I'm not talking about the policies of Saddam Hussein, or the disagreements we had with him. We all had poitlical disagreements with him and we have such disagreements among ourselves here. We share nothing, beyond this hall. Why won't there be an investigation into the killing of Saddam Hussein? An entire Arab leadership was executed by hanging, yet we sit on the sidelines. Why? Any one of you might be next. Yes. America fought alongside Saddam Hussein against Khomeini. He was their friend. Cheney was a friend of Saddam Hussein. Rumsfeld, the US Defense Secretary at the time Iraq was destroyed, was a close friend of Saddam Hussein. Ultimately, they sold him out and hanged him. You are friends of America - let's say that ''we'' are, not ''you'' - but one of these days, America may hang us. Brother 'Amr Musa has an idea which he is enthusiastic. He mentioned it in his report. He says that the Arabs have the right to use nuclear power for peaceful purposes, and that there should be an Arab nuclear program. The Arabs have this right. They even have the right to have the right to have a nuclear program for other... But Allah prevails... But who are those Arabs whom you say should have united nuclear program? We are the enemies of one another, I'm sad to say. We all hate one another, we deceive one another, we gloat at the misfortune of one another, and we conspire against one another. Our intelligence agencies conspire against one another, instead of defending us against the enemy. We are the enemies of one another, and an Arab's enemy is another Arab's friend.

In May 2012—a year after the Arab awakening erupted—the United States made two financial commitments to the Arab world that each began with the numbers 1 and 3. The U.S. gave Egypt’s military regime $1.3 billion worth of tanks and fighter jets. It also gave Lebanese public school students a $13.5 million merit-based college scholarship program, putting 117 Lebanese kids through local American-style colleges that promote tolerance, gender and social equality, and critical thinking. Having visited both countries at that time, I noted in a column that the $13.5 million in full scholarships bought the Lebanese more capacity and America more friendship and stability than the $1.3 billion in tanks and fighter jets ever would. So how about we stop being stupid?

Her mother spread the leaves flat on the table like little floating hands, placed the spoonful of rice and meat at the center of each one, and Sirine with her tiny fingers rolled the leaves up tighter and neater than anyone else could- tender, garlicky, meaty packages that burst in the mouth.

He deals with it: makes an entry, writes a letter—does whatever it requires him to do. Then he bends over and picks up another sheet. The Arab world has done nothing to help the Palestinian refugees they created when they attacked Israel in 1948. It’s called the ‘Palestinian refugee problem.’ This is one of the best tricks that the Arabs have played on the world, and they have used it to their great advantage when fighting Israel in the forum of public opinion. This lie was pulled off masterfully, and everyone has been falling for it ever since. First you tell people to leave their homes and villages because you are going to come in and kick out the Jews the day after the UN grants Israel its nationhood. You fail in your military objective, the Jews are still alive and have more land now than before, and you have thousands of upset, displaced refugees living in your country because they believed in you. So you and the UN build refugee camps that are designed to last only five years and crowd the people in, instead of integrating them into your society and giving them citizenship. After a few years of overcrowding and deteriorating living conditions, you get the media to visit and publish a lot of pictures of these poor people living in the hopeless, wretched squalor you have left them in. In 1967 you get all your cronies together with their guns and tanks and planes and start beating the war drums. Again the same old story: you really are going to kill all the Jews this time or drive them into the sea, and everyone will be able to go back home, take over what the Jews have developed, and live in a Jew-free Middle East. Again you fail and now there are even more refugees living in your countries, and Israel is even larger, with Jerusalem as its capital. Time for more pictures of more camps and suffering children. What is to be done about these poor refugees (that not even the Arabs want)? Then start Middle Eastern student organizations on U.S. college campuses and find some young, idealistic American college kids who have no idea of what has been described here so far, and have them take up the cause. Now enter some power-hungry type like Yasser Arafat who begins to blackmail you and your Arab friends, who created the mess, for guns and bombs and money to fight the Israelis. Then Arafat creates hell for the world starting in the 1970s with his terrorism, and the “Palestinian refugee problem” becomes a worldwide issue and galvanizes all your citizens and the world against Israel. Along come the suicide bombers, so to keep the pot boiling you finance the show by paying every bomber’s family twenty-five thousand dollars. This encourages more crazies to go blow themselves up, killing civilians and children riding buses to school. Saudi Arabia held telethons to raise thousands of dollars to the families of suicide bombers. What a perfect way to turn years of military failure into a public-opinion-campaign success. The perpetuation of lies and uncritical thinking, combined with repetitious anti-Jewish and anti-American diatribes, has produced a generation of Arab youth incapable of thinking in a civilized manner. This government-nurtured rage toward the West and the infidels continues today, perpetuating their economic failure and deflecting frustration away from the dictators and regimes that oppress them. This refusal by the Arab regimes to take an honest look at themselves has created a culture of scapegoating that blames western civilization for misery and failure in every aspect of Arab life. So far it seems that Arab leaders don’t mind their people lagging behind, save for King Abdullah’s recent evidence of concern. (The depth of his sincerity remains to be seen.)

