One device used by fascist parties, but also by Marxist revolutionaries who have given serious thought to the conquest of power, was parallel structures. An outsider party that wants to claim power sets up organizations that replicate government agencies. The Nazi Party, for example, had its own foreign policy agency that, at first, soon after the party had achieved power, had to share power with the traditional Foreign Office. After its head, Joachim von Ribbentrop, became foreign minister in 1938, the party’s foreign policy office increasingly supplanted the professional diplomats of the Foreign Office. A particularly important fascist “parallel organization” was the party police. Fascist parties that aspired to power tended to use their party militias to challenge the state’s monopoly of physical force. The fascist parties’ parallel structures challenged the liberal state by claiming that they were capable of doing some things better (bashing communists, for instance). After achieving power, the party could substitute its parallel structures for those of the state.

With wartime censorship laws still in effect, Western Union and the other commercial telegraph companies were required to pass on both coded and uncoded telegrams to U.S. Army codebreakers. Once the signals were captured, a specially designed time-delay device activated to allow recorders to be switched on. Devices were also developed to divert a single signal to several receivers. The intercepts were then forwarded to Arlington Hall, headquarters of the Army codebreakers, over forty-six special secure teletype lines. By the summer of 1945 the average number of daily messages had grown to 289,802, from only 46,865 in February 1943. The same soldiers who only a few weeks earlier had been deciphering German battle plans were now unraveling the codes and ciphers wound tightly around Argentine negotiating points. During the San Francisco Conference, for example, American codebreakers were reading messages sent to and from the French delegation, which was using the Hagelin M-209, a complex six-wheel cipher machine broken by the Army Security Agency during the war. The decrypts revealed how desperate France had become to maintain its image as a major world power after the war. On April 29, for example, Fouques Duparc, the secretary general of the French delegation, complained in an encrypted note to General Charles de Gaulle in Paris that France was not chosen to be one of the "inviting powers" to the conference. "Our inclusion among the sponsoring powers," he wrote, "would have signified, in the eyes of all, our return to our traditional place in the world." In charge of the San Francisco eavesdropping and codebreaking operation was Lieutenant Colonel Frank B. Rowlett, the protégé of William F. Friedman. Rowlett was relieved when the conference finally ended, and he considered it a great success. "Pressure of work due to the San Francisco Conference has at last abated," he wrote, "and the 24-hour day has been shortened. The feeling in the Branch is that the success of the Conference may owe a great deal to its contribution." The San Francisco Conference served as an important demonstration of the usefulness of peacetime signals intelligence. Impressive was not just the volume of messages intercepted but also the wide range of countries whose secrets could be read. Messages from Colombia provided details on quiet disagreements between Russia and its satellite nations as well as on "Russia's prejudice toward the Latin American countries." Spanish decrypts indicated that their diplomats in San Francisco were warned to oppose a number of Russian moves: "Red maneuver . . . must be stopped at once," said one. A Czechoslovakian message indicated that nation's opposition to the admission of Argentina to the UN. From the very moment of its birth, the United Nations was a microcosm of East-West spying. Just as with the founding conference, the United States pushed hard to locate the organization on American soil, largely to accommodate the eavesdroppers and codebreakers of NSA and its predecessors.

Considering these precursors, a debate has arisen about which country spawned the earliest fascist movement. France is a frequent candidate. Russia has been proposed. By adopting a uniform (white robe and hood), as well as by their techniques of intimidation and their conviction that violence was justified in the cause of their group’s destiny,88 the first version of the Klan in the defeated American South was arguably a remarkable preview of the way fascist movements were to function in interwar Europe. It should not be surprising, after all, that the most precocious democracies—the United States and France—should have generated precocious backlashes against democracy.

Jim Crow was not merely about the physical separation of blacks and whites. Nor was segregation strictly about laws, despite historians' tendency to fix upon legal landmarks as Plessy v. A white supremacist society must not only "array all the forces of legislation and law enforcement, " he wrote; "it must falsify the facts of history, tamper with the insights of religion and religious doctrine, editorialize and slant news and the printed word. On top of that it must keep separate schools, separate churches, separate graveyards, and separate public accommodations-all this in order to freeze the place of the Negro in society and guarantee his basic immobility." Yet this was "but a partial indication of the high estimate" that the white South placed upon African Americans. "Once again, to state it categorically, " Thurman concludes, "the measure of a man's estimate of your strength is the kind of weapons he feels he must use in order to hold you fast in a prescribed place.

