It is curious to think that human behavior is entirely driven by tangible rewards, given that most of the time rewards are nowhere in sight. What are the rewards for someone who takes care of a spouse with Alzheimer’s? What payoffs does someone derive from sending money to a good cause? Internal rewards (feeling good) may very well come into play, but they work only via the amelioration of the other’s situation. They are nature’s way of making sure that we are other-oriented rather than self-oriented.

What we also know is that such discoveries were, again, based on centuries of accumulated knowledge and experimentation – recall how the basic principles of agriculture were known long before anyone applied them systematically – and that the results of such experiments were often preserved and transmitted through ritual, games and forms of play (or even more, perhaps, at the point where ritual, games and play shade into each other). ‘Gardens of Adonis’ are a fitting symbol here. Knowledge about the nutritious properties and growth cycles of what would later become staple crops, feeding vast populations – wheat, rice, corn – was initially maintained through ritual play farming of exactly this sort. Nor was this pattern of discovery limited to crops. Ceramics were first invented, long before the Neolithic, to make figurines, miniature models of animals and other subjects, and only later cooking and storage vessels. Mining is first attested as a way of obtaining minerals to be used as pigments, with the extraction of metals for industrial use coming only much later. Mesoamerican societies never employed wheeled transport; but we know they were familiar with spokes, wheels and axles since they made toy versions of them for children. Greek scientists famously came up with the principle of the steam engine, but only employed it to make temple doors that appeared to open of their own accord, or similar theatrical illusions. Chinese scientists, equally famously, first employed gunpowder for fireworks.

Today, such studies are illegal. Medical scientists cannot offer inducements like pardons to persuade prisoners to take part in their studies. Although they can award small cash payments to research subjects, they are forbidden from giving anyone so much money or such tempting favors that their compensations might constitute what ethicists term an inappropriate inducement, an irresistible temptation to join the study.
Now, more than eighty years after the 1918 flu, people enter studies for several reasons—to get free medical care, to get an experimental drug that, they hope, might cure them of a disease like cancer or AIDS, or to help further scientific knowledge. In theory at least, study participants are supposed to be true volunteers, taking part in research of their own free will.
But in 1918, such ethical arguments were rarely considered. Instead, the justification for a risky study with human beings was that it was better to subject a few to a great danger in order to save the many. Prisoners were thought to be the ideal study subjects. They could offer up their bodies for science and, if they survived, their pardons could be justified because they gave something back to society.
The Navy inmates were perfect for another reason. Thirty-nine of them had never had influenza, as far as anyone knew. So they might be uniquely susceptible to the disease. If the doctors wanted to deliberately transmit the 1918 flu, what better subjects? Was influenza really so easily transmitted? the doctors asked. Why did some people get it and others not? Why did it kill the young and healthy? Could the wartime disruptions and movements of troops explain the spread of the flu? If it was as contagious as it seemed, how was it being spread? What kind of microorganism was causing the illness?
The normal way to try to answer such questions would be to study the spread of the disease in animals. Give the disease to a few cages of laboratory rats, or perhaps to some white rabbits. Isolate whatever was causing the illness. Show how it spread and test ways to protect animals—and people—against the disease.
But influenza, it seemed, was a uniquely human disease. No animal was known to be susceptible to it. Medical researchers felt they had no choice but to study influenza in people. Either the Navy doctors were uncommonly persuasive or the enticement of a pardon was overwhelmingly compelling. For whatever reason, the sixty-two men agreed to be subjects in the medical experiment.
And so the study began. First the sailors were transferred to a quarantine station on Gallops Island in Boston Harbor. Then the Navy doctors did their best to give the men the flu. Influenza is a respiratory disease—it is spread from person to person, presumably carried on droplets of mucus sprayed in the air when sick people cough or sneeze, or carried on their hands and spread when the sick touch the healthy. Whatever was causing the flu should be present in mucus taken from the ill.
The experiments, then, were straightforward. The Navy doctors collected mucus from men who were desperately ill with the flu, gathering thick viscous secretions from their noses and throats. They sprayed mucus from flu patients into the noses and throats of some men, and dropped it into other men’s eyes. In one attempt, they swabbed mucus from the back of the nose of a man with the flu and then directly swabbed that mucus into the back of a volunteer’s nose.