Looking at a situation like the Israel-Palestine conflict, Americans are likely to react with puzzlement when they see ever more violent and provocative acts that target innocent civilians. We are tempted to ask: do the terrorists not realize that they will enrage the Israelis, and drive them to new acts of repression? The answer of course is that they know this very well, and this is exactly what they want. From our normal point of view, this seems incomprehensible. If we are doing something wrong, we do not want to invite the police to come in and try and stop us, especially if repression will result in the deaths or imprisonment of many of our followers. In a terrorist war, however, repression is often valuable because it escalates the growing war, and forces people to choose between the government and the terrorists. The terror/repression cycle makes it virtually impossible for anyone to remain a moderate. By increasing polarization within a society, terrorism makes the continuation of the existing order impossible. Once again, let us take the suicide bombing example. After each new incident, Israeli authorities tightened restrictions on Palestinian communities, arrested new suspects, and undertook retaliatory strikes. As the crisis escalated, they occupied or reoccupied Palestinian cities, destroying Palestinian infrastructure. The result, naturally, was massive Palestinian hostility and anger, which made further attacks more likely in the future. The violence made it more difficult for moderate leaders on both sides to negotiate. In the long term, the continuing confrontation makes it more likely that ever more extreme leaders will be chosen on each side, pledged not to negotiate with the enemy. The process of polarization is all the more probably when terrorists deliberately choose targets that they know will cause outrage and revulsion, such as attacks on cherished national symbols, on civilians, and even children. We can also think of this in individual terms. Imagine an ordinary Palestinian Arab who has little interest in politics and who disapproves of terrorist violence. However, after a suicide bombing, he finds that he is subject to all kinds of official repression, as the police and army hold him for long periods at security checkpoints, search his home for weapons, and perhaps arrest or interrogate him as a possible suspect. That process has the effect of making him see himself in more nationalistic (or Islamic) terms, stirs his hostility to the Israeli regime, and gives him a new sympathy for the militant or terrorist cause. The Israeli response to terrorism is also valuable for the terrorists in global publicity terms, since the international media attack Israel for its repression of civilians. Hamas military commander Salah Sh’hadeh, quoted earlier, was killed in an Israeli raid on Gaza in 2002, an act which by any normal standards of warfare would represent a major Israeli victory. In this case though, the killing provoked ferocious criticism of Israel by the U.S. and western Europe, and made Israel’s diplomatic situation much more difficult. In short, a terrorist attack itself may or may not attract widespread publicity, but the official response to it very likely will. In saying this, I am not suggesting that governments should not respond to terrorism, or that retaliation is in any sense morally comparable to the original attacks. Many historical examples show that terrorism can be uprooted and defeated, and military action is often an essential part of the official response. But terrorism operates on a logic quite different from that of most conventional politics and law enforcement, and concepts like defeat and victory must be understood quite differently from in a regular war.