German voters never gave the Nazis a majority of the popular vote, as is still sometimes alleged. As we saw in the last chapter, the Nazis did indeed become the largest party in the German Reichstag in the parliamentary election of July 31, 1932, with 37.2 percent of the vote. They then slipped back to 33.1 percent in the parliamentary election of November 6, 1932. In the parliamentary election of March 6, 1933, with Hitler as chancellor and the Nazi Party in command of all the resources of the German state, its score was a more significant but still insufficient 43.9 percent. More than one German in two voted against Nazi candidates in that election, in the teeth of intimidation by Storm Troopers. The Italian Fascist Party won 35 out of 535 seats, in the one free parliamentary election in which it participated, on May 15, 1921. At the other extreme, neither Hitler nor Mussolini arrived in office by a coup d’état. Neither took the helm by force, even if both had used force before power in order to destabilize the existing regime, and both were to use force again, after power, in order to transform their governments into dictatorships (as we will see shortly). Even the most scrupulous authors refer to their “seizure of power,” but that phrase better describes what the two fascist leaders did after reaching office than how they got into office. Both Mussolini and Hitler were invited to take office as head of government by a head of state in the legitimate exercise of his official functions, on the advice of civilian and military counselors. Both thus became heads of government in what appeared, at least on the surface, to be legitimate exercises of constitutional authority by King Victor Emmanuel III and President Hindenburg. Both these appointments were made, it must be added at once, under conditions of extreme crisis, which the fascists had abetted. Indeed no insurrectionary coup against an established state has ever so far brought fascists to power. Authoritarian dictatorships have several times crushed such attempts.

No sound strategy for studying fascism can fail to examine the entire context in which it was formed and grew. Some approaches to fascism start with the crisis to which fascism was a response, at the risk of making the crisis into a cause. A crisis of capitalism, according to Marxists, gave birth to fascism. Wars and revolutions produced problems that parliament and the market—the main liberal solutions—appeared incapable of handling: the distortions of wartime command economies and the mass unemployment attendant upon demobilization; runaway inflation; increased social tensions and a rush toward social revolution; extension of the vote to masses of poorly educated citizens with no experience of civic responsibility; passions heightened by wartime propaganda; distortions of international trade and exchange by war debts and currency fluctuations. Fascism came forward with new solutions for these challenges. Fascists hated liberals as much as they hated socialists, but for different reasons. For fascists, the internationalist, socialist Left was the enemy and the liberals were the enemies’ accomplices. With their hands-off government, their trust in open discussion, their weak hold over mass opinion, and their reluctance to use force, liberals were, in fascist eyes, culpably incompetent guardians of the nation against the class warfare waged by the socialists. As for beleaguered middle-class liberals themselves, fearful of a rising Left, lacking the secret of mass appeal, facing the unpalatable choices offered them by the twentieth century, they have sometimes been as ready as conservatives to cooperate with fascists. Every strategy for understanding fascism must come to terms with the wide diversity of its national cases. The major question here is whether fascisms are more disparate than the other “isms.” This book takes the position that they are, because they reject any universal value other than the success of chosen peoples in a Darwinian struggle for primacy. The community comes before humankind in fascist values, and respecting individual rights or due process gave way to serving the destiny of the Volk or razza. Therefore each individual national fascist movement gives full expression to its own cultural particularism. Fascism, unlike the other “isms,” is not for export: each movement jealously guards its own recipe for national revival, and fascist leaders seem to feel little or no kinship with their foreign cousins. It has proved impossible to make any fascist “international” work.

Over the next couple of years, Cole and the rest of psychiatry settled on a trial design for testing psychotropic drugs. Psychiatrists and nurses would use “rating scales” to measure numerically the characteristic symptoms of the disease that was to be studied. Did a drug for schizophrenia reduce the patient’s “anxiety”? His or her “grandiosity”? “Hostility”? “Suspiciousness”? “Unusual thought content”? “Uncooperativeness”? The severity of all of those symptoms would be measured on a numerical scale and a total “symptom” score tabulated, and a drug would be deemed effective if it reduced the total score significantly more than a placebo did within a six-week period. At least in theory, psychiatry now had a way to conduct trials of psychiatric drugs that would produce an “objective” result. Yet the adoption of this assessment put psychiatry on a very particular path: The field would now see short-term reduction of symptoms as evidence of a drug’s efficacy. Much as a physician in internal medicine would prescribe an antibiotic for a bacterial infection, a psychiatrist would prescribe a pill that knocked down a “target symptom” of a “discrete disease.” The six-week “clinical trial” would prove that this was the right thing to do. However, this tool wouldn’t provide any insight into how patients were faring over the long term. Were they able to work? Were they enjoying life? Did they have friends? Were they getting married? None of those questions would be answered. This was the moment that magic-bullet medicine shaped psychiatry’s future. The use of the clinical trial would cause psychiatrists to see their therapies through a very particular prism, and even at the 1956 conference, New York State Psychiatric Institute researcher Joseph Zubin warned that when it came to evaluating a therapy for a psychiatric disorder, a six-week study induced a kind of scientific myopia. “It would be foolhardy to claim a definite advantage for a specified therapy without a two- to five-year follow-up,” he said. “A two-year follow-up would seem to be the very minimum for the long-term effects.

