the confluence of these trends, and it became a convenient symbol for the struggle they represented.

Equity financing, on the other hand, is unappealing to cooperators because it may mean relinquishing control to outside investors, which is a distinctly capitalist practice. Investors are not likely to buy non-voting shares; they will probably require representation on the board of directors because otherwise their money could potentially be expropriated. “For example, if the directors of the firm were workers, they might embezzle equity funds, refrain from paying dividends in order to raise wages, or dissipate resources on projects of dubious value.”105 In any case, the very idea of even partial outside ownership is contrary to the cooperative ethos. A general reason for traditional institutions’ reluctance to lend to cooperatives, and indeed for the rarity of cooperatives whether related to the difficulty of securing capital or not, is simply that a society’s history, culture, and ideologies might be hostile to the “co-op” idea. Needless to say, this is the case in most industrialized countries, especially the United States. The very notion of a workers’ cooperative might be viscerally unappealing and mysterious to bank officials, as it is to people of many walks of life. Stereotypes about inefficiency, unprofitability, inexperience, incompetence, and anti-capitalism might dispose officials to reject out of hand appeals for financial assistance from co-ops. Similarly, such cultural preconceptions may be an element in the widespread reluctance on the part of working people to try to start a cooperative. They simply have a “visceral aversion” to, and unfamiliarity with, the idea—which is also surely a function of the rarity of co-ops itself. Their rarity reinforces itself, in that it fosters a general ignorance of co-ops and the perception that they’re risky endeavors. Additionally, insofar as an anti-democratic passivity, a civic fragmentedness, a half-conscious sense of collective disempowerment, and a diffuse interpersonal alienation saturate society, this militates against initiating cooperative projects. It is simply taken for granted among many people that such things cannot be done. And they are assumed to require sophisticated entrepreneurial instincts. In most places, the cooperative idea is not even in the public consciousness; it has barely been heard of. Business propaganda has done its job well.106 But propaganda can be fought with propaganda. In fact, this is one of the most important things that activists can do, this elevation of cooperativism into the public consciousness. The more that people hear about it, know about it, learn of its successes and potentials, the more they’ll be open to it rather than instinctively thinking it’s “foreign,” “socialist,” “idealistic,” or “hippyish.” If successful cooperatives advertise their business form, that in itself performs a useful service for the movement. It cannot be overemphasized that the most important thing is to create a climate in which it is considered normal to try to form a co-op, in which that is seen as a perfectly legitimate and predictable option for a group of intelligent and capable unemployed workers. Lenders themselves will become less skeptical of the business form as it seeps into the culture’s consciousness.

According to Bartholomew, an important goal of St. Louis zoning was to prevent movement into 'finer residential districts . . . by colored people.' He noted that without a previous zoning law, such neighborhoods have become run-down, 'where values have depreciated, homes are either vacant or occupied by color people.' The survey Bartholomew supervised before drafting the zoning ordinance listed the race of each building's occupants. Bartholomew attempted to estimate where African Americans might encroach so the commission could respond with restrictions to control their spread. The St. Louis zoning ordinance was eventually adopted in 1919, two years after the Supreme Court's Buchanan ruling banned racial assignments; with no reference to race, the ordinance pretended to be in compliance. Guided by Bartholomew's survey, it designated land for future industrial development if it was in or adjacent to neighborhoods with substantial African American populations. Once such rules were in force, plan commission meetings were consumed with requests for variances. Race was frequently a factor. For example, on meeting in 1919 debated a proposal to reclassify a single-family property from first-residential to commercial because the area to the south had been 'invaded by negroes.' Bartholomew persuaded the commission members to deny the variance because, he said, keeping the first-residential designation would preserve homes in the area as unaffordable to African Americans and thus stop the encroachment. On other occasions, the commission changed an area's zoning from residential to industrial if African American families had begun to move into it. In 1927, violating its normal policy, the commission authorized a park and playground in an industrial, not residential, area in hopes that this would draw African American families to seek housing nearby. Similar decision making continued through the middle of the twentieth century. In a 1942 meeting, commissioners explained they were zoning an area in a commercial strip as multifamily because it could then 'develop into a favorable dwelling district for Colored people. In 1948, commissioners explained they were designating a U-shaped industrial zone to create a buffer between African Americans inside the U and whites outside. In addition to promoting segregation, zoning decisions contributed to degrading St. Louis's African American neighborhoods into slums. Not only were these neighborhoods zoned to permit industry, even polluting industry, but the plan commission permitted taverns, liquor stores, nightclubs, and houses of prostitution to open in African American neighborhoods but prohibited these as zoning violations in neighborhoods where whites lived. Residences in single-family districts could not legally be subdivided, but those in industrial districts could be, and with African Americans restricted from all but a few neighborhoods, rooming houses sprang up to accommodate the overcrowded population. Later in the twentieth century, when the Federal Housing Administration (FHA) developed the insure amortized mortgage as a way to promote homeownership nationwide, these zoning practices rendered African Americans ineligible for such mortgages because banks and the FHA considered the existence of nearby rooming houses, commercial development, or industry to create risk to the property value of single-family areas. Without such mortgages, the effective cost of African American housing was greater than that of similar housing in white neighborhoods, leaving owners with fewer resources for upkeep. African American homes were then more likely to deteriorate, reinforcing their neighborhoods' slum conditions.