Now everyone knows that to try to say something in the mainstream Western media that is critical of U.S. policy or Israel is extremely difficult; conversely, to say things that are hostile to the Arabs as a people and culture, or Islam as a religion, is laughably easy. For in effect there is a cultural war between spokespersons for the West and those of the Muslim and Arab world. In so inflamed a situation, the hardest thing to do as an intellectual is to be critical, to refuse to adopt a rhetorical style that is the verbal equivalent of carpet-bombing, and to focus instead on those issues like U.S. support for unpopular client re­gimes, which for a person writing in the U.S. are somewhat more likely to be affected by critical discussion. Of course, on the other hand, there is a virtual cer­tainty of getting an audience if as an Arab intellectual you passionately, even slavishly support U.S. policy, you attack its critics, and if they happen to be Arabs, you invent evi­dence to show their villainy; if they are American you confect stories and situations that prove their duplicity; you spin out stories concerning Arabs and Muslims that have the effect of defaming their tradition, defacing their history, accentuating their weaknesses, of which of course there are plenty. Above all, you attack the officially ap­ proved enemies-Saddam Hussein, Baathism, Arab na­tionalism, the Palestinian movement, Arab views of Israel. And of course this earns you the expected accolades: you are characterized as courageous, you are outspoken and passionate, and on and on. The new god of course is the West. Arabs, you say, should try to be more like the West, should regard the West as a source and a reference point. · Gone is the history of what the West actually did. Gone are the Gulf War's destructive results. We Arabs and Mus­lims are the sick ones, our problems are our own, totally self-inflicted. A number of things stand out about these kinds of performance. In the first place, there is no universalism here at all. Because you serve a god uncritically, all the devils are always on the other side: this was as true when you were a Trotskyist as it i's now when you are a recanting former Trotskyist. You do not think of politics in terms of interrelationships or of common histories such as, for instance, the long and complicated dynamic that has bound the Arabs and Muslims to the West and vice versa. Real intellectual analysis forbids calling one side innocent, the other evil. Indeed the notion of a side is, where cultures are at issue, highly problematic, since most cultures aren't watertight little packages, all homogenous, and all either good or evil. But if your eye is on your patron, you cannot think as an intellectual, but only as a disciple or acolyte. In the back of your mind there is the thought that you must please and not displease.

In the year 2000, girls used “score” as an active verb indicating sexual conquest, as in: “The whole thing was like very sketchy, but I scored that diesel who said he was gonna go home and caff up [drink coffee in order to stay awake and study] for the psych test.” In the twentieth century, only boys had used “score” in that fashion, as in: “I finally scored with Susan last night.” That girls were using such a locution points up one of the ironies of the relations between the sexes in the year 2000. The continuing vogue of feminism had made sexual life easier, even insouciant, for men. Women had been persuaded that they should be just as active as men when it came to sexual advances. Men were only too happy to accede to the new order, since it absolved them of all sense of responsibility

On September 11th 2001, bin Laden, al Qaeda, and his co-conspirators attacked the United States. During these attacks, suicide bombers struck the famous Twin Towers of the World Trade Center and the Pentagon, killing nearly three thousand people on American soil.1 It was hailed as a second Pearl Harbor, except the kamikaze pilots came at the start of the war rather than the end. America would react much like it did after Pearl Harbor. War hysteria reared its ugly head as freedom vanilla replaced French vanilla in cafeterias in the style of Wilsonesque-nomenclature propaganda.2 Civil rights and natural rights would be openly assaulted by a government sworn to protect them in one of the longest wars in American history. Randolph Bourne’s decried jingoism would return to the sounds of trumpets blaring and the sight of flags waving. The familiar phrase “Remember the Lusitania,” which became “Remember Pearl Harbor,” became “Remember 9/11.” Anti-Muslim and anti-Arab sentiment filled the country as America waxed hysterical, crying for “us” to “get those towelheads.