A year later, Maurice Rappaport at the University of California in San Francisco announced results that told the same story, only more strongly so. He had randomized eighty young newly diagnosed male schizophrenics admitted to Agnews State Hospital into drug and non-drug groups, and although symptoms abated more quickly in those treated with antipsychotics, both groups, on average, stayed only six weeks in the hospital. Rappaport followed the patients for three years, and it was those who weren’t treated with antipsychotics in the hospital and who stayed off the drugs after discharge that had—by far—the best outcomes. Only two of the twenty-four patients in this never-exposed-to-antipsychotics group relapsed during the three-year follow-up. Meanwhile, the patients that arguably fared the worst were those on drugs throughout the study. The very standard of care that, according to psychiatry’s “evidence base,” was supposed to produce the best outcomes had instead produced the worst. “Our findings suggest that antipsychotic medication is not the treatment of choice, at least for certain patients, if one is interested in long-term clinical improvement,” Rappaport wrote. “Many unmedicated-while-in-hospital patients showed greater long-term improvement, less pathology at follow-up, fewer rehospitalizations, and better overall functioning in the community than patients who were given chlorpromazine while in the hospital.

But then, about fifteen minutes later in that same discussion, Walter Sampson Vincent, an instructor in anatomy from the State University of New York at Syracuse, got up to report some experiments with the RNA of unfertilized egg cells of starfish. “Both Dr. Borsook and Dr. Zamecnik have suggested that there should be two RNA fractions in the cell, with differing characteristics,” Vincent said. He had found the same thing himself, and proceeded to tell how, at length. His biological specimens—starfish eggs—were unfamiliar; his methods were the well-known ones of Torbjörn Caspersson and Jean Brachet (he had spent a year with Brachet as a postdoc); and worse than that, late in such a meeting, when scientist after scientist has risen to talk about his experiments, however tenuously related to the chief topic, the audience gets numb and drifts away. Vincent’s data suggested, he said in conclusion, that the nucleus contained two classes of RNA, “one a soluble, metabolically very active, fraction, representing only a small portion of the total.” His last words were about that fraction: “One exciting implication of the active, or labile, form would be that it is involved in the transfer of nuclear ‘information’ to the synthetic centers of the cytoplasm.” This astonishing suggestion went unnoticed.

Tiller’s research has led him to state the following about subtle energies: •​They are manifested by people, as revealed in experiments that show subtle energies can increase electron sizes and numbers. •​A person can direct the flow of this energy through intention. •​This mind-electron interaction is effective even over great distances. Subtle energies follow a different set of laws than do physical energies, and radiate their energy with unique characteristics. There is not just one type of subtle energy, however. Tiller postulates several subtle substances, each of which occupies a different time-space domain. These domains are different levels of reality. Subtle energy flows downward from the highest, which Tiller calls “the Divine.” Each level provides a template for the level below. As the subtle energy enters the next domain, it adapts—but also instructs. The laws differ on each of these levels because the energy gets denser. Tiller’s levels of subtle reality range from the most to the least dense: •​Physical •​Etheric (also called bioplasmic, prephysical, or energy body) •​Astral •​Three levels of the mind: ​Instinctive ​Intellectual ​Spiritual •​Spirit •​The Divine The etheric level is just above the physical level. According to Tiller, etheric subtle energy penetrates all levels of material existence, and through the polarity principle forms atoms and molecules that make matter. Our mind interacts with the etheric energy (and above) to create patterns in the physical dimension. These patterns act like a force field that links us to the adjacent energy level. Tiller’s explanation of the physical level versus the etheric is similar to that proposed by the experts featured in “The Structure of the Subtle Anatomy”. He suggests that the physical realm occupies a positive time-space frame that is mainly electrical, in which opposites attract; over time, potential decreases, and entropy (chaos) increases. The etheric realm, conversely, is a negative time-space domain that is highly magnetic: like attracts like. As time passes in this realm, potential increases and entropy decreases; therefore, more order is established. We might suggest that communication in the physical realm is accomplished through the five senses; to reach into the etheric level (and above), we must use our intuition—the sixth sense. Within Tiller’s model, the meridians and chakras operate like antennae that detect and send signals from the physical into the upper domains. These subtle structures interact between the physical body and the etheric (and other) realms, illuminating higher orders so that we can perceive them from the physical plane.