And if our bosses proved mean, why then we’d evoke their whole and genuine meanness afterward over vodka cranberries and small batch bourbons. And if our drinking companions proved to be sublime then we would stagger home at dawn over the Old City cobblestones, into hot showers and clean shirts, and press onward until dusk fell again. For the rest of the world, it seemed to us, had somewhat hastily concluded that it was the chief end of man to thank God it was Friday and pray that Netflix would never forsake them. Still we lived frantically, like hummingbirds; though our HR departments told us that our commitments were valuable and our feedback was appreciated, our raises would be held back another year. Like gnats we pestered Management— who didn’t know how to use the Internet, whose only use for us was to set up Facebook accounts so they could spy on their children, or to sync their iPhones to their Outlooks, or to explain what tweets were and more importantly, why— which even we didn’t know. Retire! we wanted to shout. We ha Get out of the way with your big thumbs and your senior moments and your nostalgia for 1976! We hated them; we wanted them to love us. We wanted to be them; we wanted to never, ever become them. Complexity, complexity, complexity! We said let our affairs be endless and convoluted; let our bank accounts be overdrawn and our benefits be reduced. Take our Social Security contributions and let it go bankrupt. We’d been bankrupt since we’d left home: we’d secure our own society. Retirement was an afterlife we didn’t believe in and that we expected yesterday. Instead of three meals a day, we’d drink coffee for breakfast and scavenge from empty conference rooms for lunch. We had plans for dinner. We’d go out and buy gummy pad thai and throat-scorching chicken vindaloo and bento boxes in chintzy, dark restaurants that were always about to go out of business. Those who were a little flush would cover those who were a little short, and we would promise them coffees in repayment. We still owed someone for a movie ticket last summer; they hadn’t forgotten. Complexity, complexity. In holiday seasons we gave each other spider plants in badly decoupaged pots and scarves we’d just learned how to knit and cuff links purchased with employee discounts. We followed the instructions on food and wine Web sites, but our soufflés sank and our baked bries burned and our basil ice creams froze solid. We called our mothers to get recipes for old favorites, but they never came out the same. We missed our families; we were sad to be rid of them. Why shouldn’t we live with such hurry and waste of life? We were determined to be starved before we were hungry. We were determined to be starved before we were hungry. We were determined to decrypt our neighbors’ Wi-Fi passwords and to never turn on the air-conditioning. We vowed to fall in love: headboard-clutching, desperate-texting, hearts-in-esophagi love. On the subways and at the park and on our fire escapes and in the break rooms, we turned pages, resolved to get to the ends of whatever we were reading. A couple of minutes were the day’s most valuable commodity. If only we could make more time, more money, more patience; have better sex, better coffee, boots that didn’t leak, umbrellas that didn’t involute at the slightest gust of wind. We were determined to make stupid bets. We were determined to be promoted or else to set the building on fire on our way out. We were determined to be out of our minds.

The phone rang. It was a familiar voice. It was Alan Greenspan. Paul O'Neill had tried to stay in touch with people who had served under Gerald Ford, and he'd been reasonably conscientious about it. Alan Greenspan was the exception. In his case, the effort was constant and purposeful. When Greenspan was the chairman of Ford's Council of Economic Advisers, and O'Neill was number two at OMB, they had become a kind of team. Never social so much. They never talked about families or outside interests. It was all about ideas: Medicare financing or block grants - a concept that O'Neill basically invented to balance federal power and local autonomy - or what was really happening in the economy. It became clear that they thought well together. President Ford used to have them talk about various issues while he listened. After a while, each knew how the other's mind worked, the way married couples do. In the past fifteen years, they'd made a point of meeting every few months. It could be in New York, or Washington, or Pittsburgh. They talked about everything, just as always. Greenspan, O'Neill told a friend, "doesn't have many people who don't want something from him, who will talk straight to him. So that's what we do together - straight talk." O'Neill felt some straight talk coming in. "Paul, I'll be blunt. We really need you down here," Greenspan said. "There is a real chance to make lasting changes. We could be a team at the key moment, to do the things we've always talked about." The jocular tone was gone. This was a serious discussion. They digressed into some things they'd "always talked about," especially reforming Medicare and Social Security. For Paul and Alan, the possibility of such bold reinventions bordered on fantasy, but fantasy made real. "We have an extraordinary opportunity," Alan said. Paul noticed that he seemed oddly anxious. "Paul, your presence will be an enormous asset in the creation of sensible policy." Sensible policy. This was akin to prayer from Greenspan. O'Neill, not expecting such conviction from his old friend, said little. After a while, he just thanked Alan. He said he always respected his counsel. He said he was thinking hard about it, and he'd call as soon as he decided what to do. The receiver returned to its cradle. He thought about Greenspan. They were young men together in the capital. Alan stayed, became the most noteworthy Federal Reserve Bank chairman in modern history and, arguably the most powerful public official of the past two decades. O'Neill left, led a corporate army, made a fortune, and learned lessons - about how to think and act, about the importance of outcomes - that you can't ever learn in a government. But, he supposed, he'd missed some things. There were always trade-offs. Talking to Alan reminded him of that. Alan and his wife, Andrea Mitchell, White House correspondent for NBC news, lived a fine life. They weren't wealthy like Paul and Nancy. But Alan led a life of highest purpose, a life guided by inquiry. Paul O'Neill picked up the telephone receiver, punched the keypad. "It's me," he said, always his opening. He started going into the details of his trip to New York from Washington, but he's not much of a phone talker - Nancy knew that - and the small talk trailed off. "I think I'm going to have to do this." She was quiet. "You know what I think," she said. She knew him too well, maybe. How bullheaded he can be, once he decides what's right. How he had loved these last few years as a sovereign, his own man. How badly he was suited to politics, as it was being played. And then there was that other problem: she'd almost always been right about what was best for him. "Whatever, Paul. I'm behind you. If you don't do this, I guess you'll always regret it." But it was clearly about what he wanted, what he needed. Paul thanked her. Though somehow a thank-you didn't seem appropriate. And then he realized she was crying.