Or like over a hundred years ago when Indian soldiers in the British Army revolted against the empire, in defense of their homeland, it was called "Sepoy Mutiny". The narrative never changes - when the colonizer terrorizes the world, it's given glorious sounding names like "exploration" and "conquest", but if the oppressed so much as utters a word in resistance, it is branded as attack, mutiny and terrorism - so that, the real terrorists can keep on colonizing as the self-appointed ruler of land, life and morality, without ever being held accountable for violating the rights of what they deem second rate lifeforms, such as the arabs, indians, latinos and so on. After all this, some apes will still only be interested in one stupid question. Do I support Hamas? To which I say this. Until you've spent a lifetime under an oppressive regime, you are not qualified to ask that question. An ape can ask anything its puny brain fancies, but it's up to the human to decide whether the ape is worthy of a response. What do you think, by the way - colonizers can just keep coming as they please, to wipe their filthy feet on us like doormat, and we should do nothing - just stay quiet! For creatures who call themselves civilized, you guys have a weird sense of morality. Yet all these might not get through your thick binary skull, so let me put it to you bluntly. I don't stand with Hamas, I am Hamas, just like, I don't stand with Ukraine, I am Ukraine. Russia stops fighting, war ends - Ukraine stops fighting, Ukraine ends. Israel ends invasion, war ends - Palestine ends resistance, Palestine ends. However, I do have one problem here. Why do civilians have to die, if that is indeed the case - which I have no way of confirming, because news reports are not like reputed scientific data, that a scientist can naively trust. During humankind's gravest conflicts news outlets have always peddled a narrative benefiting the occupier and demonizing the resistance, either consciously or subconsciously. So never go by news reports, particularly on exception circumstances like this. No matter the cause, no civilian must die, that is my one unimpeachable law. But the hard and horrific fact of the matter is, only the occupier can put an end to the death and destruction peacefully - the resistance does not have that luxury.

But if one compares the record of American policy in the Middle East with that of other regions, one is struck not by its failure but by its success. There is, after all, no Vietnam in the Middle East, no Cuba or Nicaragua or El Salvador, not even an Angola. On the contrary, throughout the successive crises that have shaken the region, there has always been an imposing political, economic, and cultural American presence, usually in several countries - and this, until the Gulf War of 1991, without the need for any significant military intervention. And even then, their presence was needed to rescue the victims of an inter-Arab aggression, unrelated to either Israelis or Palestinians. (99)

The more the State of Israel relied on force to manage the occupation, the more compelled it was to deploy hasbara. And the more Western media consumers encountered hasbara, the more likely they became to measure Israel’s grandiose talking points against the routine and petty violence, shocking acts of humiliation, and repression that defined its relationship with the Palestinians. Under the leadership of Prime Minister Benjamin Netanyahu, a professional explainer who spent the early years of his political career as a frequent guest on prime time American news programs perfecting the slickness of the Beltway pundit class, the Israeli government invested unprecedented resources into hasbara. Once the sole responsibility of the Israeli foreign ministry, the task of disseminating hasbara fell to a special Ministry of Public Diplomacy led by Yuli Edelstein, a rightist settler and government minister who called Arabs a “despicable nation.” Edelstein’s ministry boasted an advanced “situation room,” a paid media team, and coordination of a volunteer force that claimed to include thousands of volunteer bloggers, tweeters, and Facebook commenters fed with talking points and who flood social media with hasbara in five languages. The exploits of the propaganda soldiers conscripted into Israel’s online army have helped give rise to the phenomenon of the “hasbara troll,” an often faceless, shrill and relentless nuisance deployed on Twitter and Facebook to harass public figures who expressed skepticism of official Israeli policy or sympathy for the Palestinians.