The organs and elements either generate or destroy each other in a particular pattern. This idea is a reflection of the Chinese principle of restoring equilibrium through balancing opposites (yin-yang) or of wuxing, which refers to the interlocking nature of the five elements. The idea of wuxing explains that each element exerts a generative and subjugative influence on one another. Wood will generate (or feed) fire and fire will generate new earth. Elements also subjugate or destroy each other. A practitioner diagnoses which elements might need to be generated or decreased and will figure treatment accordingly. Understanding this cycle is the key to creating balance within the system. Instead of being characterized by their position in the body, the organs were understood by the role they played within the overall system. They were therefore described by their interdependent relationships and connection to the skin via the blood (xue), fluids, meridians, and the three vital treasures described below. Just as organs flow in five phases, so do the seasons and points on the compass. There are four directions, with China representing the fifth (at the center). Unlike the Western compass, the Chinese compass emphasizes the south. This is summer, the hottest time of the year. It is appropriately linked to fire. West is the setting of the sun and is associated with autumn and metal, while north is winter and water (the opposite of the south). East, the rising sun, is linked with spring and wood. Earth is related to the center of the compass and late summer. If any of these phases are out of balance, the entire system is unbalanced. Blocks or stagnation anywhere can result in problems, as can excess or lack. A proper diagnosis will integrate all of these factors. From the Taoist perspective, these three treasures constitute the essential forces of life, which are considered to be three forms of the same substance. These three treasures are: •​Jing, basic or nutritive essence, seen as represented in sperm, among other substances. •​Chi, life force connected with air, vapor, breath, and spirit. •​Shen, spiritual essence linked with the soul and supernaturalism. Most often, jing is related to body energy, chi to mind energy, and shen to spiritual energy. These three energies cycle, with jing serving as the foundation for life and procreation, chi animating the body’s performance, and shen mirroring the state of the soul.

Once there was a single consciousness that unified everything. Within this consciousness were two beings: Shiva, the infinite supreme consciousness, and Shakti, the eternal supreme consciousness. Shiva represents time, and Shakti, space. Here is the yang of Oriental medicine, cloaked in the Shiva figure, and the yin shown within the Shakti. These two beings separated, creating a distinction between matter and consciousness within the universe—and within the children of the universe, including people. Shakti lies within us all, coiled within our root chakra in the guise of a serpent. In this form, she is the Kundalini Shakti, the “power at rest.”15 She only becomes manifest, however, when she moves—and that is her ultimate goal, to rise through the denseness of the body until she can rejoin her great love, Shiva, who resides in the seventh chakra. When unified, the two create through supreme consciousness. Shakti is not just an ethereal being. She is seen as the cause of prana, or life force. She has sound and form; she is composed of alphabet characters, or mantras. When Shiva and Shakti join, they create nada (pure cosmic sound) and maha bindu (the supreme truth that underlies all manifestation). What does this mean for the initiate who fuses these two beings—these two parts of him- or herself? The graduate is freed from the confines of the physical body. Innate powers—mystical, magical abilities—awaken. Moreover, the soul is freed from the wheel of life that forces reincarnation. Science tells a similar story, using different words. According to recent studies, the entire world can be reduced to frequency and vibration. As we saw in Part III, we are all composed of the L-fields and T-fields that form unified frequencies. We are all made of the “male” and the “female,” the electrical and the magnetic. If we can achieve the balance and blending of each, then there is harmony, and within that harmony, healing. To follow the path of kundalini is not “only” to achieve an enlightened state of mind. It is to heal the mind, soul, spirit—and body.