The lowest level of this modifying intermediate network is the spinal cord. The cord still possesses many features that were first developed in the segmented earthworm. It is largely made up of neurons completely contained within it, which form bridges between the sensory and motor elements throughout the whole body. Each peripheral nerve trunk still innervates a specific segment of the body, and still joins the cord at a specific level, creating a ganglion. Sensory signals entering into a single segment may be processed by its own ganglion, and cause localized motor response within the segment; or the signals may pass to adjacent segments, or be carried even further up or down the line, involving more ganglia in a more widely distributed response. In this way, the cord can monitor a large number of sensorimotor reactions without having to send signals all the way up to the brain. Thus stereotyped responses can be made without our having to “think” about them on a conscious level. Most of these localized and segmentally patterned responses are not the result of experience or training, but of genetically consistent wiring patterns in the internuncial network of the cord itself. These basic wiring patterns unfold in the foetus during the “mapping” process of the nervous system, and they have been pre-established by millions of years of development and usage. The spinal cord can be surgically sectioned from the higher regions of the internuncial net, and the experimental animal kept alive, so that we can isolate the range of responses that are primarily controlled by these cord reflexes. Almost all segmentally localized responses can be elicited, such as the knee jerk caused by tapping the tendon below the knee cap, or the elbow jerk caused by tapping the bicep tendon. These simple responses can also be spread into other segments, so that a painful prick on a limb causes the whole body to jerk away in a general withdrawal reflex. The bladder and rectum can be evacuated. A skin irritation elicits scratching, and the disturbance can be accurately located with a paw. Some of the basic postural and locomotive reflex patterns seem to reside in the wiring of the cord as well. If an animal with only its cord intact is assisted in getting up, it can remain standing on its own. The sensory signals from the pressure on the bottoms of the feet are evidently enough to trigger postural contractions throughout the body and hold the animal in the stance typical of its species. And if the animal is suspended with its legs dangling down, they will spontaneously initiate walking or running movements, indicating that the fundamental sequential arrangements of the basic reflexes necessary for walking are in the cord also. All of these localized and intersegmental responses are rapid and automatic, follow specific routes through the spinal circuitry, and elicit stereotyped patterns of muscular response. Most of them appear to consistently use the same neurons, synapses, and motor units every time they are initiated.

And because the Zombies were a peaceful race, they coexisted with the humans by staying away from them. But soon, the Zombie’s resources began to become scarce, especially the cake. So Zombies began scaring villagers in order to get the supplies they needed, especially the highly valued resource of cake. Now Zombies send their kids to Scare School to train their children from a very young age. They train them on how to effectively scare humans in order to get their needed supplies, especially cake. The other major domain of cultural learning is food. Animals learn from each other what to eat, and what not. Parent crows that fly daily with their offspring to the local garbage dump to look for tasty morsels instill in them a life-long preference for such sites, whereas the crow family that survives on natural foods will have offspring that carry on the same tradition when they get older. Food aversion is similarly transmitted. This was first noticed by a German rodent-control officer who set out poisoned bait, killing wild rats in large numbers. After a while, however, the remaining rats began to avoid the bait, and their offspring would do the same. Without any direct experience with the bait, young rats would eat only safe foods.
An experimental psychologist, Bennett Galef, tested this in his laboratory by feeding rats two diets of different texture, taste, and smell. He then laced one of the diets with lithium chloride, which makes rats sick. This procedure led the animals to avoid the contaminated diet. The question now was how the rats' offspring would react after removal of the contamination. Both diets were again perfectly okay to eat, but adults fed exclusively on only one diet due to their bad experience with the other. It turned out that the pups acted like their parents. Of 240 pups given a choice of both diets, only one ate any of the food that adults in its colony had learned to avoid.

These independent variables are either discrete (called factors) or continuous (called covariates). These approaches are called n-way ANOVA or ANCOVA (the “C” indicates the presence of covariates). Two way ANOVA, for example, allows for testing of the effect of two different independent variables on the dependent variable, as well as the interaction of these two independent variables. An interaction effect between two variables describes the way that variables “work together” to have an effect on the dependent variable. This is perhaps best illustrated by an example. Suppose that an analyst wants to know whether the number of health care information workshops attended, as well as a person’s education, are associated with healthy lifestyle behaviors. Although we can surely theorize how attending health care information workshops and a person’s education can each affect an individual’s healthy lifestyle behaviors, it is also easy to see that the level of education can affect a person’s propensity for attending health care information workshops, as well. Hence, an interaction effect could also exist between these two independent variables (factors). The effects of each independent variable on the dependent variable are called main effects (as distinct from interaction effects). To continue the earlier example, suppose that in addition to population, an analyst also wants to consider a measure of the watershed’s preexisting condition, such as the number of plant and animal species at risk in the watershed. Two-way ANOVA produces the results shown in Table 13.4, using the transformed variable mentioned earlier. The first row, labeled “model,” refers to the combined effects of all main and interaction effects in the model on the dependent variable. This is the global F-test. The “model” row shows that the two main effects and the single interaction effect, when considered together, are significantly associated with changes in the dependent variable (p < .000). However, the results also show a reduced significance level of “population” (now, p = .064), which seems related to the interaction effect (p = .076). Although neither effect is significant at conventional levels, the results do suggest that an interaction effect is present between population and watershed condition (of which the number of at-risk species is an indicator) on watershed wetland loss. Post-hoc tests are only provided separately for each of the independent variables (factors), and the results show the same homogeneous grouping for both of the independent variables. Table 13.4 Two-Way ANOVA Results As we noted earlier, ANOVA is a family of statistical techniques that allow for a broad range of rather complex experimental designs. Complete coverage of these techniques is well beyond the scope of this book, but in general, many of these techniques aim to discern the effect of variables in the presence of other (control) variables. ANOVA is but one approach for addressing control variables. A far more common approach in public policy, economics, political science, and public administration (as well as in many others fields) is multiple regression (see Chapter 15). Many analysts feel that ANOVA and regression are largely equivalent. Historically, the preference for ANOVA stems from its uses in medical and agricultural research, with applications in education and psychology.