Perhaps we should learn enough Arabic for simple greetings, enough to say Ahlan wa sahlan and Marhaba. Marhaba, which is used as English speakers use ‘Hello,’ carries within it the idea that the one greeted is welcome, that there is plenty of room. Arabic words, like words in Hebrew, are formed from roots. Each root leads to a tree of words. The root of the word r-h-b gives us rahb, which means spacious or roomy but also ‘unconfined’ and ‘open-minded, broad-minded, frank, liberal.’ It is also the root of rahaba, the word for the public square. Marhaba is a good greeting for liberals, who at their open-minded, broad-minded best, can find that there is plenty of room in the public square. The Egyptian poet Farouk Mustafa translated Ahlan wa Sahlan as “you are among your people, and your keep is easy.” Like Marhaba, the greeting marks a welcome, a curious one. Ahlan wa sahlan is not saud simply to one’s own, to family and friends and fellow citizens. It is said to foreigners, to travelers, to people who are not, in the ordinary sense, one’s own. Like the American “Come in, make yourself at home”, it is said to people who are not at home, who might be turned away. The greeting recognizes a difference only to set it aside. Ahlan wa sahlan recognizes that there are different nations, and that they might find themselves in a foreign country, among an alien people. This greeting marks the possibility that the other, the alien, the wanderer, and the refugee might be met with welcome rather than with fear.

In the Old Testament, the Egyptian ruler during the period of Prophet Ibrahim (as) and Prophet Yusuf (as) are named "Pharaoh." However, this title was actually employed after the eras in which these two prophets lived. While addressing the Egyptian ruler at the time of Prophet Yusuf (as), the word "Al-Malik" in Arabic is used in the Qur'an: It refers to a ruler, king or sultan: The King said, ‘Bring him to me straight away!'… (Qur'an, 12:50) The ruler of Egypt in the time of Prophet Musa (as) is referred to as "Pharaoh." This distinction in the Qur'an is not made in the Old and New Testaments nor by Jewish historians. In the Bible, the word "Pharaoh" is used, in every reference to an Egyptian monarch. On the other hand, the Qur'an is far more concise and accurate in the terminology it employs. The use of the word "Pharaoh" in Egyptian history belongs only to the late period. This particular title began to be employed in the 14th century B.C., during the reign of Amenhotep IV. Prophet Yusuf (as) lived at least 200 years before that time. The Encyclopaedia Britannica says that the word "Pharaoh" was a title of respect used from the New Kingdom (beginning with the 18th dynasty; B.C. 1539-1292) until the 22nd dynasty (B.C. 945-730), after which this term of address became the title of the king. Further information on this Allah's Miracles in the Qur'an 291 subject comes from the Academic American Encyclopaedia, which states that the title of Pharaoh began to be used in the New Kingdom. As we have seen, the use of the word "Pharaoh" dates from a specific period in history. For that reason, the fact that the Qur'an distinguishes between the different Egyptian titles in different Egyptian eras is yet another proof that the Qur'an is Allah's word.

Two days later, when the dead mothers with their dead babies in their arms lay by the scores in the Queenstown morgue, Mr. Wilson selected the moment as opportune to utter his famous sentence about being "too proud to fight." Roosevelt threw his speech script to the floor and continued in near absolute silence. Mr Wilson now dwells at Shadow Lawn. There should be shadows enough at Shadow Lawn: the shadows of men, women, and children who have risen from the ooze of the ocean bottom and from graves in foreign lands; the shadows of the helpless who Mr. Wilson did not dare protect lest he might have to face danger; the shadows of babies gasping pitifully as they sank under the waves; the shadows of women outraged and slain by bandits; the shadows of troopers who lay in the Mexican desert, the black blood crusted round their mouths, and their dim eyes looking upward, because President Wilson had sent them to do a task, and then shamefully abandoned them to the mercy of foes who knew no mercy. Those are the shadows proper for Shadow Lawn: the shadows of deeds that were never done; the shadows of lofty words that were followed by no action; the shadows of the tortured dead.