Today, as provost of Harvard University, Steve Hyman is mostly engaged in the many political and administrative tasks that come with leading a large institution. But he is a neuroscientist by training, and in 1996 to 2001, when he was the director of the NIMH, he wrote a paper, one both memorable and provocative in kind, that summed up all that had been learned about psychiatric drugs. Titled “Initiation and Adaptation: A Paradigm for Understanding Psychotropic Drug Action,” it was published in the American Journal of Psychiatry, and it told of how all psychotropic drugs could be understood to act on the brain in a common way.46 Antipsychotics, antidepressants, and other psychotropic drugs, he wrote, “create perturbations in neurotransmitter functions.” In response, the brain goes through a series of compensatory adaptations. If a drug blocks a neurotransmitter (as an antipsychotic does), the presynaptic neurons spring into hyper gear and release more of it, and the postsynaptic neurons increase the density of their receptors for that chemical messenger. Conversely, if a drug increases the synaptic levels of a neurotransmitter (as an antidepressant does), it provokes the opposite response: The presynaptic neurons decrease their firing rates and the postsynaptic neurons decrease the density of their receptors for the neurotransmitter. In each instance, the brain is trying to nullify the drug’s effects. “These adaptations,” Hyman explained, “are rooted in homeostatic mechanisms that exist, presumably, to permit cells to maintain their equilibrium in the face of alterations in the environment or changes in the internal milieu.” However, after a period of time, these compensatory mechanisms break down. The “chronic administration” of the drug then causes “substantial and long-lasting alterations in neural function,” Hyman wrote. As part of this long-term adaptation process, there are changes in intracellular signaling pathways and gene expression. After a few weeks, he concluded, the person’s brain is functioning in a manner that is “qualitatively as well as quantitatively different from the normal state.” His was an elegant paper, and it summed up what had been learned from decades of impressive scientific work. Forty years earlier, when Thorazine and the other first-generation psychiatric drugs were discovered, scientists had little understanding of how neurons communicated with one another. Now they had a remarkably detailed understanding of neurotransmitter systems in the brain and of how drugs acted on them. And what science had revealed was this: Prior to treatment, patients diagnosed with schizophrenia, depression, and other psychiatric disorders do not suffer from any known “chemical imbalance.” However, once a person is put on a psychiatric medication, which, in one manner or another, throws a wrench into the usual mechanics of a neuronal pathway, his or her brain begins to function, as Hyman observed, abnormally.

Entrainment or the management of the body through the heart rather than brain leads to higher functioning mental and emotional states, as well as a healthier body.52 It also enables a person to screen the outer environment for “good messages” instead of “negative messages,” enabling a more positive relationship with the external world.53 This “heart healing power” is possible because of the energetic nature of the body. All energy contains information and all cells are energetic. The closer a group of cells, the more likely they are to oscillate or vibrate in a coordinated rhythm, thereby producing a more powerful and intense signal. Heart cells are tightly organized, thus generating an extremely strong, shared signal, which is both electrical and magnetic. The heart’s internal signal is stronger than any produced by other parts of the body because it is more intense. Thus can the heart dynamically move into the lead position in the body, its rhythms able to modulate or “take over” those of the other organs. What about its relationship with the external world? We are constantly receiving information—sometimes called “background noise”—from outside of ourselves. Not only can the heart override the incoming flow of communiqués, but it can also sort and filter information from the world outside of the body—even intuitive information. As explained by researcher Stephen Harrod Buhner in his book The Secret Teachings of Plants, highly synchronized cells, such as those compactly organized in the heart, are able to use background noise to increase the amplitude of an incoming signal—if they are interested in perceiving it.54 The heart will “hear” what it is programmed to “hear.” If love resides in the heart, it will attune to love. If fear, greed, or envy resides within, the heart will access negativity. Most people believe that the brain initiates the first response to incoming events and then orders our reactions. Analysis reveals, however, that incoming information first impacts the heart, and through the heart, the brain and then rest of the body.55 Our hearts are so strong that they can actually formulate the most well known symbol of love: light. Research has shown that under certain conditions, a meditator can actually generate visible light from the heart. The meditation technique must be heart-centered, not transcendent. When this occurred during studies at the University of Kassel in Germany in 1997, the heart emanated a sustained light of one hundred thousand photons per second, whereas the background had a count of only twenty photons per second. The meditations drew upon energetic understandings from several cultures, including the Hindu practice of kundalini.56 It has been said that the heart is the center of the body, but it might also be the core of a subtle universe—or perhaps a “subtle sun” generated by every individual.

Acts on the unconscious.35 Complementary Colors The complementary color pairs are: red-green, orange-blue, and yellow-violet. Together, these colors balance yin and yang. For example, red might stimulate the blood and improve circulation while green calms conditions creating stress. Blue might assuage pain while orange lifts fear or depression causing tension. Yellow will strengthen the nervous system while violet calms it with a meditative state.