They were bare footed with stacks of gold ankle bracelets making the only sound we heard as they kept our glasses filled with fresh sweet tea and our communal serving trays piled high with dates and sugar incrusted sweets of undetermined origin. Abdullah took no notice of these women, his nonchalance intrigued me as I was obviously having trouble keeping my mind focused on the discussion at hand, this was all part of the Arab way, when it came to negotiation they had no peers. “So my dear friend, tell me, the region is on fire is there a solution?” I spoke in a deliberate and flat tone, little emotion just concern, one friend to another. “We were shocked by the American response in Egypt and Libya, never had we seen them move so fast with such efficiency. What we have here is a war—the war of matter and spirit. In the classical era, spirit was in harmony with matter. Matter used to condense spirit. What was unseen—the ghost of Hamlet’s father—was seen—in the conscience of the king. The spirit was trapped in the matter of theater. The theater made the unseen, seen. In the Romantic era, spirit overwhelms matter. The glass of champagne can’t contain the bubbles. But never in the history of humanity has spirit been at war with matter. And that is what we have today. The war of banks and religion. It’s what I wrote in Prayers of the Dawn, that in New York City, banks tower over cathedrals. Banks are the temples of America. This is a holy war. Our economy is our religion. When I came back to midtown a week after the attack—I mourned—but not in a personal way—it was a cosmic mourning—something that I could not specify because I didn’t know any of the dead. I felt grief without knowing its origin. Maybe it was the grief of being an immigrant and of not having roots. Not being able to participate in the whole affair as a family member but as a foreigner, as a stranger—estranged in myself and confused—I saw the windows of Bergdorf and Saks—what a theater of the unexpected—my mother would have cried—there were only black curtains, black drapes—showing the mourning of the stores—no mannequins, just veils—black veils. When the mannequins appeared again weeks later—none of them had blond hair. I don’t know if it was because of the mourning rituals or whether the mannequins were afraid to be blond—targets of terrorists. Even they didn’t want to look American. They were out of fashion after the Twin Towers fell. To the point, that even though I had just dyed my hair blond because I was writing Hamlet and Hamlet is blond, I went back to my coiffeur immediately and told him—dye my hair black. It was a matter of life and death, why look like an American. When naturally I look like an Arab and walk like an Egyptian.

There are 1.2 billion Muslims in the world today. Of course not all of them are radicals. The majority of them are peaceful people. The radicals are estimated to be between 15-25%, according to all intelligence services around the world. That leaves 75% of them - peaceful people. But when you look at 15-25% of the world Muslim population, you're looking at 180 million to 300 million people dedicated to the destruction of Western civilization. That is as big as the United States. So why should we worry about the radical 15-25%? Because it is the radicals that kill. Because it is the radicals that behead and massacre. When you look throughout history, when you look at all the lessons of history, most Germans were peaceful. Yet the Nazis drove the agenda. And as a result, 60 million people died, almost 14 million in concentration camps. 6 million were Jews. The peaceful majority were irrelevant. When you look at Russia, most Russians were peaceful as well. Yet the Russians were able to kill 20 million people. The peaceful majority were irrelevant. When you look at China for example, most Chinese were peaceful as well. Yet the Chinese were able to kill 70 million people. The peaceful majority were irrelevant. When you look at Japan prior to World War II, most Japanese were peaceful as well. Yet, Japan was able to butcher its way across Southeast Asia, killing 12 million people, mostly killed by bayonets and shovels. The peaceful majority were irrelevant. On September 11th in the United States we had 2.3 million Arab Muslims living in the United States. It took 19 hijackers - 19 radicals - to bring America down to its knees, destroy the World Trade Center, attack the Pentagon and kill almost 3000 Americans that day. The peaceful majority were irrelevant. So for all our power of reason, and for all us talking about moderate and peaceful Muslims, I'm glad you're here. But where are the others speaking out? And since you are the only Muslim representative in here, you took the limelight instead of speaking about why our government - I assume you're an American (the Muslim says yes) - As an American citizen, you sat in this room, and instead of standing up and saying a question, or asking something about our four Americans that died and what our government is doing to correct the problem, you stood there to make a point about peaceful, moderate Muslims. I wish you had brought ten with you to question about how we could hold our government responsible. Another obstacle was the stubbornness of the countries the pipeline had to cross, particularly Syria, all of which were demanding what seemed to be exorbitant transit fees. It was also the time when the partition of Palestine and the establishment of the state of Israel were aggravating American relations with the Arab countries. But the emergence of a Jewish state, along with the American recognition that followed, threatened more than transit rights for the pipeline. Ibn Saud was as outspoken and adamant against Zionism and Israel as any Arab leader. He said that Jews had been the enemies of Arabs since the seventh century. American support of a Jewish state, he told Truman, would be a death blow to American interests in the Arab world, and should a Jewish state come into existence, the Arabs “will lay siege to it until it dies of famine.” When Ibn Saud paid a visit to Aramco’s Dhahran headquarters in 1947, he praised the oranges he was served but then pointedly asked if they were from Palestine—that is, from a Jewish kibbutz. He was reassured; the oranges were from California. In his opposition to a Jewish state, Ibn Saud held what a British official called a “trump card”: He could punish the United States by canceling the Aramco concession. That possibility greatly alarmed not only the interested companies, but also, of course, the U.S. State and Defense departments. Yet the creation of Israel had its own momentum. In 1947, the United Nations Special Committee on Palestine recommended the partition of Palestine, which was accepted by the General Assembly and by the Jewish Agency, but rejected by the Arabs. An Arab “Liberation Army” seized the Galilee and attacked the Jewish section of Jerusalem. Violence gripped Palestine. In 1948, Britain, at wit’s end, gave up its mandate and withdrew its Army and administration, plunging Palestine into anarchy. On May 14, 1948, the Jewish National Council proclaimed the state of Israel. It was recognized almost instantly by the Soviet Union, followed quickly by the United States. The Arab League launched a full-scale attack. The first Arab-Israeli war had begun. A few days after Israel’s proclamation of statehood, James Terry Duce of Aramco passed word to Secretary of State Marshall that Ibn Saud had indicated that “he may be compelled, in certain circumstances, to apply sanctions against the American oil concessions… not because of his desire to do so but because the pressure upon him of Arab public opinion was so great that he could no longer resist it.” A hurriedly done State Department study, however, found that, despite the large reserves, the Middle East, excluding Iran, provided only 6 percent of free world oil supplies and that such a cut in consumption of that oil “could be achieved without substantial hardship to any group of consumers.

As I noted in Chapter 14, “The Earthquake,” there was a supermarket in Jerusalem where I shopped for fruits and vegetables almost every day. It was owned by an Iraqi Jewish family who had immigrated to Israel from Baghdad in the early 1940s. The patriarch of the family, Sasson, was an elderly curmudgeon in his sixties. Sasson’s whole life had left him with the conviction that the Arabs would never willingly accept a Jewish state in their midst and that any concessions to the Palestinians would eventually be used to liquidate the Jewish state. Whenever Sasson heard Israeli doves saying that the Palestinians really wanted to live in peace with the Jews, but that they just couldn’t always come out and declare it, it sounded ludicrous to him. It simply ran counter to everything life in Iraq and Jerusalem had taught him, and neither the Camp David treaty with Egypt nor declarations by Yasir Arafat—nor the Palestinian uprising itself—had convinced him otherwise. As I said, as far as Sasson was concerned, the problem between himself and the Palestinians was not that they didn’t understand each other, but that they did—all too well. Sasson, I should add, did not appear to be ideologically committed to Israel’s holding the West Bank and Gaza Strip. He was a grocer, and ideology did not trip easily off his tongue. I am sure he rarely, if ever, went to the occupied territories. Like a majority of Israelis, he viewed the Israeli presence in the West Bank and Gaza Strip primarily in terms of security. I believe that Sasson is the key to a Palestinian–Israeli peace settlement—not him personally, but his world view. He is the Israeli silent majority. He is the Israeli two-thirds. You don’t hear much from the Sassons of Israel. They don’t talk much. They are not as interesting to interview as wild-eyed messianic West Bank settlers, or as articulate as Peace Now professors who speak with an American accent. But they are the foundation of Israel, the gravity that holds the country in place. And, more important, years of reporting from Israel have taught me that there is a little bit of Sasson’s almost primitive earthiness in every Israeli—not only all those in the Likud Party on the right side of the political spectrum, but a majority of those in the Labor Party as well; not only those Israelis born in Arab countries, but those born in Israel as well. Indeed, the Israeli public is not divided fifty-fifty on the question of peace with the Palestinians. The truth is, the Israeli public is divided in three. One segment, on the far left—maybe 5 percent of the population—is ready to allow a Palestinian state in the West Bank and Gaza tomorrow, and sincerely believes the Palestinians are ready to live in peace with the Jews. Another segment, on the far right—maybe 20 percent of the population—will never be prepared, for ideological reasons, to allow a Palestinian state in the West Bank and Gaza. They are committed to holding forever all the Land of Israel, out of either nationalist or messianic sentiments. In between these two extremes you have the Sassons, who make up probably 75 percent of the population. The more liberal Sassons side with the Labor Party, the more hard-line Sassons side with the Likud, but they all share a gut feeling that they are locked in an all-or-nothing communal struggle with the Palestinians. But Muslims now find themselves in a world shaped by western theories and western values. If we are to consider how Islamic communities conducted their affairs throughout the greater part of their history, it may be convenient to compare and contrast this way of life with the contemporary western model. Today the Muslims are urged to embrace democracy and are condemned for political corruption, while western scholars debate whether Islam can ever accommodate the democratic ideal. On the whole, they think not. Democracy, they believe, is a sign of political maturity and therefore of superiority. Western societies, since they are seen as democratic, exemplify this superiority. So there is one question that has to be pressed home: what, precisely, is meant by democracy? Let me put forward an imaginary Arab who knows nothing of western ways but would like to learn about them. He is aware that the literal meaning of the word democracy is "mob rule", but understands that this is not what westerners mean by it. He wonders how this meaning has, in practice, been modified and, since his questions are directed to an Englishman, he is not altogether surprised to be told that Britain is the exemplary democracy. He learns that the people—all except children, lunatics and peers of the realm—send their representatives to Parliament to speak for them. He is assured that these representatives never accept bribes to vote against their consciences or against the wishes of their constituents. He enquires further and is astonished to learn that the political parties employ what are known as Whips, who compel members to vote in accordance with the party line, even if this conflicts both with their consciences and with the views of the people who elected them. In this case it is not money but ambition for office that determines the way they vote. "But is this not corruption?" he asks naively. The Englishman is shocked. "But at least the party in power represents the vast majority of the electorate?" This time the Englishman is a little embarrassed. It is not quite like that. The governing party, which enjoys absolute power through its dominance in the House of Commons, represents only a minority of the electorate. "Are there no restraints on this power?" There used to be, he is told. In the past there was a balance between the Crown, the House of Lords and the Commons, but that was seen as an undemocratic system so it was gradually eroded. The "sovereignty" of the Lower House is now untrammelled (except, quite recently, by unelected officials in Brussels). "So this is what democracy means?" Our imaginary Arab is baffled. He investigates further and is told that, in the 1997 General Election, the British people spoke with one voice, loud and clear. A landslide victory gave the Leader of the Labour Party virtually dictatorial powers. Then he learns that the turn-out of electors was the lowest since the war. Even so, the Party received only forty-three per cent of the votes cast. He wonders if this can be the system which others wish to impose on his own country. He is aware that various freedoms, including freedom of the press, are essential components of a democratic society, but no one can tell him how these are to be guaranteed if the Ruler, supported by a supine—"disciplined"—House of Commons enjoys untrammelled authority. He knows a bit about rulers and the way in which they deal with dissent, and he suspects that human nature is much the same everywhere. Barriers to oppression soon fall when a political system eliminates all "checks and balances" and, however amiable the current Ruler may be, there is no certainty that his successors, inheriting all the tools of power, will be equally benign. He turns now to an American and learns, with some relief since he himself has experienced the oppression of absolutism, that the American system restrains the power of the President by that of the Congress and the Supreme Court; moreover, the electe
